Sena -Samajwadi lock horns over naming coastal road

Samajwadi Party wants the project to be named after A.P.J Abdul Kalam while Sena proposes Bal Thackeray’s name.

Costal-RoadEven though the work on the coastal road project is yet to begin put political parties have already started proposing names of renowned leaders for the project. Samajwadi Party said it will ask Chief Minister Devendra Fadnavis to name the 35-km long coastal road that will connect the island city with Kandivali in North Mumbai, after former President late APJ Abdul Kalam. Earlier Shiv Sena had proposed late Bal Thackeray’s name for the coastal road. The coastal road may take several years to be completed but Samajwadi Party and Shiv Sena are already involved in a tussle over the naming of the project. Both the parties are trying to derive political mileage out of this issue. The coastal road is already being opposed by environmentalists and activists as it will cause harm to the environment. The fishermen community fear that the coastal road will threaten the breeding grounds for fish, and impact aquatic life.

Abu-Asim-AzmiSP MLA Abu Azmi said that he will write to Prime Minister Narendra Modi and also Chief Minister Devendra Fadnavis, with a request to name the ambitious project after Kalam.

“Kalam was a great person and naming the coastal road after him would be a befitting tribute,” Azmi said.

Azmi’s demand came three weeks after a Shiv Sena MLA wrote to the chief minister demanding that the road be named after late Sena supremo Bal Thackeray.

Sunil“Balasaheb Thackeray had a stature that has got Maharashtra not only national but international repute. Thus, I have demanded that this coastal road, which will be a one of kind project, be named after Balasaheb,” Sena MLA Sunil Prabhu had said.

Prabhu, in his letter, said that by naming the coastal road after Thackeray, people coming to Mumbai from across the world would become aware of his contribution to the city.

Recently, the coastal road project had become a fresh topic for the BJP and Shiv Sena to squabble upon, as both parties claimed credit for it.

While the Sena said that the project was envisaged by it, the BJP maintained that it is the Central government led by Prime Minister Narendra Modi that has granted crucial approvals.

The BMC extended the deadline for receiving suggestions and objections from residents on the ambitious coastal road project. The civic body will now receive the ideas and suggestions till August 27, 2015. The earlier date for submitting suggestions was July 27.

On the other hand, the Maharashtra Legislative Assembly paid rich tributes to former President APJ Abdul Kalam. Leader of Opposition Radhakrishna Vikhe Patil, PWP leader Ganpatrao Deshmukh, NCP leader Ajit Pawar, Shiv Sena’s Eknath Shinde were prominent among those who spoke on the occasion.

Education Minister Vinod Tawde said the state government will celebrate Kalam’s birth anniversary on October 15 as “Vaachan (reading) Prerna Diwas” in schools.

The state government had not declared any holiday for schools and colleges on Tuesday, following the death of ex-President Dr APJ Abdul Kalam. The government has declared a national mourning period of 7 days, Union Home Secretary LC Goyal had earlier said.

SC sets up three-judge bench to decide Yakub’s fate on Wednesday

Yaqub-MemonA three-judge bench on Tuesday was set up in the Supreme Court to decide the fate of Yakub Memon, the lone death row convict in 1993 Mumbai blasts case, after a two-judge bench was divided on his plea seeking stay of his execution scheduled on July 30.

In the wake of disagreement between Justices AR Dave and Kurian Joseph on the issue, the matter was referred to Chief Justice of India HL Dattu, who constituted a larger bench of Justices Dipak Misra, Prafulla C Pant and Amitava Roy to decide the destiny of Memon who will turn 53 on Thursday.

The new bench on Wednesday will have the task of deciding whether to stay the death warrant issued by TADA court in Mumbai on April 30 and go into the merits of Memon’s petition which has claimed that the warrant was issued even before he exhausted all legal remedies before the court.

Uncertainty for Memon aggravated on Tuesday, as Justice Dave dismissed his plea without staying the death warrant while Justice Kurian differed and favoured a stay.

“There will be no order in law if one judge has stayed it (death warrant) and the other has not”, the bench was told when it wanted to know the legal position arising out of the divergence of views between the two judges on the issue.

Both Attorney General Mukul Rohatgi and other senior advocates, including Raju Ramachandran, appearing for Memon, were unanimous on the legal situation that needed to be addressed by larger bench with the indulgence of the CJI.

Justice Dave was of the view that there was no infirmity in the dismissal of curative petition of Memon on July 21 and it was open for the Maharashtra Governor to take a call on his mercy plea as the condemned prisoner has exhausted all available legal remedies.

However, Justice Kurian, who himself had raised a point which was not in Memon’s plea that the apex court had not followed correct procedure in deciding his curative petition, said “this defect needs to be cured” and “the curative petition has to be heard afresh”.

The judge said in such circumstances, the death warrant has to be stayed.

This prompted Memon’s counsel to ask Justice Dave to add a line on staying the death warrant, which he refused.

“Sorry, I will not like to be part of staying the death warrant. Let CJI decide,” Justice Dave said and quoted a couplet from Manu Smriti relevant to the issue.

Decision on toll waiver in Mumbai delayed

Mumbai-delayedThe decision on waiving toll from vehicles entering Mumbai through five points has been delayed by at least three months as the Maharashtra government wants to further study the issue, which involves hundreds of crores, with “better” statistics.

A high-powered committee, which went into the toll exemption issue and submitted its report to the government yesterday, has been asked by Chief Minister Devendra Fadnavis to come up with better statistics in three months.

“The committee submitted its report, but more work is needed before vehicles can be given relief from paying tax. The issue of exempting toll at these points is very big and involves a lot of money.

“After seeing the report, the CM asked the committee to take three more months, but come up with better statistics,” PWD Minister Chandrakant Patil said.

The toll booths in question are located at Vashi, Dahisar, Mulund, Airoli and LBS Marg and the collection is done by contractors selected by Maharashtra State Road Development Corporation (MSRDC).

He said one of the options the committee, headed by Additional Chief Secretary (PWD) Anand Kulkarni, studied was to exempt small vehicles from paying road tax and pass on the burden to big vehicles.

But figures need to be worked out properly as 70 per cent of vehicles passing through these booths are small vehicles, he said.

“The other option is to completely waive the toll at all these booths,” he said.

Patil said roughly Rs. 2,000 crore will be required to be paid to the contractors if toll is done away with completely.

Patil said since MSRDC comes under another Minister Eknath Shinde, he will meet the state-run Corporation’s officials and take a final decision within three months.

“We want to give relief to Mumbaikars from paying toll, but at the same time contractors should not bear losses.

We need to ensure they don’t go to court in future.”

On waiving toll at the nine booths in Kolhapur, Patil said the State Government and the local civic body will share the financial burden arising out of their shutdown.

Patil said the Government has disbursed Rs. 800 crore to contractors for the 63 toll plazas it recently closed.

Kalam was my inspiration: Hazare

AnnaSocial activist Anna Hazare condoled the death of former President A P J Abdul Kalam and described him as his inspiration.

In his condolence message, Hazare said, “I am saddened by the news of Kalam’s death. His demise is a loss for the country. He was my inspiration and a guide to the youths.”

“We had met him at the time of an RTI Act meeting. After that I had met him a number of times in Delhi. He was my inspiration,” the Gandhian said.

Mumbai jewellers resent sympathy for Yakub

Bollywood superstar Salman Khan’s comments that 1993Mumbai blasts convict Yakub Memon should not hang – which he withdrew after widespread outrage – have irked Mumbai jewellers, with some calling for a boycott of his movies on Tuesday.

The Mumbai Jewellers Association (MJA), which bore the brunt of the terror attacks in Zaveri Bazar, the national hub of gold and jewellery business, has taken umbrage at Khan’s “sympathetic words for a bloodthirsty terrorist”.

“I ask all these people — Salman Khan and the 40-plus other prominent personalities pleading for mercy for Memon — have they absolutely no sympathy for the 257 people who lost their lives due to the acts by Memon and his associates?” an enraged MJA vice-president Kumar Jain asked.

“Why don’t all these people speak up for those innocent victims of terror? Here is a man (Memon) who has undergone a trial, been convicted, and has lost all appeals in a case in which 257 people were killed — why show sympathy only for him?” Jain said.

The jewellery hub has been thrice targeted by terrorists — first in 1993, then in 2003 and again in 2011.

Yakub Memon’s cousin, lawyer visit jail

Usman Memon, the cousin of Yakub Memon, the sole death-row convict of 1993 Mumbai blasts case, visited the Central Prison.

Yakub, lodged in the Nagpur Central Prison, is scheduled to be hanged on July 30. However a two-judge bench of the Supreme Court today delivered a split verdict on his plea for stay to execution and referred it to the Chief Justice who set up a three-judge bench to decide the matter.

Usman, accompanied by advocate Anil Gedam, Yakub’s local lawyer, was inside the prison for over three hours. They didn’t speak to reporters while leaving the prison, so it could not be known whether they met Yakub.

Meanwhile, sources said that authorities have allowed Yakub Memon’s family to send a cake for him tomorrow. July 30 happens to be his birthday.

He may celebrate his 53rd birthday in the company of jail officers and a couple of inmates tomorrow night. His wife Rahin and other relatives who met him last week had requested the authorities to allow them to send him a cake.

Prison sources said that Memon would be allowed to celebrate his birthday in a low-key manner, so as to keep him in good humour before the scheduled execution.

Tight security arrangements have been made in and around the jail. The police have deployed a Quick Response Team.

Entry in the jail premises have been restricted and no private vehicles are allowed in the vicinity.

Maha govt working on proposal to revive sick small-scale units

As part of its efforts to boost industrial development, Maharashtra government is working on a proposal to revive sick and closed small scale industries in the state.

Finance Minister Sudhir Mungantiwar told that his department was working on a proposal to classify small-scale industries and the reasons behind their closure.

“If some units can be revived, it will go a long way in improving industrial development. We want to see if some units can be restarted. Some may be having issues like VAT (Value-Added Tax) or non-payment of electricity bill. So, we need to work out which of these issues can be resolved and which units can be revived,” he said.

There are 2,54,054 small scale industries in the state out of which 30,549 units are closed, Mungantiwar said.

Six months’ of water supply assured due to rains, says BMC

Water levels in seven reservoirs which supply water to the city has increased substantially and this is expected to enable water supply for at least six months, a senior Brihanmumbai Municipal Corporation (BMC) official said.

“The seven dam reservoirs which supply water to 1.22 billion people in Mumbai have a capacity of 14,47,363 million litres. So far, all dams have 6,75,123 million litres of water stock, which is equal to 46.64 per cent of the total stock,” BMC’s Chief Hydraulic Engineer Ashok Tawadia said.

According to a chart of the water level, released by the civic administration, all dams received either equal or more water as on Tuesday morning, as compared to the previous year.

The BMC supplies 3,750 million litres of water everyday to Mumbai and its suburbs, which falls short of the city’s actual demand for 4,200 million litres of water.

In the recent past, insufficient rainfall had forced the BMC to supply less water.

“There is no cause of concern as of now, because all dams have crossed the minimum-level mark,” BMC spokesperson Vijay Khabale said, adding that hydraulic engineers monitor lake levels closely.

Mumbai’s water supply comes from seven reservoirs which store rainwater collected during the rainy season.

These are Modak Sagar, Tansa Lake, Vihar Lake, Tulsi Lake, Upper Vaitarna, Bhatsa and Middle Vaitarna. Bhatsa and Upper Vaitarna come under the Maharashtra state government’s control, while the rest are managed and maintained by the BMC.

Apart from lesser rainfall, the metropolitan region’s rapid population growth and huge losses due to leaking pipelines as well as illegal water connections tapping into these pipelines have always been a matter of concern for civic officials.

Minor fire at Taj Hotel

A minor fire broke out in the basement of the iconic Taj Hotel in South Mumbai.

The fire which broke out in the basement was due to a short circuit and has been contained, the fire brigade said.

Two fire engines were pressed into service, they said.

No casualty reported so far.

Kalam was co-authoring book on education: Vikhe Patil

Late APJ Abdul Kalam was co-authoring a book on education with a leading educationist in Maharashtra.

“I will miss my most lovable friend. Kalam was my role model,” said Ashok Vikhe Patil, chairman of Vikhe Patil Foundation, with whom Kalam was co-authoring the book.

“Kalam’s wish of writing a book on education along with me could not be fulfilled. We had started working on the book. We spoke on why Indian education is not internationally accepted as we don’t have a single university among top 200 in the world,” he said.

“The second point we wanted to focus was why several Indian graduates are not employed. He felt skill development was important from school level,” Patil said.

He further said, “In his book Ignited, Kalam devoted eight pages about my work in health and medical education sector.”

“There were only two persons in my life who were my role models. The other was Padmashree Vithalrao Vikhe Patil, my grandfather,” he added.

Vithalrao Vikhe Patil started Asia’s first co-operative sugar factory at Loni in Maharashtra.

Vikhe Patil said Kalam celebrated his (Kalam’s) birthday at Loni in Ahmednagar district in 2005 with handicapped children.

The former President gave 1,150 such children clippers made from lightweight material, he added.

Patil recalled that on July 4 last year, Kalam had visited the Vikhe Patil Memorial School and interacted with students.

Patil said he had requested Kalam to visit the school to interact with them as they view him as the only role model for the young generation.

“Kalam could feel the pulse of the new generation and guide them to realise their dreams and goals,” he said.

“His last visit to our campus was on January 5 this year, to celebrate the golden jubilee of the Pravara Rural Education Society,” he added.

The former President died at Bethany Hospital, Shillong, Meghalaya after he collapsed during a lecture at the IIM.
