Undertake regular maintenance of ships

My ship is beautiful and we undertake regular maintenance of her by taking regular care of its every equipment from forward to aft and tunnel to funnel. I am aware about each tank on my ship its fittings and tank characteristics. I regularly inspect it with my crew ensuring that there is no deficiency of oxygen inside the tank. I am aware of all the check lists such as hot work permit, working on areas at a height, working over the sides and working on electrical equipments and hydraulic equipments. I follow the “Safe working practices” and conduct a meeting to discuss the job before beginning it. What can go wrong, what are the risks involved, am I prepared for addressing these issues. The areas on ship where we don’t visit often are also inspected by us.

We believe that we do not merely work but take care of the ship as well. We have to adopt that sort of mentality that we are here to care for the ship and equipments by undertaking regular maintenance and cleaning in accordance with the PMS and taking into consideration whether the ship is heading towards extreme cold region or hot region. The important aspect of engine room watch keeping and, infact, towards Know your Ship, is physically tracing the pipe lines. We have to trace not only the Pipe lines in the engine room but also on deck such as sewage pipes, hot water pipes, drainage pipes, hydraulic pipes and air pipes. In this matter, it is good if participation of deck officers is also encouraged. Training must be imparted to Deck Cadets as well as Engine Cadets/ TME’s.

This is not a one day job. Even though this task may take three months but a beginning has to be made. Pick up a pipeline, monitor it and see where it is leading to. Generally it is better if two persons oversee this task so that they can track the movement of the pipeline. A register must be maintained in which you can keep your diagrams and important overhauling work that is performed on your ship in your own hands and carry this to the next ship. Such notes should be supplemented by extracts from the instruction manual. At times, we may have the benefit of shore technicians performing some job on board. We must take advantage of this and learn from them.

Only 600 personnel to safeguard women commuters

Railways is grappling with manpower shortage hence is unable to provide adequate security to women commuters.

Mumbai-LocalThe molestation of a 22 year old woman in the unguarded ladies compartment of a Churchgate bound local has once again raised questions about the security of women commuters in the city. Many molestation incidents have occurred in the local trains in the past but often the railways washes its hands off by citing the shortage of manpower to guard the ladies compartments. Often there have been incidents about lack of policemen in suburban trains thereby increasing risks of molestation activities. According to Railway Police Commissioner Madhukar Pandey there is a shortage of about 600 personnel in the GRP (Government Railway Police). Thus currently only 600 personnel are available for providing security to women commuters in the metropolis.

The western line of the city’s suburban railway route begins from Churchgate and ends at Dahanu. On other hand, the central railway suburban line originates from Chhatrapati Shivaji Terminus (CST) and ends at Khopoli /Kasara whereas harbour line services begin from CST and terminate at Panvel. Thus the responsibility of providing security to women travelling on these lines lies with the GRP. Right now security is offered to women commuters from 8.30 pm in the night till 6 am in the morning. However, the railways is grappling with man power shortage hence is unable to provide adequate security to women commuters. Right now 600 police personnel are available for guarding women compartments.

According to Railway Police Commissioner Madhukar Pandey, “The issue of providing security to women commuters is a serious matter and we are taking steps to address it. Women’s security cannot be compromised at any cost. We are now taking stock of the security of women passengers. We need 600 police personnel to provide security to women commuters.”

“The railways have already given a nod for the appointment of 500 home guards for assisting the railway police in the security duty. Besides this they will also check bags, suspecting passengers at railway station premises. However, many times only 200 or 300 homeguards are available for duty. We have already provided information pertaining to this to the senior Home guard officials. We are yet to receive any feedback from them. Around 100 to 150 home guards will be required to beef up the security” he added.

On August 6, the accused Pappu Yadav (19), hailing from Odisha, groped the 22-year-old female MBA student in the ladies compartment of Churchgate bound local train in between Grant Road and Charni Road railway stations. In a joint operation the Railway Protection Force (RCF) and the Government Railway Police (GRP) tracked down the molester, in blue T-shirt and red three-fourth, from a footpath at Fountain in Fort locality on Monday.

Didn’t go to Sanjay Dutt’s house and give him weapons: Abu Salem

Abu-SalemGangster Abu Salem has denied in his statement before the TADA court here that he went to the house of Bollywood actor Sanjay Dutt and gave him two AK-47 rifles and hand grenades prior to the 1993 Mumbai blasts.

Dutt was convicted in the 1993 blasts case for possession of an AK-47 rifle and sentenced to five years in jail.

Salem submitted his statement to the court under section 313 of Criminal Procedure Code, which enables the accused to personally explain any circumstances appearing in the evidence against him or her.

Salem, Riyaz Siddiqui, Karimullah Khan, Feroze Abdul Rashid, Tahir Merchant and Mustafa Dossa are facing trial now as they were arrested in the case later. The court had in 2006 convicted 100 accused, including Yakub Memon who was hanged last month.

“It is also false that two or three days later he, along with other accused, (again) went to Dutt’s house and brought (back) a bag containing two rifles, bullets and grenades,” the statement says.

Salem also contends in the statement that his trial, after the termination of extradition order by Portuguese court, is “illegal, unwarranted and bad in law.”

In January 2012, Portugal’s Supreme Court upheld an order which cancelled Salem’s extradition from that country because Indian authorities slapped some charges attracting death penalty on him, violating the terms of extradition.

Extradition was based on false information and documents given to the government of Portugal, he adds.

Further, CBI did not place all the relevant documents before the TADA court regarding the extradition and hence the court was misled into framing additional charges, it says.

The trial “on the basis of police custody, forced confession and new fabricated material” is illegal, it says.

The statement claims that Salem did not know any of the co-accused of the blasts conspiracy.

MSHRC initiates probe into police raids, activists slam moral policing

moral-policingThe Maharashtra State Human Rights Commission has initiated a probe into last week’s raids by Malwani police at hotels and a beach taking suo motu cognisance of the matter.

“Yes, on the basis of a report published in a daily, we have initiated an inquiry into the conduct of police officials and would seek details of action (raids) from Police Commissioner,” said MSHRC Chairmam Justice S R Bannurmath.

“I have to make an inquiry and call for the report from the Police Commissioner. If we come to know that innocent persons were troubled unnecessarily, we will take further action,” he said.

The Commission has already received few complaints through e-mails from common people but not from the victims so far, he said, adding “we are proposing to register a case and inquire into the incident.”

“But, as per the procedure, first we will have to register a case,” he added.

Meanwhile, women rights activist Abha Singh slammed the police raids, saying “the police officers made an illegal entry into private rooms of couples who were not violating the law. This would amount to criminal trespass, an offence under section 448 of the IPC.”

She claimed that the couples were subjected to “criminal restraint and wrongful confinement for about five hours”, which is an offence under IPC sections 341 and 342.

“Since these are cognisable sections, the lawful course is to file an FIR against the defaulting cops so that the rule of law prevails,” she said.

Former Mumbai police commissioner Julio Ribeiro sought to know what is “moral policing” and under which rule the policemen raided hotel rooms.

“I know normal policing according to the rule book and the law of the land, not moral policing. Under which rule they raided the hotel rooms where consenting adults had checked in,” Ribeiro said.

This act of moral policing was very “funny and stupid”, he said.

Terming the raids as “absolutely unnecessary,” Maharashtra State Women Commission’s former chairperson Susieben Shah said “it was embarrassing that the couples had to face public scrutiny.”

Aam Aadmi Party leader’s national spokesperson Preeti Sharma Menon called for sensitising policemen to contemporary social values.

“There is a need for large-scale sensitisation of the police personnel about the contemporary social values systems,” she said.

“It’s is really sad that they are guided by the repressive ideas promoted by the current government,” she alleged.

“I am relieved that the Police Commissioner has ordered an inquiry, but it has to be followed up by action, which we all know is doubtful,” Menon said.

A team of Malwani police station officials led by DCP (Zone XI) Vikram Deshmane had conducted raids at few hotels, resorts and lodges as well as beaches at Madh Island and Aksa on August 6.

Later, 61 people, including 13 couples, were arrested under section 110 (indecent behaviour in public) of Maharashtra Police Act.

However, they were let off after being fined Rs. 1,200 each with an undertaking that they will appear before the local magistrate when required.

High Court grants anticipatory bail to Teesta Setalvad

Teesta-SetalvadThe Bombay High Court on Tuesday granted anticipatory bail to social activist Teesta Setalvad and her husband Javed Anand, asking the couple to cooperate with the investigating agencies.

The relief for Teesta comes after the CBI had last month rejected her anticipatory bail plea.

The CBI had also described Teesta as “a threat to the national security”.

However, in contrary to the CBI, the Bombay High Court emphasised that Teesta Setalvad and her husband did not appear to be “any threat to sovereignty and integrity of state or a threat to security”.

Teesta and Anand are accused of violating the FCRA regulations by receiving funds from Ford Foundation between 2004 and 2008.

The couple, however claims that they did not violate any rule.

Housewife and girl molested in two separate incidents

Two cases of molestation of two women in two different incidents were reported in the city during the last two days, a police official said.

Police sub-inspector Ingle of the Korpi police station said that in the first incident, a 19-year-old girl was walking towards Thane East station was molested, after which she complained to the police.

After this incident which took place around 7.30 pm on August 9, the girl’s father, who questioned the boys about the harassment was beaten up, the police official said.

An offence under Section 354(d) and Section 323, read with Section 34 of the Indian Penal Code has been registered against four youth, though no arrests have been made in connection with the case, the police official said.

In another incident on the night of August 8, a housewife returning home at 9 pm was molested by two men, said Assistant Police Inspector Nirmala Patil of the Naupada police station.

The housewife and her husband were also beaten up by the accused, who have been booked under Sections 354(a)(1); Section 143, Section 147, Section 323, Section 504 and Section 506 of the Indian Penal Code, the police official said.

Anna Hazare’s security up after death threat

Police have increased security for social activist Anna Hazare here in Maharashtra after a letter threatened him with death, an official said on Tuesday.

Developed as a model village by Hazare, Ralegan-Siddhi is around 235 km from Mumbai and 90 km from Pune. It is located in Ahmednagar district.

“We received a handwritten letter dated August 7 by post threatening that Hazare will be eliminated if he fails to dissociate himself from Delhi Chief Minister Arvind Kejriwal,” said Hazare’s aide Datta Awari.

After blaming Hazare for the political growth of Kejriwal, the letter asked him to remain in Ralegan-Siddhi, and referred to rational activists Narendra Dabholkar and Govind Pansare who were killed recently.

“The time clock is waiting for you,” the letter warned. It was signed “N.G.V.M.” and purportedly sent from Nimgaonwagha in Ahmednagar district.

The 78-year old Hazare, who is finalizing plans to launch an all-India campaign in support of farmers, has not commented on the death threat.

His office has urged police to take stringent action against the person who wrote the letter.
