DIG Paraskar’s case politicised?

Paraskar-LeadIn what could spell trouble for DIG Sunil Paraskar accused of raping a model, the Maharashtra Home Department has proposed his suspension. The proposal to suspend the deputy inspector general (DIG-protection of civil rights units) has been sent to Maharashtra Chief Minister Prithviraj Chavan. However, some senior police officers in police department are not ready to accept that it is necessary to suspend the office and they are terming it mere ‘politics’.

On the condition of anonymity, senior officer of DCP rank said, “It became prestige issue for government, when Shiv Sena chief Uddhav Thackeray wrote editorial in Saamna. When one political party comes in support of one officer then it is obvious that the ruling party will go against him.”
He further said, “It is a totally different department which is probing the case, so there is no chance that he can influence the case.”

DIG Sunil Paraskar is on pre-arrest bail. Observing the complainant’s behaviour and her e-mail exchange with him suggested consent. “They are hungry for publicity . Even court observed that it was with consent in prima facie,” said another officer, who worked with Paraskar earlier.

Earlier, the editorial in Saamna, the party’s mouthpiece, stated that the Sena wants the Mumbai police to open its eyes as it thinks that the common man has seen through the victim’s allegations but the police is unable to do so.

It also stated, “Character assassination has become a weapon to destroy someone’s reputation in politics and the government. The law sides with women but if someone is misusing it then the court should look at it in a different way.”

It also said that the victim’s background needed to be checked and questioned for the validity of the victim’s allegation against Paraskar and asked, “It took the girl six months to realise that she has been raped?”

Defending the editorial, Aditya Thackeray, head of Yuva Sena, youth wing of Shiv Sena, took to social networking sites and said, “The editorial, taking cue from the rape accusations on a senior police official, states that in such cases, before painting someone as a rapist, the media must wait for the court’s verdict. Media trials are a tool to defame public figures, and break families of private individuals.”

Nirmala Samant Prabhavalkar, member of the National Women’s Commission said, “It is not the prerogative of a political party to enter into an ongoing probe and side with a police officer who is capable of defending himself by engaging a lawyer.”

A senior lawyer, who is also a member of ruling party term it as ‘Bakwas’. “The ministry has ordered this after seeing the rules and regulations. Giving political colour to everything is not right. Police has registered a case and to give free and fair probe, ministry recommended his suspension.”

An FIR was registered against Paraskar in Malwani Police Station under Sections 376(2)(rape by a police officer), 376 C (intercourse by superintendent of jail, remand home, etc) and 354(D) (stalking) of the Indian Penal Code.

The complainant, a 25-year-old model, alleged that Paraskar (57) molested and sexually assaulted her on two occasions in December 2013. According to her, she had met Paraskar first in 2012 when he was Additional Commissioner of Police with regard to a case.

In her complaint, the woman said he raped her several times when she visited him with regard to some work, and submitted evidence of the sexual assault on her at a hotel in the suburbs. Paraskar’s lawyer argued that the allegations were false and pointed to the delay in registration of FIR.
Paraskar had denied the charges, but admitted that he did know the model.
