Returning to power in 1980, the then Prime Minister Indira Gandhi had considered a military strike on Pakistan’s nuclear installations to prevent it from acquiring weapons capabilities, a declassified CIA document has claimed.
Such a consideration by the then Indian Prime Minister was being made when the US was in an advanced stage of providing its fighter jets F-16 to Pakistan, says the September 8, 1981, document titled ‘India’s Reaction to Nuclear Developments in Pakistan’, which was prepared by the Central Intelligence Agency (CIA).
A redacted version of the 12-page document was posted on the CIA website in June this year, according to which the then Indian government led by Gandhi in 1981 was concerned about the progress made by Pakistan on its nuclear weapons programme and believed that Islamabad was steps away from acquiring a nuclear weapon. The US had the same assessment.
“In the extreme case, if Indian concerns increase over the next two or three months, we believe the conditions could be ripe for a decision by Prime Minister Gandhi to instigate a military confrontation with Pakistan, primarily to provide a framework for destroying Pakistan’s nuclear facilities,” the then highly sensitive CIA report claimed.
At the time of writing of the report, the CIA said Gandhi had not taken any such decision in that regard.
According to the report, as Pakistan was in an advanced stage of producing plutonium and highly enriched uranium for use in nuclear weapons, Gandhi evidently responded to the threat by authorising Indian nuclear test preparations.
“In February (1981), excavation was begun in the Thar desert to permit the underground explosion of an Indian test device on short notice,” the CIA said, adding that in May, preparations had been completed by India for a 40-kiloton nuclear test.
The CIA said India reportedly was to explode the device about one week after the expected Pakistani test.
“Evidently, the Indian Government calculated that a Pakistani nuclear explosion per se would not constitute a national security threat, and that the damage to India’s image of pre-eminence in the region could be minimised by a resumption of the peaceful nuclear explosive (PNE) programme,” the CIA said.

Kangana Ranaut is looking forward to Vishal Bhardwaj’s 1940-set drama “Rangoon” that will see her playing an actress, who is romantically involved with her mentor.
Riding high on the success of her latest film “Tanu Weds Manu Returns”, the National Award-winning actress will star alongside Shahid Kapoor and Saif Ali Khan in the movie.
While Vishal got career-defining performances out of Shahid and Saif in “Kaminey”, “Haider” and “Omkara”, it remains to be seen how he uses Kangana’s talent in the period drama.
Kangana calls the movie a “passionate love story”, which is set in a turbulent period of Indian history.
“It is a film which is set in the 1940s during the World War II. It is about three characters and one of them is a superstar and her mentor, who she is romantically involved with. Another one is a soldier. It is about INA, independence and so many other things. It is a very passionate love story,” said Kangana.
Besides “Rangoon”, the 28-year-old actress will star in Ketan Mehta’s “Rani Laxmibai” and Hansal Mehta’s “Simran”. She is also in talks for Tigmanshu Dhulia’s biopic on late actress Meena Kumari but it is not yet confirmed, Kangana said.
The actress will be next seen opposite Imran Khan in Nikhil Advani’s “Katti Batti”, which hits theatres on September 18.
The actress said it is a very emotional drama about relationships that unfolds in a thriller-like manner.
“It is a larger-than-life love story. It is very intense and overwhelming but that is still being kept under wraps. I wanted them to cut a promo to show the intrigue and thriller-like element but they have not done it. It is a film about loss. But the promotions are about ‘Katti Batti’ and kissing and not kissing.”
Organisers say that they erect pandals on roads due to lack of open spaces in the city.
Ganesh mandals are unhappy with the new pandal policy pertaining to using 25 per cent of the roads for erecting pandals in the city. According to the organisers Ganesh Chaturthi is an important festival of Maharashtra which attracts large number of crowds and celebrations are held peacefully and no law and order problem occurs. The new order came into force after residents of Thane had complained about the pandals encroaching 80 per cent of the roads thereby creating inconvenience to pedestrians and obstructing traffic. The guidelines also state that the pandals should not obstruct traffic and they should not be erected near school, hospital and station.
The 10-day Ganesh festival, beginning on September 17 this year, is perhaps Mumbai’s most defining cultural event that has been growing bigger in scale every year. There are close to 10,000 Ganesh festival organisers in the city, many enjoying active support and sponsorship from parties across the political spectrum.
Ramesh Deshpande, a Ganesh festival organiser from Kandivali said, “How can authorities frame new guidelines every year? We always follow rules and the Ganesh festival is being celebrated peacefully everywhere. We will go ahead with the celebrations as usual.”
Naresh Surve, a Borivali resident said, “Since Mumbai is a concrete jungle there is lack of open spaces in the city. Therefore we don’t have any option but to erect the pandals on roads. Even housing societies deny permission to us for erecting pandals inside its premises. Nobody can disrupt Ganesh festival celebrations as it will hurt the religious sentiments of people.”
Rupesh Joshi, a ganesh mandal organiser from Malad said, “No one deliberately puts pandals on the road – they do it because they have no choice in this city. We need to make this a win-win situation for all, but the festival organisers should not be affected in any way. Noise pollution and traffic problems occur whenever any festival is celebrated but that doesn’t mean we stop all celebrations.”
Festival organisers regularly come under fire for violating sound pollution limits for public events, but the spotlight has shifted to a new controversy this year: pandals erected intrusively on public roads. In 2014, close to 1,200 marquees were put up on Mumbai’s roads and pavements, including spaces near bus stops, railway stations and even hospitals.
Dayanand Nene, president of the Alert Citizens Forum of India, said, “We are not against any festival, but are against the way they are celebrated. More than 100 pandals encroach roads leading to traffic in the area.”
“These mandals are patronised by politicians who harass common man under the garb of keeping the tradition intact. In light of the high court’s observation, stringent action should be taken against pandals encroaching more than 25 per cent of the roads or by levying a deterrent fine of Rs1 lakh,” added Nene.

He emerged as a leader in a massive rally on August 25, demanding backward class reservation for the huge land owners, economically and socially forward Patidars, who are known as Patels. Now, he is hoping to unite all those who are demanding reservation for their caste in UP, Bihar and Haryana, to form a “national alliance” which helps his demands.
On the other hand, the mass appeal of Hardik Patel in Gujarat “does not augur well for the BJP”, but the Shiv Sena said, calling him “a hero” who had punctured claims that Gujarat was a peaceful state.
Here irony is that, Hardik says “Balasaheb Thackeray is my idol”. It seems, Patel is unaware that Balasaheb staunchly opposed caste based reservations. Another ridiculous statement Hardik made is that “he would like to work with Raj Thackeray. He should know that Raj himself is fighting for his political survival and does not believe in teamwork but dictatorship in party so his cooperation to Hardik is out of question. Anyway, ignoring Balasaheb and taking advantage of the situation is need of the hour for the Sena. That’s why they are praising young Patel leader while attacking PM Modi to its best.
“Until now, (Prime Minister Narendra) Modi was considered the only political ‘neta’ who could pull crowds,” a hard-hitting editorial in the party’s mouthpiece “Saamana stated. Now, Hardik Patel has become the ‘king of crowds’ which does not augur well for the BJP,” the Sena said, referring to the Patel community leader who has taken on the Gujarat government over job reservations.

The state government committed the misadventure of detaining Hardik Patel after the rally and it paid for the blunder. Violence erupted all over the state; even ministers had to bear the brunt of Patidars’ ire. Now, Hardik Patel has threatened that if the Patidars were also not given job reservations, “then the lotus (BJP party symbol) will not bloom in 2017. The manner in which the Gujarat youths have responded has created waves in Gujarat political circles,” the editorial said.
It thumbed a nose at Gujarat Chief Minister Anandiben Patel, who had invited Maharashtra businesses to her state, saying Gujarat was “peaceful, stable and well-administered”.”Now, what?” the Sena asked. “A person who has yet to grow a moustache has proved her claims as bogus… and revealed the true face of Gujarat.
Shiv Sena has time and again rubbed the salt on the wounds of BJP. However, the Sena questioned the legitimacy of the Patidars’ demands for inclusion in the Other Backward Class (OBC) category, saying the Patels enjoyed the same social-political status in Gujarat as ‘Marathas’ in Maharashtra. The Patels were in the forefront in various sectors like diamonds, realty and big business and also formed a huge chunk of the Gujarat NRIs, trading and commerce.
“They are leading in politics with Chief Minister Anandiben Patel hailing from the community; earlier, Chimanbhai Patel, Keshubhai Patel and Babubhai Patel ruled the state. Yet, the community wants to become ‘backward’ and takes to the streets. Similarly, the ‘Marathas’ are also powerful in Maharashtra but asking for reservation. However, till date their agitations were peaceful.
Meanwhile, Gujarat’s Patel agitation’s intensity becomes lesser. This agitation got prominence in media because of two reasons. Media never covers silence protest and they give coverage to violent protest. Till the Patidars were protesting silently they received no footage on television or space in newspapers. As the agitation became violent every news channel and newspaper has started covering it.
