India suffered an income loss of 5.4 percent of Gross Domestic Product (GDP), the highest among the G20 nations in 2021, according to the new report of Climate Transparency.

The ‘Climate Transparency Report 2022’ was developed with experts from 16 partner organisations from the majority of the G20 (Group of 20) countries that revealed India witnessed a record heatwave which greatly affected workers, labour migrants, low-income households and the homeless, and reduced the yields of wheat crops, which would have been useful to address supply shortages caused by the war in Ukraine.

Despite the fact that India is responsible for 3 per cent of global emissions, the report highlighted that 142 million people in India may be exposed or roughly 10 per cent of the population to summer heatwaves at 1.5 Degrees Celsius.

Exposure to higher temperatures and the resulting reduction of working hours has led to substantial income losses in services, manufacturing, agriculture, and construction, the report reads.

 Talking about global emissions, the USA ranked first, as America contributes 25 per cent of it, followed by the European Union with 22 per cent. But India is only responsible for 3 per cent of global emissions.

“G20 members account for around 85 per cent of global GDP, 75 per cent of international trade and two-thirds of the world’s population, and are responsible for around three-quarters of global emissions,” the report reads.

“To limit warming to 1.5 Degrees Celsius, the G20, therefore, carries high responsibility. For developed countries, this includes providing climate finance to assist developing countries’ mitigation and adaptation actions,” the report added.

According to the Climate Transparency Report 2022, the G20 members are still not taking the necessary level of accountability of action. The report noted that several countries including India have submitted stronger Nationally Determined Contributions (NDC) targets over time, but their overall level of ambition and action is still insufficient to meet 1.5 Degrees Celsius, according to the Climate Action Tracker.

“The combined mitigation effect of all 2030 targets assessed is projected to lead to warming of 2.4 Degrees Celsius, with current policies leading to a 2.7 Degrees Celsius world by 2100. This underlines the urgent need for G20 members to strengthen current climate policies, intensify implementation, and submit more ambitious 2030 targets that align with midcentury net zero targets,” the report reads.

The Climate Transparency Report provides a concise overview of the key facts and figures on the state of climate performance of the G20 in a comparative stocktake. The analysis covers adaptation, mitigation and finance, with 20 detailed country profiles of all G20 members and a summary of key findings.

In 2022, the report especially highlights the link between the climate emergency and the energy crisis. The review is based on 100 indicators for adaptation, mitigation and finance with detailed country profiles of all G20 members and a summary of key findings. The report is a clear reference tool for decision-makers

Union Home Minister Amit Shah on Friday said that the security situation in northeastern states, Jammu and Kashmir, and left-wing extremism areas has improved over the last eight years.

Addressing the gathering at the National Police Memorial on the occasion of ‘Police Commemoration Day, the Home Minister said police personnel has played an important role during the COVID-19 pandemic.

“There’s a positive change in the internal security of the nation. Earlier, there were big incidents in the northeast, Kashmir, and left-wing extremism-affected areas. Earlier, armed forces were given special power, now youth is given special powers for their progress and because of which there is a decline of violence in these areas by more than 70 percent,” he said.

He further said that the situation in Jammu and Kashmir is such that the youths who used to hurl stones at security personnel earlier have now become “panches” and “sarpanches”.

“In the states affected by left-wing extremism) the national anthem is being sung in Eklavya schools while the national flag flutters on these buildings,” he said.

“Youth earlier involved in throwing stones are now involved in various developmental projects introduced by the government. Under PM Modi’s vision, several measures have been undertaken to strengthen the internal security of country,” Shah added.

Shah said India is proceeding on the path of development due to the sacrifices made by the police and paramilitary personnel across the country.

Shah paid tributes to police personnel, who lost their lives in the line of duty, at the National Police Memorial in the national capital on the occasion of ‘Police Commemoration Day’.

‘Police Commemoration Day’ is observed every year in memory of ten valiant Central Reserve Police Force (CRPF) killed during patrol duty in an ambush by heavily armed Chinese troops in Hot Springs, Ladakh on October 21, 1959. To honour the police personnel who sacrificed their lives in the line of duty for national security, the idea of setting up a National Police Memorial in Delhi was approved by the Ministry of Home Affairs in 1992.

Prime Minister Narendra Modi dedicated the National Police Memorial to the nation on Police Commemoration Day on October 21, 2018. The Memorial gives Police Forces a sense of national identity, pride, unity of purpose, common history and destiny.

The Memorial includes a Central Sculpture, the Wall of Valour and an underground Museum. As one enters the site, the flower-laden ramparts with two large symmetrically placed bowls, laced with flowers, symbolize the everlasting spirit of Police martyrs and their dedication.

According to Minister of State for Home Nityanand Rai, a total of 307 Central Armed Police Forces (CAPFs) and Assam Rifles (AR) personnel sacrificed their lives in the line of duty for the nation in the last five years.

Rai said this in a Rajya Sabha, mentioning 27 of the 307 personnel sacrificed their lives in 2021; 39 in 2020; 90 in 2019; 75 in 2018; and 76 in 2018. Of the 307 troops, 180 were deployed in Central Reserve Police Force (CRPF), 49 in Border Security Force (BSF), 37 in Indo-Tibetan Border Police (ITBP), seven each in Sashastra Seema Bal (SSB) and Central Industrial Security Force (CISF), and 27 in Assam Rifles.

Former Union home minister and Congress veteran Shivraj Patil has stoked controversy with his recent claim that the concept of ‘jihad’ finds mention not only in the Quran but in the Bhagwad Gita and in Christianity as well.

At a book launch event in the national capital on Thursday, Patil said that Lord Krishna also taught lessons of jihad to Arjun in a part of Gita in the Mahabharat. Patil’s remarks have drawn flak from the BJP which has hit out at the Congress for “Hindu hatred” and “votebank politics.”

“It’s said there is a lot of discussion on Jihad in Islam religion… Even after all efforts, if someone doesn’t understand clean ideas, then power can be used. It is not just in the Quran Sharif, but also in the Mahabharata of which Gita is a part,” Patil said.

“Shri Krishna also talks to Arjuna about jihad. It is not like this is only in the Quran Sharif or the Gita but in Christianity also it is written…Christ has said that I have not come here to establish peace but I have come here with sword,” Patil said.

Speaking in Hindi, the Congress leader said that “if even after explaining everything, people do not understand and they are arriving with weapons then you cannot run, you cannot call that jihad and you cannot call it wrong, this is what must be understood, there should not be this concept of making people understand with weapons in hand.”

Patil who was Union home minister from 2004 to 2008 and the Speaker of the Lok Sabha from 1991 to 1996 was addressing the audience at a book launch of Congress leader and former Union Minister Mohsina Kidwai.

Among the other dignitaries present at the launch were Shashi Tharoor, Digvijaya Singh, Farooq Abdullah and Sushil Kumar Shinde. Meanwhile, BJP has hit out at the “votebank politics” of the Congress.

Fadnavis’ ‘Need of UCC’ statement has sparked discussion in Maharashtra

On Tuesday, Maharashtra Deputy Chief Minister Devendra Fadnavis made a statement to ‘need to apply Uniform Civil Code in Maharashtra.’ His statement made a controversy across the state.

In the event of ‘Lokmat Maharashtrian of The Year’, Actor Nana Patekar took an interview of Maharashtra Chief Minister Eknath Shinde and Deputy Chief MinisterDevendra Fadnavis in Mumbai. CM Eknath Shinde and Dy CM Devendra Fadnavis discussed about various issues happening in Maharashtra with the interviewer Nana Patekar.

On the question about ‘Uniform Civil Code’ Fadnavis said, “There is a need to apply a ‘Uniform Civil Code’ in Maharashtra. Goa has already implanted the decision and Uttarakhand also going to do the same. Constitution gave the responsibility to the states in the Directive Principle of State Policy.”

He further said, “There is a lot of misunderstandings about the UCC. Reservation were not going to harm by the UCC. We have various types of laws but there is need to One Nation, One Law… Dr. B. R. Ambedkar also expected this. Dr. Ambedkar wrote in the constitution that states will try to bring Uniform Civil Code. We haven’t brought it in our state but it will come…”

After this statement various reactions coming from all the state. Leaders from opposition took jibe at Fadanvis statement over UCC.

Veteran Congress leader Hussain Dalwai told Afternoon Voice, “I’m not against UCC but such statement made to provoke minorities. you have to take people’s opinion before planning to apply UCC in the state.”

Ratnakar Mahajan, veteran leader of Congress told us, “Fadnavis always made a fancy statement to get attention. RSS always mislead people about the UCC. BJP ruling in nine states then why they don’t take initiative to apply the law?”

AAP leader Dhananjay Shinde said, “we have to take people’s opinion to apply the UCC or not. The role of Fadanavis is questionable. He misguides people by its statement. BJP is ruling from last eight years then why they didn’t apply the UCC in The States where they rule.”

NCP Spokesperson Ravikant Varpe said, “there is no need to apply the UCC in Maharashtra. BJP always against the Indian Constitution that’s why they are planning to bring UCC in the state.”

Currently, there is separate laws of Marriage, Property, Divorce for the different religions in India. If UCC applies in the state there will be one law for Marriage, Divorce, Adoption and Property for every religion. There will be no harm to the Reservations if UCC applies in the state.

Union Sports and Youth Welfare Minister Anurag Thakur on Thursday announced that Khelo India Youth Games 2022 will be organised in Madhya Pradesh.

Union Minister Thakur handed over the torch of Khelo India Youth Games 2022 to Chief Minister Shivraj Singh Chouhan on the occasion.

CM Chouhan thanked Sports Minister Anuraj Thakur and Prime Minister Narendra Modi for providing the opportunity to host the fifth Khelo India Youth Games.

CM Chouhan said, “The Khelo India games will not be organised at a single place. It will be organised across the state which include Indore, Bhopal, Ujjain, Gwalior, Jabalpur, Khargone, Mandal and Balaghat. Besides, it will be played in New Delhi as well. The players will also enjoy the tourism along with their games.”

The Madhya Pradesh government is continuously encouraging sports activity. The budget of the department was only 5 crores in 2003, now it has increased to Rs 350 crores. 11 sports academies of 18 sports have been established in the state. Besides, 171 sports training centres have been built in the last six years.

The state has made a place in the top 10 with 38 medals in the Khelo India Youth Games, 2021. The state has made a historical performance in Mallakhamb in the Khelo India Youth Games, 2021.

The state has clinched 66 medals in the recent national games. International-level sports training is being given to 900 talented players. Foreign coaches are being invited to provide training to the players in the state. Eight players trained from Madhya Pradesh Academy participated in Tokyo Olympics 2022.

Two players in the men’s hockey team and four players in the women’s hockey team were selected from Madhya Pradesh in the Commonwealth Games, 2022.

The state capital Bhopal has been a nursery for hockey for years. ‘Chief Minister Cup’ from 2015, ‘Vidhayak Cup’ and ‘Sansad Cup’ from 2017 has been organised in the state on a regular basis.

The state government organised ‘Youth Mahapanchayat’ on the occasion of the 116th birth anniversary of Chandrashekhar Azad, July 23 in which over one lakh youths of the state participated.

Besides, the state organised various sports competitions at village level, block level, district level and state level with the participation of the public.

Maharashtra Chief Minister Eknath Shinde on Thursday urged the people for a pollution-free Diwali.

Addressing an Environment Ministry event organised at the Mantralaya, CM Eknath Shinde and his deputy Devendra Fadnavis encouraged the students to take oath for a pollution-free Diwali.

The oath taken by the students read, “Our festivals are linked with nature and so, we must not pollute it and to maintain the balance of nature, we will avoid using plastic, and when our birthdays are celebrated, we will do plantation. To avoid pollution, we will celebrate cracker-free Diwali.”

Addressing the event, CM Shinde said, “For the past two years, people have been unable to celebrate Diwali due to Covid-19, but after the formation of our government, which is for the common people, all the festivals will be celebrated with joy and enthusiasm.”

He also pointed to taking strict action against single-use plastic and said that one must ensure not to use this plastic and the government’s policies must be implemented.

The event took place in the presence of Deputy CM Devendra Fadnavis and State Minister Shambhuraj Desai.

Meanwhile, the event was also attended by visually-impaired students.

The Supreme Court on Thursday rejected former chairman of the West Bengal Board of Primary Education and Trinamool Congress MLA Manik Bhattacharya’s plea challenging his arrest by ED in a money laundering matter relating to the alleged irregularities in primary teachers’ appointments.

A bench of justices Aniruddha Bose and Vikram Nath on Tuesday had reserved the order on Manik Bhattacharya’s plea.

Manik Bhattacharya, in his plea, submitted the investigating officer of the Directorate of Enforcement has filed a remand application before the Special Judge (CBI-I) Court, City Sessions Court, Calcutta seeking 14 days custodial remand of the petitioner on October 11 and that the arrest is affected during the currency of the protection orders passed by the top court.

“That not only is the arrest of the petition in flagrant violation of the Supreme Court interim orders, but that the investigating agency has not even informed the family members of the petitioner of his arrest, being in violation of the provisions of Section 41B of the CrPC,” the petitioner said citing the earlier apex court order passed in the alleged irregularities in primary teachers’ appointments matter being probed by CBI, where he had got interim protection from arrest.

The petitioner Manik Bhattacharya has urged the top court to declare the arrest of the petitioner in relation to proceedings initiated on the basis of ECIR and summons dated October 14, 2022, issued by the Directorate of Enforcement, Kolkata-II Zonal Office as illegal and to release the petitioner forthwith in connection with a matter.

The Enforcement Directorate has earlier told the Supreme Court that former chairman of the West Bengal Board of Primary Education and Trinamool Congress leader Manik Bhattacharya was a key person in a money laundering case relating to the alleged irregularities in primary teachers’ appointments.

ED submitted, “investigation under PMLA has revealed the role of Dr Manik Bhattacharya Ex. President of WBBPE and MLA, Palashipara, Nadia from TMC as one of the key persons in the entire scam of offering jobs in lieu of money.”

ED, in its affidavit also said that it has been ascertained that Manik headed the West Bengal Board of Primary Education for a period of more than 10 years starting from 2011 during which more than 58000 primary teachers were recruited through the Board.

In an affidavit filed before the Supreme Court, ED has opposed the Manik Bhattacharya plea challenging his arrest in a money laundering case as the probe agency submitted that Manik Bhattacharya has remained uncooperative during the course of statements recorded under section 50 of PMLA, 2002 and has continuously tried to mislead the investigation by suppressing facts and details on the source of funds accumulated in the name of his family members.

The probe agency also said that the investigation in respect of other high-value transactions is required to be done to unearth the money trail and to identify the proceeds of the crime.

ED also mentioned the seizing of huge cash of more than 50 crore (approximately) during the searches conducted in the month of July 2022.

Two persons namely Partha Chatterjee, the then Education minister of the State of West Bengal and Arpita Mukherjee were arrested on July 23 2022.

Manik Bhattacharyya, Ex-President of the West Bengal Board of Primary Education was consequently arrested on October 10. Manik Bhattacharyya has challenged his arrest before the Supreme Court.

Prime Minister Narendra Modi will virtually launch Rozgar Mela on Saturday – a recruitment drive for 10 lakh personnel.

During the ceremony, appointment letters will be handed over to 75,000 newly inducted appointees, a statement from Prime Minister’s Office said on Thursday. Prime Minister will also address these appointees on the occasion.

The statement said this will be a significant step forward towards fulfilling the continuous commitment of the Prime Minister to providing job opportunities for the youth and ensuring the welfare of citizens.

“As per the directions of the Prime Minister, all Ministries and Departments are working towards filling up existing vacancies against sanctioned posts in Mission Mode.”

The new recruits from across the country will join 38 Ministries/Departments of the Government of India. “The appointees will join the government at various levels viz. Group – A, Group – B (Gazetted), Group – B (Non-Gazetted) and Group – C. The posts on which appointments are being made include Central Armed Force Personnel, Sub Inspector, Constable, LDC, Steno, PA, Income Tax Inspectors, MTS, among others,” the PMO statement said.

These recruitments are being done in mission mode by Ministries and Departments either by themselves or through recruiting agencies such as UPSC, SSC, and Railway Recruitment Board. “For expeditious recruitment, selection processes have been simplified and made tech-enabled,” the statement concluded.
