The UN special envoy for Sudan who was declared unwelcome by the country’s military rulers resigned on Wednesday in a final speech to the UN Security Council, warning that the conflict between Sudan’s rival military leaders “could be morphing into a full-scale civil war.” Volker Perthes, who had continued to work outside Sudan, said the fighting shows no sign of abating, with neither side appearing close to “a decisive military victory.” He also said the violence in Sudan’s western Darfur region “has worsened dramatically,” with civilians being targeted based on their ethnicity.

Tensions between Sudan’s military, led by Gen. Abdel Fattah Burhan, and the paramilitary Rapid Support Forces, commanded by Gen. Mohamed Hamdan Dagalo, burst into open fighting in mid-April.

At least 5,000 people have been killed since then and over 12,000 wounded, Perthes said, while calling the figures conservative and saying the actual number “is likely much higher.” The envoy said there were at least 13 mass graves in and around Geneina, the capital of West Darfur’s province, according to credible reports the U.N. Joint Human Rights Office received. The graves were a result of attacks by the RSF and their allied Arab militias on civilians, mostly African communities, Perthes said.

The western Darfur region was the scene of a genocidal campaign in the early 2000s.

More than 20 million people — almost half Sudan’s population — are experiencing acute hunger and food insecurity, the U.N. humanitarian office’s operations director, Edem Wosornu, told the council.

“And more than 6 million people are now just one step away from famine,” she said. “If the fighting continues, this potential tragedy comes closer to reality every day.” The fighting has forced 4.1 million people to flee their homes to other places in Sudan and more than 1 million to seek refuge in neighboring countries, Wosornu said, stressing that displacement and insecurity “have driven cases of sexual violence to distressing levels.” Perthes was a key mediator after the conflict began, but the military government claimed he was biased and informed U.N. Secretary-General Antonio Guterres on June 8 that he was declared persona non grata.

The U.N. denounced the move, saying that a member of its personnel cannot be declared persona non grata — unacceptable to the government — and that this goes against the U.N. Charter.

In announcing his resignation, Perthes, who was appointed as special representative for Sudan in January 2021, urged the warring sides to end the fighting and warned them “they cannot operate with impunity.” “There will be accountability for the crimes committed,” he said.

Guterres told a news conference that he had accepted Perthes’ resignation, saying, without elaborating, that the envoy “has very strong reasons to resign.” Perthes also warned of “the risk of a fragmentation of the country,” pointing to a myriad of compounding crisis, including Darfur, the cross-border mobilization of Arab tribes, fighting in the country’s South Kordofan and Blue Nile provinces between the Sudanese military and rebels, and rising tensions in eastern Sudan amid ongoing tribal mobilization.

He also added — referring to Sudan’s longtime autocratic leader Omar al-Bashir who was deposed in a popular uprising in 2019 — that “the mobilization by former regime elements advocating for a continuation of the war is of particular concern.” U.S. Ambassador Linda Thomas-Greenfield sharply criticized Sudan’s military leaders for threatening to end the U.N. political mission in Sudan known as UNITAMS if Perthes addressed the Security Council, calling the threats “unacceptable” and declaring that “No country should be allowed to threaten this council’s ability to carry out its responsibilities for peace and security.” In a highly unusual procedure aimed at trying to maintain the U.N. mission, the council meeting started with a briefing by Ghana’s ambassador who chairs the Security Council committee monitoring sanctions against Sudan, and Sudan’s U.N. Ambassador Al-Harith Mohamed was then given the floor.

He claimed the government “is in control of the political and security initiatives and is communicating with all regional players and international terrorist in order to end the war,” and is receiving “the full support of the Sudanese people who categorically reject the presence of the Rapid Support Forces.” He urged the Security Council and the international community to support the government, accusing the Rapid Support Forces and their militias summoning “killers and mercenaries” to destroy the country. “The international community must not allow for a new generation of terrorists against the state who who transform (it) into Frankenstein,” he said.

Albania’s U.N. Ambassador Ferit Hoxha then gaveled that council meeting to an end and after the Sudanese ambassador left, he gaveled the start of a new meeting on the secretary-general’s lateat report on Sudan, which opened with the briefing by Perthes.

Thomas-Greenfield told Perthes the United States regrets his departure.

Perthes made no mention of his next steps. A former German academic with extensive background in international relations, Perthes served as chief executive officer and director of the German Institute for International and Security Affairs from 2005 to September 2020. From 2015 to 2018, he served as a U.N. assistant secretary-general and senior adviser to U.N. special envoy for Syria.

A court on Thursday remanded Jet Airways founder Naresh Goyal to 14-day judicial custody in a money laundering case linked to an alleged fraud of Rs 538 crore at the Canara Bank.

The Enforcement Directorate (ED) arrested Goyal on September 1 under the Prevention of Money Laundering Act (PMLA) following a long session of questioning at the central agency’s office here.

The 74-year-old businessman was produced before the court at the end of his ED remand on Thursday.

Goyal was sent to judicial custody by the court as no further remand was sought by the probe agency.

The money laundering case stems from an FIR of the Central Bureau of Investigation (CBI) against Jet Airways, Goyal, his wife Anita, and some former company executives of the now grounded private airline in connection with an alleged Rs 538-crore fraud case at the Canara Bank.

The FIR was registered on the bank’s complaint, which alleged that it sanctioned credit limits and loans to Jet Airways (India) Ltd. to the tune of Rs 848.86 crore, of which Rs 538.62 crore was outstanding.

Indian American-Republican presidential aspirant Vivek Ramaswamy has said he would fire more than 75 per cent of the federal workforce and shutter several major agencies like the FBI if he wins the 2024 elections, as he continued to put forward strident proposals that have helped him stand out in the crowded primary field.

In an interview with the American news website Axios, Ramaswamy said that his targets would be the Department of Education, the FBI, the Bureau of Alcohol, Tobacco, Firearms, and Explosives, the Nuclear Regulatory Commission, the (Internal Revenue Service (IRS), and the Commerce Department.

“We would start on day one, and we want a 50 per cent reduction by the end of year one,” he was quoted as saying.

”Keep in mind that 30 per cent of these employees are eligible for retirement in the next five-year period,” Ramaswamy, 38, said. ”So it is substantial—no doubt about it—but it’s not as crazy as it sounds,” he said.

According to Axios, Ramaswamy says his eventual goal would be to cut the federal civil workforce of 2.2 million people by 75 per cent after four years.

Ramaswamy made a strong case in a speech at the America First Policy Institute. ”In order to actually get this job done, we’re going to have to confront and overcome several myths that have been perpetuated in this town by advisers and members of the very bureaucracy that we’re trying to shut down,” Ramaswamy asserted.

”It’s like the equivalent of working at a company. The HR department does not actually determine the rules without reporting to the CEO. It works the same way for the federal government, as well,” he said. His pitch was another echo of former President Donald Trump, whom he has modelled himself after and who sought to expand political control over the federal workforce near the end of his term. ”Good presidents, excellent presidents from (Ronald) Reagan to (Donald) Trump have spoken to the same ideal, and I’ll give credit to Donald Trump for taking more steps than have been taken in a generation in the direction,” he said. About 2.25 million people work for the federal government in civilian roles. Cutting more than 75 per cent of that workforce would result in more than 1.6 million people being fired, saving billions of dollars in the federal budget but also shutting down critical functions of the government, The New York Times said.

Ramaswamy’s harsh proposals have helped him stand out in the crowded primary field. Ramaswamy has garnered attention after his maiden Republican presidential primary debate held on August 23.

The first poll that came out after the debate said that 28 per cent of the 504 respondents said that Ramaswamy performed the best. He was followed by Florida Governor Ron DeSantis with 27 per cent, and former vice president Mike Pence (13 per cent). Indian-American Nikki Haley received seven per cent of the votes.

According to Fox News, Ramaswamy was the most Google-searched GOP candidate for the first Republican presidential debate. He was followed by a fellow Indian-American, Haley.

Following the debate, The Wall Street Journal wrote that Ramaswamy is not a nobody anymore and that the other candidates have taken notice of him.

Trump, 77, described Ramasawmay as a “smart,” “young guy,” and “very intelligent person” who has “a lot of talent” and “good energy.” He also advised him to be “a bit more careful” with what he said.

Maratha reservation activist Manoj Jarange, who was on a hunger strike demanding reservation for his community, on Thursday ended his hunger strike on the 17th day of the protest after Maharashtra Chief Minister Eknath Shinde held a meeting with him.

CM Shinde, accompanied by some of his ministerial colleagues, visited Antarwali Sarati village in Jalna district, where the protest was on, and met Jarange in the morning.

Speaking on the occasion, the chief minister announced that his government is committed to providing reservation to the Maratha community. ”Manoj Jarange’s fight is not for any personal demand and that is why it received so much support from the community. In the past, the government provided reservations, but they could not survive in the Supreme Court,” Shinde said.

Jarange later ended his fast by drinking a glass of juice offered by CM Shinde. His hunger strike has been on since August 29.

A viral video purportedly showing Chief Minister Eknath Shinde and Deputy Chief Ministers Devendra Fadnavis and Ajit Pawar apparently making flippant remarks about the Maratha quota agitation ahead of a press conference has enraged protesters and the opposition.

The video, shot before the commencement of a press conference after an all-party meeting on Monday on the demand for reservation for the Maratha community, shows Shinde asking the other two leaders, “We just need to speak and leave, right?” While Ajit Pawar promptly replies, “Yes, right,” Fadnavis is seen whispering in Shinde’s ear and pointing out that the microphone is on. Pawar is also seen indicating the same.

In reply to the viral video, CM Eknath Shinde issued a statement stating that “We condemn the attempt to wrongfully edit and mischievously circulate a video clip of me, Devendra Fadnavis, and Ajit Pawar. The state government is sensitive about this (Maratha) issue and has been the first to call an all-party meeting. Few opponents are purposely circulating the edited clip with our edited conversation and we condemn this.”

While some have stated that the state government appears to be unconcerned about the issues affecting people in the state, statements like these spreading across social media have created a mindset in the state that the government is not working for people.

“Such statements coming from the CM and Dy CMs of Maharashtra are not correct, and it appears they are not willing to give any reservation,” former Home Minister and NCP leader Anil Deshmukh told Afternoon Voice. “Many protests are taking place in the state as a result of Dy. CM Devendra Fadnavis’ refusal to grant reservation to Marathas.”

“We are completely against these statements coming from the CM, as people have hopes and faith in the government, but if they are only not serious about these issues, then for whom are they working and what are the citizens supposed to do in this situation? That is a question,” said activist and petitioner Vinod Patil for the Maratha reservation.

Congress MLA P N Patil said, “Maharashtra does not have the entire authority for the approval of giving the reservation to the Marathas, as it comes from the central government. With such dialogues, it also seems that the government is trying to divert people from the actual issues that they are facing.”

Sunil Shinde, a Shiv Sena (UBT) MLC, said, “The state government is not serious and does not intend to give the Marathas reservation.” “They are only saying this for name sake.”

Following criticism from Vijay Wadettiwar, leader of the opposition in the Maharashtra Assembly, regarding the leaked video, the chief minister provided clarification.

Wadettiwar said, “Every member of the Maratha community is protesting across the state in support of the Maratha reservation. Many protesters have given up food. It is seen that Maratha youth are trying to wake up the state government through various means. However, this government is only wasting time. On the one hand, society is fighting for life and death through peace; see how seriously this triple engine of the government is taking this issue. Society is looking at you now.”

“Before the discussion, we were talking at the place of the press conference. But our discussion was going on, saying, “Let’s talk on positive issues only, no political talk’. We said that we would leave after talking that much. Our discussion was ‘no political commentary’. But today an attempt was made to create confusion in Maratha society by removing the front and back words of those words. These efforts were made by disaffected people”, said Eknath Shinde.

Meanwhile, Shinde slammed the Uddhav Thackeray government, claiming that Fadnavis’ reservation could not be sustained. “All I can say is that when the Maratha community was granted reservation during the Fadnavis era, it was upheld in the High Court, but it did not survive in the Supreme Court. Eknath Shinde then said, “I do not want to talk about it today because of someone.

Amid fears of the spread of the Nipah virus in Kerala after the deaths of two patients in Kozhikode district, Health Minister Veena George said the state government had made all arrangements to contain the pathogen and ensure public safety.

In a reply to a query by CPI MLA P Balachandran in the Assembly, George said on Wednesday, “It is now confirmed that the two patients, who died on Monday at a private hospital in Kozhikode, were infected with the Nipah virus. There are two active cases in the district presently. Both the active cases—a 9-year-old child and a 24-year-old person—are relatives of one of the deceased.”

“After the unnatural deaths of two people, the health director swung into action immediately. On Tuesday, the central government sent a team of health experts to Kerala after the Union Health Minister (Mansukh Mandaviya) confirmed that the two unnatural deaths were caused by the Nipah virus,” the minister added. The first death was reported on August 30, and the second on September 11.

The minister informed us further that the Health Department held a high-level meeting on Monday, and all senior health officials were asked to visit Kozhikode to assess the situation. Certain protocols were issued, and 16 committees were put together to keep track of the situation, the minister informed, adding that surveillance and contact tracing were being ensured in the district and isolation wards have also been opened at Kozhikode Medical College.

“The health department has taken every possible step to prevent the spread of the Nipah infection. The priority for the Health Department at this stage is to prevent more people from catching the Nipah virus and arrange timely treatment of suspected patients, including psychological support,” the Health Minister said. She added that while there are two laboratories in the state where samples could be tested for Nipah, only the National Institute of Virology (NIV), Pune, has been vested with the authority, under central norms, to determine if a person is infected with Nipah.

The Kerala Health Department has, meanwhile, issued an alert for Kannur, Wayanad, and Malappuram districts after two confirmed Nipah deaths in Kozhikode. George said the Health department made contact with the Indian Council of Medical Research (ICMR), which assured of the availability of monoclonal antibodies for the treatment of the suspected Nipah patients admitted at a private hospital.

The Health minister, along with Public Works Department Minister Mohammed Riyaz, reached Kozhikode earlier on Tuesday to coordinate the response to the suspected Nipah outbreak with the district administration. An emergency meeting was held with MLAs of the district, people’s representatives of the affected areas, the district collector, senior health officials, and other officers concerned in the district.

Maratha quota activist Manoj Jarange on Tuesday said he will continue his fast until the government issues an order offering reservation to his community in Maharashtra.

Jarange, aged around 40, has been on an indefinite hunger strike since August 29 at Antarwali Sarati village in Jalna district of central Maharashtra, demanding reservation in jobs and education under the OBC category for the Maratha community.

“I will continue my fast until the state government comes with an order offering reservation to the Maratha community. I would be the only protester who forced the state government to take back its faulty order. I want a permanent solution to this mess,” Jarange told reporters at the protest site in Jalna.

Chief Minister Eknath Shinde on Monday presided over an all-party meeting in Mumbai held in the backdrop of the ongoing Maratha quota agitation led by Jarange.

Shinde later said all parties attending the meeting passed a resolution requesting Jarange to withdraw his fast.

The CM announced the withdrawal of police cases filed against pro-Maratha reservation protesters in Jalna district, the epicentre of the latest round of stir on the issue.

He also announced the suspension of three police officials involved in lathi-charge on quota agitators in Jalna earlier this month.

On Tuesday, state minister Sandipan Bhumre and Shiv Sena leader from Jalna Arjun Khotkar met Jarange and shared the resolutions passed at the all-party meeting.

Hindutva leader Sambhaji Bhide also met Jarange and requested him to withdraw his fast. However, Jarange maintained that he would continue his protest as there has been no concrete decision from the state government over his demand for quota for the Maratha community.

Shinde on Monday said, “Maharashtra is a progressive state. We want harmony and peace among all communities. All parties passed a resolution requesting Manoj Jarange to withdraw his fast. I personally request him to call off his fast. The state government needs time to complete the procedure to make decisions (on quota issue).”

A five-member panel headed by Judge Sandeep Shinde (retired) has been set up to determine the Standard Operating Procedure, including legal and administrative framework, for giving caste certificates to Maratha community members referred to as Kunbis (part of OBCs now) in Nizam-era documents. This will allow Marathas from the Marathwada region to avail quota benefits under the OBC category.

The committee formed by the state government has got down to work and it needs some time to complete its task, said the CM.

“The Justice Shinde Committee has held its first meeting and has been given one month to submit a report. The government has also agreed to most of the demands made by Jarange. I appeal to protesting people to end their agitation. Jarange is not making any personal demands…he is doing it for his community, but it will take some time for the (quota) issue to be resolved,” Shinde said.

Male suicides in India are on the rise

In India in 2021, 33.2 percent of men committed suicide due to family problems and 4.8% due to marriage-related issues. There were 81,063 married men among those who took their own lives. This year, a total of 1,18,979 men have committed suicide, accounting for approximately 72%, and 45,026 women have committed suicide, accounting for approximately 27%.

A petition was recently filed in the Supreme Court seeking guidelines for dealing with suicide by married men subjected to domestic violence, as well as the formation of a “National Commission for Men.” In 2021, there were 1,18,979 male suicides and 45,026 female suicides. Male daily wage earners committed the most suicides (37,751), followed by self-employed individuals (18,803) and unemployed individuals (11,724). 

The petition also asked the National Human Rights Commission to address the issue of married men committing suicide and to accept complaints from men who have been victims of domestic violence. Issue a directive to respondent no. 1 (Union of India) to issue proper guidelines through the Ministry of Home Affairs to the police authority or Station House Officer of every Police Station to accept or receive complaints from victims of domestic violence or those who are stressed due to family problems or marriage-related issues and refer the same to the State Human Rights Commission for proper disposition until proper legislation is enacted by the Government of India. 

According to the latest report prepared by the health ministry on the National Suicide Prevention Strategy, India has a high suicide rate, with approximately 71% male and 29% female accounting for the total number of suicide deaths in the country in 2020. In a large youth population, the suicide rate has risen from 10.2 to 11.3 per 100,000 people in the last three years.

The irony is that Indian society does not give men emotional support; it gives it to girls and women of any age. We are more feminists, and we are conditioned to believe that men are here to take everything that is thrown at them. They are treated like wish-fulfilling assets or the providers of the house. These days, even at work, men are dominated by women. After marriage, men’s lives take a U, and they start facing numerous problems. Even most of the laws are in favor of females rather than males in divorce. They cannot report or discuss abuse from their spouse. Social conditioning does not believe that men too can get harassed. There is always a high expectation from men to make family life a luxury. There is always emotional blackmail and threats from women and their families. Above all, the threat of misuse of the law is the biggest challenge. These days, extramarital affairs are another big issue.

After Marriage, it becomes difficult for many Indian men to take care of their families because either they are unemployed or employed with a very low salary, which could enable them to sustain their families. The increasing number of farmer suicides is the best example to support this reason. Another factor is a lack of education, especially in rural areas. After marriage, they go on increasing their number of children uncontrollably. They do so because they assume that more children would mean more hands for their work. But they forget that they will have to first raise their children, which ultimately increases their burden. Men being the breadwinners of the house, most of the load falls on them.

Men commit more suicides than women across the world. Most of the suicides committed by men do not get registered, whereas women’s suicides grab the limelight. Men are more oppressed than any other human or animal on this planet. All their feelings are stifled by society, by the laws, and by their own mindsets. Men are not allowed to cry in pain; they aren’t allowed to vent out their anger, their frustrations, or their sadness. So much boils down inside due to surrounding situations and conditions (social, family, or financial). 

In a country like India, boys are taught from a young age that “Mard ko dard nahi hota” (Men never feel pain), “Mard kabhi rote nahi hai” (Men never cry), and “Ladka hoke rota hai?” (Boys do not cry, for example), and so on.

Such a type of conditioning is done from a tender age, gets imprinted, and has a negative impact in the long term. Even our celebrities propagate this kind of mockery, which people take as inspiration. Whereas women, on the other hand, are considered the most sensitive and are given all the rights and freedom to express themselves and their emotions by crying and moaning, getting all the necessary attention and support from every side. 

Since men are aggressive and fearless, once they intend to commit suicide, it’s almost certain that they’re willing to die. They make up their minds and then take drastic steps for a quick exit without any noise. Women are socialized to talk about how they feel and be more open about their emotional states. Men are brought up with the emphasis on ‘being strong’. 

That being the case, women are more likely to seek support for depression, whereas men are more likely to struggle on without seeking help. This could account for the difference in numbers. In my experience, depression doesn’t discriminate; it’s a human problem.

Krishna Hegde, a former MLA and spokesperson for the Shiv Sena party, who has been actively pursuing the case, claims that they have also frozen five residential properties connected to the elusive couple.

The homes, which have a combined value of about 16 crore rupees, are situated in Kandivili, Goregaon East, and Santacruz West. The EOW is investigating additional properties and bank accounts that might require a similar course of action. With the assistance of the Mumbai Police and Krishna Hegde, this freeze has resulted in the immobilization of nearly 170 crore INR.

Ashesh Mehta and Shivangi Lad Mehta have gone into hiding after allegedly defrauding over 4,000 investors out of over a thousand crores.

“The Mumbai Police and EOW have responded quickly to my complaint,” Hegde said, “and I now implore them to expedite the legal process for the release of these frozen assets, which can then be rightfully distributed among the investors who have suffered significant financial losses.”

Hegde also demanded that the frozen properties be liquidated and the proceeds returned to the investors via a police-managed process.

“The EOW has additional information, and it would be in Ashesh Mehta’s best interests to come forward, cooperate with the ongoing police investigations, and aid in resolving this matter,” Hegde added.
