External Affairs Minister Sushma Swaraj on Wednesday said that no country is immune to the “existential threat” of terrorism, adding that the need of the hour is to ensure zero tolerance of the global menace.
Addressing the Raisina Dialogue conference here, Swaraj said, “There was a time when India would talk about terrorism and it would be treated as a law and order issue at many global platforms. Today, no country, big or small, is immune to the existential threat, particularly terrorism actively supported and sponsored by states.”
“In this digital era, the challenges are even greater with vulnerability to radicalisation,” she added.
Swaraj stated that India believes in an atmosphere that is free from violence and hostility, and believes that unresolved border issues could be resolved when approached in the right spirit. She said that India’s commitment to upholding territorial integrity and sovereignty remains unwavering.
“Our commitment to upholding territorial integrity and sovereignty remains unwavering. So, our consistent message is unresolved border issues can be resolved when approached in the right spirit. We believe in an atmosphere free from violence and hostility,” Swaraj said.
Underlining that India is a proactive and constructive contributor to upholding international peace and security, the External Affairs Minister noted that regional initiatives should be based on transparency.
Terming climate change in developed and underdeveloped nations as a “worst victim”, Swaraj said that these countries neither have the capacity nor resources to meet the crisis.
“In today’s inter-connected and interdependent world, foreign policy has a direct and visible impact. We have rebuilt India’s bridges with the neighbourhood. For us, transformation is not just a national agenda, but a global vision,” she further said.
Swaraj underlined that India stands for a democratic and rules-based international order in which all nations should be treated as equal.
Elucidating on India’s contribution to neighbourhood countries, Swaraj said, “We rebuilt India’s bridges both literally and figurately with its immediate and extended neighbourhood. We have also devoted a much higher amount of resources and attention to the neighbourhood. Not only when its come to formal diplomatic engagements, but we are also pushing next-generation regional connectivity and critical infrastructure at times of distress and need.”
Talking about India’s partnership with France in launching the International Solar Alliance (ISA), Swaraj asserted that “this evidences the tremendous strides being made through collaboration. India and other countries alike must remember that the world is one family.”
“Our focus is on finding solutions to challenges before us through innovative approaches and dynamic partnerships. India’s own engagement with the world is rooted in its civilisational ethos which has at its heart co-existence and democratic values,” she added.
Swaraj further noted that India is leading the way in reinvigorating global institutions and organisations, whether it is founding the ISA, playing an active role in humanitarian and disaster relief operations in its immediate neighbourhood or the country’s membership of key institutions of global governance.
Underscoring the need of making India a human resource power by connecting the youth to global opportunities, the External Affairs Minister said, “This is being done with confidence that our prosperity, better connected and skilled young India will be the engine for growth and prosperity not only in South Asia but far beyond.
Quoting a book, Shiv Sena chief Uddhav Thackeray on Wednesday took a dig at Prime Minister Narendra Modi calling the Centre’s crop insurance scheme was “as big a scam” as the Rafale fighter jet deal.
Criticising Prime Minister Narendra Modi’s frequent foreign tours, he said mere speeches and announcements will not help the public, and demanded that the BJP-led government solve farmers’ problems before looking at alliance talks for the forthcoming elections.
Modi had launched the Pradhan Mantri Fasal Bima Yojna in 2015 with the main objective to provide insurance cover and financial support to farmers in the event of failure of any of the notified crops as a result of natural calamities, pests and diseases.
Addressing a rally in Beed district of Maharashtra during his tour of the drought-hit Marathwada region, Thackeray asked how many people received benefits of the government’s crop insurance scheme after paying instalments to insurance firms.
“People have got cheques of Rs 2, Rs 5, Rs 50, Rs 100. I don’t do ‘Mann ki Baat’ (referring to Modi’s monthly radio programme) but believe in speaking ‘jann ki baat’. Allegations are being made that there is a scam of thousands of crores in the crop insurance scheme,” he said.
“Who should we question? There is someone called Sainath, who is an expert on the subject, who has written a book. He has said the crop insurance scam is as big a scam as Rafale,” Thackeray said.
While the Opposition Congress has been alleging corruption in the Rafale jet deal, the government has denied it.
Claiming that there was a “bubble” of announcements, Thackeray asked the government to “solve the problems of farmers before considering any alliance talks”.
The Sena has been regularly hitting out at the BJP despite being part of the government in Maharashtra and at the Centre. Its leaders have often said they would contest the next polls on their own.
Thackeray’s party and the BJP had contested the 2014 Lok Sabha polls in alliance but split up at the time of Assembly polls. The Sena joined the state government later.
“Everyday you (Modi) go to different countries and say my country is changing? How many days left (in power) for you now?” Thackeray asked.
“You go to different countries everyday and think our country is changing? Today Russia, tomorrow Japan and day after China. Then say our country is changing. The country may be changing for you but not for people, their conditions, their sorrows are not changing,” he said.
The Sena chief said he would not mind if he does not get a single vote after speaking truth, but he was averse to winning elections by speaking lies.
He said the Centre had neither been able to resolve issues or farmers nor constructed the Ram temple.
“If the issue was to be decided by court, why did you make this promise in your poll manifesto?” Thackeray asked.
Hitting out at the Centre’s drought assessment team which visited the state last month to take stock of the situation, he said it was “useless” and a mere ploy to show “carrots” to people.
“It needs to be understood who is truly yours and who is not. Mere speeches and announcements do not fill the vessels of people. The central team to assess drought came and went. Did you get anything? It is strange they need a mechanism to see drought even after the area is drought-hit,” he said.
Assuring his support to farmers amid the ongoing drought situation, he appealed them to support his party.
The state received inadequate rainfall last monsoon and the government had earlier declared drought in 151 out of the 353 talukas in the state.
Earlier in the day, the Sena leader handed over 100 cattle fodder-laden trucks and other essential supplies to farmers and undertook a tour of the drought-hit region.
Beed, which was earlier a stronghold of the NCP, is now dominated by the BJP while Sena has no presence in the district.
The Congress and other opposition parties on Wednesday strongly protested in the Rajya Sabha and demanded sending ‘The Constitution (One Hundred and Twenth- Four Amendment) Bill, 2019’ to a select committee, after the government introduced the key legislation.
The bill, that seeks to provide 10 per cent reservation in jobs and educational institutions to economically weaker sections in the general category, was introduced by Minister for Social Welfare and Empowerment Thaawar chand Gehlot amid the din due to protests by opposition members.
The Congress, DMK, RJD and Aam Aadmi Party were in the well of the house and continued to raise slogans against the government.
Sensing the mood, Deputy Chairman Harivansh adjourned the house till 2 PM while the discussion on the bill was on.
DMK member Kanomozhi demanded sending the Constitution Amendment Bill to a select committee for further scrutiny and sought division on her motion.
Her demand was supported by members of some parties including D Raja (CPI), with Congress also asking the deputy chairman to take up her plea first and allow division on her motion.
But, deputy chairman Harivansh said that it will only be taken up after the discussion, prompting the opposition members to raise further slogans.
Parliamentary Affairs Minister Vijay Goel accused the opposition of seeking to stall the passage of the bill that has been brought for the welfare of the poor.
This was strongly opposed, with Congress member Anand Sharma saying his party supported the bill, and Manoj Jha (RJD) stating the charge was incorrect and that the bill was “interference with the basic structure of the Constitution”.
Sharma alleged that Goel has not done justice by making the charge as the Congress was in favour of the bill but had issues with the manner in which it was brought.
After the deputy chairman allowed the minister to move the bill amid the din, he heard various members raising points of order, but refrained from giving any ruling.
The government on Wednesday introduced in Rajya Sabha a legislation to give 10 per cent quota in state jobs and educational institutions for upper caste poor.
Social Justice minister Gehlot said ‘The Constitution (One Hundred and Twenth-Four Amendment) Bill 2019 is a historic bill and a step brought to ensure equal opportunities for the poor in the general category.
He said previous governments have attempted to bring such a step but their actions have been struck down by court as there was no such provision made in the Constitution.
Gehlot said it was under Prime Minister Narendra Modi’s government that this bill was brought to make such a provision for reservation for economically weaker sections.
Seeking passage of the bill, Gehlot said this day will be remembered as an important one when crores of poor will benefit from this legislation that seeks to ensure equality and social harmony in the country.
The Congress members earlier also raised slogans over the Citizenship Amendment Bill.
The bill was passed by the Lok Sabha on Tuesday and was brought to the Upper House after the sitting of the House was extended by a day.
Actor Tom Hankswill be presenting the Life Achievement Award to veteran Alan Aldaat the upcoming Screen ActorGuild Awards ceremony. The Delhi High Court on Wednesday deferred hearing on Associated Journals Limited’s (AJL) plea, challenging the single bench judgment to vacate the National Herald House in the national capital, to January 16. AJL is the publisher of the National Herald newspaper.
The High Court changes the date at the request of Abhishek Manu Singhvi. Earlier the hearing was scheduled for January 15.
On December 21 last year, the Delhi High Court had dismissed the petition filed by AJL, challenging the Centre’s decision to cancel its lease and vacate the Herald House.
The Centre, in its eviction order passed on October 30 last year, had mentioned the violation of lease conditions by AJL and had said that the Herald House’s 56-year-old lease to AJL had ended.
The publisher had then approached the high court on November 12 last year against the eviction order of the Union Urban Development Ministry.
AJL, in its petition, stated that the Central government’s decision to cancel the lease is “politically motivated.” It further stated that the impugned order is vitiated by mala fides and biases, and had been issued with oblique political motives.
“The proceedings have been initiated for the purposes of scuttling the voices of dissent and the voice of the largest opposition party in the country. It is a clear affront to the freedom of speech and expression guaranteed under Article 19(1) (a) of the Constitution and a deliberate attempt to suppress and destroy the legacy of the first Prime Minister of the country Jawaharlal Nehru, by the powers that be,” the petition read.
AJL also stated that shutting down National Herald premises was a “deliberate attempt by the government to suppress and destroy the legacy of Nehru.
Kit Harington believes that the final season of “Game of Thrones” was “designed to break” the cast of the blockbuster fantasy series. The actor, who plays fan favourite Jon Snowin the HBO show has said that the team was so tired and sleep deprived from the emotional goodbyes that they just wanted to be “done” with it.

The body of an unidentified woman, who apparently had tattooed “Mohit” in Hindi on her right hand, was found stuffed inside a suitcase near Kondli canal in east Delhi’s Ashok Nagar area, police said on Wednesday.
The trolley bag was found abandoned near the canal at Dharamshila Road. The body had sharp injuries, Deputy Commissioner of Police (east) Panjak Singh said. He also added that the body had tattoo mark with “Mohit” in Hindi was found written on her right hand.
A case has been registered at the New Ashok Vihar Nagar police station and the matter is being probed, the body has not been identified yet, we are also scanning through the profiles of missing women registered at the local police stations, the DCP said.
Since no CCTV cameras have been found at or near the spot, it is not known that who would have dumped the bag. The body has been preserved in a mortuary and will be sent for post-mortem while an investigation is underway, said the police.
It refers to the government decision favoured generally by the opposition parties but only in principle regarding 10 per cent reservation for the Poor Upper Caste covering roughly 90 per cent of people from the General category with the parameters defined for getting reservation benefits being as high as household income above Rs 8 lakhs per annum, agricultural land less than 5 acres, residences less than 1,000 sq ft and residential plot less than 100 sq yards in a notified municipal area and 200 sq yards in a non-notified municipal area. If the Central government is really sincere about the economically weaker section (EWS) of the society, these parameters need to be made realistic. Otherwise, the proposed 10 per cent quota should be doubled to at least 20 per cent.
However, the proposed policy is not likely to be struck down by the Apex Court which has fixed maximum 50 per cent reservation quota only for backward classes made under article 16(4) of Constitution as per 1992 clarification by the Supreme Court. Simultaneously, the Central Government should implement verdict dated September 26, 2018, by a five-member Constitution Bench of the Supreme Court for the exclusion of creamy layer from reserved categories under scheduled castes and scheduled tribes. Reservation-benefits must be given to families with up to two children.
The complete policy of Reservation incorporated in the Constitution for a limited period of just 15 years to create a homogeneous casteless society is in itself a big failure whereas this policy has instead made people of reserved categories separately identified from others.

Reinstatement of CBI Chief a setback for Modi govt!
Reinstatement of Alok Verma as the CBI chief by the Supreme Court is a setback for the Modi govt who sacked and sent him on forced leave for charges of corruption. The controversy was termed as CBI v/s CBI as both Alok Verma and his deputy Rakesh Asthana had abused each other of corruption but the government’s midnight action was what looked suspicious as there are certain procedures that need to be followed in sacking a key member of an organisation that overlooks corruption in our country. It seems that the Modi government acts in haste and its advisors don’t seem to know the law of the land.
Corruption by the CBI head is a serious issue and needs to be addressed properly within the jurisdiction of the law. The SC wants the government and the leader of Opposition along with the Chief Justice of India to meet and look at the matter of corruption without any bias or nepotism. But with elections around the corner and BJP as well as Congress on loggerheads, justice cannot be expected in the case of corruption where each of the party’s favouring an individual for their poll prospects. It is the Supreme Court who should now appoint a special bench of former judges for a speedy solution on a matter that looks very critical and serious for the country!

0.75% discount on fuel purchased through credit cards
The Union government post-demonetisation of currency on November 8, 2016, to encourage the use of cashless transactions, had started giving several discounts for promoting the use of credit and debit cards which also included 0.75 per cent discount on the purchase of petrol and diesel through credit or debit cards. Due to inadequate publicity, it is not clear which discounts are still prevailing which also included on online payment of insurance premiums.
With all such discounts having since lost relevance after the normalisation of currency-position; the Union government should not burden exchequer with subsidy-loss through such discounts anymore. Instead, steps should be taken to ensure banking to be made least expensive including in respect of credit and debit cards. The concept of minimum-balance-charge for bank-accounts should be altogether abolished with banks already earning a lot on providing a very small interest-rate on bank-balances in savings-accounts and no interest on credits in current-accounts. Likewise charges for the issue and maintain debit cards should be abolished.
However, consolidated steps can be taken to minimise currency-circulation which may also include a monthly cash-withdrawal limit from banks of say Rs 96,000 for an individual, which may be gradually reduced to Rs 50,000 per month.

Limit monetary benefit to ultra-rich Cricketers
The Board for Control of Cricket in India (BCCI) has announced an award money of Rs 15 lakhs extra in addition to the equal amount of match-money to each of the cricketers having played in recently concluded series with Australia where India won the series. All this is in addition to a very hefty annual salary-package of up to Rs 7 crores per cricketer and lifetime heavy pension after their retirement from cricket paid by BCCI.
It is absolutely unfair to create such a class-distinction in a society where cricketers earning otherwise also through their costly appearance in advertisements and business-income are paid so heavily from the BCCI funded through public-craze where cricket has become a religion for people. There should be an upper-limit of salary-package for BCCI which may be equivalent to a highest paid bureaucrat in the country.
If earning of BCCI is a criterion for payment to cricketers, then priests of famous temples can also demand such hefty payments based on the income of temples. The central government should ensure that BCCI funds may be utilised for public-welfare schemes in the manner income from famous Hindu temples like Tirupati are spent.

But do they ever realise how our country is adversely affected by these kinds of strikes? When BEST goes on a Strike, every common man is suffered and when Banks goes on strike, every financial work is hampered directly affecting the bank customer. Today, if we see our country is in debt which means every citizen carrying a hefty sum of Rs 60,000 as a share of the country’s debt. So everyone should think in this situation are really this strike important, should we really do this strikes now and then! If we really want our country to progress, every citizen should contribute with the sense of sacrifice and keeping personnel demands at distance. Otherwise, in no time, we will see a downfall rather than a rising Country.

I, a senior citizen aged 71 years from North Mumbai and a huge number of senior citizens above the age of 60 years travelling by BEST buses everyday and have savings accounts with nationalised and the other banks, are wholeheartedly grateful to all the strikers for putting me and crores of senior citizens like me into unbearable troubles for three consecutive days!!! It is ridiculous to note that though the bank employees get the heftiest salaries and bonus with so many types of leaves and allowances, they go on strike nearly every now and then. They are entitled also to go on privileged leaves and enjoy outings with their families at the cost of the bank (read crores of bank customers like me). Is this their art of avoiding work?

While his expressing concern on the decaying situation in the Rakhine State of Myanmar, a senior UN official has urged all sides to intensify efforts to find a peaceful and civilian solution to the one of the worst crisis of refugees of the world. Acting Resident Co-ordinator and Humanitarian Co-ordinator for Myanmar Knut Ostby said that he was deeply concerned on the violence which caused the death of 13 Myanmar police officers in the raids by ethnic Rakhine rebels on January 4. Ostby urges all sides to ensure the protection of all civilians and uphold their responsibilities under International Humanitarian and Human Rights Law.
Around 350 militants from the Arakan Army stormed four police stations in the northern Rakhine State on Friday, “killing 13 policemen and wounding nine others”, according to a statement released by the Army chief’s office.
Ostby is deeply concerned about the situation in northern and central Rakhine State” where an estimated 4,500 people have been displaced so far due to fighting between the Arakan Army and Myanmar’s security forces, Stephane Dujarric, Spokesman for UN Secretary-General Antonio Guterres, told reporters on Tuesday and then added that Ostby was shocked by the reports of attacks on January 4, regrets the loss of life and offers his deepest sympathies to the families of the police officers who were killed.
He also appeals to all sides to intensify efforts to find a peaceful solution to the situation and to ensure humanitarian access to all people affected by the violence, Dujarric said. He also added that the United Nations has been in close contact with the Myanmar authorities in recent weeks and has offered to support ongoing efforts to respond to the humanitarian needs of those affected by the violence.
Myanmar doesn’t consider Rohingyas as an ethnic group and imposes the theory that they are Bangladeshi migrants who are living illigally in their country. The UN condemns the act and described the atrocities by the Myanmar military on Rohingya refugees as a textbook example of ethnic cleansing while the right groups declared it a pure genocide. However, Myanmar Budhist majoriy rejects the charge saying that its security forces launched a counter insurgency operation on august 25 in the response to Rohingya militant attacks.
The UN estimats that, around 700,000 Rohingya Muslim minority have fled to Bangladesh to escape the violence in Rakhine State of Myanmar since August 25 last year, when the army launched a military crackdown.
While Prime Minister Narendra Modi launched the Bharatiya Janata Party’s (BJP) poll campaign in the state and inaugurated several infrastructure projects in Solapur, Shiv Sena chief Uddhav Thackeray on Wednesday began his tour of the drought-affected Marathwada region in Maharashtra.
During his visit to Beed district in the region, Thackeray will hand over 100 cattle fodder-laden trucks and other essential supplies to farmers, a Sena leader said. The Sena chief is likely to highlight the agrarian crisis and criticise the BJP-led government over the same. According to Sena leaders, Thackeray will interact with farmers and distribute food grain and fodder for animals.
After the distribution of fodder and other essential supplies, the Sena chief will undertake a tour of the drought-hit region, he said.
He will also address a farmers’ rally in Beed before leaving for Jalna district, where he will hold talks with farmers, he added.
