Modi government wants to keep million dollar posting, transfer business with itself: AAP’s Ashutosh

AshutoshAs the ongoing tussle between Delhi Chief Minister Arvind Kejriwal and Lt Governor Najeeb Jung refuses to die down, Aam Aadmi Party (AAP) leader Ashutosh on Thursday targeted the Narendra Modi government at the Centre.

The journalist-turned-political leader said the BJP-led government wants to keep the powers of transferring and postings of bureaucrats with itself through the Lt Governor as it is a ‘million dollar business’.

The AAP leader today took to Twitter to hit out at the Centre over the issue.

Ashutosh also took pot shots at the IAS association, saying the body was sleeping like ‘Kumbhkaran’ when the Home Secretary and the Foreign Secretary were humiliated and removed.

Caught in the crossfire between AAP government and Lt Governor, top bureaucrats in the city government yesterday strongly condemned “politicisation” of appointments of senior officials and urged both sides to create a conducive atmosphere so that they can discharge their duties freely.

Lt Governor Najeeb Jung on Wednesday cancelled all appointments made by it in the last four days, asserting he was the sole authority in matters of ordering transfer and posting of bureaucrats.

In a letter to Chief Minister Arvind Kejriwal, the Lt Governor challenged AAP government’s order to bureaucrats not to follow his directives without securing approval from the CM or any other minister, maintaining he has the power to decide on transfers and postings.

Meanwhile, Kejriwal wrote to Prime Minister Narendra Modi accusing the Centre of trying to run his government by proxy.

The central government, however, distanced itself from the controversy, saying Kejriwal and Jung should meet to sort out their differences.

In his letter to Modi, Kejriwal asked the prime minister to let his democratically elected government “function independently”.

The AAP government on Tuesday named Arvind Ray, an IAS officer removed by the Lt Governor from the post of secretary (home), as the secretary (general administrative department).

The post of secretary (GAD) was earlier held by Anindo​ Majumdar, who was on Monday locked out of his office at the Delhi Secretariat on Kejriwal’s orders for following Jung’s fiat to appoint Shakuntala Gamlin as acting chief secretary on May 15.

It was Gamlin’s elevation which dramatically triggered the worst confrontation between Jung and the AAP government that had stormed to power in February.

Meanwhile, former solicitor general Gopal Subramanium on Wednesday said the Lt Governor cannot overrule the state government’s decisions as this would “violate the constitutional scheme”.
