Govt must act swiftly towards improvising cybercrime cell

Maharashtra Police and government are making every effort to address cybercrime related complaints. Lodging complaints relating to cybercrimes will be a lot easier now. One has to simply walk into your nearest police station to lodge a complaint regarding bank card fraud or hacking for instance. Every city police station now has a separate cybercrime cell. Earlier, everyone had to rush at the lone cybercrime police station in Bandra-Kurla Complex. Anyway, this sounds very interesting but the reality is not that comfortable. To improve cyber detection and to improve conviction rate, the police department has put up a proposal to the state government to set up a separate cyber court, but unfortunately, the interpreters of law are not cybercrime experts, so, how the crime happened, which method, from which IP and the type of attack to forensics of it would be a new challenge for the lawyer and judge both. The move to have a cybercrime cell at each police station was initiated by police due to the rise in a number of white collar crimes and a shortage of staff at the only cyber police station, but the irony is that the staff is not well updated or trained. That is the reason; the cybercrime is not easily detected.

Ours is the country where 75 per cent of infrastructure is gone online, the next war would be cyber war and we need to be prepared for it else India can stall back to 10 years if we get cyberspace attacked. We need to be worried about the sharp rise in the number of cybercrime cases in the state and law enforcement agencies’ inability to bring the crooks to book. The government drafted a plan to deploy nearly 1,000 sub-inspectors to tackle cybercrime. But for that, the police needs additional manpower. Looking at the geographical conditions of the state and especially Mumbai, there is a scarcity of police personnel. The police department needs manpower and infrastructure. Police personnel are not provided with adequate training and there is a need for information technology experts to halt cybercrime. Then Congress and now BJP are on the same path, they both just made announcements but never worked on the issues. Currently, a senior police inspector has the power to take action under the IT Act. Constables are just not aware of the subject itself.

Mumbai is home to many important national financial institutions like RBI, Bombay Stock Exchange, IIT, Bhabha Atomic Research Centre, and TIFR. Under such circumstances, it is essential that CERT is set up in Mumbai, as 80 per cent of infrastructure is online. A few months ago, when a proposal was moved to block some websites, which were promoting “anti-India” sentiments, it took a long time to check such portals. Cybercrime has become a big menace not just in the state, but also across the country. The state was earlier planning to rope in Nasscom to set up a ‘Cyber Force’ comprising 1,000 qualified professionals, who will be posted in cybercrime labs at the district level. This trained personnel will help cops to crack crimes in the world of internet and ensure the conviction of the criminals. To ensure gathering of evidence in a scientific manner, the government needs to set up a network of mobile forensic labs at every police commissionerate. But nothing has yet happened, all these promises remained in files and police force is not capable of dealing with virtual crime. Currently, the state police are dependent on labs in Gujarat and Hyderabad and as a result, samples remain pending for as late as three years. Phishing attacks of online banking accounts or cloning of ATM/debit cards are common occurrences. A maximum number of offenders belong to the 18-30 age group, added the report. With increasing use of information technology (IT), enabled services such as e-governance, online business, and electronic transactions, protection of personal and sensitive data have assumed paramount importance. It’s high time this government should act swiftly towards improvising cybercrime cell and secure people from cybercrime.

A few days ago, my friend’s email account got hacked and with that email, all his other accounts like FB and other accounts too got hacked and on his timeline, and the hacker posted all provocative religious abuses. Some took objections; some called him and warned about the consequences. Finally, to solve this issue, we went to police station and informed the police about the same. In a very flat reply, the police told, we are not here to ensure recovery of your email accounts unless there is no financial crime and the case won’t be taken on priority, now the choice is yours to file a complaint or not. Later, we approached some cybersecurity personnel, they got his FB page banned by reporting about the same and anyhow the hacked account couldn’t be recovered. Mumbai police from seven years are talking about the reforms in cyber cell and police training but nothing is yet concretely done, they are not even upgraded.

Rising at an alarming rate, the number of cybercrimes in the country may double in the coming years and could pose serious economic and national security challenges. The increasing use of smartphones and tablets for online banking and other financial transactions have increased risks. India has emerged as a favourite among cybercriminals, mostly hackers and other malicious users who use the internet to commit crimes such as identity theft, spamming, phishing and other types of fraud.

There was a three-fold increase in cybercrime cases registered in Mumbai between 2013 and 2014. Between January 1 and October 31, 2016, 418 cases were registered under the Information Technology Act, with 142 people arrested. In the same period last year, the police registered 136 cases and made 86 arrests. Of the cybercrimes recorded this year, maximum were related to e-mails and SMSs with obscene content.

A viable approach would be to tax IT companies/services profit and earmark an amount for the creation of a National Institute of Communications Research that will attract and keep hold of the best talent from around the world and will be managed on pay for presentation basis. With Indian IT industry being very short term profit focused, it is unlikely that some major effort will emerge without government coordinating it. Cybersecurity is a “Cat and Mouse” game, the IT admin managing a network or server has to keep him updated and the computers. Same goes for the people working in that office or home. But most IT admins in the government sector are government employees and hired on the basis other than the qualification. These then do what all the government employees do best. Instead, this should be outsourced to some private Indian company. Secondly, any security company will tell you this, if there is any confidential data then do-not-connect that machine to the internet, period. But in a large organisation where office is far away and need to access the data, then allow only that which is required, and that took over secured layer.

The government is in the process of putting in place the capabilities and the systems that will enable us to deal with this anarchic new world of the constant and undeclared cyber threat, attack, counter-attack, and defense. We need to prepare ourselves to deal with both, threats to cyberspace and risks arising through cyberspace.

Modi, Nitish and Paswan to share stage at Patna rally on March 3

modi nitishPrime Minister Narendra Modi may share the stage with Bihar Chief Minister Nitish Kumar and Union minister Ram Vilas Paswan here on March 3 at a rally where the NDA will sound the bugle for the upcoming Lok Sabha polls in the state. The announcement was made on Sunday at a joint press conference by the JD(U), the BJP and the LJP.

Kumar who heads the JD(U) and Paswan who is the LJP chief, have given their consent for attending the rally, while an invitation was being sent to Modi, the NDA leaders said.

Notably, the NDA rally will be held exactly a month after Congress’ “Jan Akanksha Rally”, which will be addressed by Rahul Gandhi. It will be his first public meeting in Bihar after becoming the party’s national president.

Asked whether their rally was aimed at giving a “reply” to Gandhi, the NDA leaders said that they were not bothered about the Congress president. They said that the BJP president Amit Shah will also be requested to attend the rally, where workers of all the three NDA constituents would gather from across the state. They reiterated that the candidates to be fielded by the respective NDA constituents would be finalised in due course and further added that the date of March 3 was agreed upon since the parties wanted to hold one such public meeting before the poll schedule was announced.

The NDA rally could be the first occasion for Modi and Kumar to share stage at a political function in Bihar. Kumar had cancelled a dinner hosted for BJP leaders a decade ago when advertisements appeared in local newspapers wherein he was shown holding hands with Modi, the then chief minister of Gujarat.

Kumar snapped 17-year-old ties with the BJP in 2013 when it became amply clear that the party would fight the Lok Sabha polls with Modi as its face. Kumar, however, returned to the NDA in 2017 after a short-lived alliance with arch-rival Lalu Prasad’s RJD.

Cancer helped me in becoming a better person, now I value life: Manisha Koirala

manisha koiralaThe 48-year-old actor from Nepal, who won a tough battle against ovarian cancer said on Sunday at the Jaipur Literature Festival that the dreaded disease had changed her as a person, as she is now kinder and values her life and health more. It was very important to have an open conversation about the disease which had made her kinder, gentler and had taught her that we are all interconnected and intertwined. He added further saying that “I took my life for granted. I neglected my health that is why cancer came to me as a teacher; it came to me as a lesson. I value my life more now, love my family, value my health because I realised if one is not healthy, one cannot enjoy any aspect of living.”

Manisha also spoke at a session where she discussed her book “Healed: How Cancer Gave Me a New Life” which opens with the sentence I don’t want to die”. The thought of death is the first thing that comes to mind when a person is diagnosed with cancer. I was utterly shocked when I came to know about the disease. It was the loneliest night. Even a familiar journey from Kathmandu to Mumbai which I had taken umpteen times felt so different.

“When I was sick, I was searching for positive stories. I could not get many stories, except the success story of (actor) Lisa Ray and (cricketer) Yuvraj Singh, who came out fighting successfully with cancer. So I decided that when I recover, I will share my stories with people. I also believe that sharing helps lower the burden from your head and heart. Hence, I wrote the book, she said.

Noting that the cancer treatment was expensive in India, she said the patients needed more awareness to cure the disease in time. It is important to take your own decisions and take control of yourself rather than relying on others, and it is absolutely vital to have information about the disease, she said. While talking about the support she received, Manisha said that although many strangers turned up and helped a great deal, yet the all important emotional support came from her mother.

I had to make peace with my death. I made a promise to myself that if I get to live again I will spread awareness about cancer. It is the perception towards the problem that matters. You can take it as a challenge or see it as something that you cannot overcome, said Manisha, who is goodwill ambassador for the UN Population Fund.

She further added that it would be nice if women go out and prove themselves, make a statement for themselves and make it known that they deserve something rather than playing a victim card. However, to a question on her biopic, she said, I still have a lot to do so that an interesting movie is made on my life I will continue acting as I am in love with films and acting.”

Born into the prominent Koirala family in Nepal, Manisha made her Bollywood debut with “Saudagar” in 1991 and went on to act in films like “1942: A Love Story”, “Akele Hum Akele Tum”, “Bombay”, “Khamoshi: The Musical”, “Dil Se”, “Mann”, “Lajja” and “Company”. She took a break from acting in 2012 and returned five years later with the coming-of-age drama “Dear Maya”, Netflix’s “Lust Stories” and “Sanju”.

 

Maha village resolves to boycott polls over pending issues

A village in Maharashtra’s Yavatmal district, which has witnessed a string of farmer suicides over years, has resolved to boycott upcoming Lok Sabha and state assembly polls unless various demands of locals, including compensation to agriculturists for low crop yield, are met by the government.

A resolution to this effect was adopted during a Gram Sabha meeting by residents of Wagda Izara village in Mahagaon tehsil on Republic Day.

The resolution copy has already been sent to Prime Minister Narendra Modi and Maharashtra Chief Minister Devendra Fadnavis, a local leader said on Sunday.

The main demands included direct credit of PM’s Crop Insurance Scheme amount into bank accounts of farmers, and setting up fodder store rooms for cattle in view of drought, said farmer leader Manish Jadhav.

The villagers also demanded formation of a separate Vidarbha state comprising various districts in the east Maharashtra region.

“The gram sabha also proposed that farmers who have recorded lesser soybean and cotton crop yields due to scanty rainfall, be paid a compensation of Rs 50,000 per hectare,” he said.

The meeting, held under village sarpanch Chhaya Khandare, also extended its support to the proposed stir of farmers to be launched from Punatamba village in western Maharashtra’s Ahmadnagar district.

“We have been facing an acute drinking water crisis every year. We want it resolved permanently through the Centrally-sponsored water supply schemes,” the Sarpanch said.

She also demanded a complete crop loan waiver and fresh credit for farmers.

The meeting was attended by a large number of villagers wherein it was resolved that the future polls will be boycotted if our demands are not met, Jadhav said.

The village, with population of around 1500, falls under Umarkhed (SC) assembly constituency, currently represented by the ruling BJP. It falls under Hingoli Lok Sabha constituency, represented by the Congress.

Govt sanctions Rs 58 cr to GPO in Mumbai

gpoThe Preservation, Repair and Restoration work of the biggest post office building in Mumbai GPO has been held up in bureaucratic web. The proposal to repair the heritage structure of Mumbai GPO Heritage Building, Grade I has been pending for approval of Postal Directorate for the last 34 months. RTI activist Anil Galgali has uncovered the lethargic, insensitive and apathy of Indian Postal Service attitude towards this issue. After RTI query by Galgali, Mumbai GPO Preservation, Repair and Restoration gets a node and government sanctions Rs 58 crore.

Legal and buildings committee of Department of Post revealed in a RTI reply to Anil Galgali that a proposal for sanctioning Rs 47.58 crore for preservation, restoration and repair of the GPO building was put up on January 29, 2016. This plan was drafted by Indian National Trust for Art & Cultural Heritage (INTACH), an organisation empanelled by the postal department. Although 15-20 per cent escalation of project cost is expected per year. An amount of mere Rs 30 lakhs has been sanctioned by the directorate. Even in this case, proper administrative approval has not been forthcoming. Experts view and help of outside agency like renowned Architect Abha Narayan Lamba was also taken in the year 2008-2009 and recently, the help of ASI (Archaeological Survey of India) also availed for Preservation, Repair and Restoration work.

“General Post office building holds a place of pride among the 633 heritage structures of Mumbai. But sadly, it is also among the four most dilapidated heritage structures, needing urgent work of Preservation, Repair and Restoration. In fact, the plasters and parts of the ceiling have been falling at intervals and the 1000 odd employees working from this century-old building live in constant fear of collapse. A writ petition filed in 2012 on the issue has failed to awoke a response from the Postal authorities,” said Galgali.

GPO further informed Galgali that many incidents of falling plaster etc. have taken place in Mumbai GPO, but there were no causalities. However, one serious incident of failing ceiling portion has already happened at Mumbai GPO premises. And injured person has filed Civil Suit under No. 4735/2012 against the Department of Posts. Court case is sub-judice for fixing vicarious responsibilities against the Postal Department.

Galgali has written to Prime Minister Narendra Modi requesting him to expedite the restoration of Mumbai GPO. Apart from the employees, the lives of thousands of visitors to the building are also at stake. Villager abducted by Maoists found dead in Maharashtra

dead body 1A 32-year-old villager, who was abducted by a group of Maoists over suspicion of being a police informer, was found dead on Sunday in Maharashtra, police said.

The victim, Sansay Tanu Beig, a resident of Jaravandi village under Erapalli tehsil of Naxal-affected Gadchiroli district, was abducted late Saturday night, a police official said.

Around 40 Maoists entered the village and barged into Beig’s house from where they pulled him out after brandishing weapons, he said.

Villagers came to Beig’s defence and requested the Maoists to leave him as he was innocent, the official said.

However, the rebels did not listen to them and took the villager with them, he said.

Beig’s blood soaked body was found in early hours of Sunday in the main square of the village, he said.

Maoists suspected Beig had informed the police about their meeting held in the village, the official said.

The ultras assaulted Beig with sticks, leading to his death and dumped his body near the village, he said.

The Jaravandi police later reached the spot and shifted the body to a state-run hospital for post-mortem, the official said.

A probe is underway and the police were in the process of registering an offence, he said.

This is the fourth incident of killing of a villager over suspicion of being a police informer in the district in the last one week, he said.

The Supreme Court on Sunday cancelled the January 29 hearing in the politically sensitive Ram Janambhoomi-Babri Masjid land title dispute case due to non-availability of one of the five judges of a Constitution bench.

Justice S A Bobde will not be available on January 29 due to which sitting of the Constitution bench headed by Chief Justice of India Ranjan Gogoi stands cancelled, as per a notice issued by the Supreme Court registry.

The five-judge bench was re-constituted on January 25, as Justice UU Lalit, who was a member of the original bench, had recused himself from hearing the matter.

When the new bench was constituted, Justice N V Ramana was also excluded from the re-constitution bench.

No reason was cited for the exclusion of Justice Ramana in the new Constitution bench.

Besides the CJI, the new bench comprises justices S A Bobde, D Y Chandrachud, Ashok Bhushan and S A Nazeer.

Thane man with link to ‘ISIS-inspired’ group held by Maha ATS

0c3fa314 472b 11e8 b98f 44ca1ff8ed36The Maharashtra Anti-Terrorism Squad has arrested a man in connection with an alleged ISIS-inspired group that wanted to carry out mass attacks at big events using poisonous chemicals, police said on Sunday.

The arrest was made Saturday from Mumbra in neighbouring Thane district and a laptop, tablet computer, hard disk, pen drives, router, mobile phones and diaries were seized from his residence, an ATS official said.

The ATS had earlier arrested eight people, and detained a minor, from Aurangabad and Thane after several teams carried out searches through January 21-22, an official said.

They were charged under Indian Penal Code section 120B (criminal conspiracy) and relevant provisions of the Unlawful Activities (Prevention) Act (UAPA) and the Bombay Police Act.

This group, during interrogation, had named the accused who was arrested on Saturday, he added.

He will be produced in a court on Sunday, the official informed.

 

Martyred Army major honoured with bravery award in Thane

army majorMajor Kaustubh Rane, who was martyred in an encounter on the Line of Control (LOC) in August last year, was posthumously honoured with a gallantry award by an organisation here in Maharashtra on January 26.

The “Maharana Pratap Shourya Puraskar” consists of Rs 11,000 in cash and a citation, and has been instituted by the Hindi Bhashi Ekta Parishad.

Major Rane (29) was martyred in north Kashmir’s Gurez sector of Bandipora district along with three Army soldiers while fighting terrorists. He was a resident of Mira Road in Thane district.

The function, organised by the Hindi Bhashi Ekta Parishad and the Rajastani Seva Samiti, was held in the Ram Ganesh Gadkari Rangayatan near Masunda Lake here.

The audience, several of them teary-eyed, stood and cheered when the martyred Army major’s parents went up on stage to collect the award.

Justices Kamal Kishore Tated and Makarand Karnik of the Bombay High Court presented them with a bouquet.

 

30 years on, Anil Kapoor, Madhuri Dixit relive fond memories of ‘Ram Lakhan’

Three decades after Subhash Ghai’s iconic ‘Ram Lakhan’ captivated millions of moviegoers, Bollywood stars Anil Kapoor and Madhuri Dixit on Sunday shared with fans memories of working together in the classic.

Madhuri tweeted a video where she along with Anil Kapoor danced energetically to some of the songs from the 90s blockbuster.

“Today marks #30YearsOfRamLakhan and dancing on this song brings back so many beautiful memories. It was fabulous working with the team of #RamLakhan @AnilKapoor @SubhashGhai1 @bindasbhidu @SirPareshRawal @AnupamPKher,” she wrote alongside the tweet.

 

Retweeting Madhuri’s comment Anil commented, “It’s serendipitous that we should be working together on the anniversary of #RamLakhan! Can’t think of a better way or a better person to celebrate this milestone with! #30YearsOfRamLakhan.”

Expressing his happiness at the film competing 30 years he wrote, “#30yearsofRamLakhan & it’s been one of my greatest joys to watch Lakhan continue to bring a smile to people’s faces, & and a dance in their steps…I’m not one to look back & ponder, but as I move forward to new avenues, I’m grateful for the choices that got me here…#LakhanFTW!”

Released on January 27, 1989, the film went on to be one of the biggest hits of the year.
