Bengal Assembly Passes 'Aparajita Bill' Seeking Death Penalty for Rape Convicts 2

The West Bengal Assembly on Tuesday passed the Aparajita Woman and Child (West Bengal Criminal Laws Amendment) Bill, which seeks the death penalty for those convicted of rape and murder, or in cases where the rape victim is left in a vegetative state. The bill was approved through a voice vote, with the BJP legislative team refraining from seeking a division in the vote as promised.

The bill introduces amendments to key provisions under the Bharatiya Nyay Sanhita 2023, Bharatiya Nagarik Suraksha Sanhita 2023, and the Protection of Children from Sexual Offences (POCSO) Act 2012. Chief Minister Mamata Banerjee, who actively participated in the debate, emphasized that the passing of this bill is a significant achievement for her government. She criticized Prime Minister Narendra Modi for his inaction, stating, “It is a matter of shame that the Prime Minister could not do what our government did.”

In her speech, Banerjee urged the Prime Minister and Union Home Minister to resign, citing their failure to protect women in the country. The bill was introduced against the backdrop of nationwide protests following the rape and murder of a woman doctor at R.G. Kar Medical College and Hospital in Kolkata.

Banerjee called for swift justice from the Central Bureau of Investigation (CBI), which is currently probing the case. She also urged the state Governor to expedite the clearance of the bill so it can be sent to the President’s office for final approval. “Once the bill receives Presidential assent, it will be our responsibility to enforce it effectively,” she added.

The Chief Minister also criticized BJP legislators for remaining silent on similar cases of rape and murder in BJP-ruled states, highlighting the Unnao case as an example. She pointed out the hypocrisy in their actions, noting, “When you speak of an event in West Bengal, will you not speak about what happened at Unnao? It is a matter of shame that the accused legislator in the matter was garlanded.”

CM Shinde Advocates E-Governance for Transparent and Efficient Administration 4

Maharashtra Chief Minister Eknath Shinde on Tuesday strongly advocated for the widespread adoption of e-governance, emphasizing its vital role in improving public service delivery and fostering trust in the administration. Speaking at the inauguration of the 27th National Conference on e-Governance titled ‘Developed India: Safe and Sustainable e-Service Delivery,’ CM Shinde highlighted the swift implementation of the Mukhyamantri Majhi Ladki Bahin Yojana as a testament to the benefits of e-governance.

He noted that through the use of e-governance, the state government was able to deposit two instalments of Rs 1,500 each directly into the bank accounts of eligible women beneficiaries in record time. “E-governance is not merely a technological advancement but a medium to change the mindset of people, leading to greater transparency and trust in the administration,” Shinde said.

The Chief Minister further pointed out that e-governance has simplified property registration processes across Maharashtra, allowing transactions related to buying and selling houses to be completed smoothly online. Shinde credited Prime Minister Narendra Modi’s principle of “minimum government, maximum administration” as a guiding force behind the state’s aggressive e-governance initiatives.

He also revealed that the Chief Minister’s Secretariat has fully transitioned to an e-office system, with plans to extend this to all ministries. Shinde emphasized that all services under Seva Adhikar in Maharashtra are now available online, reducing administrative delays and making the system more responsive to citizens’ needs.

In addition, Shinde announced the establishment of a central registration centre at the Mantralaya entrance, which has streamlined letter acceptance and saved citizens’ time. He also disclosed plans to develop a data centre hub in Navi Mumbai to further support these digital initiatives.

“Maharashtra is leading the way in implementing e-governance, with an information technology policy and plans to integrate artificial intelligence in various sectors like industry, agriculture, and health,” the Chief Minister stated. He underscored the government’s commitment to making administration more citizen-centric, inclusive, and efficient.

In a significant move towards enhancing governance, CM Shinde announced the renaming of the General Administration Department from ‘Administrative Reforms, Structure and Procedures’ to ‘Administrative Innovation, Excellence and Good Governance.’

Karnataka CM Siddaramaiah Vows to Follow High Command's Decision Amid Leadership Change Talks 6

Karnataka Chief Minister Siddaramaiah stated on Tuesday that he would fully respect and abide by any decision made by the party’s high command and MLAs regarding his leadership position. This comes amidst ongoing discussions about a possible leadership change in the state.

Speaking to the media in his hometown of Mysuru, CM Siddaramaiah addressed questions about his potential replacement. When asked about former minister and senior leader R.V. Deshpande’s statement expressing readiness to take over as Chief Minister, Siddaramaiah responded, “The selection of the Chief Minister is up to the party MLAs and the high command. Whatever decision they make, I will follow.”

When teased by the media about appearing more refreshed despite the BJP’s claims that he looked worn down due to the ongoing MUDA case, CM Siddaramaiah chuckled and said, “The opposition has been dishonest in this matter. If their lies are exposed, it will be difficult for them. I have not lied, issued false statements, or made any mistakes.”

Regarding allegations that the Congress government is using a judicial commission’s report on Covid-19 against the BJP, CM Siddaramaiah explained that the report is set to be presented before the cabinet on Thursday. “I am not aware of the commission’s recommendations yet. We will review them,” he stated.

Responding to BJP MP and former state Health Minister K. Sudhakar’s claims that the report is being used as a political tool, Siddaramaiah remarked, “There is no need for concern if one’s role is clear. Why is he so anxious? Let’s wait until the report is made public. Sudhakar seems guilty and mentally disturbed, perhaps because he knows he is guilty.”

Reports have suggested that a Rs 7,000 crore scam was uncovered during the previous BJP government’s handling of the Covid-19 pandemic. CM Siddaramaiah, however, stated that he had no prior knowledge of the alleged scam. “My earlier allegations about the pandemic’s mismanagement and corruption are separate issues. Once the report is presented to the cabinet, we will take appropriate action.”

On the topic of the suspension of MUDA’s former commissioner, the CM said he was unaware of the specifics and the contents of the suspension order. “Once the commission appointed to investigate the MUDA scam submits its report, it will be thoroughly considered,” he added.

When questioned about the opposition from Mysuru royal family member Pramoda Devi Wadiyar regarding the Shree Chamundeshwari Kshetra Development Authority meeting, CM Siddaramaiah clarified that the meeting was held in compliance with court orders. “We are following the court’s directives, not the instructions of any MP,” he concluded, responding to BJP MP Yaduveer Wadiyar’s criticism of the move as illegal.

Junior Doctors Persist in Protest Over RG Kar Case, Demand Police Commissioner's Resignation 8

Junior doctors and medical students from various colleges in Kolkata are continuing their indefinite sit-in demonstration near the Kolkata Police headquarters, demanding the resignation of Police Commissioner Vineet Kumar Goyal. The protest, which began on Monday afternoon, is in response to the alleged mishandling of the initial investigation into the rape and murder case at R.G. Kar Medical College and Hospital.

Despite a nightlong protest under the open sky, the demonstrators showed no signs of fatigue as they resumed their sit-in on Tuesday morning. The protesting doctors expressed their dissatisfaction with the city police’s “lackadaisical” approach in the early stages of the investigation, which was later taken over by the CBI following an order from the Calcutta High Court.

One of the junior doctors participating in the demonstration remarked, “As doctors, we are used to working long hours without sleep. The city police may be testing our patience, but we will remain on the streets without food or water until our demands are met.”

The protest gained momentum on Monday night as a few Bengali film celebrities, who have been vocal about the case, joined the junior doctors in solidarity, spending the night with them on the streets. Throughout the demonstration, the protesters chanted slogans demanding justice for the victim and called for the resignation of the police commissioner. Some even sang revolutionary songs to uplift the spirits of the demonstrators.

The arrest of the former and controversial principal of R.G. Kar Medical College, Sandip Ghosh, by the CBI on Monday evening provided a temporary boost to the morale of the protesters. However, they remain steadfast in their demand for the police commissioner’s resignation due to what they perceive as negligence by the city police in the initial investigation.

In related developments, Sandip Ghosh and three others, arrested by the CBI in connection with a financial irregularities scam at R.G. Kar Medical College, are scheduled to appear in a special court in Kolkata on Tuesday morning. Their medical examinations were completed shortly after their arrests.

Mayawati Condemns 'Bulldozer Justice,' Advocates for Strict Adherence to the Rule of Law 10

Bahujan Samaj Party (BSP) leader Mayawati has strongly criticized the increasing use of “Bulldozer justice” by the government, calling for a return to the “Rule of Law by Law.” The former Chief Minister of Uttar Pradesh emphasized that legal actions should target criminal elements directly, without penalizing their families or close associates.

In a statement on social media platform X, Mayawati asserted, “Actions against criminal elements must be conducted strictly according to the law. It is unjust to punish their families or loved ones for their crimes.” She highlighted that her government had previously upheld this principle by ensuring justice was served within the boundaries of the law.

Mayawati expressed concern over the trend of using bulldozers to demolish properties, advocating that such measures should only be executed in line with Supreme Court directives. “Ideally, there should be no need to resort to bulldozers, as criminal activities can be addressed through existing strict laws,” she stated.

She further urged that instead of targeting the families of alleged criminals, the government should focus on taking stringent action against officials who, through collusion with criminal elements, fail to deliver justice to victims. “All governments need to prioritize this approach,” Mayawati added.

The BSP chief’s comments follow ongoing criticisms from opposition parties, who accuse the BJP-led government of practicing “Bulldozer justice” by demolishing properties linked to accused individuals before any legal proceedings are concluded.

Her remarks come on the heels of the Supreme Court’s recent discussions on implementing nationwide guidelines to prevent the demolition of properties belonging to those accused of crimes. The apex court underscored that even unauthorized constructions should only be demolished in accordance with legal procedures, emphasizing that the demolition of a property should not serve as a form of punishment.

The Supreme Court also clarified that this principle applies to properties of both accused and convicted individuals, reaffirming its commitment to ensuring that justice is carried out within the legal framework, without endorsing unauthorized actions.

Vinesh Phogat Calls on Government to Address Farmers' Issues at Kisan Mahapanchayat 12

Olympic wrestler Vinesh Phogat joined the ongoing farmers’ protest at the Shambhu border between Punjab and Haryana on Saturday, urging the central government to listen to their demands and prioritize addressing their issues. The event, known as the ‘Kisan Mahapanchayat,’ was organized by the Samyukt Kisan Morcha (Non-Political) and the Kisan Mazdoor Morcha to mark 200 days of their ‘Delhi Chalo’ agitation, which demands a legal guarantee for Minimum Support Price (MSP).

Phogat, who faced recent disqualification from the 50-kg final at the Paris Olympics, was honored by the protesting farmers for her support. In her address, she expressed solidarity with the farmers, emphasizing that their demands are justified. “I want to tell you that your daughter is with you,” Phogat stated, reflecting her commitment to their cause.

The wrestler, who represents India on the international stage, lamented the lack of progress in the farmers’ protest. She noted, “It hurts to see them. Sometimes we feel helpless at not being able to do anything for them. It is a request that the government should listen to them.”

Despite the ongoing protest, Phogat highlighted the farmers’ crucial role in feeding the nation and urged the government to reciprocate with empathy. “If the farmers do not feed us, how will we be able to compete? They have a big heart, and the government should also show a big heart,” she added.

When asked about Haryana’s upcoming assembly elections, Phogat admitted her lack of political knowledge but expressed willingness to support farmers in future agitations. “Farmers of the country are upset, and their problems need to be addressed. It should be the government’s priority to address their problems,” she said.

Phogat, from Haryana’s Balali, had previously been involved in protests against the Wrestling Federation of India chief over allegations of sexual harassment. Recently, she was honored with a gold medal by the Sarvkhap Panchayat in Haryana’s Rohtak.

Uttarakhand Chopper Crash: MI-17 Helicopter Loses Balance, Falls in Rudraprayag 14

In a recent incident in Uttarakhand, a chopper being airlifted by an Indian Air Force MI-17 helicopter crashed in Rudraprayag on Saturday morning. The chopper, operated by Crystal Aviation Company, was being transported to the Gauchar airstrip for repairs when the accident occurred.

The MI-17 helicopter had previously lifted the chopper, suspending it below for the journey. However, during flight, the MI-17 began to lose balance due to the combined weight of the chopper and adverse wind conditions. The situation worsened near the Mandakini River in Lincholi, leading the pilot to make the critical decision to release the chopper into a nearby valley. The crash was captured on camera.

The chopper had earlier made an emergency landing at the Kedarnath helipad on May 24, 2024, due to a technical fault. All passengers were safely evacuated at that time.

District tourism official Rahul Chaubey explained, “The plan was to transport the Crystal Aviation helicopter to the Gauchar airstrip for repairs. The MI-17 took off around 7 a.m. with the helicopter suspended beneath. As it approached Tharu Camp, the MI-17 started losing balance due to the weight and wind, prompting the pilot to release the helicopter.”

At the time of the crash, there were no passengers or cargo aboard the chopper. Rescue teams quickly arrived at the crash site and are currently assessing the situation. Investigations into the incident are ongoing to determine the exact cause.

South Actress Raadhika Sarathkumar Reveals Hidden Cameras in Movie Set Caravans 16

In a shocking revelation that has further troubled the Malayalam film industry, popular South Indian actress and BJP leader Raadhika Sarathkumar has disclosed the presence of hidden cameras in caravans on movie sets. These cameras were allegedly used to film actresses while they changed clothes, exposing a disturbing practice within the industry.

Raadhika Sarathkumar, who is married to South Indian star Sarathkumar, shared this alarming information during an interview with a private television channel. She recounted how she discovered the hidden cameras and took immediate action to protect her privacy. “After I got to know that cameras were placed in caravans to record women actresses, I did not use the facility, and when I needed to change, I returned to the hotel room,” Raadhika stated.

The actress further revealed that she has been approached by several women working in the Malayalam film industry, who have shared their own experiences of harassment. Raadhika emphasized the severity of the situation, highlighting that videos captured by these hidden cameras were saved in separate folders on the mobile phones of the perpetrators, organized by the names of the actresses involved.

The Malayalam film industry has been under intense scrutiny following a series of revelations by women actors who have accused popular actors and directors of sexual assault and abuse. The controversy escalated after the release of the Justice Hema committee report, which brought to light the extent of misconduct in the industry.

As a result, FIRs have been registered against several prominent Malayalam actors, including Mukesh, who is also a CPI(M) legislator from Kollam, as well as Siddik, Jayasuriya, Sudheesh, Edavela Babu, and Maniyanpilla Raju. Malayalam directors Ranjith and V. K. Prakash have also been named in the investigations.

In the wake of these revelations, Tamil superstar and South Indian Artists Association (SIAA) general secretary Vishal has urged women artists to come forward with their own experiences in the Tamil film industry. His call to action has been echoed by Tamil actor and national award winner Kutti Padmini, who has alleged that she was sexually abused at the age of ten within the industry. She recounted how she and her mother were removed from a film set after questioning the abuse.

These revelations have sparked widespread outrage and are contributing to a growing demand for accountability and justice within the South Indian film industry.

12 Rail Projects Progressing in Mumbai: New Suburban Corridor Among Key Developments 18

Mumbai’s railway infrastructure is set for a significant upgrade, with 12 key rail projects currently in progress within the Mumbai Division of the Central Railway. Among these, a new suburban corridor is expected to greatly enhance connectivity across the city, Minister of Railways Ashwini Vaishnaw announced via social media on Friday.

One of the major highlights is the completion of Phase 1 of the new fifth and sixth lines between Chhatrapati Shivaji Maharaj Terminus (CSMT) and Kurla, slated for the end of next year. This project is designed to segregate local and mail/express train movements, thereby boosting local train services.

In a recent post on X, Minister Vaishnaw provided updates on other ongoing projects. The sixth rail line between Mumbai Central and Borivali is well underway, with the 8.9 km Khar-Goregaon stretch already completed and commissioned. Rapid progress is being made on the remaining Goregaon-Borivali section.

Additionally, the Harbour Line extension from Goregaon to Borivali is expected to alleviate congestion on the heavily trafficked Andheri-Borivali route. Land acquisition for this crucial project is currently in progress, according to Minister Vaishnaw.

The ongoing utility shifting work for the fifth and sixth rail lines between Borivali and Virar is another significant project aimed at reducing stress on the Borivali-Palghar fast corridor. Upon completion, this corridor will be exclusively used for suburban trains, further enhancing local connectivity.

In the Virar-Dahanu Road section, extensive earthwork and bridge construction are currently underway. This project is vital for enhancing rail connectivity and reducing congestion in the region.

Moreover, the Panvel-Karjat rail line project is progressing with tunneling and bridge construction. Once completed, this line will introduce a new suburban rail corridor, connecting Navi Mumbai with the Raigad district. This is part of a broader strategy to extend rail services to underdeveloped areas of the Mumbai Metropolitan Region.

The first phase of the Airoli-Kalwa elevated link, which includes the commissioning of Dighagaon station, is complete. Land acquisition is ongoing for the remaining sections of this 3.3 km project, which will provide seamless train connections between Vashi-Belapur and Kalyan.

Further enhancements to the suburban rail network include the fourth line between Kalyan and Asangaon, which will improve local train connectivity within the Mumbai Metropolitan Region (MMR). Utility shifting, earthwork, and bridge construction are in progress for the third and fourth rail lines between Kalyan and Badlapur, aimed at meeting the growing demand in this busy corridor.

The Kalyan-Kasara third line is another critical project, with Phase 1 from Asangaon to Kasara expected to be completed next year. This line will help alleviate congestion on the busy Kalyan-Kasara Suburban and mail express route, improving overall train mobility.

Additionally, the Naigaon-Juichandra double chord line is under construction to eliminate engine reversals at Vasai, benefiting trains originating from Mumbai Central, Dadar, or Bandra Terminus en route to the Konkan Railway and southern India.

Finally, a 5-km-long chord line between Nilaje and Kopar is also being developed. This project is expected to cut train travel time between Vasai and Panvel by approximately 15 to 20 minutes, offering faster and more efficient service to passengers.

These projects are crucial to easing the growing pressure on Mumbai’s rail network, providing faster, more reliable service to millions of daily commuters.

AIIMS Doctors to Stage Protest at Jantar Mantar, Demand Justice for Kolkata Medical Tragedy 20

Doctors from AIIMS-Delhi, one of India’s premier medical institutions, will gather at Jantar Mantar in New Delhi on Saturday afternoon to demand justice for the victim of a brutal rape and murder at RG Kar Medical College and Hospital in West Bengal. The protest, led by senior medical professionals, aims to highlight the urgent need for better protection of healthcare workers across the country.

Dr. Suvrankar Datta, Vice President of the Federation of All India Medical Associations (FAIMA) and a senior resident doctor at AIIMS-New Delhi, confirmed the peaceful protest, emphasizing the medical community’s growing concerns. “We are organizing a large, peaceful protest at Jantar Mantar on August 31 to seek justice for our colleague at RG Kar Medical College in West Bengal,” Dr. Datta stated.

The recent incident in Kolkata has intensified calls for a nationwide protection act aimed at safeguarding medical professionals, particularly women, from physical and sexual assaults while on duty. The medical fraternity is urging the Union government to take swift action to prevent such violence.

“We call on the Central Government to implement a nationwide protection Act for healthcare professionals to prevent violence,” Dr. Suvrankar Datta said. The protest at Jantar Mantar is expected to draw significant attention to this critical issue.

Doctors are planning to assemble at Jantar Mantar and have extended an appeal to others in the medical community to join them. The protest is intended to highlight the need for increased security in hospitals and demand justice for the victim from RG Kar Medical College.

Ahead of a crucial Supreme Court hearing scheduled for September 5, Dr. Suvrankar Datta urged doctors to participate in the demonstration. “I urge doctors to join us at Jantar Mantar from 3 P.M. to 5 P.M. on Saturday. We want to demonstrate our unity and demand increased security in hospitals across the country,” he said.

The heinous crime in Kolkata sparked nationwide strikes and protests, severely impacting medical services across the country. The strikes only subsided after the Supreme Court intervened on August 22, urging doctors to return to work while assuring them that no adverse actions would be taken against those who participated in the protests.

The upcoming protest at Jantar Mantar is a crucial step in the ongoing struggle to ensure the safety and security of medical professionals across India, as they continue to demand justice for their colleague and a safer working environment for all.
