Manoj Jarange Patil, the activist who led the movement to provide caste-based reservations to Marathas and is on a hunger strike, welcomed the reservation bill introduced and passed in the Maharashtra Legislative Assembly on Tuesday, but contended that the reservation which has been proposed was not as per the community’s demand. “We need reservation, which we deserve, give us reservation under OBC to those who’s proof of being kunbi has been found and for those who don’t have proof of kunbi, for them pass a law of “Sage Soyare”,” Patil said minutes after the Bill was passed unanimously by the Legislative Assembly.

He has called for a meeting of the Maratha community at 12 noon on Wednesday. Jarange Patil is demanding that one’s blood relations should also be allowed to have Kunbi registration. Kunbi is a caste in Maharashtra under the OBC bloc. Jarange Patil demanded that all people of the Maratha community be considered as Kunbi and be given reservations accordingly (under OBC Quota) but the government decided that only people having Nizam era documents of Kunbi certificates will get benefits under this.

“I appeal to all maximum people to reach Antarvali sarati for the meet …I am firm on my demand to implement Sage Soyare…I welcome the reservation but the reservation which given are not as per our demand,” Patil said. “The reservation given by government will benifit only 100 -150 people of Maratha , our people will remain deprived from reservation..Ttherefore I am demanding to implement “Sage Soyare” the next round of agitation will be announced tomorrow…We will take it what we deserve,” he added.

Meanwhile, Manoj Jarange Patil removed the intravenous drip from his hand and denied to take further treatment from the doctors. The Maharashtra Legislative Assembly (lower house) unanimously passed the Maratha Reservation Bill tabled on Tuesday, which intended to extend 10 per cent reservation to Marathas above the 50 per cent cap.

The CM will now table the bill in the Legislative Council for assent, after which it becomes a law. The Leader of Opposition in the Maharashtra Assembly, Vijay Wadettiwar, said the opposition parties were also of the same view that the Maratha community be given the reservation.

The state government has convened a one-day special session of the state legislature for tabling and further consideration of this special Bill. The bill for the 10 per cent Maratha quota that the Mahayuti government of Eknath Shinde has approved on Tuesday is similar to the Socially and Educationally Backward Classes Act, 2018, introduced by the then Devendra Fadnavis government.

This is the third time in a decade that the state has introduced legislation for the Maratha quota. “I am the CM of the state and I work with the blessings of all. We don’t think on the basis of caste or religion. If such a situation comes with any other community, my stand as CM will be similar to what is my stand for the Maratha community. Our PM always says Sabka Saath Sabka Vikas,” Chief Minister Eknath Shinde said.

“We all are of similar views here on the Maratha reservation so I will not make may political statement here. With the co-operation of you all, we could do it. I kept my promise which I made to the Maratha community. I thank all my colleagues including my both DCMs and other ministers. Today is a day of fulfilment of our promises,” Shinde added after tabling the bill. “Our aim was to work on a war footing, day and night, to bring this issue to a proper conclusion. The Maharashtra government is fully committed to giving reservation to the Marathas and today we are doing this. Devendra ji and Ajit Pawar ji always used to tell me that by whatever means we have to give reservation to the Maratha community. Devendra ji had once given reservation to the Maratha community while being the Chief Minister and that reservation was also upheld in the High Court. But unfortunately for some reason it was struck down by the honorable Supreme Court” the CM further stated.

“Therefore, this time we have reconstituted the Backward Classes Commission and conducted a survey as per the order of the Supreme Court and after collecting the necessary data, we are now planning to give them reservation. We have tried to fulfil the rules and regulations in every way and now we are ready to give this reservation,” he added. The reservation has been extended based on a report submitted to the state government by the Maharashtra Backward Class Commission (MBCC) headed by chairman Justice (Retired) Sunil Shukre.

The state already has a 10 per cent quota for the Economically Weaker Section (EWS) in which the Marathas are the biggest beneficiaries, claiming about 85 per cent of those. The Maharashtra State Backward Class Commission on Friday submitted a report on the social and educational backwardness of the Maratha community for which it had undertaken a survey of around 2.5 crore homes within only nine days.

The committee proposed a 10 per cent reservation for Marathas in education and jobs, similar to that of the previous bill brought in 2018 by the then-state government. In June 2017, the then Devendra Fadnavis government constituted the Maharashtra State Backward Class Commission (MSBCC) headed by Justice (retired) MG Gaikwad to study the social, financial and educational status of the Maratha community.

The Commission submitted its report in November 2018, classifying Marathas as a socially and educationally backward class (SEBC). On May 5, 2021, the Supreme Court struck down reservations for the Maratha community in colleges, higher educational institutions, and jobs, after noting that there was no valid ground to breach 50 per cent reservation while granting Maratha reservation.

Tamil Nadu’s main opposition AIADMK on Monday dubbed the state budget as mere ‘jugglery of words’ and the BJP claimed there is ‘nothing new’ in the budget.

Leader of Opposition, Edappadi K Palaniswami alleged the AIADMK regime’s welfare schemes like ‘Thalikku thangam’ (gold for mangalsutra) and green housing were ‘stopped.’ The financial resources meant for such initiatives were being used for schemes newly named by the DMK regime and as such there ‘are no new or big schemes and this is what is happening,’ he told reporters. ”This is the fourth budget of the DMK regime, it is mere jugglery of words, there are no schemes for the people, there is no big development plan,” Palaniswami, a former Chief Minister said. Citing year-wise data on fiscal/revenue deficit, he said the debt burden is Rs 8,33,361 crore. ”Tamil Nadu is number one in borrowing.”

To an announcement on procurement of new buses, the AIADMK chief said like previous years, it will ‘remain on paper’ and that is the ‘Dravidian model’ of governance. Star India batter and Royal Challengers Bangalore (RCB) skipper Smriti Mandhana said that ahead of the new season of the Women’s Premier League (WPL), the balance of the team has improved and the team hopes to live up to its potential. The second season of WPL will start from February 23 and will go on till March 17, taking place in Bengaluru and Delhi. Last time around, RCB could not deliver fine performances despite having big names like Ellyse Perry, Heather Knight, Mandhana, Sophie Devine, Megan Schutt and Renuka Thakur in the squad, winning just two out of their eight matches and not qualifying for playoffs.

In a conversation with JioCinema and Sports18 WPL expert Reema Malhotra, in the show titled ‘TATA WPL 2024 Huddle’, RCB skipper Mandhana, her teammate Renuka Singh Thakur spoke of their expectations from the second edition of the league. Smriti Mandhana, captain of the Royal Challengers Bangalore said: “I would definitely want it to be better than the first season. From RCB’s point of view, quite a few players were released and we brought in new players. So, the balance has improved for sure, and we are hoping to live up to our potential. Playing in the domestic season helped me practice well and we saw quite a few girls against whom we have not played previously. I was able to recommend a few names to my franchise after seeing these girls.”

“Last year, when we joined the team two days before the tournament, we did not know about 90 per cent of the players. We did not know what they did and what they did not. This year, it was important to know their strengths and weaknesses so that we can play better. The WPL is a short tournament and it’s difficult to change things when it’s on,” she added. On whether RCB are title contender, Mandhana said that the side does not want to think too far ahead but is motivated to do better this time.

“The people at our franchise are very nice and have supported us immensely, so more than anything else, we want to win the trophy for them. The way they backed us even after four losses last season, the conversation revolved around our well-being. So, as players, it is very important that we respect the backing we are getting, and also try to win the trophy for our fans who supported us so much last season,” she added. Mandhana admitted that she failed to deliver as per expectations last season, scoring just 149 runs in eight matches at an average of just over 18. Her best score was 37.

“This time, I do not want to repeat the mistakes of last year and give the team a platform from where we can launch. Our batting line-up is very good. As a captain, I know the players better this time,” she added. Even RCB pacer Renuka said that her performance was not up to the mark last year (taking just one wicket in six games) and the team and captain backed her.

“Last year my performance was not up to the mark, and I was wondering where this problem lay. The RCB team and the captain backed me wholeheartedly. In fact, I had given up, but they backed me. This time, I would not want to let them down and am confident of doing well. Last year, I think, I lacked that confidence because of the back injury,” said the pacer. Delhi HC dismisses PIL to remove news article on RAW operations

The Delhi High Court on Monday dismissed a public interest litigation (PIL) seeking direction to block access to an article published in an online news magazine which allegedly compromised the identity of officials posted in India’s diplomatic missions in the US, Canada and the UK working for the country’s external intelligence agency Research and Analysis Wing (RAW).

The high court said judiciary should not transgress into an area involving national safety and security.

It said the government of India has the power and authority to block any article that compromises national safety and security.

The petition sought a direction to the ministries of Information and Broadcasting and External Affairs and the Press Council of India to frame guidelines to ensure that no media outlet publishes any source based information as to whether a government officer or diplomat posted abroad is working for the Indian intelligence agency.

It also sought a direction to the Centre to block the URLs of the November 30, 2023 article.

A bench of Acting Chief Justice Manmohan and Justice Manmeet PS Arora said the claims made by petitioner Raghav Awasthi, an advocate, are based on surmises and conjectures which are based on hearsay.

“The Government of India has full power and authority to block any article which compromises the national safety and security and requires no advice either of the petitioner or of this court. The court should not easily transgress into this area.

“The issues between the Government of India and foreign counterparts are to be handled delicately as they are based on state to state relationship,” the bench said.

Observing that the article prima facie does not compromise the career of the officers or put the lives of their family members in danger, and dismissed the petition.

The bench added it was the petitioner who was putting the identity of intelligence officials at risk of getting exposed by discussing the issue in the court.

”It is an innocuous piece. Leave it at that. It does not identify anyone. I think you (petitioner) have identified more people than that. Your source is correct or not, we have no idea,” the bench said, adding if the officers are in danger, the government will take steps.

The plea said a report was published in the online news magazine on November 30, 2023 which, according to the petitioner, was problematic as it insinuated that particular officers working for Indian diplomatic establishments in the United States, the United Kingdom and Canada were working for RAW.

It claimed that the report compromises the career of the officers and since they have been branded as intelligence officers, they would not be able to work at any other Indian mission elsewhere.

“Some of them also have relatives and family members who are working as diplomats in sensitive postings and the fact that their identities have been all but disclosed would mean that their relatives and family members would not only have their careers compromised but also put in the way of physical harm because of the current atmosphere where Indian diplomats and diplomatic establishments are being targeted,” the petitioner said, adding their lives and limbs were in danger.

The bench said the Indian government is fully empowered to take a call on the issue and it was not a court’s job to get into all this.

As the petitioner claimed the government was not doing anything on this, the court said it is a highly sensitive matter which involved state to state relationship. ”We don’t enter that space and it should be handled at the highest level diplomatically. This is a diplomatic issue and is handled diplomatically at different levels. It’s a state-to-state relationship and the court should not intervene in a state-to-state relationship. If the Government of India thinks any publication is endangering its agents’ security, it has the power to take action,” the court said.

WikiLeaks founder Julian Assange’s fight to avoid facing spying charges in the United States may be nearing an end following a protracted legal saga in the U.K. that included seven years of self-exile inside a foreign embassy and five years in prison.

Assange faces what could be his final court hearing in London next week as he tries to stop his extradition to the U.S. The High Court has scheduled two days of arguments over whether Assange can ask an appeals court to block his transfer. If the court doesn’t allow the appeal to go forward, he could be sent across the Atlantic.

His wife says the decision is a matter of life and death for Assange, whose health has deteriorated during his time in custody. “His life is at risk every single day he stays in prison,” Stella Assange said Thursday. “If he’s extradited, he will die.” WHAT IS ASSANGE CHARGED WITH? Assange, 52, an Australian computer expert, has been indicted in the U.S. on 18 charges over Wikileaks’ publication of hundreds of thousands of classified documents in 2010. Prosecutors say he conspired with US army intelligence analyst Chelsea Manning to hack into a Pentagon computer and release secret diplomatic cables and military files on the wars in Iraq and Afghanistan.

He faces 17 counts of espionage and one charge of computer misuse. If convicted, his lawyers say he could receive a prison term of up to 175 years, though American authorities have said any sentence is likely to be much lower.

Assange and his supporters argue he acted as a journalist to expose U.S. military wrongdoing and is protected under press freedoms guaranteed by the First Amendment to the U.S. Constitution. Among the files published by WikiLeaks was video of a 2007 Apache helicopter attack by American forces in Baghdad that killed 11 people, including two Reuters journalists.

“Julian has been indicted for receiving, possessing and communicating information to the public of evidence of war crimes committed by the U.S. government,” Stella Assange said. “Reporting a crime is never a crime.” U.S. lawyers say Assange is guilty of trying to hack the Pentagon computer and that WikiLeaks’ publications created a “grave and imminent risk” to U.S. intelligence sources in Afghanistan and Iraq.

WHY HAS THE CASE DRAGGED ON SO LONG? While the U.S. criminal case against Assange was only unsealed in 2019, his freedom has been restricted for more than a dozen years. Assange took refuge in the Ecuadorian Embassy in London in 2012 and was granted political asylum after courts in England ruled he should be extradited to Sweden as part of a rape investigation in the Scandinavian country. He was arrested by British police after Ecuador’s government withdrew his asylum status in 2019 and then jailed for skipping bail when he first took shelter inside the embassy.

Although Sweden dropped its sex crimes investigation, Assange has remained in London’s high-security Belmarsh Prison while the extradition battle with the U.S. continues. A judge in London initially blocked Assange’s transfer to the U.S. on the grounds he was likely to kill himself if held in harsh American prison conditions. But subsequent courts cleared the way for the move after U.S. authorities provided assurances he wouldn’t experience the severe treatment that his lawyers said would put his physical and mental health at risk.

Stella Assange and her husband’s supporters have criticized those assurances as being meaningless because they are conditional.

WHAT ARE POSSIBLE OUTCOMES FROM THE HEARING? If the London court rejects Assange’s plea for a full appeal, he could be extradited to the U.S. once British officials approve his removal. His legal team plans to appeal an adverse ruling to the European Court of Human Rights, but they fear he could possibly be transferred before the court in Strasbourg, France, could halt his removal.

If he prevails at next week’s hearing, it would set the stage for an appeal process that is likely to further drag out the case. “This procedure has been marked by prolonged and creeping time frames,” Wikileaks Editor-in-Chief Kristinn Hrafnsson said. “We call it punishment through process. It is obviously a deliberate attempt to wear him down to punish him by taking this long.” While the U.K. Supreme Court rejected Assange’s petition, saying he didn’t raise an “arguable point of law,” his wife said his new bid will raise several points that are grounds for appeal.

Lawyers for Assange plan to argue he can’t get a fair trial in the U.S., that a U.S.-U.K. treaty prohibits extradition for political offenses and that the crime of espionage was not meant to apply to publishers.

“The drafters of the Espionage Act did not intend for publishers to fall within its ambit,” Stella Assange wrote on X, formerly known as Twitter. “Unchallenged expert evidence showed that receipt and publication of state secrets is routine, and that there was an unbroken practice of non-prosecution’ of publishers. The prosecution crosses a new legal frontier’ and breaks all legal precedents.'” WHAT IS ASSANGE’S CURRENT STATE? Stella Assange said her husband’s mental and physical health has declined dramatically and he’s aged prematurely in prison. He experienced a mini-stroke in October 2021 and was so ill in December that he broke a rib coughing. “I worry about him every time he gets sick,” Stella Assange said. “The mental toll is extreme.” The couple, who got married at Belmarsh Prison almost two years ago, have two young sons, Gabriel and Max, who were conceived during Assange’s stay in the embassy.

The boys visit their father in prison every week, undergoing security checks that include being patted down by guards and sniffed by dogs, Stella Assange said. The couple is protective of the children, who haven’t been told why their father is behind bars, according to their mother. “I don’t think it’s fair on them to know what’s really going on,” she said as she choked up. “They know exactly what a prison is. They know that the guards are stopping Julian from leaving the prison even though he wants to come home.”

Tata Group companies Air India and Tata Advanced Systems Limited (TASL) plan to invest Rs 2,300 crore in Karnataka for various projects providing employment to about 1,650 people, it was announced on Monday. Chief Minister Siddaramaiah and Large and Medium Industries Minister M B Patil were among those present at an MoU signing ceremony in this regard.

Air India is planning to set up a Maintenance Repair and Overhaul (MRO) facility and ”create” Bengaluru as the aviation hub in South India, an official statement said. ”The investment for the project is around Rs 1,300 crore. This will ensure direct employment generation of 1,200 people,” it said. According to a National Council of Applied Economic Research (NCAER) study, the hub creation will increase the passengers handled by eight MPPA (Million Passengers Per Annum) thus giving direct and indirect employment opportunity for 25,000 to 26,000 people due to a boost in business activity, support staff and tourism in Karnataka, the statement said.

TASL is planning to set up three projects with total investment of Rs 1,030 crore — Passenger to Freighter Aircraft Conversion facility (Rs 420 crore), a gun manufacturing facility (Rs 310 crore) and Aerospace and Defence Research and Development in Karnataka (Rs 300 crore). These projects would generate direct employment for 450 people, it said. TASL’s plans to source more than 50 per cent of its 13,000 parts from Karnataka for its gun manufacturing facility, which is estimated to provide employment to 2,000-3,000 people in 300-350 small and medium enterprises, it added.

The Supreme Court on Monday stayed the notices issued by the privileges committee of the Lok Sabha Secretariat to the West Bengal chief secretary, DGP and others over a complaint of ”misconduct” filed against them by BJP MP Sukanta Majumdar.

Majumdar was hospitalised last week after BJP workers clashed with police personnel after being stopped from going to violence-hit Sandeshkhali in West Bengal.

Chief Secretary Bhagwati Prasad Gopalika, Director General of Police (DGP) Rajeev Kumar and others, including the DM and the SP of North 24 Parganas district, were summoned at 10.30 am before the privileges committee of the Lok Sabha.

A bench comprising Chief Justice D Y Chandrachud and justices JB Pardiwala and Manoj Misra took note of the submissions of senior advocates Kapil Sibal and Abhishek Singhvi, appearing for the state officials, and stayed the notices issued to the state officials and fixed the plea for hearing after four weeks.

The CJI’s bench took the pleas of West Bengal officials as the first matter on urgent mentioning by the senior officials.

Parliamentary privileges are not available to an MP for political activities and can be invoked only when a lawmaker is obstructed while discharging duties as an MP while attending the House, Sibal said.

He said the prohibitory orders under section 144 of the Code of Criminal Procedure were imposed in the Sandeshkhali area and the BJP MP and his supporters violated them.

Sibal termed the complaint of police atrocities by the MP as ”false” and said he can produce the videos showing that the political activists of the BJP leader attacked police officials.

Both the senior lawyers said the officials summoned by the Lok Sabha secretariat were not present at the place of the alleged incident.

The BJP MP had on February 15 filed the complaint and notices were issued swiftly.

”Privileges are meant to protect your work as an MP… Otherwise, there will be a breach of privileges in every case, nobody can be arrested,” Singhvi said.

The bench asked whether the notices were issued because the MP got injured.

”Video shows that he (the MP) jumps on the bonnet of a police car. His colleagues in the BJP pulled him. He is taken to the hospital by police,” one of the lawyers said.

Senior lawyer Devasish Bharukha, representing the Lok Sabha Secretariat, opposed the grant of stay by the top court, saying this is the first sitting of the privileges committee.

”They are not being accused of anything. This is a regular process. Once an MP sends a notice and the speaker thinks there is something to look into then notices are issued,” the counsel said, adding it was a ”threshold stage”.

The bench said there shall be a stay of further proceedings initiated in pursuance of the office memorandum of the Lok Sabha Secretariat of February 15.

The MP and others were stopped from entering Sandeshkhali, where women have been agitating over alleged atrocities committed against them by Trinamool Congress leader Shajahan Sheikh and his aides.

Sandeshkhali, a village in North 24 Parganas district of West Bengal, has been witnessing protests over allegations of sexual abuse of women by a local TMC leader.

Several women in the region have accused the local Trinamool Congress strongman Shajahan Sheikh and his supporters of land-grab and sexually assaulting them under coercion.

Shajahan has been absconding after a mob, allegedly affiliated to him, attacked Enforcement Directorate officials who had gone to search his premises in connection with a corruption case.

Lieutenant General Upendra Dwivedi on Monday took over as the new Vice Chief of Army Staff. After assuming the appointment of Vice Chief of Army Staff, the General laid a wreath at the National War Memorial in Delhi.

Lt Gen Dwivedi is an alumnus of Sainik School, Rewa (MP) and was commissioned into the 18 JAK RIF on December 15, 1984, which he later commanded in the Kashmir valley and the deserts of Rajasthan. He has had the unique distinction of having balanced exposure of both Northern and Western theatre. He has also held the important appointments of Inspector General Assam Rifles (North) and Sector Commander Assam Rifles in intense counter terrorist operations and held various other staff and command appointments in the North East.

After commanding the Rising Star Corps, the General was given the command of the most prestigious Northern Army from 2022-2024 in an extremely challenging operational environment. During his command, he provided guidance and operational oversight for the planning and execution of sustained operations along the northern borders with China and the Western Front with Pakistan, besides orchestrating the dynamic counterterrorism operations in Jammu and Kashmir.

He was also involved in the modernization and equipping of the largest Army Command of the Indian Army, where he steered the induction of indigenous equipment as part of Atmanirbhar Bharat. He has also worked towards creating sysnergy with the people of Jammu, Kashmir, and Ladakh for convergent nation-building outcomes and infrastructure development.

The General officer, during his illustrious career spanning across 39 years, has held various staff appointments in the headquarters of the Armoured Brigade, Mountain Division, Strike Corps and Integrated HQ (Army). As an instructor at the Indian Military Academy and the Army War College (Higher Command), he shaped the future generations of tri-services and Friendly Foreign Countries. The appointment of DG Infantry empowered him to steer and fast-track capital procurement cases of weapons for all three services, leading to significant and visible capability enhancement for our Armed Forces. As Dy Chief (IS&C), the officer gave impetus towards automation and the absorption of niche tech in the Indian Army. Being a tech enthusiast, he worked towards enhancing the tech threshold of all ranks in Northern Command and pushed for Critical and Emerging Techs like Big Data Analytics, AI, Quantum and blockchain-based solutions.

The Genral officer’s two overseas tenures include Somalia, as pw1art of HQ United Nations Operation in Somalia (UNOSOM) II and Seychelles, as Military Advisor to the Government of Seychelles. Besides attending Staff College, Wellington and the Higher Command Course at Army War College (AWC), Mhow, the officer was conferred ‘Distinguished Fellow’ in the coveted NDC equivalent course at USAWC, Carlisle, USA. Complementing his illustrious military career, are an M Phil in Defence & Management Studies, in addition to two Master’s degrees in Strategic Studies and Military Science, including one from USAWC, USA. The officer has also authored / presented articles in various professional forums / Journals. He has pioneered the first ever compendium on Indo – Myanmar Border Management. The General officer is a skilled Yoga practitioner.

He is married to Sunita Dwivedi, a science graduate, who is a homemaker. Sunita Dwivedi has been associated with Aarushi, an institute for special-ability children at Bhopal. The couple is blessed with two daughters.
