Face action if you raise grievances with PM: Government warns babus

All central government employees, including officials of Army and para military forces, were on Monday warned of “action” if they raise service matters related grievances to the Prime Minister, directly.

Warning employees, the Department of Personnel and Training (DoPT) said such submission of representations directly to other authorities by-passing the prescribed channel of communication, has to be viewed seriously and appropriate disciplinary action should be taken against those who violate these.

As per these instructions, wherever a government servant wishes to press a claim or to seek redressal of a grievance, the proper course for him is to address his immediate official superior, or head of his office, or such other authority at the appropriate level who is competent to deal with the matter in the organisation. Writing to higher authorities, can rightly be treated as an unbecoming conduct, it said in a directive.

“In spite of these instructions, it has been observed that government servants including officers and officials of para military forces and Army personnel continue to represent directly to the Prime Minister, Minister, Secretary (Personnel) and other higher authorities, directly,” the DoPT said.

It is reiterated that the existing instructions may be brought to the notice of all government servants including officials of para military forces and members of armed forces and “action taken against those who violate these instructions”, it said.

The forms of communication also include e-mails or raising it through public grievances portal etc, the DoPT said.

Karnataka government for CBI probe into MM Kalburgi’s murder

Apparently bowing to public pressure, the Karnataka government on Monday decided to hand over the probe in to the murder of renowned scholar MM Kalburgi to the Central Bureau of Investigation (CBI).

“Karnataka government will write a letter to CBI for investigation in renowned scholar MM Kalburgi’s murder,” Karnataka Law Minister TB Jayachandra said.

The case is currently being probed by Karnataka Police CID.

A former Vice-Chancellor of Hampi University, MM Kalburgi was shot dead at his Kalyanagar residence in Dharwad on Sunday morning by unidentified gunmen.

77-year-old Kalburgi was an associate of rationalist Govind Pansare of Kolhapur in Maharashtra, who also fell victim in similar circumstances in February, and had drawn the ire of some right-wing Hindu outfits like VHP and Bajrang Dal with his remarks about idol worship by Hindus.

A winner of central and state “Sahitya Akademi” awards, he had also suggested the need for a better state anthem.

Part of his works on “Vachana”(verses)” literature had also come under criticism of the state’s majority “veerashaiva” (Lingayat) community, a liberal Shaivism founded by 12th century philosopher, poet and social reformer Basaveshwara.

His funeral is currently under way at Dharwad.

‘Indira Gandhi considered military strike on Pak’s nuke sites’

Returning to power in 1980, the then Prime Minister Indira Gandhi had considered a military strike on Pakistan’s nuclear installations to prevent it from acquiring weapons capabilities, a declassified CIA document has claimed.

Such a consideration by the then Indian Prime Minister was being made when the US was in an advanced stage of providing its fighter jets F-16 to Pakistan, says the September 8, 1981, document titled ‘India’s Reaction to Nuclear Developments in Pakistan’, which was prepared by the Central Intelligence Agency (CIA).

A redacted version of the 12-page document was posted on the CIA website in June this year, according to which the then Indian government led by Gandhi in 1981 was concerned about the progress made by Pakistan on its nuclear weapons programme and believed that Islamabad was steps away from acquiring a nuclear weapon. The US had the same assessment.

“In the extreme case, if Indian concerns increase over the next two or three months, we believe the conditions could be ripe for a decision by Prime Minister Gandhi to instigate a military confrontation with Pakistan, primarily to provide a framework for destroying Pakistan’s nuclear facilities,” the then highly sensitive CIA report claimed.

At the time of writing of the report, the CIA said Gandhi had not taken any such decision in that regard.

According to the report, as Pakistan was in an advanced stage of producing plutonium and highly enriched uranium for use in nuclear weapons, Gandhi evidently responded to the threat by authorising Indian nuclear test preparations.

“In February (1981), excavation was begun in the Thar desert to permit the underground explosion of an Indian test device on short notice,” the CIA said, adding that in May, preparations had been completed by India for a 40-kiloton nuclear test.

The CIA said India reportedly was to explode the device about one week after the expected Pakistani test.

“Evidently, the Indian Government calculated that a Pakistani nuclear explosion per se would not constitute a national security threat, and that the damage to India’s image of pre-eminence in the region could be minimised by a resumption of the peaceful nuclear explosive (PNE) programme,” the CIA said.

Caitlyn Jenner confused between men, women

Caitlyn-JennerReality TV star Caitlyn Jenner, who was known as Bruce Jenner before gender transition, says she is unsure if she wants to date men or women.

In a clip for an upcoming episode of “I Am Cait”, 65-year-old Jenner and her friend Candis Cayne consult with matchmaker Louie Felix but admits she does not know what she wants, reported Female First.

“Physically, I don’t know where I’m at,” she says.

Louie tells the pair he has plenty of “high quality, high calibre, well-educated and self-made men and women looking for long term relationships” on his books and says he is confident he can find them partners.

“I’ve never matched or worked with any trans women or any trans men, but I’m excited. I see you as beautiful, accomplished, successful women. I really feel I can match you.”

Caitlyn’s confusion comes after she said she wants to be treated like a “normal woman” by men.

Kanye West to ‘run for US president’, could Kim Kardashian be First Lady?

KIMRapper Kanye West claimed at the MTV Video Music Awards he would stand in 2020 presidential election.

West, 38, received the Michael Jackson Video Vanguard Award at the event and closed his acceptance speech by announcing he is running for president in 2020, reported Verge.

“Two thousand and fifteen. I will die for the art, for what I believe in. I’m confident, I believe in myself. We the millennials, bro. This is a new mentality. We’re not gonna control our kids with brands. We’re not gonna teach low self esteem and that to our kids. We going to teach our kids that they can be something.

“We are gonna teach our kids that they can stand up for themselves. We are going to teach our kids to believe in themselves. If my grandfather was here right now he would not let me back down. It’s about new ideas. People with ideas. People who believe in truth. And yes, as you probably could have guessed by this moment, I have decided in 2020 to run for president,” read an excerpt from his long speech.

Soul food for Mumbaikars and NRI’s

Recently, I was invited to a small “DO” (party) by a relative who had flown in from Dubai.  I got to meet a lot of common friends of hers who hail from Dubai, Ghana and USA. One loved the scrumptious food that was ordered from a Chinese restaurant and knick-knacks from a Mughlai joint. The next day, I called to thank her for the invite and she said she was heading for newly opened restaurant ‘Yauatcha’ at Bandra Kurla Complex. BKC, which is the latest hub for replenishing your gastronomical senses and lip smacking food buds has been mushrooming with various lounges, bars and expensive restaurants with different cuisines for people who want to eat “Cheun Faun” food -The high ended- and often want to visit a ‘Michelin’ rated restaurant.

This decadent fare means that you would be shelling out to Rs 2700/-for a meal for two people excluding your wine or cocktails ordered by you. Some other menus come in the range from Rs 500-3500/- for two persons inthese BKC digs. This is fine for NRI’s.  A week later, she invites me for a coffee. Coffee to them means “Starbucks’. There she tells me how all her friends were planning to meet that evening and I was to be a part of the party. It did bolster my spirits as I stay in Suburbia and being at an uptown space always feels great. Then she reveals what they did the previous night. A group of ten landed at Haji-Ali at 1 pm just to savour the Pav-Bhaji. It was the first time for her pals from Nigeria and USA. She of course had eaten there before she settled in Dubai. They went crazy and must’ve have eaten thrice over the quantity and while having a hearty laugh she asked me to suggest some more vendors we could try.

We all met and went to Elco Arcade at Bandra. There is this vendor who serves the best Pani -puri ever besides Kailash Prabhat. He started with a small cart over there and after some years has rented the whole first floor. Now he also serves Chana Bhatura, dahi puri, sevpuri etc. From there we proceeded to Khar telephone Exchange and had the paya soup followed by Juhu Beach for some tantalising and lip-smacking street dinner. They belched and burped and said they had not gorged like this since they had arrived and kept thanking me .We wound up having a night cap at one of the pubs there. Spices, et all; street food is the soul food of Mumbaikars and the NRI’s that I know.

A dear pal from Illinois is down every year to meet her in-laws and stays sometimes in Central Matunga. The first thing they do is order Chaat from a vendor who makes papdi-chaat and also those long papdas and green chillies. They believe that even the lamb tastes better here than USA. Vada Pav is the other most popular street food that most vendors earn huge money from now-a-days. Everyone in Mumbai has tasted this snack which is available I think in almost every corner of the city and now interestingly since a few years, those who are diet and health conscious will find a jumbo king famous for its brown bread vada pav besides the normal. MM Mithaiwala outside Malad (W) station is another popular place which even serves you two types of flavoured chilled Lassi glasses to beat the heat. One cannot forget the Idlis and Dosas too.

No matter how wealthy you are, eventually the cravings for such foods give you the pleasure and when with your family or relatives and friends you visit places like this over the weekends you still have a time of your life.

Kangana Ranaut to play an actress in ‘Rangoon’  

KangnaKangana Ranaut is looking forward to Vishal Bhardwaj’s 1940-set drama “Rangoon” that will see her playing an actress, who is romantically involved with her mentor.

Riding high on the success of her latest film “Tanu Weds Manu Returns”, the National Award-winning actress will star alongside Shahid Kapoor and Saif Ali Khan in the movie.

While Vishal got career-defining performances out of Shahid and Saif in “Kaminey”, “Haider” and “Omkara”, it remains to be seen how he uses Kangana’s talent in the period drama.

Kangana calls the movie a “passionate love story”, which is set in a turbulent period of Indian history.

“It is a film which is set in the 1940s during the World War II. It is about three characters and one of them is a superstar and her mentor, who she is romantically involved with. Another one is a soldier. It is about INA, independence and so many other things. It is a very passionate love story,” said Kangana.

Besides “Rangoon”, the 28-year-old actress will star in Ketan Mehta’s “Rani Laxmibai” and Hansal Mehta’s “Simran”. She is also in talks for Tigmanshu Dhulia’s biopic on late actress Meena Kumari but it is not yet confirmed, Kangana said.

The actress will be next seen opposite Imran Khan in Nikhil Advani’s “Katti Batti”, which hits theatres on September 18.

The actress said it is a very emotional drama about relationships that unfolds in a thriller-like manner.

“It is a larger-than-life love story. It is very intense and overwhelming but that is still being kept under wraps. I wanted them to cut a promo to show the intrigue and thriller-like element but they have not done it. It is a film about loss. But the promotions are about ‘Katti Batti’ and kissing and not kissing.”
