The Bombay High Court on Wednesday posted to on July 17 a petition seeking direction to the Maharashtra government to permit slaughter of old bulls and bullocks and transport their meat.
The petition filed by Ansari Mohammed Umar (who is into the business of selling and purchasing bulls and bullocks) and Shaikh Sadik Babulal (a butcher) challenging the recently introduced Maharashtra Animal Preservation (Amendment) Act was mentioned before a division bench of justices V M Kanade and B P Colabawalla.
The bench, while posting the petition for hearing on July 17, just before Eid-ul-Fitr, observed that it had in April refused to stay the ban imposed on import and export of beef under the Act.
Under the recent amendment in the Act, the government has banned slaughter of bulls and bullocks and export and import of their meat. Earlier, only slaughter of cows was banned under the Act.
“We are not challenging the ban imposed on slaughtering of cows. We are challenging the ban on slaughter of bulls and bullocks. The amended Act is against Article 19 of the Constitution of India,” the petition said.
The duo has prayed for the prohibition on slaughter of bulls and bullocks, which are not suitable for milching, breeding or draught or any agricultural purpose, to be stayed.
“We want a direction to the state government, the police and the management of Deonar abattoir to permit slaughter of bulls and bullocks,” it said.
The petition has also sought police protection to those who are in the business of slaughter of these animals and also to those who transport their meat.
As the murder of anti-superstition activist Narendra Dabholkar remains unsolved almost two years after, his daughter and son have filed a petition in the Bombay High Court demanding constitution of a special team of CBI to probe the case.
Mukta Dabholkar, a lawyer, and Hamid Dabholkar, a doctor by profession, have also requested that the probe by this special investigation team be monitored by the High Court. The petition may come up for hearing soon.
Dabholkar, a staunch rationalist and anti-superstition activist, was shot dead by unidentified assailants while on a morning walk in Pune on August 20, 2013.
After the police investigation made no headway, the case was handed over to CBI by the High Court last year in response to a PIL by former journalist Ketan Tirodkar. But the central agency too has failed to crack the case.
Dabholkar headed Maharashtra Andh-shraddha Nirmoolan Samiti and had doggedly pursued the enactment of Anti-Superstition and Eradication of Black Magic bill.
The bill was opposed by some political parties for being `anti-Hindu’. However, four days after Dabholkar’s murder, Maharashtra government brought it into force through an ordinance and the bill was passed by the legislature in December 2013.
Mukta and Hamid claim in the petition that their father’s campaign for the bill incurred him the wrath of some people and he had received death threats.
The website of a religious organisation had displayed Dabholkar’s photograph with a red cross on it. After the murder, the photograph disappeared, says the petition.

Continuing its attack on the Bharatiya Janata Party and Rashtriya Swayamsevak Sangh in the multi-crore Vyapam scam, the Congress on Wednesday alleged that leaders of both the outfits had shared the scam money.
Congress alleged that Union Minister of State for Petroleum and Natural Gas Dharmendra Pradhan and RSS leader Suresh Soni benefited from the scam. Congress leaders also alleged that Pradhan got an air ticket from a Vyapam accused and demanded his resignation along with Madhya Pradesh Chief Minister Shivraj Singh Chouhan.
“Dharmendra Pradhan should step down, and if he doesn’t, the Prime Minster should ask him to resign immediately,” said the Congress’ Randeep Singh Surjewala, also reiterating his party’s demand that the BJP’s Madhya Pradesh chief minister Shivraj Singh Chouhan must resign.
Citing an internal report of the Income Tax department prepared on the basis of documents recovered during 2011 raids on the premises of Vyapam scam kingpin Sudhir Sharma and others,
Surjewala said the money was being shared in various forms and one of them was to fund the travel expenses.
“Kingpin of Vyapam scam Dr Sudhir Sharma along with Lakshmikant Sharma shared the money with Union Minister Dharmendra Pradhan,” Surjewala said.
According to him, one of the documents recovered during the raids mentions that Sudhir Sharma paid for air tickets of Dharmendra Pradhan, the minister of state for petroleum and natural gas (independent charge).
Travel expenses of Bharatiya Janata Party vice president Prabhat Jha and his sons Tushmul Jha and Ayatan Jha were also paid for by the Vyapam accused, the Congress leader added.
Among others named by the Congress with whom Sudhir Sharma allegedly shared the Vyapam money include RSS leader Suresh Soni and BJP’s Rajya Sabha MP A Dave.
“Dharmendra Pradhan also has no moral right to continue as Cabinet minister. He should either step down or be sacked,” Surjewala demanded.
‘Kill India’
The Congress also demanded the resignation of Madhya Pradesh Chief Minister Shivraj Singh Chouhan, saying a fair probe by the CBI into the scam is not possible till Chouhan remains the chief minister.
“Vyapam scam is a huge scam. The future of 77 lakh students is at stake,” said Congress leader Jairam Ramesh.
“The PM says ‘Skill India’ but in Madhya Pradesh, it’s happening ‘Kill India’,” Ramesh said, referring to the launch of ‘Skill India’ programme by Prime Minister Narendra Modi.
Surjewala said if Chouhan remains CM, the CBI probe will be compromised.
“Chouhan should be removed for the sake of a fair probe,” he said.
Surjewala alleged that the Chief Minister has been misleading the people of Madhya Pradesh as well as the state Legislative Assembly on the Vyapam scam.
Releasing a new set of documents, the Congress leader said Chouhan, as the then medical education minister, had told the Assembly on March 31, 2011 that no fake candidate had been detected in professional examinations.
However, FIRs had been registered in the state two years back which had named fake candidates, Surjewala pointed out.
“There were several FIRs against impostor students in Indore, Bhopal and other places but the CM claimed otherwise,” Surjewala said.
“The CM also claimed that a forensic investigation was conducted by a Hyderabad lab, but RTIs reveal that no such investigation was carried out by the STF probing the case,” Surjewala added.
He further accused Chouhan of trying to protect those involved in the scam.
“Chouhan said on the floor of the Assembly that investigations were underway against students and parents but no official had been found guilty.”
“The CM lied to the House and misled it by claiming that no government or Vyapam officer was involved. But, on the same floor of the Assembly, he later admitted that some 1000 people were recruited through dubious means. Why has no action been taken against them,” Surjewala asked.
A day after a stampede at the bathing ghat here claimed 27 lives, authorities on Wednesday stepped up vigil, diverting pilgrims to various bathing ghats to avoid overcrowding even as the state government ordered a judicial inquiry into the mishap that occurred on the first day of the ‘Pushkaram’ festival.
Policemen were on their toes as heavy rush was expected on the day of “Aadi Amavasya” today, which is considered auspicious to perform rituals, even as pilgrims have been told not to flock to a single ghat.
Chief Minister N Chandrababu Naidu is staying put here to oversee arrangements for smooth conduct of the mega event, for which 3.5 crore to four crore footfalls are expected.
East Godavari District Collector H Arun Kumar said pilgrims were being “evenly” diverted to various ghats and there is now no pressure at any particular point.
About 275 ghats have been set up by the administration, including 151 in East Godavari district alone, to enable the pilgrims to take holy dip and perform puja during the 12-day religious event.
With focus on Pushkar Ghat number one here and the other ones not in limelight, tens of thousands of people had thronged yesterday and once this crowd was let out suddenly after VIPs took holy dip and performed puja, there was a stampede resulting in the tragedy.
Arun Kumar said an estimated 10.2 lakh pilgrims visited the six ghats in Rajahmundry alone on the opening day of the once-in-12-years-event, which is hailed as Maha Pushkaram this year in view of its astronomical significance as it comes only once in 144 years.
Andhra Pradesh DGP, J V Ramudu, and senior police officials are monitoring the situation as the number of pilgrims is expected to swell in the coming days.
A controversy is brewing in Nagpur over the city municipal corporation’s proposal to shift the primary wing of a civic school to accommodate RSS chief Mohan Bhagwat’s security personnel.
The need for additional space for Bhagwat’s ecurity detail came after the union government accorded him Z-plus security cover by CISF commandos.
Reports said that the arrangement would be temporary in nature as the BJP-held Nagpur Muncipal Corporation has already started work on constructing permanent quarters for the CISF security team.
The school is located in the Untkhana area, about 3 km from RSS headquarters in Mahal.
The corporation zeroed in on the school as it has very few students on its school and they could be easily shifted to another school in the vicinity.
The matter will be decided on July 20 when the proposal will be put before the general body of NMC.
Expectedly the Congress has seen red over the issue. “Wrong to shift a operational school for guards of Mohan Bhagwat ji, will raise the issue,” said, Yogesh Tiwari, Congress Corporator.
The issue has also been taken up by party’s central leadership in Delhi.
“Condemn it, why must students suffer?,” said former union minister RPN Singh.
Yet another bloody chapter was added to the fight between the government and Naxals in the jungles of Chhattisgarh after the outlawed ultras have killed four policemen they had abducted on July 13 from Kutru in Bijapur district.
“Bodies of the four assistant constables have been found on a road near Gudma village under Kutru Police Station limits near the spot from where they were kidnapped by Naxals on Monday,” Bijapur Additional Superintendent of Police Indira Kalyan Elesela said.
As per a senior police official, the rebels had killed all the four jawans by holding the so-called ‘Jan Adalat’ (peoples’ court), near Gudma village last night.
Soon after getting information of the bodies lying abandoned on the road that passes thorough a dense forested patch, security forces were rushed to the spot.
“The cause behind the death will be ascertained after the bodies will be taken to a nearby hospital,” he said. However, media reports said that the jawans appear to have been killed using a sharp weapon.
The deceased personnel – Jaydev Yadav, Mangal Sodhi, Raju Tela and Rama Majji – were auxiliary personnel, inducted to assist state police in conducting anti-Naxal operations. The auxiliary policemen are also called ‘followers’.
They were abducted on Monday evening from a civilian bus plying in the Kutru police station area in Bijapur district.
The state police and paramilitary forces had rushed to comb the jungles where the incident was reported but failed to trace them.
Chhattisgarh Chief Minister Raman Singh has strongly condemned the killing of police officials.
“Condemn this, shows how inhumane the Maoists are, they are frustrated and losing ground,” Singh said.
Anti-corruption crusader Anna Hazare on Wednesday said that he would launch an indefinite fast on October 2 in Delhi over the contentious Land Acquisition Bill and press for speedy implementation of One Rank One Pension (OROP) for defence personnel.
“I will launch the fast at Ramlila ground in Delhi on October 2,” Hazare, who recently wrote a letter to Prime Minister Narendra Modi on the twin issues, told reporters at his native village Ralegan Siddhi in Ahmednagar district.
The 78-year-old activist would be returning to the Ramlila maidan after a gap of over four years. Hazare had spearheaded an agitation on implementation of Lokpal bill, sat on hunger strike with thousands joining the protests in June, 2011.
Hazare will honour widows and mothers of martyr defence personnel in Delhi on July 26 on the occasion of ‘Shaheed Din’.
After this event, rallies of farmers and former defence personnel will be held all over the country on the issues of Land Acquisition Bill and OROP, Hazare said.
In the letter to Modi, Hazare said, “We have to take care of our soldiers and farmers. Making hollow announcements for their welfare and actually implementing them are different things.”
In a democracy, the government should listen to woes of the people and redress them, he said. “I wish to reiterate that my agitation is not political,” the anti-corruption crusader’s letter stated.
Reality TV star Kim Kardashian says she won’t be calling her and Kanye West’s second child South.
Asked on ‘Big Podcast’ if she will name the baby South West, Kim denied it, reports femalefirst.co.uk.
“I’ve been asked hundreds of times. And I think it’s the stupidest question, no disrespect to you. Why just add another direction? We’re good. North is the best. I don’t want to try and duplicate that with like a lower direction, you know,” she said.
Kanye also had spoken out to defend his two-year-old daughter’s “innovative” name.
“Ya’ll be calling my daughter’s name weird, like, her name should be like some name that you’ve heard before and all that. I don’t like to say that it’s weird when it’s innovative and fresh,” West said.
“Like I hate that, like, creatives are beat down so much and are put in a position where they can’t even speak out loud, that’s the reason why the world be ugly, because there’s millions of beautiful colours in the world but the world is only controlled by one colour,” he added.
Singer Madonna is at the receiving end after posting a photograph of her two adopted black children – David Ritchie and Mercy James – rubbing her feet.
The 56-year-old posted an image on photo-sharing website Instagram showing her lying on the floor while Ritchie and James kneeled in front of her and rubbed her feet.
“#motherlove……………how I’m gonna get through the day. Mercy and David give the best foot rubs!!! #rebelhearts,” Madonna captioned it.
Some of the micro-blogging website Twitter users slammed Madonna for posting the photograph, accusing her of treating her adopted children like slaves because they’re black.
