ACB attaches properties worth Rs. 177 cr this year

Properties worth over Rs. 177 crore belonging to graft-tainted government servants were attached this year in Maharashtra, where the most corrupt officials were from Revenue Department, data compiled by the Anti-Corruption Bureau (ACB) showed.

The data showed that the most corrupt officials in Maharashtra Government belonged to Revenue Department followed by Public Works department (PWD).

The BJP-led government, since January, has permitted ACB to attach properties of 52 government officials who had amassed wealth disproportionate to their known sources of income. Of these, 10 officials were from Revenue Department and seven from PWD.

The total market value of the attached properties belonging to graft-tainted officials of all departments was Rs. 177,15,88,039.

Of the eight ranges the ACB operates in, properties having the highest market value were attached in Thane (Rs. 157,35,64,488) followed by Mumbai range (Rs. 4,68,40,898).

“Once the ACB gets an authority letter from the government, it immediately attaches property of the official concerned. It then approaches the Small Causes Court and if it finds there indeed is a case of disproportionate assets, regular hearing is conducted,” an official from the Home Department said.

Properties are attached till the case is over to prevent officials from selling or transferring them to someone else’s name, he added.

Three-fifth of the beneficiaries of the Maharashtra-sponsored Rajiv Gandhi Jeevandayee Aarogya Yojana, which offers cash-less treatment in the city, have been forced to make out-of-pocket payments during hospitalisation, reveals a study.

In spite of the fact that the state had paid the premium for 2.19 crore households in Mumbai, which is 85 per cent of the city’s population in 2014-15, as many as 63 per cent of the beneficiaries had to make out-of-pocket payments for various services at hospitals, says the study by Tata Institute of Social Sciences.

The study has also found that 88.23 per cent of the beneficiaries from BPL families of the city reported paying for diagnostics, medications, or consumables.

The out-of-pocket expenditure on diagnostics and medicines was quite substantial in absolute terms as well as a proportion of the total payments stood at 39.2 per cent and 38.7 per cent, respectively, the white paper prepared by two professors at the Tata Institute of Social Sciences–Priyanka Rent and Soumitra Ghosh–says.

Around 61 per cent of the beneficiaries in the city accessed services from private hospitals and 39 per cent from public hospitals.

At private hospitals, of those who availed the services, 63 per cent were orange ration cardholders (non-BPL families) and only 37 per cent were yellow ration cardholders (BPL families), it said, adding “a reverse trend in public hospital was observed wherein 53 per cent of the beneficiaries were yellow ration card holders and 47 per cent were orange ration card holders.

“For most BPL families, the cost incurred was high and resulted in further worsening of their financial conditions which was caused by factors like transport, food, travel and loss of daily wages, says the study.

According to the findings, most patients resorted to paying from their pockets due to various factors like lack of time to do paperwork, unawareness of the scheme, lack of cooperation from hospital staff or the procedure not being covered under the scheme.

Cancelled SEZs in Maha will have to return government land

Cancelled Special Economic Zones (SEZs) in Maharashtra will have to return the Revenue department land they have acquired, but they can keep the land bought from farmers, officials said.

According to an official from Industries Department, more than 24,000 hectares were acquired for SEZs by industrial houses in the state.

The previous Manmohan Singh government had approved 139 SEZs in Maharashtra during its 10-year rule at the Centre, he said.

Land measuring 24,784 hectares, both public and private, was bought for the SEZs by various industrial houses in the state. These lands are still in their custody, though the licenses of 70 SEZs were either cancelled or their promoters quit the scheme, after a change in policy by the central government, he said.

In the remaining 69 SEZs, the businesses have not yet been set up on the land acquired, the official said.

Apurva Chandra, Principal Secretary (Industries), said, “If the land has been acquired from farmers, it will remain with the entrepreneur for whom the SEZ was approved. If the land is acquired from the Revenue department, the state will take it back in case the SEZ is cancelled.”

Revenue Minister Eknath Khadse admitted that most of the industrial houses have not returned huge tracts of land to the original owners or the government.

“Once the UPA government changed its SEZ policy, several industrial houses expressed their unwillingness to continue in the SEZ scheme,” he said.

A rule framed by the Revenue Department states that the land acquired by industrialists from farmers should be returned to them in case they fail to start their ventures on it within 10 years.

The state has given sops like exemption from paying stamp duty and local body taxes for setting up SEZs.

‘Maha government did not spend on popularising RTI Act’

Maharashtra Government has not spent even a single rupee on advertising and promoting the Right to Information (RTI) Act, touted as a powerful tool in curbing corruption and improving governance, according to an RTI reply.

In reply to an RTI query filed by activist S B Repale, the General Administration Department (GAD) of the state clarified, “The government has not spent any money on account of advertising the RTI.”

The reply given by R S Arwari, the Public Information Officer (PIO) of the RTI cell also said they do not have a compiled data about the penalty imposed on the erring PIOs.

Criticising the government for its “lackadaisical approach”, Repale said, “Every public-oriented scheme is popularised. Many times it is even done with more than necessary budget. But, it is not so in case of RTI. How indifferent government has been towards this important Act.”

Another noted RTI activist, Anil Galgali, also slammed the government for not doing anything to make the Act popular.

Response to Galgali’s RTI query earlier this year had revealed that 15 ministers of the BJP-led government in Maharashtra, had collectively spent Rs two crore to refurbish their offices.

“This shows the mindset of the government. They can waste common taxpayers’ money on luxury, but cannot spend even a single rupee on popularising the RTI…This is because, people in the government know very well that if RTI becomes popular, it will blow the lid of their misdeeds,” Galgali said.

Another RTI activist Vihar Durve said, “Maharashtra figures among the top states where most number of RTI activists are killed or attacked. Besides, two Information Commissioners in the state were recently sacked. Now, government must act revive this ailing commission.

Amit Shah meets his spiritual guru in Mumbai

BJP president Amit Shah sought blessings of his spiritual guru Rajyashsurishwarji Maharaj at a function in suburban Santacruz.

Shah participated in a ceremony, organised at Kunthunath Jain temple, to mark the 100th birth anniversary of Shrimad Vijay Vikramsurishwarji Maharaj, the guru of Rajyashsurishwarji.

“Guru Rajyashsurishwarji Maharaj has been Amit (Shah)’s guru and he sought his blessings and prayed for him to live longer,” said Mumbai unit BJP spokesperson Yogesh Verma.

A number of Jain organisations such as Guru Vikram Janma Shatabdi Samiti, Jain Swayamsevak Mandal and Jain Alpasankhyak Seva Sansthan also took part in the programme organised in the suburb.

BJP’s city unit president Ashish Shelar, MLAs Raj Purohit and Mangalprabhat Lodha, Sanjay Shah, member of Jain minority development committee and others were present on the occasion.

Sanjay Shah, vice president of Jain Alpasankhyank Seva Sansthan, said, “At this remarkable occasion, our association has pledged to bear all the household expenses, including food and medical expenses of 100 Jain families for 365 days”.

“We have moved forward with small steps to serve humanity and hope that it would be a stepping stone for like-minded associations,” he added.

Verma said the initiative taken by Jain Alpasankhyank Seva Sansthan is noble and BJP supports this initiative.

“If everybody follows the sermons of Lord Mahavirji, then all the world will be so blissful and there would not be any mark of terrorism,” he added.

Centre, AAP government join hands, Modi government announces Rs. 3,250 cr package

M-Venkaiah-NaiduSetting aside politics, the Centre and AAP government along with local bodies in the capital have come together on a single platform to make Delhi clean, hailed as the “true spirit of co-operative federalism” by Union Urban Development Minister M Venkaiah Naidu and Chief Minister Arvind Kejriwal on Sunday.

Naidu was speaking at the launch of ‘Swachch Delhi Abhiyan’ here, which would be observed in the city from November 22-30, seeking to make it free of garbage and construction debris.

“We should set aside politics and work together to make Delhi, which is a mini-India, clean.

“I’m delighted to be part of this initiative, where all the three levels of governance — Centre, Delhi administration and urban local bodies — have decided to work in tandem to rid Delhi of filth, garbage and other waste. This is not BJP team or AAP team but ‘Team India’.

“Our Constitution makers dreamt a federal structure and this (event) is finest example of co-operative federalism, but it should also be cooperative and competitive federalism, so that other states can take a cue from it and deliver the best,” Naidu said at the event, adding that a “new beginning has been made in politics”.

The Union minister later also handed over a cheque of Rs 96.7 crore to the Delhi government as funds from the Urban Development Ministry, which Kejriwal promptly handed over to the urban local bodies at the event.

The Delhi Chief Minister, speaking earlier, also hailed the event as “the true spirit of cooperative federalism” and said “political divisions” should not deter us from acting in public good.

“I will tell you our problem in cleaning our cities is not technicalities, but the missing political will. And, today that political will I see here, from Centre to the local bodies…. And, I credit Naiduji for the positive attitude from his side.

“I am sure, if we can work together, we can solve our problems, and people will appreciate us all,” Kejriwal said.

Under the over-arching framework of the ‘Swachch Bharat’ initiative, Delhi government had on November 16 launched the ‘Swachch Delhi App’ which allows people to take pictures and lodge complaints in connection with sanitation conditions in the city.

Senior Delhi government officials at the event announced that over 13,000 complaints have already been received at the central control room and accordingly forwarded to the respective local body.

In his address the Union minister also said that in Delhi, “1.25 lakh individual household toilets are to be built by 2019, but work in this regard is still to commence.”

He asked Kejriwal to look into this matter.

“But more than schemes and actions, we need a change in mindset of people to keep their surrounding clean. That would be out true tribute to the Mahatma on his 150th birth anniversary,” he added.

The initiative comes close on the heels of the sanitation crisis in the city after the employees of civic bodies went on strike over non-payment of salaries, an issue on which the BJP-ruled municipal corporations and AAP government had traded charges.

“A good beginning has been made in politics…,” Naidu said, referring to the the event, which was also attended by Deputy Chief Minister Manish Sisodia, the three city mayors and municipal commissioners, New Delhi MP Meenakshi Lekhi, Leader of Opposition in Delhi Assembly Vijender Gupta, senior officials from both Delhi and central governments, among others.

This award comes with a Certificate of Excellence from the India International Friendship Society of New Delhi, India. The award will be presented on January 8, 2016. Harnoor will be recognized for his outstanding services, achievements and contributions, raising the flag of India high outside the country.

Gill moved to Canada with his parents in Canada in 2002, and is a youth community activist. He is a passionate youth always willing to help others, to serve local and global community. For the last three years, he has been tirelessly working to strengthen ties between India and Canada, on a local level.

At the age of 14, Gill founded the Peace Welcome Club, in order to encourage youth to get involved in volunteering opportunities. Harnoor volunteers with many local organizations including World Vision Canada, Town of Halton Hills and Crime Stoppers of Halton. He has delivered keynote speeches to several academic institutions and universities in Canada during the last decade, and currently is on Board of the Laidlaw Foundation as an Youth Advisor.

Being a youth leader in the community, Gill has helped thousands of youth, from all parts of the world, to get involved in their communities and in their volunteer service requirement for high school to Canada. He has been associated with local youth in India to inspire them and help them become leaders in their communities with the goal of making a difference.

“We have inspired and encouraged our Youth Ambassadors to create and lead projects such as: community clean ups, food drive and jean drives, to help the children in need. We have successfully participated in ‘Clean India project and raised awareness about reducing waste and make sustainable choices through write ups,” said Gill.

Gill is also a recipient of; Punjabi Press Club of Canada’s Outstanding Achievement Award in 2014; the International ‘Diana’ Award in 2013; the ‘YMCA Peace Medallion’ in 2012; the ‘Queen Elizabeth II Diamond Jubilee Medal in 2012 and Canada’s Top 15 Under 15, in 2011.

Gill is invited to attend the annual function of IIFS “Global Participation in India’s Economic Development” scheduled to be held in New Delhi on 8th January, 2016.

LK Advani puts aside Bihar debacle, lavishes praise on PM Modi

Putting aside the Bihar debacle, senior Bharatiya Janata Party (BJP) leader LK Advani on Sunday lavished praise on Prime Minister Narendra Modi, and expressed confidence that the party will win the state Municipal Co-operation elections just like the 2014 Lok Sabha elections.

“I am happy that Narendra Modi is working as the Prime Minister of the country. I am confident that the BJP will win the local body elections in the same way as we won in the 2014 General Assembly Elections,” said Advani after casting his vote in the local body elections in Ahmedabad.

Six municipal corporations in Gujarat – Ahmedabad, Surat, Rajkot, Vadodara, Jamnagar and Bhavnagar – currently under BJP rule are seeking a fresh mandate from over 95.9 lakh urban voters.

This election will be a litmus test for Chief Minister Anandiben Patel and would also determine the impact of the ongoing agitation by the Patidar community.

I am being used as ‘political tool’, says Robert Vadra

Robert Vadra, whose land deals are being probed in BJP-ruled Haryana and Rajasthan, on Sunday contended that he was being subjected to a “political witch-hunt” and used as a “political tool”.

Son-in-law of Congress President Sonia Gandhi, the controversial businessman said a distinction should be made between him as an individual conducting business like anyone else and the politics of the family of his wife Priyanka Gandhi Vadra “without constantly attempting to link the two”.

Alleging that there was a “sustained political attack” on him, 46-year-old Vadra claimed that BJP was using attacks on him as a “political tool whenever they need to divert public attention”.

He said he has always conducted business transparently in accordance with the law but he was being “singled out” and “lies” were spread which made it difficult for him at times to come to terms with the “way I have been portrayed”.

Vadra told that “perception about me seems to have become so deeply embedded that it seems as if the truth does not matter to anyone anymore”.

On the inquiry being undertaken against his business deals in Haryana and Rajasthan besides the Enforcement Directorate sending a notice to his company, he said, “There is a clear-cut political witch-hunt…. The more they hound me, the more apparent it is becoming that they are using their attacks on me as a political tool whenever they need to divert public attention.”

Mob set ablaze truck near Jammu on suspicion of cattle smuggling

In the backdrop of recent lynching incident in Uttar Pradesh over allegedly eating cow meat, in a fresh development on Sunday, a truck has been burnt near here on the suspicion that it was transporting cattle to the Kashmir Valley.

The truck was set ablaze by a mob near the Ban Toll Plaza in Nagrota area which falls on the outskirts of Jammu, media reports quoted an official as saying.

According to the police they had tried to stop the truck but the driver and his helper managed to escape under cover of darkness after hitting the SPO.

Police chased the truck and rescued eight of the 10 bovine animals though two died of injuries.

As the police were shifting the animals to a safer place, some people gathered at the spot and set the truck afire, the official said.

A case of bovine smuggling has been registered against the truck driver and against a number of people for torching the truck.

The mob furry comes couple of months after petrol bombs were thrown at a truck in Udhampur resulting in the death of a driver.
