Union Home Minister Amit Shah on Tuesday visited Delhi Police Headquarters in the national capital and held an extensive meeting with senior police officers on various subjects.
In the meeting, Home Minister directed that forensic investigation should be made mandatory in all crimes involving punishment of more than six years in Delhi to increase the conviction rate and to integrate the criminal justice system with forensic science investigation.
He said that in the identified offences of serious nature, charge sheets should be filed by the police only after legal vetting.
The Home Minister said that surveillance is a major component of policing in preventing and investigating crime, hence cameras installed by the civil administration and police in Delhi, as well as CCTV cameras installed in public places like airports, railway stations, bus stands, markets, RWAs, should be integrated with the control room.
He said that a strategy was prepared to crack down on multi-state criminal gangs operating in the National Capital Region and the neighbouring states of Rajasthan, Uttar Pradesh, Punjab, and Haryana.
In the meeting, there was an in-depth discussion on the security arrangements at the G-20 Summit to be held in India. The Union Home Minister directed that a team from the Ministry of Home Affairs should visit some of the countries where the G-20 Summit had been successfully organized to study the security aspects.
The Union Home Minister said the safety of women, children and senior citizens should be a priority. Shah directed that efforts to provide them with a safe environment with a more professional and sensitive approach should be accelerated.
The Union Home Minister said along with the safety of the general public, their convenience should also be a priority of Delhi Police, therefore a proper strategy for infrastructure and signalling should be developed and an alternate action plan should be developed to facilitate smooth traffic movement after identifying traditional traffic hotspots where the situation of extreme jams is seen.
In the meeting, while discussing policing by Delhi Police, a thorough review was undertaken of sensitive policing, scientific and professional investigation of crimes, law and justice management, cybercrime, training, future challenges and welfare of police personnel.
The Union Home Minister said that for the timely disposal of complaints and with regard to online complaints a facility should be developed to provide information to the complainant about the status of his complaint.
Shah said social media should be used to take humanitarian work by the police personnel to the general public. In this context, police constables should spend time with schoolchildren to change the perception of the public towards the police.
Along with this, schoolchildren should be taken on visits to police stations and a cleanliness campaign should be conducted by the police in community areas.
He said schoolchildren should also be informed about the role of police in society and how to approach the police for their services.
The Union Home Minister congratulated the policemen and police wards who won medals in Commonwealth Games (CWG), World Police Fire Games and other sports events.

The Supreme Court on Tuesday asked the Maharashtra government to inform it whether compensation has been paid to the legal heirs of 168 people, who were listed as missing during the 1992-93 communal riots in Mumbai.
A bench of Justices Sanjay Kishan Kaul, AS Oka and Vikram Nath asked whether these 168 people were included among the 900 identified victims.
It further asked the State government to apprise it whether any compensation was paid for the loss of property, when was the compensation paid and the time lag between the date of the incident and payment of compensation.
The top court asked the government to file its affidavit within two weeks. The bench was hearing a plea which has raised the issue relating to the payment of compensation to the victims of the Mumbai riots.
During the hearing, the top court observed that as per the chart placed before it, 900 people have died in the violence.
It said, “168 persons have gone missing. After completion of seven years, their families must get compensation.”
The Supreme Court said the other two issues raised before it, one is there must be adequate compensation taking into context the time period and in the matters where police officers are involved, and second is every endeavour should be made to have an independent investigation.
In February 2020, the apex court had asked the Maharashtra government to inform it of the action taken against the police officers who were allegedly indicted by the Commission of Inquiry that probed the Mumbai riots, while taking into note that the commission headed by Justice BN Srikrishna, retired Supreme Court judge, had filed its report in 1998.
Justice Srikrishna was appointed head of the Commission to inquire December 1992 to January 1993 riots that shook Mumbai when he was a sitting judge of the Bombay high court.
The Commission report, submitted in April 1998, had indicted leaders of some political parties and police officers.
The pleas pending before the top court also sought direction for the implementation of the recommendations made in the Justice Srikrishna Commission report.
The Maharashtra government on Tuesday told the Bombay High Court that the Mumbai suburban district Collector has withdrawn an earlier order allotting land in the Kanjurmarg area for a car shed for Mumbai Metro.
The court then disposed of a Union government’s petition challenging the collector’s 2020 order.
On October 1, 2020, the collector issued an order handing over the possession of 102 acres of land to the Mumbai Metropolitan Region Development Authority (MMRDA) for the construction of an integrated car shed for the Metro.
Advocate General Ashutosh Kumbhakoni told a division bench of Chief Justice Dipankar Datta and Justice M S Karnik on Tuesday that the collector had informed that the order has been withdrawn.
The court was hearing petitions filed by the Union government as well as one Mahesh Garodia claiming ownership of the land.
The judges said in view of the Maharashtra government’s statement the petition of the Union government would be disposed of.
Garodia’s petition shall be placed before a single judge, the court said.
“In view of the withdrawal of the impugned order of October 1, 2020, nothing survives in the petition (of the Centre). If any action was taken by the MMRDA pursuant to October 1, 2020, then the MMRDA shall forthwith hand back possession of the land,” the HC said.
Advocate Saket Mone, appearing for the MMRDA, told the court that as an interim stay had been granted on October 1, 2020, by the HC, no construction work was carried out by the MMRDA.
The Union government and the then MVA government led by Uddhav Thackeray in Maharashtra were locked in a dispute over the ownership of the Kanjurmarg land.
The Union government had claimed that the entire salt pan land in the area, including the 102 acres allotted to MMRDA, belongs to the Central Salt Department.
The BJP-Shiv Sena government in Maharashtra had earlier decided to construct a car shed for the Mumbai Metro line 3 at Aarey Colony in the western suburbs of Mumbai despite opposition from environmentalists to the tree cutting for the project.
When the Maha Vikas Aghadi (MVA) government of the Shiv Sena, NCP and Congress came to power, it decided to shift the car shed to Kanjurmarg in the eastern suburbs.
The Uddhav Thackeray government decided to construct an integrated metro car shed at Kanjurmarg for Metro lines 3, 4, 4A and 6.
In July this year, the Maharashtra government led by Chief Minister Eknath Shinde reversed the decision and said the car shed for Metro line 3 would be constructed at Aarey Colony.
Elon Musk has sent an additional letter of deal termination to Twitter Inc after the world’s richest person subpoenaed a whistleblower seeking documents on how the social media company measures spam accounts.
Mr. Musk walked away from a $44-billion offer for Twitter in July saying the company misled him and regulators about the true number of spam or bot accounts on the microblogging platform.
According to a court filing on Monday, Mr Musk has sought information from whistleblower and former head of Twitter’s security Peiter Zatko mostly about the way the microblogging site measures spam account.
A famed hacker known as “Mudge,” Mr. Zatko said in his complaint that became public last week that the company falsely claimed it had a solid security plan and prioritized user growth over reducing spam.
Following the disclosure, Mr Musk’s legal team said allegations on certain facts, which were known to Twitter prior to July 8 but were not disclosed to them, have come to light that provide additional and distinct bases to end the deal.
The subpoena to Mr Zatko comes in the run-up to a five-day trial at the Delaware Court of Chancery set to begin on October 17.
While Mr Musk wants to terminate the deal, Twitter is asking Chancellor Kathaleen McCormick to order him to buy it for the agreed $54.20 per share.
Meanwhile, an additional termination notice dated August 29 was delivered in case the July 8 notice was determined to be invalid for any reason, according to a regulatory filing by Mr Musk on Tuesday. Comments Twitter shares were down 2.5 per cent at $39.02 before the bell.

Unitac has already had business tie-ups with major players, Indus Towers, Ericsson, ATC, Nokia, Ceragon etc. and is maintaining about 10000 telecom towers in Kerala, Tamilnadu and Karnataka.
Mr Santhosh Eappen is confident of achieving more turnover and profit by securing untapped business volume and entering into 5G network operation. This would place Unitac as a major player in the Active and Passive side with the above operators, Santhosh Eappen said.
The confidence gained through efficient installation and maintenance of 4G sites with its dedicated 1000 plus trained service professionals, Unitac is in the process of entering the western and northern parts of India as a part of its PAN INDIA initiative, Santhosh Eappen said.
The energy control team has been monitoring on a 24/7 basis by conducting frequent audits and checking the uninterrupted functioning of tower transmission by frequently visiting the site to monitor electricity power, battery, and diesel level to provide uninterrupted connectivity for mobile users.
This facilitated to become a leader in Telecom Contractors and improve higher business volume and profits according to Santhosh Eappen. With encouragement from telecom partners in the Indian industry, Unitac is in the process of installing additional 4G active work in Western and Northern India as a part of its pan India initiative and Unitac is in the top position among the IMEs in India, Santhosh Eappen said.
Unitac is also planning in a major way to enter the 5G tower market. As more towers need to be installed in a short distance, Unitac can achieve further growth in business in about two years. As part of this initiative, Unitac is in the process of installing 5G sites in about a year’s time, Santhosh Eappen revealed.
It plans to execute a 5G site initially in Delhi NCR and Gujarat and in major cities in Tamilnadu, Andhra, and Kerala, and Karnataka later.
The Supreme Court on Tuesday asked the Maharashtra government to apprise it about whether compensation has been paid to the legal heirs of 168 people, who were stated to have gone missing during the 1992-93 communal riots in Mumbai.
The apex court also asked the state government whether these 168 people were among the around 900 identified victims of the riots.
A bench headed by Justice S K Kaul said it requires information on whether any compensation was paid for the loss of property, when was the compensation paid and the time lag between the date of the incident and payment of compensation.
“We would require information on (a) Whether the figure of 168 persons, who are stated to be missing, was a part of the 900 number of victims identified. (b) Whether any compensation has been paid to the legal heirs of the persons who have been found missing,” said the bench, also comprising Justices A S Oka and Vikram Nath.
The top court, which reserved its verdict on a plea raising issues including that of payment of compensation to the victims of the 1992-93 riots, asked the state government to file within two weeks an affidavit giving details of the information sought by the bench.
The bench told the counsel appearing for the state that broadly, three issues have been raised by the petitioner’s advocate.
It said one of the issues argued before is that the legal service authority or the legal service system must come to the aid of people who have borne the brunt of social incidents which are criminal in nature.
The apex court said the other two issues raised before it is — there must be adequate compensation taking into context the time period and in the matters where police officers are involved, every endeavour should be made to have an independent investigation.
The bench observed that as per the chart placed before it, 900 people have died in the violence.
“168 persons have gone missing. After completion of seven years, their families must get compensation,” the bench observed.
The counsel appearing for the state said the compensation paid is Rs 17 crore.
Senior advocate Colin Gonsalves, appearing for the petitioner, referred to the report of Justice B N Srikrishna Commission and said it had dedicated a chapter on several policemen and their role in the riots.
He also referred to the legal aid system in riots cases and said victims are left to fend for themselves.
The bench observed that today, legal aid has a very different structure and a lot of things have been done for providing legal aid.
“A complete set-up is made…. Brother Chief Justice has worked in the last one-and-a-half years strengthening the legal aid system. At least on the judicial side, I have had many opportunities to see the things being done. Merely because it has failed in the past, does not mean that it will fail today,” Justice Kaul observed.
The bench said the legal aid system has to be strengthened to give support to everybody and that has happened over a period of time.
The top court had in February 2020 asked the Maharashtra government to apprise it of the action taken against the police officers who were allegedly indicted by the Commission of Inquiry that probed the 1992-1993 riots.
It had noted that the commission headed by Justice B N Srikrishna had filed its report in 1998.
The bench had also noted that despite the fact that the apex court had called upon the state to file a detailed affidavit regarding the action taken against police officers way back in December 2018 and reiterated thereafter, nothing has been done so far.
The bench had said the affidavit will also state the details of the compensation for the victims made in the report and the quantum.
The apex court passed the order in February 2020 while dealing with several pleas filed since 1998 seeking direction for the implementation of the recommendations made in the Justice Srikrishna Commission report.
Justice Srikrishna had retired as a judge of the Supreme Court. He was appointed to head the commission to inquire December 1992 to January 1993 riots that shook Mumbai when he was a sitting judge of the Bombay High Court.
The Commission was set up when there was a Congress government in Maharashtra and it was disbanded in 1996 after a Shiv Sena-BJP government came to power in 1995.
However, soon after it was reconstituted in 1996 with terms of reference including the Mumbai Bomb blasts of March 1993.
The Srikrishna Commission report, submitted in April 1998, had indicted leaders of some political parties and police officers.
