The registrars of the Supreme Court and high courts and the state governments have been asked by the Centre to harmonise rules to ensure uniformity in fee charged by them under Right to Information (RTI) Act.
The move assumes significance as various public authorities, especially in the states, charge different fees for providing information under the transparency law.
The Centre had notified a set of RTI Rules in 2012. While drafting them, it was stipulated that once notified, the state governments would be requested to adopt these rules “mutatis mutandis” (making necessary alterations while not affecting the main point at issue) so that there might be uniformity, as far as possible, in the matter of implementation of the Act throughout the country, the Department of Personnel and Training (DoPT) said in an order.
“All the states or competent authorities are, therefore requested to kindly review their Right to Information (Fee and Cost Rules) and Appeal Procedure Rules and to notify, if need be, fresh rules in consonance with the those notified by the Government of India,” it said in an order sent to the states and registrars of SC and HCs.
Former Goa chief minister Digambar Kamat on Wednesday appeared before the state police crime branch in connection with the Louis Berger bribery case.
Earlier in the day, the Congress legislator from Margao constituency maintained his innocence and said he did not meet anyone from Louis Berger.
The New Jersey-based international consultancy firm`s officials have admitted to paying $976,630-bribe for securing water and sewerage project funded by a Japanese government agency.
“I have nothing to do with Japan International Co-operation Agency (JICA) project. The file did not come to me,” Kamat said.
The crime branch has already arrested Anand Wachasunder, a key official in charge of the JICA project and questioned former public works department minister Churchill Alemao in the bribery case on two occasions.
Top officials of Louis Berger have pleaded guilty to offering bribes of $3.9 million to secure contracts in countries like India, Vietnam, Indonesia and Kuwait.
While the settlement announced by the US Justice Department did not identify the politicians and officials offered the bribes, the documents revealed that $976,630 in bribes was paid during 2009-2010 to a Goa minister and other officials.
Louis Berger was part of a consortium that eventually won a contract to execute a water and sewerage project in Goa, funded by JICA. Former Goa Chief Minister Digambar Kamat on Wednesday said he had nothing to do with the Louis Berger case in which a $976,630-bribe was paid for securing a water and sewerage project here.
“I have nothing to do with JICA (Japan International Co-operation Agency) project. The file did not come to me,” Kamat said.
Social worker Anshu Gupta and former AIIMS officer Sanjiv Chaturvedi on Wednesday won the prestigious Ramon Magsaysay awards for “enterprising leadership” and for exposing corruption.
The Ramon Magsaysay Award Foundation said Gupta was being recognized for “his creative vision in transforming the culture of giving in India, his enterprising leadership in treating cloth as a sustainable development resource for the poor”.
The award citation also credited Gupta with “reminding the world that true giving always respects and preserves human dignity”.
The foundation said Chaturvedi was being recognized for “his exemplary integrity, courage and tenacity in uncompromisingly exposing and painstakingly investigating corruption in public office, and his resolute crafting programmes and system improvements to ensure that government honourably serves the people of India”.
Established in 1957, the Ramon Magsaysay Award is Asia’s highest honour and is widely regarded as the region’s equivalent of the Nobel Prize.
Gupta heads the NGO Goonj, which believes in reusing clothes and other material to turn into a valuable resource, to create “a parallel economy which is not cash-based but trash-based”.
An elated Gupta told IANS: “I am certainly very happy to receive this award… Our work has been recognized.”
Jainulabdeen and Ashiamma didn’t know that one day their son Kalam would grow up to be the first citizen of India. An Indian scientist and administrator, scientist turned reluctant politician Dr. Kalam served as the 11th President of India from 2002 until 2007. One amongst the most respected people of the country who came to be known as ‘People’s President’, Dr. Kalam contributed his four decades immensely both as a scientist and as a president. His contribution at the Indian Space Research Organization (ISRO) and Defense Research and Development Organization (DRDO) was immense. He was responsible for numerous projects such as Project Devil and Project Valiant and launch of the Rohini-1, besides developing missiles under the missions Agni and Prithvi. He was popularly tagged as the “Missile Man of India” for his work on development of ballistic missile and space rocket technology. Dr. Kalam was honored with great laurels and awards for his work by both the Government of India and other countries. He has received honorary doctorates from as many as forty Universities including AMU. Aligarh Muslim University awarded Doctor of Science (Honoris Causa) to him in 2008. Dr. Kalam remained unmarried throughout his life and he was vegetarian till his last breath. He was professor at Anna University. He narrowly missed achieving his dream of becoming a fighter pilot, as he was placed ninth in qualifiers, and only eight positions were available in the IAF but as the President he become the supreme commander of Armed Forces. After completing his term as President, Kalam served as a visiting professor in various esteemed Institutes and Universities of India.
A.P.J. Abdul Kalam was born to Jainulabdeen and Ashiamma on October 15, 1931. He came from a family whose financial conditions weren’t sound enough. As a means to support his family’s meager income, Kalam distributed newspapers in his childhood but never gave up on his education. Kalam’s father was a devout Muslim, who owned boats which he rented out to local fishermen and was a good friend of Hindu religious leaders and the school teachers at Rameshwaram. A.P.J. Abdul Kalam mentions in his biography that to support his studies, he started his career as a newspaper vendor. This was also told in the book, A Boy and His Dream: Three Stories from the Childhood of Abdul Kalam by Vinita Krishna. The house Kalam was born in can still be found on the Mosque street in Rameshwaram, and his brother’s curio shop abuts it. This has become a point-of-call for tourists who seek out the place. Kalam grew up in an intimate relationship with nature, and he says in Wings of Fire that he never could imagine that water could be so powerful destroying force which he witnessed when he was 33. That was in 1964 when a cyclonic storm swept away the Pamban Bridge and a trainload of passengers with it and also Kalam’s native village, Dhanushkodi.
He graduated from Saint Joseph’s College, Tiruchirappalli in 1954 but not satisfied with his degree, he left for Madras later next year to study aerospace engineering. He enrolled at the Madras Institute of Technology (MIT). After graduating from MIT, Kalam took up the position of chief scientist at the Aeronautical Development Establishment of Defense Research and Development Organization (DRDO). However, the profile didn’t appeal Kalam much who shifted to the Indian Space Research Organization (ISRO) where he was the project director of India’s first indigenous Satellite Launch Vehicle. His years at the ISRO were the most crucial ones, as they left a lasting impact on him. While Kalam was working on a senior class project, the Dean was dissatisfied with his lack of progress and threatened to revoke his scholarship unless the project was finished within the next three days. Kalam met the deadline, impressing the Dean, who later said to him, “I was putting you under stress and asking you to meet a difficult deadline”.
Dr. Kalam led many projects and turned out to be successful each time. In the 1970s, Dr. Kalam directed two projects, namely, Project Devil and Project Valiant, which sought to develop ballistic missiles from the technology of the successful SLV programme. A milestone was achieved when locally built Rohini-1 was launched into space, using the SLV rocket. Upon watching the raving success of Dr. Kalam, the government agreed for initiation of an advanced missile program under his directorship. He played a pivotal role in developing missiles under the missions Agni and Prithvi. Dr. Kalam was the Chief Executive of the Integrated Guided Missile Development Program (IGMDP) which researched in simultaneous development of a quiver of missiles instead of taking planned missiles one by one. From 1992 until 1999, Dr. Kalam was appointed as the Chief Scientific Adviser to the Prime Minister and the Secretary of Defence Research and Development Organisation. It was during this time that Dr. Kalam served as the Chief Project Coordinator for Pokhran II nuclear tests, after which he was fondly called the “Missile Man of India”.

The 25-year-old ‘Blank Space’ hitmaker smiled widely while visiting her godson Leo Thames less than two weeks after he was born. She shared the photos on Instagram, reported Ace Showbiz.
“Meeting my boy. @jaime_king @kyle_newman,” Taylor captioned the photo of her staring into Leo’s eyes while King smiled beside her.

Khallas Girl Isha Koppikar, who sizzled on screen with some sexy songs and controversial films along with family dramas, was missing from Bollywood for four years but now is all set to make a comeback with a drama titled ‘Assi Nabbe Pure Sau’.
The film also stars ‘Chashme Baddoor’ actor Divyendu Sharma.
The first look of the film was revealed to the media on Tuesday. At the press conference, Isha, asked about the reason for choosing this as her comeback film, said: “If I have chosen a film after four years, then it is this one (‘Assi Nabbe Pure Sau’) because it is a fantastic script.”
The film is directed by Ankur Bhatia.
About the director and script, she said: “First of all, when a director gives a narration, from that you come to know of his vision and potential. In the last one and half years, whatever scripts that I had shortlisted or was considering, certain issues cropped up due to which I thought I don’t want to do the film. For this film, there were no such issues.
“The script is of today, is youth-centric and a hardcore drama. It is a different script and it rang a bell for me. There was a lot to perform and it had everything. There is revenge, romance and story spanning across five decades.”
Isha’s last notable venture was ‘Shabri’ produced by Ram Gopal Varma which released in 2011. She then made her debut in Marathi films with ‘Maat’ in 2013.
Actor Rishi Kapoor had to retract a Twitter post directed towards Huma Qureshi after courting flak from users of the micro-blogging platform for joking about her weight.
On her 29th birthday on July 28, Rishi was among the many celebrities who wished her.
“Happy Happy Birthday dear @humasqureshi. God Bless,” the 62-year-old actor had reportedly tweeted along with a funny image which read: “The more you weigh, the harder you are to kidnap.. Stay safe.. Eat cake!”
