The Bharatiya Janata Party Jharkhand unit has distanced itself from party leader Seema Patra who allegedly thrashed her 29-year-old house help, and said that the party has “zero tolerance” for “atrocities against SC and ST communities”.

It is alleged that Seema Patra, a former IAS officer’s wife and now a suspended BJP leader, kept her house help starving for food and water for days.

“BJP has zero tolerance for atrocities against SC and ST communities. When the incident regarding the brutality of a maid working in BJP leader Seema Patra’s house came into the public domain, the BJP state president immediately suspended her,” said the BJP.

The party informed that a committee has been constituted to inquire the incident. “She was also served a show-cause regarding termination of the primary membership from the party. A committee has also been formed to inquire.

After the committee submits its report, the strictest action will be taken against them. In BJP, there’s no place for such people,” the party stated. Meanwhile, speaking to media, Sunita, the house help said that she was beaten whenever she made a mistake while working.

“I have throat issues. What you heard is exactly what happened to me. Madam used to beat me up when I used to make a mistake while working,” she said.

Earlier on Tuesday, National Commission for Women ordered action against Seema Patra for allegedly assaulting and harassing their house help.

In the complaint lodged with the NCW, Patra has also been accused of breaking her maid’s teeth with an iron rod and thrashing her regularly. “The atrocity perpetrated on the victim is an extremely disturbing and such act of violence against a human is shameful,” an official statement from the NCW read.

Having the commission taking cognizance of the reported crime, NCW chairperson Rekha Sharma wrote to the Director General of Police, Jharkhand to arrest the accused if the allegations levelled are found to be true. The Commission has also written for a fair and time-bound investigation. It has also sought the best medical treatment for the victim and has asked the authorities to ensure safe rehabilitation for her.

SC terms wholly unwarranted manner in which HC dealt with land possession matter

The Supreme Court has termed as “wholly unwarranted” the manner in which the Rajasthan High Court dealt with a matter relating to possession of land to the widow of an ex-Sepoy of the Indian Army whose foot was amputated due to a mine blast in the 1965 India-Pakistan war.

The apex court observed that the high court had gone “out of the way” to order possession of land which was never proceeded with a letter of allotment in favour of the wife of the ex-serviceman, who died in July 1998.

A bench of Justice Hemant Gupta and Vikram Nath set aside the order passed by the high court in the matter.

“The manner in which the matter has been dealt with by the high court under the guise of help to a disabled ex-serviceman is wholly unwarranted,” the bench said in its verdict delivered on Tuesday.

The man, while serving as a Sepoy in the Army, had suffered an injury on the right leg due to the mine blast which led to amputation of his foot and he was thereafter invalidated out of service.

The state had framed the Rajasthan Special Assistance to Disabled Ex-Servicemen and Dependants of Deceased Defence Personnel (Allotment of Lands) Rules, 1963, and the man was a disabled ex-serviceman.

The top court noted it appeared that the man had applied for allotment of land in the category of disabled war personnel and the Soldier Welfare Section of the Revenue Department of the state sent a letter to the District Collector of Udaipur in March 1971 wherein it was conveyed that it has been decided to allot 25 ‘Bighas’ in village Rohikhera.

The apex court also noted that there was no letter of allotment of land issued to the man or his wife on record in pursuance to the letter, which was an inter-departmental communication and not a communication to the disabled soldier.

The ex-serviceman’s wife later filed a writ petition raising a grievance that possession of the land allotted in March 1971 has not been handed over to her husband or to her.

A single judge of the high court had found that the alternative land offered to her was located at a remote area and was not cultivable and therefore, a direction was issued to give possession of the land originally allotted.

The top court noted that an intra-court appeal preferred by the state in the high court remained unsuccessful and it has come on record that the land in question was allotted to the writ petitioner.

It noted that the high court order was challenged when an attempt was made to evict the appellants from the land which was cultivated by them allegedly for over 60 years.

“The high court had gone out of the way to order possession of land which was never proceeded with letter of allotment in favour of the writ petitioner. The approach of the high court is most unfortunate,” the bench said.

The top court said it is well-settled that inter-departmental communications are in the process of consideration for appropriate decision and cannot be relied upon as a basis to claim any right.

It said the basis of claim of the writ petitioner was a letter written by the secretary of the Soldier Welfare Department to the District Collector of Udaipur in March 1971 for allotment of land.

The bench noted that the Rules contemplated that if the possession is not taken within six months, the allotment shall be deemed to have been cancelled.

“The disabled ex-serviceman had not taken any action for almost 27 years after the so-called letter of allotment during his life time,” it said.

“The proceedings show an extra interest taken by the high court, and not in respect of mere allotment of land but also of the land which was once allotted and is now close to the national highway,” it said.

While allowing the appeal, the bench said the writ petition filed by the woman was “wholly misconceived, mischievous with collateral motives and may be having the patronage of the officers/officials”.

China draws flak on keeping mum over Military Junta's atrocities in Myanmar 7

China has drawn widespread criticism on its stance to keep mum over the Myanmar military’s suppression of its own people, in order to protect its interest. China’s move to remain silent over the detention of the United Kingdom’s former ambassador to the country Vicky Bowman has drawn strong criticism from experts.

Bowman, who is head of the business ethics advisory group in the Southeast Asian country, was taken into custody along with her husband, Myanmar national Htein Lin, The reason behind her arrest was a violation of immigration laws by failing to register her change of address. Unlike others, China has not condemned the action by the Military Junta which facilitates China’s access to the important Bay of Bengal.

According to Bill Hayton, Southeast Asia expert from Chatham House, Beijing will tolerate whatever the regime does. Bill Hayton said the arrest of Bowman “shows that the junta doesn’t care what we think of its actions. It’s stuck in its bunker listening to itself while Myanmar heads in the direction of North Korea.

” Experts have condemned Beijing’s silence on the arrest of the former envoy stating that China will not utter a word against any wrongdoing by the military junta in order to protect its interest. While, China, on Military junta rule in Myanmar, has reiterated its position that Beijing does not interfere in the internal affairs of other countries. However, it has failed to pressurise the military junta to restore democracy in the country.

NCRB reports says Kolkata safest city in India; experts allege suppression of facts

Kolkata has topped the list of cities with the least number of cognisable offences per lakh of its population, making the metropolis the safest city of India in 2021, according to the latest National Crime Records Bureau (NCRB) report.

The city scored 103.4 per 1-lakh people in terms of the number of cognisable offences, marching ahead of Pune, which stood second (256.8) and Hyderabad (259.9), the data showed.

Kanpur (336.5), Bengaluru (427.2) and Mumbai (428.4) were among the other cities in the list.

Kolkata had scored 129.5 in the 2020 report of NCRB. Its IPC crime rate declined to 92.6 in 2021 compared with 109.9 the previous year, as per the report.

Experts, however, expressed apprehension over Kolkata’s dwindling crime numbers in the report.

“This data seems to be quite absurd. There is clearly suppression of facts on the part of the state government,” claimed Ruby Sain, former head of the department of sociology and coordinator of the Centre for the Study of Religion and Society at Jadavpur University.

“Most criminal activities in Kolkata are going unreported, and I am quite confident the data provided by the authorities is not the actual picture,” she told media.

Emeritus Professor of Sociology, Presidency College, Prasanta Ray, also echoed Sain’s views, and said there has been “suppression of facts by the state government, leading to a glorified picture for West Bengal”.

“Criminal activities in the city go unreported for several reasons and that is a fact. If you ask me to believe in this data, I would say the migration of youths in search of work to other far-off states could be one reason. But I still have my doubts,” Ray said.

According to former Kolkata Police Joint CP (Crime) Pallab Kanti Ghosh, the “hard work” of the dedicated police personnel was instrumental in this achievement.

“The city’s crime rate has been sliding for the past seven years. We must thank our dedicated policemen for making this possible,” Ghosh said.

He also said that despite the jurisdiction of Kolkata Police being expanded following the addition of areas like Behala, Thakurpukur, Kasba and Survey Park, the infrastructure remained “unchanged”.

“Most of the crimes these days are happening in the areas that were added, but our police officers are dealing with those quite intelligently. However, we must not forget that conventional crimes have come down as criminals are going high-tech now,” Ghosh added.

The ten-day Ganesh Chaturthi festival started in Maharashtra and elsewhere in the country on Wednesday with the coronavirus pandemic no longer casting its shadow on the celebrations.

The idols of Lord Ganesh, the god of prosperity and wisdom and a slayer of obstacles (`vighna-harta’), will be installed in homes across the state with pomp and gaiety.

The pandemic-induced restrictions, now lifted, had curtailed the celebration in the last two years, hence the public celebration of the festival in roadside Ganesh pandals is expected to be on a bigger scale this year.

The public celebration of the festival in Maharashtra dates back to the 1890s when the nationalist leader Bal Gangadhar Tilak and others decided to use it to mobilize the masses.

Ganesh mandals in Mumbai and other major cities of Maharashtra took large idols in processions accompanied by dhol-tasha beats to their pandals in the last few days.

Household Ganpatis were brought mostly on Tuesday night or in the morning with chants of “Ganpati Bappa Morya”.

Devotees thronged vegetable and flower markets, sweet shops and roadside stalls for buying flowers, puja materials, sweets and decorative items.

Political leaders and film and television personalities also welcomed the deity to their homes.

It is believed the incident occurred after some of them went swimming, the media outlet said.

NIAS also tasked the air ambulance to attend to the incident, according to RTE. One boy was taken from the water to the hospital, where he was later pronounced dead. Police said a second boy was also recovered from the water “after extensive searches by Foyle Search and Rescue and police divers. “He was sadly pronounced dead at the scene”, the media outlet said.
