Centre had advised Maha govt in advance on pulse price rise

The Centre had issued a string of advisories to the Maharashtra government earlier this year about the need to take steps on granting exemption on stock-holding limits to check price rise of pulses, a state official has said.

On top of that, it had asked the state to initiate action against hoarding.

However, the circulars in this regard were brought to the notice of state Food and Civil Supplies Minister Girish Bapat very late, a department official said.

These were sent by the Union Ministry of Consumer Affairs, Food and Public Distribution on April 15, June 17, August 17, September 21 and October 9, he said.

On April 15, the Centre had said the state is free to grant exemption on stock-holding limits to producers (millers), wholesalers and retailers if prices of pulses, edible oil and seeds continue to harden.

In its second circular, the Centre had asked the state to take effective steps in de-hoarding operations under the Essential Commodities Act (EC), 1955.

The NDA government on August 17 had again sent a reminder to the state on extension of the central order of September 30 on stock-holding limits. It had said that if there was no response from the state, it would be presumed that there was no objection to extension of validity.

In another communication, the Union ministry had informed the state that essential commodities in regulated warehouses were being exempted from stock-holding limits under the EC Act, 1955. It had also mandated that the warehouses would have to publish information of stocks available with them on a real-time basis.

The Centre, in its letter addressed to Food and Civil Supplies Department Principal Secretary Deepak Kapoor, had drawn attention to the rise in prices of pulses and the need to act against hoarding by enforcing stock limits.

Kapoor, however, remained unavailable for comments.

Now railways will charge you double for rail ticket cancellation, new rules from next week

Very soon, you will have to shell out double the charge on ticket cancellation if try to do that close to the date and time of journey.

Indian Railways is mulling to bring new rules for cancellation of tickets. The charges for ticket cancellation across all the categories will be doubled. The new rule also says that no ticket shall be cancelled after departure of train. The new rule will be implemented across the country from November 12.

Those with waitlisted or RAC tickets would have to cancel their tickets half an hour before the train’s actual departure to get some refund. No cancellation will be entertained after that.

Meanwhile, the public transporter is also changing the 48 hours cancellation rules. Railways will deduct Rs. 240 for AC first class/executive class, Rs. 200 for AC-II tier/first class, Rs. 180 for AC III-tier, Rs. 120 for sleeper class and Rs. 60 for second class.

A circular, reportedly also gives cancellation power to the station master. If a passenger is unable to get his/her ticket cancelled at the counter, he can approach the station master. The station master can cancel tickets issued from other stations as well however such passengers should approach him prior to approval of chart.

Now, ex-servicemen join protest over ‘intolerance’; threaten to return medals, observe ‘black Diwali’

black-DiwaliAs the debate over intolerance rages in the country, the ex-servicemen have now joined the bandwagon.

Major Gen (Retd) Satbir Singh said on Friday that ex servicemen across the country will return their medals to the district collectors to protest. “We will return our medals, we will observe black Diwali,” said Singh.

The chorus over “growing” intolerance has been rising in the country as scores of activists, writers, scientists and filmmakers have returned their national awards in the past few weeks as a mark of protest against the government.

They claimed that the government has failed to handle the situation.

On Thursday, author Arundhati Roy and 23 other national award winning writers and filmmakers, including Saeed Mirza and Kundan Shah, said they are returning their awards as a “symbolic gesture” to draw the country’s attention to their fears in the “current atmosphere”.

Saeed Mirza, a screenwriter and director of Hindi films and television series, won a National Award in 1996 for his film “Naseem”.

Another filmmaker, Kundan Shah also announced that he will return the National Award that he received for the iconic 1983 film “Jaane Bhi Do Yaaron”.

Other artistes and writers who signed the resolution included Sanjay Kak, Ajay Raina, Tapan Bose, Ranjan Palit and Anwar Jamal.

Roy said she was returning her 1989 National Award for Best Screenplay to protest “ideological viciousness” in the country.

She said she was not shocked by what was happening in the nation. She termed the lynching of a man over beef-eating rumour in Dadri in Uttar Pradesh as a “deeper malaise”.

No relief from Supreme Court to Hardik Patel in sedition case

Hardik Patel on Friday did not get any immediate relief from the Supreme Court which said his plea challenging invocation of sedition charge for allegedly inciting a mob during the quota stir for Patel community will be heard after Gujarat police completes probe in the case.

A bench, comprising justices JS Khehar and R Banumathi, directed Gujarat police to complete the investigation within one-and-a-half month in the sedition case and file a report before it in a sealed cover and posted hearing for January 5.

The bench also directed the police not to file the charge sheet in the sedition case without the apex court’s permission. The apex court also declined to interfere with the proceedings of the Gujarat high court which is proceeding with another case in which Hardik has been accused of stage- managing his own abduction by the police.

The bench said that it was not interfering in another case of habeas corpus pending before the Gujarat high court in which the police have accused Hardik Patel of stage managing his own abduction. “It is clarified that the high court may continue with the matter in the special criminal appeal pertaining to habeas corpus,” the bench said.

Before passing the order, the bench took on record the submissions of Attorney General Mukul Rohatgi, appearing for the state government and senior advocate Kapil Sibal, representing Hardik Patel.

“We consider it just and appropriate to defer the hearing in the matter (sedition case). List it after one and a half months on the completion of investigation,” the bench said while posting the matter for January 5. The bench said “we must allow the high court to proceed with another case (habeas corpus).”

Nine Assam Congress MLAs formally join BJP

Nine Congress MLAs in Assam formally joined the Bharatiya Janata Party (BJP) on Friday in presence of several senior leaders.

The BJP has welcomed the nine ruling Congress legislators into its fold ahead of the next year’s assembly election. The MLAs had held talks with senior BJP leader and Union Sports minister Sarbanand Sonowal in Guwahati, confirming their move.

“Despite the majority being against Tarun Gogoi as Chief Minister, he was elected. A meeting was held later where we were slammed for voicing our opinions against him. We wanted Himanta Biswa Sarma to be elected as CM and 54 MLAs had supported him,” Congress MLA Pijush Hazarika, who will be joining BJP said.

“We have decided to join BJP so that we can watch Assam develop under the leadership of Narendra Modi ji. We have made our decision for the sake of Assam,” he added.

Among them, 4 legislators -Pradan Baruah, Jayanta Malla Baruah, Piyush Hazarika and Pallab Lochan Das were suspended from Congress for anti-party activities.

Reacting to the nine MLAs leaving his party to join the BJP, Arunachal Pradesh Congress Committee president Anjan Dutta told media that their absence would not affect Congress in the assembly elections early next year.

“It will not affect one bit and now there is no dissidence in Congress here. Nobody can affect the Congress. Congress will be in power for the next 100 years,” he said.

Congress, which has been in power in Assam for three consecutive terms under the Chief Ministership of Tarun Gogoi, currently has 76 MLAs after the resignation of Himanta Biswa Sarma from the 126-member House on September 15 last following his joining the BJP.

The nine MLAs are yet to submit their resignation from the Assembly after joining the BJP today.

All of them are close associates of former Congress minister Himanta Biswa Sarma, who is now a BJP leader. The Congress will have now 68 MLAs in the 126 member assembly.

Journalist held for Facebook post on Himachal Pradesh CM

A journalist was arrested for an adverse post against Himachal Pradesh Chief Minister Virbhadra Singh on social media, an official said on Friday.

Rajneesh Sharma, a journalist based in Mandi town, was arrested on Thursday for posting comments on Facebook with an intention to defame the chief minister, a police official said.

On a complaint of Congress leader Puran Chand, the police arrested Sharma under relevant sections of the Indian Penal Code.

MK Nasar, main accused in 2010 Kerala Professor TJ Joseph hand chopping case, on Friday surrendered before National Investigating Agency (NIA) court in Eranakulam, Kerala.

A special NIA court had sentenced 10 people to eight year rigorous imprisonment on 08, May 2015.

Thirty seven persons were chargesheeted by NIA in the case.

The persons sentenced in the case owe allegiance to Popular Front of India and were convicted for chopping the right hand of TJ Joseph, professor of Newman College in Thodupuzha in Idukki district when he was returning home after attending Sunday mass at a church in Muvattupuzha in Ernakulam district on July 4, 2010.

Attack on thinkers assault to nation: Manmohan Singh

Former Prime Minister Manmohan Singh on Friday said the country is deeply concerned at the “blatant violation” of right to freedom of thought, belief and speech and termed such incidents as an “assault to nation”.

“The assault or murder of thinkers for their disagreement in views cannot be justified on any ground. All right thinking people have condemned such incidents in strongest term. It is an assault to nation,” Dr. Singh said.

Singh was speaking at the inaugural session of the national conference on “No peace without freedom, No freedom without peace: Securing Nehru’s vision and India’s future” to celebrate of the 125th birth anniversary of former Prime Minister Jawaharlal Nehru.

“The nation is deeply concerned at the recent tragic incidents of the blatant violation of the right to freedom of thought, belief, speech and expression in our country by some violent extremist groups,” Singh said.

Suppression of dissent poses “great danger to economic development of India amid protests over rising intolerance”, he added. “There can be no free market without freedom,” Singh said.

Dr. Singh also gave a piece of advice to the Centre by saying, “A strong central government promoting equality and fulfilling equality is vital for country.”

Reactions from Dr. Singh came shortly after Union Minister Mukhtar Abbas Naqvi targeted opposition parties contending their “political propaganda of threat to tolerance” is an “assault” on the country’s soul.

The Union Minister of State for Minority Affairs also reiterated his party BJP’s stand that tolerance is “soul of the country” and harmony its “strength”.

“Tolerance is ‘soul of country and harmony is strength’. Political propaganda of threat to tolerance is attack on the country’s soul,” Naqvi said on Twitter.

Earlier this week, Union Finance Minister and senior party leader Arun Jaitley had stated India cannot be intolerant, while Union Minister for Minority Affairs Najma Heptulla had dubbed the country as the “most tolerant” nation in the world.
