Tech solutions will eliminate need for soldier to stand guard to protect borders: Rajnath

Home Minister Rajnath Singh Friday said that technological solutions in border security, which were being implemented by India, would eliminate the need for a soldier to stand guard round-the-clock to protect the borders.

He said a comprehensive integrated border management system was being implemented by the government to strengthen border security and a pilot project under the system was launched in Jammu.

“We want that such technological solutions be used where there is fencing because it gets damaged after some time. This will ensure a complete border security,” Singh said while addressing BSF jawans.

“We are going to implement this too this will take time but our jawans will not have the need to stand guard constantly round-the-clock on the border for protection,” he said.

Singh said that there would a command and control centre where the soldiers would monitor activities on the border.

“They will get to know if any intruder is entering into India and the nearest border outpost will be alerted by the command and control centre and security will be ensured,” he said.

Singh said the people of the nation had faith in the BSF jawans and it had increased rapidly recently. He also claimed the Pakistani rangers were jittery due to the BSF.

Singh said he had seen their hard work when they guarded borders and also in Naxal and terrorism-affected areas.

“You have a feeling of national respect which inspires you. It was the feeling which had inspired Chandra Shekhar Azad, Bhagat Singh and Khudiram Bose to fight for the freedom of the country,” he said.

He was speaking after the worship of weapons or ‘Shastra Pujan’.

He said there would be no need to use weapons if the neighbouring country stopped using them.

Highlighting the significance of Dussehra, he said Rama was worshipped on the occasion instead of Ravana, who was rich, powerful, intelligent, because it was “character” which made a difference.

Senior BSF officers were also present on the occasion. The minister is also scheduled to visit the Indo-Pak border during his visit to the border district.

Rajasthan’s four districts of Bikaner, Jaisalmer, Sriganganagar and Barmer share over thousand km long border with Pakistan and are guarded by the BSF.

Vice President M. Venkaiah Naidu, who is in Brussels ahead of the 12th Asia-Europe meeting (ASEM) summit, held a bilateral meeting with Portuguese Prime Minister Antonio Costa at the European Union headquarters on Friday.

Recalling Prime Minister Costa’s successful visit to India in January 2017 when he was honoured with the Pravasi Bhartiya Samman Award, Naidu commended the former for his personal commitment towards strengthening India-Portugal relations.

He further thanked Costa for joining the committee set up to commemorate the 150th birth anniversary of Mahatma Gandhi worldwide.

During the meet, Naidu also briefed the Portuguese Prime Minister about the developmental programmes of the Government of India such as Beti Padhao Beti Bachao, Clean India and flagship initiatives including the Make-in-India, Digital India and Make-in-India programmes.

Prime Minister Costa, on the other hand, expressed his pleasure over the ongoing positive momentum in the bilateral relations of the two countries. He said that India-Portugal bilateral trade is on a rise and that Portuguese companies are encouraged by the potential of the Indian market.

He also mentioned that Vision-Box, a Portuguese technology company, recently secured a contract from Bengaluru International Airport to facilitate seamless and paperless air travel using facial recognition biometric technologies.

The Portuguese Prime Minister further informed that the country also signed a Memorandum of Understanding (MoU) with Goa recently regarding a pilot project for water supply and waste water management as a part of the Panaji Smart City initiative.

Naidu also called on India and Portugal to collaborate in new areas of cutting-edge technology. He pointed out that defence, space, infrastructure and startups are areas that could offer potential business opportunities.

Further thanking Portugal for reiterating its support for India’s permanent membership of the UN Security Council, Naidu said that that India’s inclusion in the UNSC would bolster the credibility and effectiveness of the United Nations.

The theme of this year’s ASEM Summit is ‘Global Partners for Global Challenges’. The bi-annual event is considered the highest platform for dialogue and cooperation between Asia and Europe in the areas of trade, investment, security and tourism.

As many as 51 heads of states/heads of government are expected to participate in the two-day summit, where a wide array of issues ranging from climate change to terrorism is expected to be discussed.

Fuel prices slashed further on Dussehra

In a big relief to consumers on the occasion of Dussehra, the prices of petrol and diesel across the country witnessed a dip for the second consecutive day on Friday.

Presently, the per litre cost of petrol and diesel is Rs 82.38 (fall of Rs 0.24) and Rs 75.48 (decrease of Rs 0.10), respectively in the national capital.

In Mumbai, the petrol price was slashed by 24 paise to Rs 87.84 per litre, while diesel saw a decrease of 11 paise and is now being retailed at Rs 79.13 per litre.

A similar dip in prices was witnessed in other metropolitan cities of Kolkata and Chennai.

Petrol and diesel are being sold at Rs 84.21 per litre and Rs 77.33 per litre, respectively in Kolkata. While petrol prices in Chennai settled at Rs 85.63 per litre and diesel at Rs 79.82 per litre.

On Thursday, the prices of petrol and diesel were slashed for the first time in over two months. Petrol prices were reduced by 21 paise in both Delhi and Mumbai, while diesel cost was cut by 11 paise.

Fuel prices have been soaring since the past few months in the country, burning a hole in the common commuter’s pocket.

While the Opposition has repeatedly blamed the Centre for the steep hike in the fuel price, the latter has maintained that global crude oil prices and other international factors are responsible for the increase in prices of petroleum products.

In a bid to ease the crunch caused by soaring fuel prices, Finance Minister Arun Jaitley had, on October 4, announced a reduction of Rs 2.50 per litre on both petrol and diesel prices after curbing excise duty on the commodity by Rs 1.50 per litre. He had also directed all state governments to slash rates.

Rupee recovers early losses; rises 19 paise to 73.42 on dollar selling

The rupee recovered from early losses to trade higher by 19 paise at 73.42 against the US currency in late morning session Friday on fresh dollar selling by exporters amid easing crude oil prices and a weakening greenback.

Dealers said the Reserve Bank of India’s steps to ease liquidity concerns of NBFCs also helped the domestic currency.

At the Interbank Foreign Exchange, the rupee opened lower at 73.62, but soon recovered the lost ground and jumped 19 paise to touch a high of 73.42 on increased selling of the American currency by exporters and banks.

The rupee sentiment also received a boost after a steep fall in Brent crude prices Thursday following a surprise jump in US stockpiles and lingering worries about Chinese growth outlook.

Brent crude prices fell around 1 per cent to near one-month low of $79.29 barrel Thursday. The benchmark oil was trading near $79.45 barrel in early trade.

The dollar index which measures the greenback’s strength against a basket of currencies was down 0.05 per cent at 95.67.

On Wednesday, the local currency had ended lower by 13 paise to 73.61 against the US dollar. Forex market remained shut on Thursday on account of “Dussehra”.

On a net basis, foreign funds bought shares worth Rs 140.02 crore, while domestic institutional investors sold shares to the tune of Rs 343.11 crore Wednesday, provisional data showed.

The benchmark BSE Sensex was trading down 428.96 points or 1.23 per cent at 34,350.62 points.

Activist Trupti Desai detained for threatening to halt PM’s Shirdi visit

Women’s rights activist Trupti Desai, who had threatened to block Prime Minister Narendra Modi’s convoy at Shirdi town in Maharashtra, was detained by police on Friday morning, an official said.

Desai, president of Bhumata Ranragini Brigade, has been batting for women’s entry into the Sabarimala temple in Kerala.

Modi is on a visit to Shirdi on Friday, where he is set to take part in functions to mark the conclusion of the year-long Saibaba Samadhi centenary programme organised by the Sai temple trust. He will also hand over keys of houses to some beneficiaries of the Pradhan Mantri Awas Yojana (PMAY).

A few days back, Desai had sought a meeting with the PM in Shirdi to discuss the Sabarimala issue and warned that if she was not allowed to meet him, her outfit would block his convoy.

“Today, before she could leave Pune for Shirdi (in neighbouring Ahmednagar district), officials from Sahakarnagar police station took her into preventive custody,” a senior police official said.

“She was taken into police custody early in the morning as she had threatened to disrupt PM’s visit in Shirdi,” the official said adding that she has been currently kept under detention at Sahakar Nagar police station.

Meanwhile, talking to agencies over phone, Desai said she had written a letter to Superintendent of Police, Ahmednagar and sought a meeting with the PM on the issue of women’s entry into Sabarimala temple.

“In the letter, we had warned that if the meeting with PM is not facilitated, we would block the PM’s convoy and urge him to hold talks,” said Desai.

She said the kind of “alertness” the police showed today in taking action against her, was not shown in acting against those protesting the entry of women into the Kerala temple.

Ram Mandir: BJP’s “hen that lays golden eggs”

Once again Lord Rama is forced to campaign for BJP ahead of the 2019 elections. BJP has got full majority power in both the Central and the State Govt in Uttar Pradesh. A few Muslim Groups told that they will support building the temple. The entire country wants to know who is stopping BJP to build the Ram Mandir? At least now people should know the true badges of RSS/BJP that they don’t have any sentiments towards the Temple; they treat religion as a vote bank and to divide the nation. In their zeal, the cadre mobilised by the Vishva Hindu Parishad (VHP), concluded that the main goal was to demolish the Babri Masjid because it was projected as a symbol of hate, a structure that personified proclaimed subjugation of the Hindus by the Muslim emperors. Advani called December 6, 1992, as the saddest day of his life partially because he realised that with its demolition, the BJP lost a symbol which could be used to evoke the Hindu rage.

Since then, the Ram temple always remained an unfulfilled agenda of the BJP because once the mission is accomplished, it will be tough to mobilise people on emotive issues. The Congress campaign has almost entirely been about Modi’s Hindutva and divisiveness. This is partly because the Congress doesn’t have much of a story to tell about it, perhaps more importantly, because it is desperate to unite the Muslim votes and keep the BJP’s tally in the Hindi belt. If the divisive appeal works and the BJP ends up with maximum seats, it will have to sit in the Opposition. The government will then be formed by an alliance of regional parties supported by the Congress from outside, or a broad Congress-led alliance. That is the crux of the Congress strategy — to keep the BJP out of power in 2019 by any means. The BJP and Modi are aware of this. So, the positive part of the Modi’s campaign has been built on the need for economic prosperity and that Hindus and Muslims should make this a common cause. The negative part, of course, is the constant attacks on the UPA government and the Gandhi dynasty. Even worst is that they miscommunicate the historic facts and figures. BJP and PM go aimless on shooting allegations on all side Opposition but if you look at the Party, 80 per cent of the leaders that BJP had are leaving, and now are joined all those parties to whom BJP is allergic to. As such, BJP is not only short of issues but short of leaders too. This is the reason why Modi has kept scrupulously away from the Ram Mandir and the other big divisive issues in his speeches. Modi campaigned in the name of development, black money, and employment but in his more than four years of tenure, he could not deliver to his promises; ahead of 2019, again Lord Ram can save him by getting into the temple. When the party was in its most dire state of affairs, the issue of Ram Mandir was a trump card for the party to consolidate the Hindu votes and generate such a feeling. The issue of Ram Mandir for BJP is the “hen that lays golden eggs”; they will not build the temple and move on because this is an issue and they can whip up emotions even in moderately rational people. This time it was development gimmick and it worked well. The Temple issue could be exploited but building it would be like killing the hen. These two communal passion, whipping issues would not be solved — when they are solved, they have to come up with new ones. So, Ram Mandir will not be built and the Kashmiri Pundits would not be rehabilitated.

In case, BJP is serious about constructing the Temple, this is the perfect time they can expedite the matter. They will keep Babri Masjid issue for the rainy days when Indian people would be disgruntled by false promises. If BJP has willed, it can easily draft a constitutional amendment or a bill to override the Supreme Court and do the needful. The question of Rajya Sabha is also simple; they will always find people to support it. Once the procedure starts, any party opposing the bill will leave itself highly vulnerable in the hands of the majority. Imagine that by some means, BJP is in quite a bad shape for the 2019 polls. If it brings out the legislation at a critical time, it will be in a big win-win situation. If the bill gets stalled in the Rajya Sabha, the Congress will be thrashed to the core good being anti-Hindu and if it passes, BJP will make itself extremely strong as the saviour of the Hindu Majority. With no decision by the Supreme Court on the case running, in 2019, the NDA will win the Lok Sabha for sure. By 2020, the NDA will get a majority in the Rajya Sabha. The BJP will be bound to bring a legislation to construct the Temple. There are many arguments of building a hospital, dividing the land between Hindu and Muslims, constructing a mosque and so on and so forth. The matter is already in the court and there is polarisation for vote on the same topic. BJP pledged to build a Ram temple at Ayodhya, besides promising to gather views on the issue of Triple Talaq, ban mechanised and illegal slaughterhouses, form ‘Romeo Squads’ to check eve-teasing and prevent forced migration of the Hindus from the Muslim-dominated rural areas, if voted to power in Uttar Pradesh. BJP president Amit Shah opted for caution. He said that if voted to power, the BJP would make all efforts to build a ‘grand’ Ram Temple but would conform to the constitutional and legal framework. With the overwhelming mandate in UP now, the moot question is whether the BJP will deliver on the long-unfulfilled promise. Indeed, the question will acquire greater importance as we come closer to December 6, this year, as it marks a quarter century since the mosque — ‘disputed shrine’ for some — was demolished by rampaging Kar Sevaks mobilised by the Vishva Hindu Parishad.

There is a need to understand that the Ram Temple will not be built in the near future because there is a legal injunction since 2011, when the Supreme Court stayed the Allahabad High Court verdict on title suits related to the Ayodhya dispute. The High Court, in September 2010, had ordered division of the disputed land in Ayodhya into three parts – 1/3 for the temple, 1/3 for the Sunni Wakf Board, and the remaining to the Nirmohi Akhara, one of Ayodhya’s militant sects. The second reason why the Ram temple is unlikely to become a reality for long is that the Sangh Parivar was not keen on undertaking the construction of the Temple. This is because the temporary structure that stands in place of the demolished mosque is a convenient symbol that can be used as a political tool for mobilising support. There is also a need to understand that temple construction was never the main objective of the VHP agitation. But now, Bhagwat took a U-turn stating that the Sangh has been associated with the sentiments of crores of countrymen in the efforts for the construction of a magnificent Ram Temple at the birthplace of Lord Rama, who is the personification of the life energy of the nation and the icon of upholding the dharma.

Only time will tell what happens, but at the end, till the time BJP is enjoying a majority in the Lok Sabha, you should get a Ram Mandir.

RSS’ double standards exposed!

Much has been spoken and written about the double standards of the political parties that is leading the nation currently and also the parties that previously led the government. Ahead of the 2019 elections, another double standard that is exposed by Rashtriya Swayamsevak Sangh (RSS), the brainchild of BJP, after the RSS chief Mohan Bhagwat’s Vijayadashami speech.

On Thursday, the RSS chief Mohan Bhagwat delivered his annual Vijayadashami address to the Sangh cadres at the RSS headquarters in Nagpur, his last major address before the Lok Sabha elections next year. He showed the urge to build the Ram temple in Ayodhya, claiming it as the necessity for self-esteem and to usher in an atmosphere of goodwill and oneness.

Mumbai Congress Chief Sanjay Nirupam exclaimed that RSS is a political organisation and both BJP and RSS are in an alliance and inter-linked with each other. “BJP’s both state and national units have RSS people in it. RSS’ entire campaign is to help in BJP’s victory and not for country’s development. RSS calling the organisation non-political and a cultural one are all false claims and drama. RSS does nothing except misleading people. BJP doesn’t have any faith in the Indian Constitution, they all have faith in RSS ideology,” he added.

He continued saying, “Wherever Lord Rama might be at this moment, I am sure he is getting hiccups. I suspect their credentials with regard to BJP’s commitment to Lord Rama. With the election approaching, both BJP and Shiv Sena started recalling Lord Rama. Soon after election finishes, they all forget him. If Bhagwat is demanding a law to enable construction of Ram temple in Ayodhya now only a few months prior to the election, what was he doing throughout the last four and half a years? Who stopped BJP?”

After the BJP almost took a step back over the construction of Ram Mandir issue ahead of the elections next year, Mohan Bhagwat during his Vijayadashami’s speech, left no stones unturned to blame the politics for the delay in the construction of Ram Mandir. “This matter of national interest is being obstructed by some fundamentalist elements and forces that play communal politics for selfish gains. Politics is delaying the construction of Ram Mandir. Despite such machinations, the decision on ownership of the land should be expedited and the government should clear the path for the construction of the grand temple through an appropriate and requisite law,” he expressed.

BJP MLA from Mumbai Sardar Tara Singh stated, “The Ram Mandir issue is solely of BJP’s. RSS can be considered a part of our party and we always work in coordination with them. Ram Mandir issue is pending since long and we want the construction to start as soon as possible. This is all about the emotion of our workers, supporters and moreover, the nation.”

He also added, “Mohan Bhagwat earlier said that RSS will stand by anyone who wants to serve the nation. There’s no other party who keeps intention to work for the nation’s development. Very obviously, Bhagwat meant BJP as it is the only party that serves the nation in true sense.”

It is always known that RSS is the supporter of the ruling government. Earlier in his last month address, he said that the RSS never asks its volunteers to work for any particular party but does advise them to support those working for the national interest. Their vision document will be one which benefits everyone and includes everyone in the development of India.

On the statement to support the party that works for the nation’s interest that is, BJP. Shivray Kulkarni, BJP spokesperson, in a conversation with AV asserted, “Mohan Bhagwat has never promoted BJP. In his Dussehra address, he has only said that in a democratic country only the party that works for the development of the nation should get the vote. He has left the rest on the citizens of the country and the swayamsevak. BJP has no need or the party has never tried to use RSS to raise any of its issues. Ram Mandir issue was not kept aside in BJP’s manifesto. BJP is undoubtedly working for Sabka Saath Sabka Vikas, but who has said that along with the developmental work, the party can’t work in the favour of faith and emotions of crores of Indians? Since the Ram Mandir issue is under judiciary, BJP preferred not to talk on this repeatedly. Work against the pseudo-secularism in India is still on run. There’s shouldn’t be any doubt over BJP’s efforts towards the construction of Ram Mandir.”

The RSS chief said that the Sangh has been associated with the sentiments of crores of people in the efforts for the construction of a magnificent Ram temple at the birthplace of Lord Rama, who is the personification of the life energy of the nation and icon of upholding the dharma.

During the 80-minute speech, Bhagwat also spoke on various other issues like urban maoism and the need to strengthen the country’s borders. The Ayodhya case is currently before the Supreme Court and the next hearing is scheduled for October 29.

Govt approves AIGP Developers’ proposal to set up IT SEZ in state

The government has approved AIGP Developers (Pune) to set up IT/ITeS special economic zone in Maharashtra over an area of 6.69 hectares.

The decision in this regard was taken during the meeting of the board on September 12, an official said.

“The board, chaired by the commerce secretary, after deliberations approved the proposal of AIGP Developers (Pune),” the official added.

The board also gave more time to seven units, including Q3 Infotech, JBF Petrochemicals and temple Packaging to complete their projects.

The commerce ministry is taking steps to revive investors interest in these zones.

A group set up by the commerce ministry to study SEZ policy will make suggestions for shifting from fiscal support to employment-based incentives and introducing grandfathering clause for existing provisions.

SEZs have emerged as major export hubs in the country as the government provides several incentives, including tax benefits and single window clearance system.

The developers and units of these zones enjoy certain fiscal and non-fiscal incentives such as no licence requirement for import, full freedom for subcontracting and no routine examination by customs authorities of export/import cargo. They also enjoy direct and indirect tax benefits.

Exports from special economic zones grew by about 15 per cent to Rs 5.52 lakh crore in 2017-18.

Farmers shifting to safer paddy, sugarcane from riskier crops

Better days are ahead for the farmers as rural incomes are forecast to rise faster given the increasing shift to safer crops like paddy and sugarcane in anticipation of further hike in minimum support prices (MSP) and other government doles.

Facing elections, the Centre had woken up to woo farmers with steep hike in MSPs twice since June and the new procurement policies are more visible in the electorally important states in the north and central regions, while other states are only seeing patchy efforts, says a report.

“Overall, we see the strength in rural incomes persisting for this crop cycle, given the shift to safer crops and with hope of continued government support,” says the eighth edition of the Rural Safari by JM Financial.

‘Grow rice, get fat!’ is the mantra that the farmers seem to be following, says the report which observes that farmers have moved away from “riskier” crops like pulses and coarse cereals to “safer” crops such as paddy and sugarcane to capitalise on the better procurement available to them.

Even within paddy, there is an increasing shift towards non-Basmati varieties, says the report which attributes this to the higher MSP for normal rice.

“These “safe” crops, generally grown by larger farmers (those who own over 10 acres), have seen faster adjustments to the minimum support price, smaller and marginal farmers (or those who own under 5 acres), on the other hand, have seen a faster increase in input costs than in the prices for their main produce (fruits, vegetables, dairy) and thus will need more government support in coming days as wage increases are also only fleetingly higher,” says the report.

This will increase farm incomes as these crops carry higher prices, leaving more money in the hands of the farmers, says the seventh edition of the Rural Safari, but without quantifying the increase.

The survey covers 12 states or over 70 per cent of the key farming areas.

Near-term farm income to be higher on y-o-y basis as regions under paddy to benefit from the double digit MSP hike, await procurement pick-up for other crops.

It can be noted that paddy sowing is up 2.4 per cent y-o-y this year with more growth in the South and other paddy growing regions, despite 9.4 per cent lower rainfall.

There has been a shift to paddy and sugarcane from cotton, pulses and coarse cereals as the procurement mechanism is better for these “safe” crops and their prices adjust to the new MSPs more quickly.

Given that the income from food grains is higher for larger farmers as a percentage of overall income, larger farmers stand to benefit.

As per the report, smaller and marginal farmers or those who own less than 5 acres, on the other hand, have seen faster increase in input costs than in the prices for their main produce (fruits, vegetables and dairy) and hence, would need more government support in the coming days as wage increases are also only fleetingly higher.

It can be noted that agri-inputs like seeds, fertilisers and pesticides form a significant portion of overall production cost. For vegetables this is as high as 40 -60 per cent of the total cost, while in the case of cereals it is 20-35 per cent.

“Therefore we believe that additional government intervention is on the cards such as partial waiver of power bills in Rajasthan. Already, the Centre’s rural spending is up 29 per cent so far this fiscal,” notes the report.

Another reason for higher income projection is the rising power consumption in large states like UP and Bihar, which along with improved financial inclusion continues to drive alternative sources of income.

The feedback around Mudra (MSME loans) indicate that the “over-dues” are beyond normal levels, but these are limited findings and need further checking.

On the flip-side, the wealth effect still remains weak, impacting large-ticket consumption.

Man gives ‘triple talaq’ to wife via WhatsApp, booked

A 26-year-old Muslim man in Aurangabad district allegedly gave triple talaq to his wife through WhatsApp, and was booked following a complaint lodged by her, police said on Thursday.

The man, Javed Saber Pathan, a resident of Khandala village in Vaijapur taluka in the district, was booked on Wednesday under section 4 of the Muslim Women (Protection of Rights on Marriage) Ordinance, 2018, a police officer said.

“Javed had married Shabana Nisar Shaikh alias Sabha in December 2016. Things were fine between them for about a year. However, after that they regularly started arguing over small issues,” police inspector Anant Kulkarni said.

“On September 9 (2018), Javed dropped Shabana at her maternal aunt’s house in Kannad tehsil (in the district), but did not return to take her back. Shabana’s parents visited his house to request him to patch up with her. But on September 23, Javed sent a triple talaq message on her WhatsApp,” he added.

Shabana lodged a complaint against him with Vaijapur police station on Wednesday, following which a case was registered, Kulkarni said.

Javed was yet to be arrested, the inspector said adding that an investigation has been launched into the case.

On 28 December 2017, the Lok Sabha had passed The Muslim Women (Protection of Rights on Marriage) Bill, 2017. The bill made instant triple talaq (talaq-e-biddah) in any form spoken, in writing or by electronic means such as email, SMS and WhatsApp illegal and void, with up to three years in jail for the husband.

The Union cabinet last month approved an ordinance making triple talaq a punishable offence.
