Why only whistleblowers get killed?

One more whistleblower was attacked by goons in the state. Many such incidents have happened in Maharashtra in which whistleblowers were either attacked or brutally killed. However, as usual, police failed to nab any attackers in such incidents. Veteran left leader Govind Pansare and his wife were shot at near their home in Kolhapur. The 82-year-old lawyer, a known anti-toll tax campaigner, was on a morning walk with his wife Uma when at around 8 am, unknown attackers fired at them. The shooters reportedly fired at least four rounds at close range before running away. He was the one who appealed to workers of Maharashtra Andhashraddha Nirmoolan Samiti (MANS) to remain aggressive in continuing the work of anti-superstition crusader Narendra Dabholkar. Pansare further forced the state government to pass the anti-superstition bill in the assembly and implement it.

Pansare, a communist leader has fought for years against the state government’s decision to charge citizens for road development. Tolls are indirect taxes. This mode is adopted because the direct taxation is not comprehensive and many people are outside the direct tax net. We can get rid of toll if government makes a rule that if one has paid a certain amount as direct taxes, then tolls can be exempted for that person. However, this will require a lot of mechanism in place to track direct tax payers and to issue them a card that can be swiped at toll plazas. Pansare was building pressure on the government against these toll mafias. Pansare had recently resorted to protest against the Chief Minister Fadanvis’s U-turn on scrapping the levy. A panel of anti-toll activists from Ravivar Peth in Kolhapur had made CM’s personal mobile phone number public, urging sympathisers to flood him with text messages demanding a rollback of the levy. The anti-toll activists displayed hoardings with these numbers in prominent localities, setting a target of sending over one lakh anti-toll text messages to the CM. Fadnavis’s woes were further compounded with a prominent Marathi daily publishing these numbers along with a story regarding the unique anti-toll protest. Not amused by the mode of protest, sources said the CM’s office made its displeasure known to the toll activists and the publishing house.

Former Maharashtra Chief Minister Prithviraj Chavan had also faced a similar protest following his decision to continue with the local body tax. Activists from Kolhapur were also involved in it at that time also. However, the mobile number shared then was that of a senior official in the CMO and not Chavan’s. Anyway, there is nothing like that, he is against toll taxes that’s why toll mafias are given his ‘supari’ but revolutionaries are getting killed within a short span of time since BJP came into power.

In a similar way, Narendra Dabholkar, an anti-superstition activist, was shot dead in August, 2013, while he was on a morning walk near his house in Pune. The Maharashtra government had announced a reward of Rs. 10 lakh for information on his killers. Dabholkar was at the forefront of a campaign to persuade Maharashtra government to pass an anti-superstition and black magic bill. Dabholkar was murdered the days after the Maharashtra government assured him about the introduction of the anti-superstition bill, even though Right Wing groups and certain sections of Warkari sect were opposing it. He was a staunch fighter for the cause of eradication of inhuman rituals and superstitions. Dr. Dabholkar had a degree in medicine but he started working in the field of superstition eradication in 1983. In 1989, along with other like-minded people; he founded the Maharashtra Andhashraddha Nirmoolan Samiti.

In 2010, RTI activist Satish Shetty was also killed while he was out on his morning stroll. He was allegedly stabbed by several people. Popularly known as “Satish”, he was an Indian social activist, noted for exposing many land scams in Maharashtra. He had used the Right to Information Act to expose irregularities in Government offices in the last five years. He was killed on 13 January 2010, by unknown attackers in Talegaon. Shetty had used the RTI Act to expose large scale land scams involving the leading real estate firm IRB Infrastructure and its subsidiary Aryan. In 2009, he filed a complaint that forged documents had been used by these firms to acquire large swathes of land in the Taje and Pimpoli villages off the Pune-Mumbai highway. After investigations, 90 sale deeds were cancelled. After this episode, Shetty started receiving threat calls. In November 2009, he filed a request with the Pune rural police seeking protection. In the request, he said that he had been receiving threats. In January 2010, Shetty was stabbed by several people while he was at a kiosk reading a paper after his morning walk. The attack on Pansare is the third in this pattern and I am sure this would also be open and shut case like others.

Toll mafias are more powerful than Maharashtra Government, Judiciary and law enforcement agencies. All the toll-ways (on highways) are not maintained at all. We are suffering because of jerking journeys. Toll is highly hated and anti-people. Only the contractors benefit out of it. Toll is the biggest example of Politician-Official- Contractor nexus. It is a wakeup call that only common people suffer with it. In reality, political leaders across political parties have indirect business interest in ‘road construction and infrastructure’ through sub-contractors with Toll mafias. Only Raj Thackeray and his party MNS protested against this in the state but after the elections they also tamed down. Here the problem is, who will bell the cat?

Coast Guard rescues 78 pilgrims from ferry stalled off Mumbai

ResqueIndian Coast Guard personnel on Tuesday rescued 78 pilgrims, including 38 women and children, crammed on a ferry whose engine got stalled after sucking in a “mud patch” off Mumbai.

The ferry, Navrang, carrying 78 pilgrims, got stranded after the engine sucked in a mud patch and stalled on way to a Shiva temple in the Elephanta caves from Nhava Sheva on the occasion of Maha Shivratri, Coast Guard sources said.

Mumbai police were alerted and they rushed in with boats, including some hired ones, and tried to pull it with ropes but the efforts went in vain because of high tide.

Coast Guard then pressed into service a helicopter but it was difficult to winch the passengers of the boat which was chock-a-block with people all of whom were standing. There were also no life jacket on the boat, sources said.

A hovercraft was then deployed and all passengers rescued safely, they said.

Thousands bid adieu to R R Patil

RR-PatilThousands of people bid a tearful adieu to R R Patil as the former Maharashtra deputy chief minister was cremated in Anjani village, Tasgaon in Sangli district with state honours.

Those present at the NCP leader’s native village to pay their last respects included Chief Minister Devendra Fadnavis, NCP chief Sharad Pawar, former CM Prithviraj Chavan and social activist Anna Hazare besides several leaders across parties and many of Patil’s former cabinet colleagues.

Thousands assembled at the cremation site and shouted slogans “R R Patil Amar Rahe” as his son Rohit, accompanied by Patil’s two daughters –Smita and Supriya– lit the funeral pyre.

The body of Patil, who died in Mumbai after a prolonged battle with cancer, was brought this morning and taken to his residence.

It was later taken to the agricultural produce market committee where thousands of people, including several women offered their last respects.

The funeral procession began from the Chowk area and the vehicle carrying Patil’s body reached the helipad ground, near which the last rites were performed.

The government has declared a day’s mourning in the state today as a mark of respect for the departed leader.
Patil, described as a gentleman politician by many, was instrumental in banning dance bars in the state and initiating the cleanliness campaign.

After the drubbing in the October 15 polls, NCP had pinned its hopes on the 58-year old leader for its revival as Patil was among the few senior leaders with a clean image.

In a condolence speech at the funeral venue, Sharad Pawar said Patil performed the responsibilities assigned to him with elan, be it in opposition or as a minister.

“He set an example of how a taint-free home minister can be,” Pawar said, referring to Patil’s clean image.

“There was not a single tehsil in Maharashtra where he did not build a strong force of party workers,” he said.

Maharashtra-Text-Books-RowMaharashtra Education Minister Vinod Tawde’s attempt to include the ‘Samyukta Maharashtra’ agitation in school history textbooks has been vehemently opposed by pro-Vidarbha leaders who described the proposal as not only “anti-Vidarbha” but also an unsuccessful bid to suppress the demand for creation of a separate state.

Tawde’s idea has met reservations by pro-separate state organization as well as academicians and historians.

Vidarbha Connect, a social forum seeking statehood for Vidarbha, has opposed the move, while others said that any mention of united Maharashtra agitation without that of separate Vidarbha movement would amount to distorting history.

Tawde, at a public function recently, had come out with the unique idea of the need to include in history texts the united Maharashtra agitation that was started in 1956 to demand creation of a separate Marathi speaking state by splitting the then bilingual Bombay Province.

The agitation, that was mainly led by Pune, Mumbai based personalities like Keshavrao Jedhe, S M Joshi, Acharya Atre, Pabhodankar Thackeray, mainly targeted the then Chief Minister of Mumbai Morarji Desai who was keen on marinating the status of Mumbai.

At the same time, a Maha Gujarat agitation was also demanding a Gujarati-people state and even wanted Mumbai to be its capital.

Vidarbha Connect President Mukesh Samarth said that his organization was not per se against inclusion of the united Maharashtra agitation in school text books.

“We only want it to be correct on facts. It is well-known that people of Vidarbha had nothing to do with the Samyutka Maharashtra agitation which had the sole purpose of retaining Mumbai in Maharashtra,” said Samarth.

“It will be akin to rubbing salt on the wounds of the people of Vidarbha. It is equally true that a separate Vidarbha state agitation was also started at the same time and had popular support. The facts about their agitation were not mentioned. So our only contention is that any chapter written on Samyukta Maharashtra should also mention the Vidarbha aspect and how a genuine demand of the people was crushed in the name of political contingency by former PM Jawaharlal Nehru. The PM then wanted to retain control over Bombay by forcing Marathi speaking Vidarbha region to merge into Maharashtra despite vociferous protests,” claimed Samarth.

The pro-Vidarbha movement tapered off after the demise of stalwarts like Bapuji Aney but then it has its own significance, he said.

Ironically, political parties like Shiv Sena now oppose division of Maharashtra citing ‘martyrdom’ of 105 persons who lost their lives in the united Maharashtra agitation from 1956 till January 1960 incident of Flora Fountain in which police opened fire on protesters in Mumbai.

Centre not sensitive towards needs of Maha farmers: MPCC

Maharashtra Pradesh Congress Committee (MPCC) accused the BJP-led state government of being silent on Centre’s insufficient supply of urea to the state for the rabbi season.

MPCC spokesman Sachin Sawant said for the year 2014-15, thirteen lakh metric tonnes of urea was sought by the state, while the Centre assured to supply only 11.5 lakh metric tonnes.

“However, till this month only 7.05 lakh metric tonnes have been received. This means there is 40 per cent less than what was assured and 46 per cent less than what was demanded,” he said.

Sawant said the Centre is not sensitive towards the needs of the farmers in the state. “Modi had promised 50 per cent profits to the total production cost to farmers. However, farmers are not being given guarantee price to the crop,” he said.

Despite demand for financial assistance per hectare, loan waiver and free supply of seeds and fertilisers, the government wants farmers to procure seeds and fertilisers from private companies for a hefty amount.

As compared to this, the UPA government provided 14.2 lakh metric tonnes of urea in 2014.

Farmers’ suicide: NHRC sends notice to Maharashtra over compensation issue

The National Human Rights Commission on Tuesday issued a notice to the Maharashtra government over reports that families of 2,731 farmers, who committed suicide in the state, were held “ineligible” to get compensation.

The Commission has observed that the contents of the media report, if true, raise a serious issue of violation of human rights of families of the farmers who committed suicide in Maharashtra. Accordingly, it has issued notice to the Chief Secretary, Government of Maharashtra calling for a report within two weeks.

The notice was issued after the Commission took suomotu cognisance of a media report that the families of 2,731 farmers, who committed suicide during the last four years in Maharashtra, were “not eligible” to get even a paltry sum of Rs one lakh as compensation under the government rules.

NHRC has also decided to club this issue with five similar cases registered in the year 2011, 2012, 2013 and 2014, relating to farmers’ suicide in Maharashtra and which are pending due to non-receipt of requisite reports from the state government.

Quoting the contents of the Maharashtra government’s reply to an RTI application filed by an activist, the media report said that a total of 56,98 farmers committed suicide in the rural Maharashtra since 2011.

“However, spouses of 2,731 victims were found ineligible to receive government aid, either because the deceased did not have a bank loan against the cultivation planned in that season or did not own a piece of land. The activists have been demanding for an urgent review of the compensation system to strengthen the agrarian economy,” the statement said.

ACB summons Chhagan Bhujbal’s nephew over Maharashtra Sadan scam

Senior NCP leader Chhagan Bhujbal’s nephew has been summoned by the Maharashtra Anti Corrution Bureau (ACB) to record his statement in connection with allegations of corruption in the construction of Maharashtra Sadan in New Delhi.

“Bhujbal’s nephew Samir has been asked to appear before the ACB this week to record his statement,” ACB Director General Pravin Dixit said.

“If required, former Maharashtra minister Chhagan Bhujbal and his son Pankaj will also be directed to appear before the Special Investigation Team (SIT) in the next few days,” said another ACB officer on condition of anonymity.

In December last year, the state government gave its nod to ACB’s proposal to conduct an open inquiry into the allegations of corruption and favouritism against Chhagan Bhujbal in construction of Maharashtra Sadan in New Delhi and two other government buildings in Mumbai built under Private Public Partnership. The Sadan was inaugurated in 2013.

Subsequently, the SIT was formed to look into the matter. Under Bhujbal as the state PWD Minister, the government had entered into an agreement with a contractor for building three structures – the Maharashtra Sadan (state’s official guest house in Delhi Lutyens’ zone), another state guest house (High Mount) at Malabar Hill and a new administrative building and residential quarters for the Regional Transport Office at Andheri – on PPP basis.

Bhujbal has faced accusations of misusing his official position in awarding the contract for Maharashtra Sadan to an associate not known to be a contractor capable of executing such projects. The cost of the project had also reportedly escalated several times over original estimates.

BJP leader Kirit Somaiya had approached ACB seeking an inquiry against Bhujbal, alleging his friends and family-owned companies were involved in several non-transparent and corrupt transactions, using a web of firms to park the money earned through illegal means.

Man kills alcoholic father-in-law

A 35-year-old man been arrested for allegedly bludgeoning hi father-in-law to death in Badlapur, police said.

The incident took place in Wangani when accused Ram Wagh attacked Machindra Ingle (50) with a huge stone for creating nuisance after consuming alcohol, API Dhananjay Pote of the Kulgaon police station said.

Wagh was charged under section 302 of the IPC and arrested.

Aaditya Thackeray discusses Mumbai nightlife plan with CM Devendra Fadnavis

Yuva Sena chief Aaditya Thackeray said he has discussed plans for revival of the vibrant Mumbai nightlife with Maharashtra Chief Minister DevendraFadnavis.

“I had a meeting with @CMOMaharashtra on my proposal for #MumbaiNightLife. I will tweet details soon, good news,” he posted on Twitter.

“”Necessary laws would be amended so that the financial capital can have a nightlife by the end of the year,” he later told a TV channel.

The 1.30 AM deadline for restaurants and bars is likely to be discarded after the laws are amended, 24-year-old Aaditya, the son of Shiv Sena chief Uddhav Thackeray, said.

“Malls, clubs could stay open 24X7, along with chemists and convenience stores,” he tweeted earlier.

Non-residential areas like Kala Ghoda, Nariman Point, BKC can be Special Entertainment Zones at night, he added.

“Eateries, Cafes, Milk Shops, Chemists and Malls and Mill-Malls (with all their establishments) can be given the option of staying open,” he had said in a tweet.

Aaditya had also recently on Twitter thanked Mumbai Police Commissioner Rakesh Maria “for his nod to the proposal of nightlife”.

Maha, Bloomberg sign MoU for improving Mumbai traffic issues

Maharashtra government and Bloomberg Philanthropies signed a memorandum of understanding to improve traffic situation in Mumbai over the next five years.

Chief Minister Devendra Fadnavis and Bloomberg Philanthropies’ Michael Bloomberg were present at the event, an official release said this evening.

Bloomberg will be giving Rs 100 crore assistance for the initiative, it said.

The former New York Mayor, on visit to India, met the Prime Minister Narendra Modi in New Delhi.
