The Canadian government has rejected a travel advisory issued by India about security risks in Canada, saying it is one of the safest countries in the world, and called for calm amid the escalating diplomatic row between the two nations over the killing of a Khalistani separatist leader in this country.

Prime Minister Justin Trudeau’s allegations of ”potential” involvement of Indian government agents in the killing of Khalistani separatist Hardeep Singh Nijjar in June unleashed a diplomatic row with India rejecting the charges as ”absurd” and ”motivated” and kicking out a senior Canadian diplomat in a tit-for-tat move to Ottawa’s expulsion of an Indian official.

India on Wednesday advised all its citizens living in Canada and those contemplating travelling there to exercise ”utmost caution” in view of growing anti-India activities and ”politically-condoned” hate crimes in the North American country, as the diplomatic row over the killing of a Khalistani separatist leader threatened to snowball into a major confrontation.

In a strongly-worded advisory, the Ministry of External Affairs (MEA) in New Delhi referred to ”threats” targeting Indian diplomats and sections of the Indian community that oppose the ”anti-India agenda”, and asked Indian nationals to avoid travelling to regions and potential venues in Canada which have seen such incidents.

Canada’s Immigration Minister Marc Miller sought to reassure Indian nationals on Wednesday that it is safe to travel to the country even as a leader of the Sikh separatist movement banned in India has announced plans for rallies in Canadian cities on Monday that seek the closing of New Delhi’s diplomatic missions here, The Globe and Mail newspaper reported.

“Look, I think everyone knows Canada is a safe country and given the events of the last two or three days and the seriousness of the allegations that – it’s important for everyone to stay calm,” The Canadian Press quoted Miller as saying.

“Canada by any standard is one of the safest if not the safest countries in the world that is governed by the rule of law. So, I think people should read that statement for what it is,” Miller said.

He acknowledged that Canadian allegations of the ”potential” involvement of Indian government agents in the killing of a Khalistani separatist have heightened tensions with the Indian government.

“Given what the Prime Minister has said quite clearly to Prime Minister (Narendra) Modi, the allegations are very serious, and these are discussions that have to continue with India,” he said.

“At the same time, emotions are running high, and we’ve asked everyone just to stay calm given the seriousness of the allegations,” he added. Minister of Housing, Infrastructure and Communities Sean Fraser said that he would not comment on the specifics of the probe into Nijjar’s death because he does not want to compromise any investigations.

He said Canadians should have faith in the security services’ ability to investigate the death. ”It’s important that if we believe in justice … we believe in the process that gets us there,” the Canadian Broadcasting Corporation quoted Fraser as saying. ”I am sure there are good reasons not to share details that may ground such extraordinary allegations because protecting the process of getting to a just result is extremely important,” Fraser said.

”We are a country that was built on migration. If you’re not from an indigenous community, you came from somewhere else, and I can tell you right now the people I’m talking to here, they don’t want to see divisions based on whether you are Sikh, Hindu or Muslim. They want to come together as Canadians and promote peaceful dialogue, even in the most difficult conversations,” he said.

”This is obviously a tragedy that played out. The allegations are extremely serious. And we’re going to treat them seriously. We’re always concerned about the safety and well-being of Canadians. There are no specific threats that I’m aware of currently that are tied to foreign officials. But from a public safety point of view, we want to always protect the safety and well-being of Canadians whether their family has been here for generations or whether they arrived last month,” he added.

The MEA on Tuesday trashed Trudeau’s comments asserting that ”such unsubstantiated allegations seek to shift the focus from Khalistani terrorists and extremists, who have been provided shelter in Canada and continue to threaten India’s sovereignty and territorial integrity.”

Union Home Minister Amit Shah said on Wednesday that unlike the Bharatiya Janata Party (BJP), other parties see women’s empowerment as a “political issue and a tool for vote bank politics”. During the discussion over the Women’s Reservation Bill in the Lok Sabha, Shah further said that for the BJP and Prime Minister Narendra Modi, women’s empowerment is an issue of “principles and beliefs.”

“For some parties, the issue of women empowerment can be a political agenda or a slogan to win elections. However, for my party and my leader Narendra Modi, women empowerment is not a political issue, but it is a matter of principles and beliefs,” Shah said. He further said that yesterday will be marked in history.

“Yesterday was Ganesh Chaturthi, it was the inauguration of the new Parliament and we introduced the Women’s Reservation Bill in Parliament,” he added. “The Women’s Reservation Bill is a mark of respect and the beginning of a new era,” the Minister added.

He added that Prime Minister Modi presented a vision of women-led progress at the recently concluded G-20 session. Notably, Day 3 of the Parliament special session witnessed a debate on the women’s reservation Bill in the Lok Sabha, while the Rajya Sabha discussed India’s space journey focusing on Chandrayaan-3’s successful soft landing on the moon.

The Women’s Reservation Bill that seeks to provide a 33 per cent quota for women in Lok Sabha and state assemblies was introduced in the Lok Sabha today in the ongoing special session of Parliament and will be taken up for discussion on Wednesday when the House will meet at 11 am. The Union Cabinet on Monday approved the Women Reservation Bill.

On Tuesday, Union Law Minister Arjun Ram Meghwal introduced the bill in the first sitting of Lok Sabha in the new Parliament building. The bill has been named ‘Nari Shakti Vandan Adhiniyam’. In 2008, the Manmohan Singh-led UPA government tabled the Bill in the Rajya Sabha, and it was passed in 2010. However, the Bill was never taken up for consideration in the Lok Sabha.

The Bill will be taken up in Rajya Sabha on September 21 government sources said. The Constitution (One Hundred and Twenty-Eighth Amendment) Bill, 2023, seeks to introduce three new articles and one new clause in the Constitution.

However, prior to Shah, Congress MP from Wayanad Rahul Gandhi alleged that the BJP was trying to distract people from the caste census and the Adani issue. “Every time the Opposition raises the issue of caste census, the BJP tries to create a distraction, or to a new event so that the OBC community and the people of India look the other way,” he said while slamming the Centre for employing diversionary tactics.

Gandhi further asked the government to release the data of the Caste census done by us or “we will release it”. Rahul Gandhi also said that the caste census is the only way to ensure representation for OBCs. He said that despite forming a huge chunk of the population, they control and define only 5 per cent of India’s budget. “This is an insult and a shame to the OBC community,” he added.

National Conference leader Omar Abdullah on Wednesday asserted that the INDIA bloc should have an alliance on seats where the BJP ”hopes to win”, a suggestion he made at the recent Delhi meeting of opposition parties that reportedly left the PDP miffed.

The National Conference currently holds all three Lok Sabha seats in the Kashmir valley, while the BJP represents two seats in Jammu and one in Ladakh.

Although the Mehbooba Mufti-led PDP, which along with the NC is part of the INDIA alliance from Kashmir, did not come out with any official statement on Abdullah’s suggestion, PDP sources said their leadership is not happy with the National Conference leader’s view.

The PDP believes that it was an attempt to sideline them and also undermine the People’s Alliance for Gupkar Declaration, a grouping formed in 2019 for the restoration of the special status of Jammu and Kashmir, the sources said.

But Abdullah on Wednesday said he will not backtrack from his suggestion.

“Should I not put forth my viewpoint? I have given the viewpoint of my party and it is my right. I have not forced my opinion on anyone. I have not walked out of or boycotted the meeting,” the former Jammu and Kashmir chief minister told reporters on the sidelines of a party function here.

He was responding to a question about reports suggesting the PDP’s unhappiness over his remarks on the seat-sharing formula at the INDIA alliance coordination committee’s first meeting in Delhi last week.

“I have only said that when you are talking about seat sharing, there should be a formula… if our goal is to defeat the BJP, we should have an alliance on those seats where BJP hopes to win. I do not think the BJP is getting any seats from Kashmir. I have only put forth my viewpoint,” the NC vice president said.

He said whether to accept his suggestion or not is up to the alliance and “I am not backtracking from my suggestion.” Omar refused to comment on All India Majlis-e-Ittehadul Muslimeen (AIMIM) chief Asaduddin Owaisi’s statement that he saw scope for a third front.

“I will not like to speak for any third front, I will speak for the INDIA alliance… Owasi can have his single-party alliance also,” he said.

Extending her party’s support to the women’s reservation bill, Congress parliamentary party chief Sonia Gandhi on Wednesday demanded that the quota be implemented immediately and SC, ST and OBC women also be given reservation following a caste census.

Initiating the debate on the bill from the opposition’s side, Gandhi said in the Lok Sabha that any delay in bringing the reservation into effect would be ”gross injustice” to Indian women.

”Rajiv Gandhi’s dream is only half fulfilled. It will be fulfilled with the passage of this bill. The Congress supports this bill. We will be happy with the passage of this bill but we also have a concern. I want to ask a question, for the last 13 years Indian women are waiting for their political responsibilities, and now they are being asked to wait for a few more years — two years, four years, six years, eight years,” the former Congress chief said.

Is such behaviour with Indian women appropriate, she asked.

”It is the demand of the Indian National Congress that the bill be immediately implemented… but along with that, provision should be made for the reservation of SC, ST, OBC women after conducting a caste census,” she said. The government, Gandhi told the House, should take the required steps for this. ”This is the most appropriate moment to acknowledge and thank women for their contribution,” she said.

”On behalf of the Indian National Congress, I demand from the government that the Narishakti Vandan Adhiniyam 2023 be implemented as soon as possible while clearing all roadblocks in its way. Doing this is not only necessary but also possible,” Gandhi said.

After the House proceedings began, Union Law Minister Arjun Ram Meghwal on Wednesday moved the women’s reservation bill for consideration and passage in the Lok Sabha, saying it is a step towards women empowerment.

The constitutional amendment bill was introduced in the Lower House on Tuesday. It was the first bill introduced in the new Parliament building.

The bill provides for 33 per cent reservation for women in the Lok Sabha and state assemblies. The reservation will come into effect only after the completion of the census and delimitation exercise.

Ahead of the discussion on the Women’s Reservation Bill in Lok Sabha on the third day of the ongoing Parliament special session, floor leaders of the Indian National Developmental Inclusive Alliance (INDIA) will hold a meeting to chalk out the strategy for the floor of the house. The meeting will be held at the office of Rajya Sabha leader of the Opposition Mallikarjun Kharge in Parliament.

The five-day special session of the Parliament began on Monday and will end on Friday. The Lok Sabha is set to discuss the Nari Shakti Vandan Adhiniyam Bill which was tabled by Centre for discussion at 11 am today, after the proceedings of the House start. The 128th Constitutional Amendment Bill, 2023 seeks to reserve 33 per cent seats in Lok Sabha and all state Assemblies for women.

According to the sources, Congress Parliamentary Party Chairperson Sonia Gandhi is likely to be the lead speaker from her party for the debate as the Lok Sabha takes up the Women’s Quota Bill for discussion. The Bill was approved by the Union Cabinet on Monday.

Under a new clause in 239AA, seats shall be reserved for women in the Delhi Legislative Assembly, one-third of the seats reserved for SCs shall be reserved for women, one-third of the total number of seats to be filled by direct elections shall be reserved for women through law determined by parliament. Under the new Article – 330A, reservation for women in Lok Sabha – one-third of seats reserved for SCs and STs shall be reserved for women, one-third of total seats to be filled by direct elections to the Lok Sabha shall be reserved for women.

As per the new article 332A, the reserved seats for women in every state Legislative Assembly, one-third of seats reserved for SCs and STs shall be reserved for women, one-third of total seats to be filled by direct elections to the LA shall be reserved for women. 334A, a new article says that reservation shall come into effect after the delimitation is undertaken after the relevant figures for the first census have been published. The rotation of seats for women shall take effect after each subsequent exercise of delimitation.

Train traffic on the Mumbai-Ahmedabad route has been halted for nearly 11 hours since Sunday night as the Narmada river is flowing above the danger mark between Bharuch and Ankleshwar stations in Gujarat, the Western Railway said on Monday.

The train traffic between Bharuch and Ankleshwar stations in the Vadodara division on the Mumbai-Ahmedabad route stopped after Narmada river waters surged above the danger mark at brigade no. 502 at around 11:50 pm on Sunday, Western Railway’s Chief PRO Sumit Thakur told PTI.

He said the river’s water level is still above the danger mark, though it has started receding.

”All the passenger and goods trains on both ends of the river have been held up due to the flood. Arrangements are being made to provide refreshments, tea, and water to the passengers stranded on trains,” he added. According to our estimates, the water level may fall below the danger mark after a couple of hours, Thakur said.

”Helpline numbers have been set up to assist passengers to get train-related information,” he added.

At least one-and-a-half dozen trains, including Mumbai-Ahmedabad Tejas Express and Shatabdi Express, have been cancelled due to the flood, a Western Railway release said.

Heavy rain lashed many parts of Gujarat on Sunday, flooding low-lying areas and cutting off several villages as Narmada and other rivers were in full spate, officials said.

Hope for Central assistance for Marathwada water grid project, have spoken to PM, says CM Shinde

Maharashtra Chief Minister Eknath Shinde said on Sunday he hoped the Union government would provide financial assistance for the ambitious water grid project in Marathwada.

Shinde, who was speaking at an event to commemorate Marathwada Liberation Day, also said he had made such a request to Prime Minister Narendra Modi.

The region, comprising eight districts, was under the oppressive rule of the Nizam of Hyderabad. An uprising of peasants and common citizens ensured the defeat of the Nizam and his Razakar militia and the region merged with India on September 17, 1948.

”We are trying to divert the run-off water during the monsoon towards the Godavari River basin. The state government has allocated Rs 15,000 crore for the ambitious Marathwada grid project. We have also requested Prime Minister Narendra Modi for (Central) assistance. I am sure we will get support from the Union government,” he said.

The chief minister said the state government had allotted several hundred crore rupees for the betterment of roads and other infrastructure in Marathwada and assured people that a change for the better will be seen in the coming days.

The region is generally considered backward, mainly due to insufficient rainfall.

”Rains have taken a break which is affecting farmers in the region. Last year, when farmers were affected due to the same problem, we had gone beyond the rules and distributed more funds to minimize their misery,” the CM said.

The Maharashtra government had held its cabinet meeting in Chhatrapati Sambhajinagar (formerly Aurangabad) on Saturday.

CM Shinde had announced a package of Rs 45,000 crore for the development of Marathwada as well as revised administrative sanctions for irrigation projects worth Rs 14,000 crore.

The Marathwada region comprises eight districts – Chhatrapati Sambhajinagar (previously known as Aurangabad), Dharashiv (previously known as Osmanabad), Jalna, Beed, Latur, Nanded, Hingoli and Parbhani.

According to Weill Cornell Medicine researchers, the vertebral bones that make up the spine are formed by a type of stem cell that secretes a protein that promotes tumour spread. The discovery provides light on why solid tumours typically metastasise to the spine and may aid in the development of new cancer and orthopaedic medicines. In the study, which was released in Nature, the researchers found that spinal bone is produced by a distinct type of stem cell from other bone-producing stem cells. Using “organoids” that resembled bones that were created from vertebral stem cells, scientists demonstrated that a protein called MFGE8 released by these stem cells is substantially responsible for the known predisposition of tumours to travel to the spine—more so than to long bones like leg bones.

“We suspect that many bone diseases preferentially involving the spine are attributable to the distinct properties of vertebral bone stem cells,” said study senior author Dr Matthew Greenblatt, an associate professor of pathology and laboratory medicine and a member of the Sandra and Edward Meyer Cancer Center at Weill Cornell Medicine and a pathologist at NewYork-Presbyterian/Weill Cornell Medical Center. In recent years, Dr. Greenblatt and other scientists have found that different types of bone are derived from different types of bone stem cells. Since vertebrae, in comparison with other bones such as arm and leg bones, develop along a different pathway early in life, and also appear to have had a distinct evolutionary trajectory, Dr. Greenblatt and his team hypothesized that a distinct vertebral stem cell probably exists.

The researchers started out by isolating what are broadly known as skeletal stem cells, which give rise to all bone and cartilage, from different bones in lab mice based on known surface protein markers of such cells. They then analyzed gene activity in these cells to see if they could find a distinct pattern for the ones associated with vertebral bone. This effort yielded two key findings. The first was a new and more accurate surface-marker-based definition of skeletal stem cells as a whole. This new definition excluded a set of cells that are not stem cells that had been included in the old stem cell definition, thus clouding some prior research in this area.

The second finding was that skeletal stem cells from different bones do indeed vary systematically in their gene activity. From this analysis, the team identified a distinct set of markers for vertebral stem cells, and confirmed these cells’ functional roles to form spinal bone in further experiments in mice and in lab-dish cell culture systems. The researchers next investigated the phenomenon of the spine’s relative attraction for tumor metastases—including breast, prostate and lung tumor metastases—compared to other types of bone. The traditional theory, dating to the 1940s, is that this “spinal tropism” relates to patterns of blood flow that preferentially convey metastases to the spine versus long bones. But when the researchers reproduced the spinal tropism phenomenon in animal models, they found evidence that blood flow isn’t the explanation—indeed, they found a clue pointing to vertebral stem cells as the possible culprits.

“We observed that the site of initial seeding of metastatic tumor cells was predominantly in an area of marrow where vertebral stem cells and their progeny cells would be located,” said study first author Dr. Jun Sun, a postdoctoral researcher in the Greenblatt laboratory. Subsequently, the team found that removing vertebral stem cells eliminated the difference in metastasis rates between spine bones and long bones. Ultimately, they determined that MFGE8, a protein secreted in higher amounts by vertebral compared to long bone stem cells, is a major contributor to spinal tropism. To confirm the relevance of the findings in humans, the team collaborated with investigators at Hospital for Special Surgery to identify the human counterparts of the mouse vertebral stem cells and characterize their properties.The researchers are now exploring methods for blocking MFGE8 to reduce the risk of spinal metastasis in cancer patients. More generally, said Dr. Greenblatt, they are studying how the distinctive properties of vertebral stem cells contribute to spinal disorders.

“There’s a subdiscipline in orthopedics called spinal orthopedics, and we think that most of the conditions in that clinical category have to do with this stem cell we’ve just identified,” Dr Greenblatt said.

Woman from Palghar raped repeatedly on pretext of black magic rituals; five men arrested

Five people were arrested in Thane and Palghar districts in Maharashtra for allegedly raping a 35-year-old woman repeatedly after promising to remove ”vastu mistakes” in her house and other ”evils spells” through black magic, a police official said on Sunday.

The five people who have been arrested are the victim’s husband’s friends and they told her that some evil spell had been cast on her husband and that to regain peace she would have to be part of some rituals, the official said.

”The accused started frequenting the house of the victim in April 2018 and would conduct rituals when the victim was alone. They would give her a spiked drink, calling it ‘panchamrit’ and they would rape her,” he said.

The accused also took gold and money from her, claiming it was for various rituals that would ensure peace and prosperity and a stable government job for her husband, he said.

”She was raped in 2019 in Yeoor Forest in Thane, then in a mutt of the main accused in Kandivali, in a resort in Lonavala. They took Rs 2.10 lakh as well as gold from her,” he said.

After the woman from Talasari, a predominantly tribal area in the district, filed a complaint on September 11, a police team arrested Ravindra Bhate, Dileep Gaikwad, Gaurav Salvi, Mahendra Kumavat, and Ganesh Kadam for the crime.

”We are finding out if the five accused have used the same modus operandi on others as well,” Talasari police station senior inspector Vijay Mutadak said.

Palghar Superintendent of Police Balasaheb Patil, in an official release, said the five have been charged under Indian Penal Code sections 376 (rape), 376(2)(n) (offence of committing rape repeatedly on the same woman), and 420 (cheating).

The Maharashtra Prevention and Eradication of Human Sacrifice and Other Inhuman, Evil, and Aghori Practices and Black Magic Act 2013 has also been invoked, he said.

Special session of Parliament ‘diversion tactic’ of BJP: Stalin

Calling the special session of Parliament scheduled from September 18 as a “diversion tactic” of the Bharatiya Janata Party (BJP), Tamil Nadu Chief Minister MK Stalin said that it was time to prioritise critical issues like the Comptroller and Auditor General of India (CAG) report and the Manipur violence.

“As we approach the special parliamentary session from September 18th, it’s time to unite and make a resounding impact. Our mission is clear. Do not be swayed by the diversion tactics of the BJP. Stand strong, raise your voices, and prioritise the pressing issues like Manipur violence and the flagged irregularities in the CAG report in unison with our #INDIA allies. Together, we can defeat the conspiracies of the BJP and ensure justice for our great republic,” posted Stalin on X.

The special session of Parliament will start in the old building on September 18 and will be later moved to the new building on September 19 on the occasion of Ganesh Chaturthi, sources said.

The Centre has called for a special session of Parliament for five days between September 18 and 22.

Earlier last week, Union Parliamentary Affairs Minister Pralhad Joshi informed about the five-day special session of Parliament from September 18-22.

The agenda for the special session has however not been revealed yet.

The Monsoon Session of Parliament, which concluded last month, was held in the old Parliament building.

The announcement of the special session came as a surprise in political circles with the parties gearing up for assembly polls in five states later this year.
