Shocking! 18 patients die due to power failure at Chennai hospital, government denies lapse

ChennaiIn a very tragic incident, at least 18 people died due to power failure in one of the hospitals in the flood-hit Chennai city on Friday.

According to initial reports, some patients were brought to the Madras Institute of Orthopaedics and Traumatology (MIOT) Hospital in a critical condition; however, 18 of them could not be saved as power outage led to ventilator failure during their treatment.

Tamil Nadu Health Secretary J Radhakrishnan said, “At least 57 critical patients were shifted to different hospitals, out of them 18 died. Reasons of their death are still unclear and investigations are underway.”

Giving more information, J Radhakrishnan said, “The MIOT Hospital was treating 575 patients when floods started, at that time, at least 75 critical patients were on ventilator.”

Ruling out any lapses from the government’s side, he said, ”While we mourn the loss of lives, I wish to say that not all patients have died due to power and oxygen failure. There has been no lapse from our side.”

All efforts are being taken by the state authorities to provide all possible help to affected people across the state. It is too early to attribute their death to ventilator failure, the Tamil Nadu Health Secretary added.

Radhakrishnan, however, urged media not to spread panic as the situation is already grim in the rain-hit state.

Condoling the tragic loss of lives, Tamil Nadu Home Secretary also said, “We have made all possible arrangements to provide proper health care to people at all the hospitals.”

Media reports claimed that the incident happened as the generator was in the basement of the MIOT hospital which was flooded.

Chennai floods: Milk prices soar to Rs. 90/litre; fuel supply disrupted

The supply of fuel in Chennai has taken a hit due to “logistic problems” faced by oil companies, even as the availability of essential commodities like milk, water and vegetables remain affected across Tamil Nadu on Friday.

While the supply of state-run Aavin-milk packets were totally hit, a packet of one litre milk sold by private suppliers was priced at Rs. 90, whereas 1 kg tomato was available at Rs. 80/90.

Since most of the places across Chennai and its suburbs have been cut off due to the heavy rains, oil tankers were unable to transport fuel, according to Indian Oil Corporation officials.

The absence of tanker drivers has compounded the problem.

“There are stocks available for supply of fuel but tanker drivers have not reported for work as their families were affected by the floods. It is the logistics problem we are facing now,” an IOCL spokesperson said.

Motorists were seen standing in long queues for several hours at some fuel outlets where there was a supply. The fuel supply may be restored soon as water levels were receding in several areas, the official said.

‘Acche Din’ for Delhi MLAs as ‘Aam Aadmi’ Kejriwal gifts 400pc salary hike to AAP legislators

Acche Din, promised by Prime Minister Narendra Modi, may not be quite evident in other parts of the country, but with the Delhi Assembly on Thursday approving a bill proposing a 400 per cent hike in their salaries, ‘good days’ have certainly come for legislators in the AAP-ruled state.

Once approved by the Centre and the President, Delhi’s lawmakers will become the country’s highest paid, drawing a salary of Rs. 2.1 lakh plus various allowances – which is more than the salary of Prime Minister, who gets around Rs. 1.6 lakh, which includes a basic salary of Rs. 60,000 plus other allowances.

As per the provisions of the bill, the basic salaries of legislators will now rise from current Rs. 12,000 to Rs. 50,000 and their overall monthly package will be around Rs. 2.1 lakh as against existing Rs. 88,000.

Similarly, the basic salary of a minister will be Rs. 80,000 which is currently Rs. 20,000. If the Centre approves the Bill, then salaries of Delhi legislators will among the highest in the country.

Overall the hike proposed is two-and-a-half fold. “The bill proposes to increase the salaries, allowances and other facilities of the Members of the Legislative Assembly of Delhi so as to facilitate them to work effectively in their fields,” Deputy Chief Minister Manish Sisodia said, presenting the bill in the assembly.

The Members of the Legislative Assembly of the Government of NCT of Delhi (Salaries, Allowances, Pension) Amendment Bill 2015 was drafted based on a report of a three-member committee chaired by former Secretary General of Lok Sabha PDT Achary.

“We have accepted all the recommendations of the panel,” Sisodia said. In July, a group of AAP legislators had demanded a significant hike in salary, arguing their earnings were not enough to run their family and offices.

Apart from basic salary, the bill proposes hiking constituency allowance from current Rs 18,000 to Rs 50,000, saying the current amount was “grossly” inadequate.

The bill also provides for a reimbursable sum of Rs 70,000 per month was also recommended as allowance under ‘Secretarial, Research and Office Assistance’ head which is Rs 30,000 at present. An ‘office rental and related utilities’ allowance of Rs 25,000 has been proposed for meeting expenditure on office space and other essential amenities provided by government agencies.

As per the bill, the legislators will be entitled to a communication allowance of Rs 10,000 per month as well as Rs 30,000 as monthly conveyance allowance for each MLA.

The ‘daily’ allowance of each MLA during every sitting of the House or its committees has been proposed to be hiked from Rs 1,000 to Rs 2,000.

However, the salary hike for a majority of Aam Aadmi Party lawmakers and ministers had flared a controversy when it was first proposed. Since it will benefit members of his Aam Aadmi Party most, Chief Minister Arvind Kejriwal has faced a severe backlash on social media.

AAP had swept the Delhi elections in February this year, winning 67 of 70 seats. Party leaders say the lawmakers don’t earn enough to run their homes and offices.

The Congress which was no lawmakers in the Assembly and the BJP which holds three seats had opposed the hike.

UP CM hints possible SP-Cong alliance ‘but wants dad as PM’

Uttar Pradesh Chief Minister Akhilesh Yadav on Friday hinted that an alliance between Samajwadi Party and Congress is possible at the Centre if Mulayam Singh Yadav is made the prime ministerial candidate and Rahul Gandhi his deputy.

The UP Chief Minister made this remark when he was asked about the possibility of an alliance between his party and the Congress.

Akhilesh Yadav, while addressing the Leadership Summit 2015, said, “Rahul Gandhi is an old friend… If they say Netaji (Mulayam Singh) will be the Prime Minister and Rahul Gandhi the deputy prime minister, I will say ‘yes’ to an alliance right now.”

However, the SP leader completely ruled out any alliance with Mayawati-led Bahujan Samaj Party (BSP) saying, “Our party has done good work. We will go to the elections with that. There is no need for an alliance… It is premature to comment on it.”

While also responding to a query on the Dadri lynching incident, Akhilesh said, ”There should be freedom to eat what one wants.”

Akhilesh, who is credited to being the youngest chief minister in the country, rejected the idea of removing Azam Khan – the controversial Uttar Pradesh Minister and dominant Muslim face of the party.

Defending his Cabinet minister, the UP CM said, “Why should I sack him? If you listen to Azam Khan properly, you’ll understand what he’s saying.”

What an idea Sirji! Odd, even numbered vehicles to run on alternate days in Delhi to curb air pollution

A day after the Delhi High Court observed that the current air pollution levels in the national capital were akin to “living in a gas chamber”, the Aam Aadmi Party (AAP) government, Friday, announced stringent measures to bring the situation under control.

The biggest of the proposed measures is that vehicles with odd and even registration numbers will be allowed on alternate days from January 01, 2016.

While exact details are awaited, it may mean that if your car’s number is 8454, you may be allowed to take it out for a drive only on Monday, Wednesday, Friday every week.

Importantly, the restriction won’t apply to public vehicles. And, vehicles registered in other states will also be covered under the ambit of the new law, at least for now.

In another major plan, the Badarpur thermal power plant will be closed. Also, trucks will be allowed to enter the city only after 11 pm every night.

The urgent action was necessitated after quality of air in Delhi, going through one of its worst smog spells this season, largely fell in the ‘very poor’ category as per the National Air Quality Index. Area like Anand Vihar in East Delhi has even earned the most polluted place in India, if not the world.

The even-odd system proposed by the Kejirwal government is not a novel idea as such systems are already in cities like Beijing and Singapore. London too has a similar system for vehicles entering Central London.

However, considering the poor public transport network in the national capital region – especially last mile connectivity – it remains to be seen whether the Delhi government is able to enforce the stringent new law.

Operating the coastal ships

The moment you create a Directorate or an Authority for coastal trade, you kill half of it to start with. It has to be operated in a very personalized and totally non-formal manner. We were on a ship which operated near international voyages to Bangladesh ports and Indonesian ports like Belawan and to Kuwait in the west.

We had crew accommodation in the aft and on a raised aft quarter deck, we had a wooden box like structure with holes for ventilation where onions and potatoes will be stored. On the top of this box, we had laid a good mattress on which I and others will relax in the afternoons after lunch. One day, I was sitting there and saw the Bosun walking in with a cardboard box with the photo of a baby. I asked, “Bosun kya radio laya”, he replied, “Nahin generator ka rubber ring laya”.

He was carrying rubber rings for our generator engines from our “ paan bazaar office” nearby. Can you believe it? Will anyone do it today? Bosun was short and sturdy but without any fancy dress and no show off whatsoever. He was a straight forward, hard working, and honest man from the Andamans. Our owner used to come to the ship every morning after “Fazr Namaz” when the ship used to be at KPD Calcutta. He was such a gentleman that he will not come up the gangway to embarrass myself and the captain ( at times we were late risers). We would inquire with Bosun, what was needed for the ship (deck, engine, saloon all together).

He will note down the requirements from the Bosun and will then proceed to the office. During this period, he will also enquire if any problem exists or everything is functioning smoothly. All items will be delivered same afternoon and there was no need for any formal requisition etc. Two crew members will go with the bags and buy provisions like fish, meat and vegetables by paying cash. They will carry these commodities to the ship by themselves.

During Ramadan period, we partly discharged at Chittagong but they shifted us out for the balanced cargo to be discharged some days later on rebirthing. We used HSD for generators and MDO for Main Engine. HSD became short and we needed to bunker more and so myself and the captain called the owner and he said, “I will send money but you will not get oil because the agent will keep it against disbursement so he authorized us to mix MDO and HSD and come upto KPD Calcutta. We used the mixed oil on generators by cleaning filters frequently. Immediately on berthing at Calcutta, our truck of HSD was waiting. The owner personally thanked us and put some cash in our pockets which we distributed judiciously among the crew.

On one such voyages, a shipper contacted the master for requesting to carry some palm oil drums on deck. Captain consulted me ( we were good friends) and we agreed for it. We did not accept any cash. All freight was forwarded to the owner as shippers offered us dinner. It may be difficult to function in this manner today (we need to find similar type of men). But we surely do not need to revert again to a high cost and bureaucratic mode (look at the IRS survey fees and the cavalier manner in which they dish out COC to you, totally not bothered about the economics and sheer practicality) which will defeat our aim.

Legend of Kathak- Lachhu Maharaj

Today many earned their name and existence in the world of dance, but there are many legends who made selfless contribution towards this art, with no name fame and publicity, they lived with it till their death spreading the good work to students, and here continues the legacy.

Lachhu Maharaj, Indian Kathak Dancer was born in the year 1901, in the city of Lucknow. He hailed from a family of Kathak dancers. He belonged to the Lucknow Gharana of classical Indian dance. Lachhu Maharaj received his training of Indian classical dance, Kathak, for almost ten years, from Pandit Bindadin Maharaj, his uncle and the court dancer of the Nawabs of Awadh, for nearly ten years. He also trained himself with tabla, pakhawaj and Hindustani classical vocal music.

Kathak is one of the eight forms of Indian classical dance. This dance form traces its origins to the nomadic bards of ancient northern India, known as Kathakars or storytellers. Its form today contains traces of temple and ritual dances, and the influence of the bhakti movement. From the 16th century onwards it absorbed certain features of Persian dance and Central Asian dance which were imported by the royal courts of the Mughal era.

The name kathak is derived from the Sanskrit word katha meaning “story”, and katthaka in Sanskrit means “he who tells a story”, or “to do with stories”. The name of the form is properly katthak, with the geminated dental to show a derived form, but this has since simplified to modern-day kathak. kathaa kahe so kathak is a saying many teachers pass on to their pupils, which is generally translated as “she/he who tells a story, is a kathak”, but which can also be translated as “that which tells a story, that is ‘Kathak'”.

There are three major schools or gharana of Kathak from which performers today generally draw their lineage: the gharanas of Jaipur, Lucknow and Varanasi (born in the courts of the Kachwaha Rajput kings, the Nawab of Oudh, and Varanasi respectively); there is also a less prominent (and later) Raigarh gharana which amalgamated technique from all three preceding gharanas but became famous for its own distinctive compositions.

During the latter part of Lachhu Maharaj’s life, he moved the city Mumbai and tried to reach to a wider range of audience through Bollywood. He was highly acclaimed for his form of Kathak and choreography of dance sequence in Hindi movies like Mahal, Mughal-e-Azam and Pakeezah as well as his ballets like Gautam Buddha, Chandravali and Bharatiya Kissan.

Lachhu Maharaj was also the founder Director of the Kathak Kendra founded by Government of Uttar Pradesh in Lucknow. Among many prestigious awards he won were the Presidents’ Award and the Sangeet Natak Akademi Award.

In September, 2007, a two-day festival was organized in Lucknow to celebrate his birth centenary, in presence of his wife Rama Devi, his disciples like Nalini and Kamalini, a book on him was also released and students of the dance institution he founded, Kathak Kendra staged a ballet, Megh Malhar. The legend then passed away keeping the extensive creation to follow and enlarge its legacy. No expertise in railway panel

Activists also questioned the inclusion of four MP’s in the committee and said that how will legislators be able to understand the inconvenience faced by commuters when they have not travelled in overcrowded suburban trains. They were in favour of including more railway activists, NGO’s and representatives of commuters who are well aware about the issues faced by passengers travelling to distant suburbs.

The committee was formed on December 1 after the death of a 21-year-old man. On November 28, Bhavesh Nakhate, a Dombivili resident, died after falling from an overcrowded train in neighbouring Thane district.

A CR official said the committee comprises nine members, including four MPs – Kirit Somaiya, Rajan Vichare, Poonam Mahajan and Arvind Sawant.

Other members of the committee are S K Sood, (General Manager of Central Railway), Ketan Goradia (Commuters Association), L R Nagwani (NGO), Ajoy Mehta, (BMC Commissioner) and E Ravindran (Kalyan Dombivili Municipal Commissioner). It would submit its report (on passenger deaths) by December 31, he said.

Zonal Railway Users Consultative Committee (ZRUCC) member Subhash Gupta said officers who formed the committee forgot that suburban railway does not operate only upto Mumbai-Thane and Kalyan.

“But it (the railways) also reaches upto Karjat, Kasara and Khopoli and representatives of these destinations have been summarily ignored,” he alleged.

Ritesh Singh, a Kalva resident said, “Every day I have to board overcrowded local trains for commuting to Dadar. Sometimes I have to travel on the footboard due to lack of space in the coach. I am always worried about my safety while travelling.”

Rajesh Deshmukh, a Dombivali resident said, “Many people are losing their lives while travelling in suburban trains. The railways always release the list of number of persons who have died while commuting but it doesn’t take any steps to avert these incidents.”

Sarvesh Seth, a Thane resident said, “The committee formed by railways will submit its report but it will gather dust as railways won’t take any step to implement it. The act of appointing committees after railway accident is just an eyewash to fool commuters.”

A Railway activist and member of DRUCC of Western Railway, Rajiv Singal said, “The way members have been inducted into the committee, I don’t see that its recommendations would fetch some impact.”

“A whopping 25,722 passengers fell from suburban trains (travelling on Western, Central and Harbour suburban services in Mumbai Commissionerate) in last 10 years, of whom 6,989 commuters died while 18,733 survived,” said RTI activist Anis Khan quoting a reply received from Government Railway Police (GRP), Mumbai.

The Bombay High Court had rapped the railways for its lackadaisical approach towards safety of passengers and failure to provide better services in suburban local trains.
