Karnataka Chief Minister Siddaramaiah on Friday gave a rebuttal to every charge made against him in connection with the Mysuru Urban Development Authority (MUDA) land case while saying that 3.16 acres of land was originally purchased for Rs 1 in 1935.

“Being a law student and who has been in politics for 40 years, I do not see anything wrong in purchasing the land. I am also placing the documents before the people. An inquiry commission was constituted under the chairmanship of Justice P.N. Desai. The Commission has started the inquiry,” the Chief Minister said.

He said that the BJP and JD-S are trying to tarnish his image in the MUDA and Tribal Welfare case.

On the charge, B.M. Mallikarjun purchased land from one of the sons of Ninga Bin Jawara, who belonged to the scheduled caste, doesn’t the Karnataka Scheduled Castes and Scheduled Tribes (Prohibition of Transfer of Certain Lands) Act (PTCL) act apply to this purchase?

The Chief Minister responded by saying that On August 2, 1935, Jawara’s son Ninga applied to the Mysore Taluk Office for allotment of land.

“The then lower-level officials submitted a report on August 15, 1935, that the lands requested by Ninga should be disposed of by auction. According to that, steps have been taken to conduct the auction,” the Chief Minister said.

He said that the auction was conducted accordingly and it is recorded after conducting the auction.

“3 acres and 16 the guntas of land in survey number 464 of Kesare village which is valued at Rs 3 rupees 8 annas was auctioned. During the auction, Ninga Bin Jawara quoted Rs 1 for the land on which the auction was concluded without any challenge. However, on October 13, 1935, it was mentioned that ‘Sale is confirmed’,” the Chief Minister said.

He said that since the lands are acquired through auction, they become self-acquired property and the government does not have any interest in these lands.

“So these lands do not come under the PTCL Act. The Act is clear about this. There are also countless judgments in this regard,” the Chief Minister said.

On the charge, did they (Siddaramaiah’s family) get permission from the government to make the purchase? The Chief Minister said that anyone with knowledge of the law knows that since PTCL doesn’t apply to allotted land, no government permission is required.

On the BJP’s allegations of why were the heirs excluded from the purchase of these lands, the Chief Minister said a family tree was constituted on March 10, 1993.

“According to it, Ninga Bin Jawara has three children. First is Mallaiah, second is Mylariah and third is J. Devaraju. According to the family tree, Mallaiah has no heirs. Mailaraiah has a son, Manjunath Swamy M,” the Chief Minister said.

He said that it was mentioned that he was 29 years old then. “ The third one is Devaraj. (This Devaraju sold the land to Mallikarjunaswamy, brother-in-law of the Chief Minister). This family tree is signed by Mallaiah, Devaraju, Mailaraiah’s wife Puttagouramma, M. Manjunathaswamy,” the Chief Minister said.

He said that all the above have signed and given the declaration to make khata of the said land in the name of J Devaraju. “Based on this, these lands were transferred in the name of J. Devaraju,” the Chief Minister said.

He said that therefore, the BJP said that the purchase was done without the consent of the heirs.

“Their allegation is false. All these transactions took place before 2010. These are not related to me. However, these issues need to be raised as the BJP is using this petty matter for politics,” the Chief Minister said.

On the allegations about how many areas have been developed by MUDA where the land acquisition process has been completed and was government approval sought for such de-notification proposals?

The Chief Minister said that in the complaint the BJP to the Governor, false information was given by stating that there was no proposal from MUDA for de-notification of the said lands, the petitioner had not given the application, although he had given false information that de-notification had taken place.

“The BJP has given completely wrong information in the complaint to the Governor. Preliminary notification was issued on August 9, 1992, to acquire the said lands. However, it does not appear to be settled for many years. Then, J. Devaraju wrote an application on August 13, 1996, to release his lands from land acquisition,” the Chief Minister said.

He said that the final notification of these lands was made on August 20, 1997.

“This application was written before that. On the application, the then Urban Development Minister B.N. Bachegowda who reviewed the petition wrote a note to the Secretary. Based on this note, a letter was sent to MUDA,” the Chief Minister said.

He said that on July 24, 1997, MUDA passed a resolution to exclude this land from land acquisition and on August 30, 1997, the MUDA Commissioner recommended to the Secretary to the government to release the said lands from land acquisition.

“A committee headed by the then Revenue Secretary V. Balasubramanian reviewed and denotified the land along with 18 other such cases across the state. If there is a Chief Minister, Deputy Chief Minister or Minister, MLA will it take two years to complete this process?” the Chief Minister asked.

On the allegations of can de-notification be done when the land is completely acquired by the government and can such developed or partially developed land be sold? And who owned the land when it was de-notified?

The Chief Minister said that there are many judgments and also actions of the government that the process of land acquisition is not complete unless any land is acquired while the land compensation is paid and full possession of that land is taken.

“However, these lands were excluded on May 18, 1998. In MUDA since 1984, 235-300 acres of land in total 13 layouts have been relinquished from land acquisition. So when lands are excluded from acquisition it is seen that MUDA has not taken possession of these lands. So this question raised by the BJP is also an incoherent question,” the Chief Minister said.

On the charges, how was the 50:50 scheme implemented without government permission?

“The land was already converted on July 7, 2005, by the time my family took possession of it. By the time these lands came to our family, the land had been converted from agricultural purposes to residential purposes. Application dated June 23, 2014, and October 25, 2021, for alternative land in lieu of land compensation,” the Chief Minister said.

He said that in cases where the land is used without acquiring the land, in lieu of the land so used per cent. MUDA had decided on September 14, 2020, to give space in the ratio of 50:50.

“However, this decision was cancelled by the government. On December 7, 2020, they discussed again and made another decision and then finally decided that henceforth, in cases where the authority has used the land without acquiring it, 50 per cent of the total developed area can be given as compensation in the form of land compensation in agreeable cases,” the Chief Minister said.

He said that his wife submitted an application again on October 23, 2021.

“No compensation has been given so far regarding the use of my land by the authorities. As compensation, they should be given in the ratio of 50:50,” the Chief Minister said.

He said that the MUDA checked all this and wrote a letter of relinquishment from his wife and transferred the rights of 3.16 acres of land to the name of the authority on December 30, 2021, in the Kesare village.

“The Commissioner has issued an official order from the MUDA regarding the allotment of 3.16 acres of land of survey no. 464 and allotted plots measuring 38,284 square feet as compensation,” the Chief Minister added.

Bringing an end to speculation, West Bengal Chief Minister Mamata Banerjee said on Friday that she will be attending the NITI Aayog meeting in Delhi, which will be chaired by Prime Minister Narendra Modi.

“On one hand, there is financial deprivation and on the other hand, there is a conspiracy to divide West Bengal. I will be attending the Niti Aayog Meeting to raise my voice of dissent on both of these issues,” the Chief Minister said while interacting with the mediapersons at the Netaji Subhas Chandra Bose International Airport here before leaving for Delhi.

Trinamool Congress general secretary and the party Lok Sabha member Abhishek Banerjee is accompanying her to the national capital.

She said that she is attending the meeting to raise her voice of protest on the issues of financial deprivation not just against West Bengal but also against the other non-BJP ruled states.

“All the opposition-ruled states have been deprived in the Union Budget proposals. I cannot accept such favouritism. So I will be raising my voice on behalf of all at the meeting,” he said.

Thereafter, she targeted the BJP on the issue of the party Lok Sabha member Nishikant Dubey’s demand on the floor of the House on Thursday for a new Union territory combining Malda, Murshidabad, Araria, Kishanganj, Katihar district and the Santhal Parganas region.

“All sorts of financial and geographical conspiracies are going on to divide the state. Messages are being spread to divide Bengal. The division of Bengal means a division of the country. We cannot accept this. In such a situation I will be there at the meeting for some time. If I am allowed to get my voice recorded I will do that. Otherwise, I will walk out in protest,” the Chief Minister said.

Chief Minister Mamata Banerjee and Abhishek Banerjee, during their visit to the national capital, are also scheduled to hold meetings with the party’s Lok Sabha and Rajya Sabha members. The Chief Minister is also scheduled to interact with media persons in Delhi later in the day.

The Uttar Pradesh government has told the Supreme Court that the “nameplate” directive was issued to ensure a peaceful completion of the Kanwar Yatra pilgrimage.

The state government said that the idea behind issuing the directive was to strengthen transparency and informed choice of the pilgrims regarding the food they eat during the period of the Yatra, keeping in mind their religious sentiments.

“Even small confusions regarding the kind of food they (Kanwariyas) are served, has the potential to hurt their religious sentiments and cause flare-ups, especially in a communally sensitive area like Muzaffarnagar,” said the affidavit sworn by Saharanpur’s Divisional Commissioner.

It added that the directive, limited to the route of the Kanwar Yatra for a period of less than two weeks, was issued solely in the interest of ensuring a peaceful completion of the Kanwar Yatra, in which more than 4.07 crore of Kanwariyas participate annually.

It further said, “The temporary nature of the directives ensures that they do not inflict any permanent discrimination or hardship on the food sellers, simultaneously ensuring maintaining the sentiments of Kanwariyas and their religious beliefs and practices. Moreover, the said guidelines have only been issued for a limited geographical extent.”

The state government said that it is committed to the secular values enshrined in the Constitution, protecting the religious sentiments of every individual regardless of his or her religion and to this end, the government always takes steps to ensure that all religious festivals of all religious denominations are celebrated or carried out peacefully, without offending the religious sentiments of the people, taking measures to prevent any untoward law and order situation.

The top court on Monday had stayed the operation of controversial directives issued by the Uttar Pradesh and Uttarakhand governments requiring all eateries and dhabas along the Kanwar Yatra route to display names of owners and workers.

Issuing notice on petitions challenging the impugned directives, a Bench of Justices Hrishikesh Roy and S.V.N. Bhatti remarked that the devotees may be served with food of their choice maintaining standard hygiene.

As per the directives of the state governments, all the food outlets, eateries and food joints across the states will have to put up a “nameplate” displaying the names of owners/proprietors and staff members.

This has been done to maintain the “purity of faith” for Hindu devotees who undertake the Kanwar Yatra in the month of Shravan.

As per the order, those found selling products with Halal certification along the Yatra route will also face penal action.

Prime Minister Narendra Modi said on Friday that the Kargil War win is neither the victory of any government in power nor of any political group, it is the heritage and the victory of 1.40 crore people in India.

Addressing the 25th celebrations of the Kargil War victory here, the Prime Minister said that he has come to honour and pay homage to those brave soldiers who made the country proud in 1999 by making the enemy bite the dust in the Kargil heights.

He criticised the previous governments of the country for even avoiding erecting war memorials in the country to honour the bravehearts.

“For 70 years, those in government avoided the demand for making war memorials on one pretext or the other. They even don’t remember to participate in the Kargil War victory celebrations today. I have the privilege of joining the silver jubilee celebrations of Kargil victory because the people elected me for the third term. Had they come to power, they would not be here today,” PM Modi said.

The PM said that for the previous governments, the defence forces were meant for parades and salutes. “For us, they are the sentinels of our borders guaranteeing peace, security of the people and the integrity of the country”, the PM asserted.

He also spoke of the alleged frauds committed by the previous governments in defence deals. “They did not want our defence forces to have latest fighter planes. They are opposing the Agnipath Scheme, which is aimed at making our soldiers young and fighting fit for war. They are saying that the Agniveer Scheme has been floated to save on pensions by Narendra Modi. They forget that a soldier recruited today will be eligible for a pension after 30 years and by then Modi would be 105. They want people to believe that Modi is such a fool that he will play mischief with the country’s defence forces when its political so-called benefit will become available when I would be 105 years old,” he said.

The PM said those governments in the past did not even provide bullet proof jackets to our defence forces. “During the last 10 years, we have made efforts to make the defence forces self-reliant. In the defence equipment sector, our defence forces are now also defence equipment exporters. Our defence forces are today not only equipped with the latest arms & ammunition but are also producers of such modern defence equipment. Today, our defence allocation is over Rs 1.25 lakh crore,” the PM asserted.

PM Modi also spoke about the development and progress of the Ladakh region. He carried out the first blast of the 1.4 km long Shinkun La tunnel that will connect the Zanskar region of Ladakh with Himachal Pradesh as an all-weather alternative highway.

He said the budget allocation of Ladakh has gone up from Rs 1,100 crore to Rs 6,000 crore.

“Once completed, the Shinkun La tunnel will open new avenues of development and progress for the Ladakh region. It would provide all-weather, around-the-year road connectivity.

“Holistic planning has brought about big changes in road connectivity, safe drinking water availability, digital connectivity, etc. Under the Jal Jeevan Mission over 90 per cent of people have access to safe drinking water in Ladakh today. Youth are getting quality education, and the setting up of Sindhu Central University is in progress. 4G connectivity is being made available in the region. Work on the 13 km long Zojila Tunnel is in progress. This will make NH 1 an all-weather highway,” the PM said.

“In other areas, new and lofty targets of development are being achieved. The Border Roads Organisation (BRO) made challenging targets possible in the region. BRO has completed 330 infrastructure projects in the last three years from Ladakh to Northeast”, PM said.

On his arrival here earlier in the day, the PM laid a wreath at the Kargil War Memorial to pay homage to over 545 martyrs who made the 1999 victory in the rugged, mountainous region of Ladakh possible for the country. He also visited the war memorial museum in Drass.

The Bharatiya Janata Party (BJP) has submitted a memorandum to the Karnataka Governor Thaawarchand Gehlot, demanding him to direct Chief Minister Siddaramaiah to submit his resignation and to handover the Mysuru Urban Development Authority (MUDA) scam to the Central Bureau of Investigation (CBI).

The BJP legislators held a protest march from the Vidhana Soudha to Raj Bhavan to submit the memorandum.

The development has assumed significance in the backdrop of the social activist T.J. Abraham announcing that he will meet the Governor on Friday to seek consent for prosecution against CM Siddaramaiah in connection with the MUDA scam.

The memorandum said, “We as a responsible Opposition party of the state, urge the Governor to please consider the apprehensions of the larger public, especially those from the SC/STs, citizens of Mysuru district and also of the state.”

“We request you to direct Chief Minister Siddaramaiah to submit his resignation since his family are themselves the beneficiaries of illegal land transactions and unlawful gaining of developed sites.”

“This scam is worth around Rs 4,000 to 5,000 crore and he (CM Siddaramaiah) being the head of the state may not allow fair probe (investigations) into it. Entrust the full investigation of the MUDA scam to CBI transferring it from the state-appointed committees,” the memorandum added.

Speaking to media persons after meeting the Governor, State BJP President B.Y. Vijayendra said that BJP along with their NDA ally JD (S), will discuss and decide on the future course of action concerning the MUDA scam and the Valmiki Tribal Development Corporation scam in the coming days.

State BJP President Vijayendra accused the Congress government of “intimidating tactics” by filing FIRs against the Enforcement Directorate (ED) and holding protests against it.

He said that the Karnataka High Court had stayed the FIR against the ED.

He criticised Chief Minister Siddaramaiah, stating that the latter was scared of being implicated in the Valmiki Tribal Welfare Board scam.

He expected Siddaramaiah to hold a detailed discussion on the MUDA scam and challenge the opposition parties BJP and JD(S) accusing him of running away from the discussion.

The State BJP President also added that the Governor had called the Chief Minister on Thursday and sought clarifications regarding the MUDA scam.

“We will wait and see,” he said.

Leader of the Opposition (LoP), R. Ashoka, said that the Congress government was involved in huge corruption cases.

He pointed out that no ruling party has ever faced such humiliation in the history of any Assembly.

He accused Chief Minister Siddaramaiah, who had taken an oath to protect and uphold the Constitution, of violating it.

The LoP claimed that the Opposition was not allowed to speak in the Assembly and alleged that the Speaker U.T. Khader was also biased towards the Congress government.

He demanded the resignation of Chief Minister Siddaramaiah, stating that he had lost the moral right to hold the top constitutional post, adding that the BJP had submitted a memorandum to the Governor in this regard.

When passed into law, it would provide a limited exemption for India from CAATSA (Countering America’s Adversaries Through Sanctions) sanctions for purchases of Russian equipment that is currently used by the Indian military and set a Sense of Congress that expeditious consideration of certifications of letters of offer to sell defence articles, defence services, design and construction services, and major defence equipment to India is consistent with US interests and it is in the interest of peace and stability of India to have the capabilities needed to deter threats.

The bill proposes to treat India as if it were of the same status as US allies such as Japan, Israel, Korea, and NATO allies regarding technology transfers; authorise the Secretary of State to enter into a memorandum of understanding with India to increase military cooperation; expedite excess defence articles to India for two years and grant India the same status as other allies; and expand International Military Education and Training Cooperation with New Delhi.

It requires a report to Congress on Pakistan’s use of offensive force, including through terrorism and proxy groups, against India and bars Pakistan from receiving security assistance if it is found to have sponsored terrorism against India.

The Rajasthan Education Department has suspended a female teacher, Maneka Damor for asking tribal women not to apply sindoor and wear a Mangalsutra, officials said.

Officials said on Thursday that action had been taken against the teacher for violating the Rajasthan Conduct Rules and tarnishing the Education Department’s image.

At a mega rally held on July 19 at the Mangarh Dham in Banswara, Ms Damor had said that tribal women should not follow what the Pandits say.

“Tribal families do not apply sindoor, they do not wear Mangalsutra. Women and girls of the tribal society should focus on education. From now on, stop observing all the fasts. We are not Hindus.”

The women of the tribal society had objected to Ms Damor’s statements.

The Joint Director of the Education Department has taken action in the matter and suspended the teacher.

Maneka Damor is also a founder of the Adivasi Parivar Sanstha and is currently posted at the Government Higher Secondary School, Saadaa.

Thousands of people from the tribal communities in Rajasthan, Madhya Pradesh, Gujarat and Maharashtra were present at the mega rally.

A political resolution to create a Bhil state was also passed.

Then the zonal director of the Narcotics Control Bureau (NCB), Sameer Wankhede, was given supari to harass all those celebrities who were prime members of the film fraternity. Later on, Sameer Wankhede was booked by the CBI in May 2023 on charges of seeking a Rs 25 crore bribe for not framing Shah Rukh Khan’s son Aryan Khan in the drugs-on-cruise case. Wankhede was transferred from Mumbai to Delhi, and all this chaos was settled. Nawab Malik, the former Minority Development, Skill Development, and Entrepreneurship Minister of Maharashtra, chased and exposed Sameer Wankhede. Later on, he was also jailed and released but asked to keep quiet.

There was constant pressure on Anil Deshmukh to name Anil Parab in the case of illegal transactions related to him. However, Deshmukh did not obey the orders. There was constant pressure to implicate Ajit Pawar or at least the Thackeray father-son duo, in false cases. Not only this, but by putting pressure on Anil Deshmukh, he was supposed to tell the investigation agencies that Ajit Pawar had called him to Devagiri bungalow in the presence of Parth Pawar and asked him to recover crores of rupees from gutka traders. Shyam Manav actually acted as the supari crusader against Devendra Fadnavis. Devendra Fadnavis alleged that Shyam Manav should have discussed this with him before making such big allegations. Speaking on this, Shyam Manav said that meeting Devendra Fadnavis is not easy. I have waited for hours to meet him for three years, but they could not meet. Here I want to differ because, after Vilasrao Deshmukh, Devendra Fadnavis is one such leader who always met people and obliged them on various occasions.

Shyam Manav was included in various committees by this same government. The Maharashtra state government. formed a ‘Project Implementation and Monitoring Committee (PIMC)’ with the objective of spreading awareness and educating people about the Anti-Black Magic Act. Shyam Manav, after playing a major role in drafting the bill, was made joint president of this committee, as mentioned on the official page of Manav.

The people of Maharashtra saw an exchange of allegations between Deputy CM Devendra Fadnavis, former Home Minister Anil Deshmukh, and Shyam Manav, advocating the Congress leader’s stand. Devendra Fadnavis, while reacting to the allegations of Deshmukh, warned him that he doesn’t spare anyone who troubles him unnecessarily. Fadnavis also termed Shyam Manav a contract killer (suparibaaz). Is it interesting to watch if this gimmick fetches any seats for Shyam Manav in the forthcoming elections? The Himachal Pradesh High Court on Wednesday issued notice to Kangana Ranaut, the BJP Lok Sabha member from Mandi, on a petition filed by a Kinnaur resident for setting aside her election on the grounds that his nomination papers to contest from the Lok Sabha constituency were allegedly wrongly rejected.

Issuing the notice, Justice Jyotsna Rewal directed Ranaut to file a reply by August 21.

Ranaut had won the Mandi Lok Sabha seat, defeating her rival Congress candidate Vikramaditya Singh by 74,755 votes. She had polled 5,37,002 votes against Singh’s 4,62,267 votes.

Pleading for setting aside the election of Ranaut, the petitioner, Layak Ram Negi, maintained that his nomination papers were wrongly rejected by the returning officer (Deputy Commissioner, Mandi) and also made him a party.

Negi, an ex-employee of the forest department, said that he got premature retirement and produced a “no dues certificate” from the department along with nomination papers to the returning officer.

However, he was given a day to produce the “no due certificate” from the electricity, water, and telephone departments and when he submitted them, the returning officer did not accept them and rejected the nomination papers.

He pleaded that he could have won the election had his papers been accepted and said that the election be set aside.
