Unpredictable verdict for Mumbai

Mumbai is ready for polls in the third and final phase of voting in the state. Till last moment candidates in Mumbai were wilting it out through their constituencies by various means to woo the voters. All six constituencies, Mumbai South, Mumbai South Central, Mumbai North Central, Mumbai North West, Mumbai North East and Mumbai North go to polls on April 24 in the third phase of LS elections. A 98.14 lakh strong electorate will decide the fate of 116 candidates including 52 independents. BJP brought Modimany times to convince people across Maharashtra to turn votes in their favourand in a same way,Congress brought Rahul Gandhi.SharadPawar gave a very disappointing show. In their capacity, all candidates tried their level best to impress the voters and media. They were best inpromoting themselves. They campaigned and interacted with people well. Meanwhile,AamAadmi Party also made its debutant entry in a state and city and marked its presence. Efforts are being made to get Mumbaikars out for voting as it has track record of poor voter percentage.

In 2009, 43.4 per cent electorate out of the eligible 95 lakh had exercised their franchise. In five years, the voter population has also increased. In the suburbs, 3.5 lakh pledge forms have been distributed in schools, colleges where students have been asked to get it filled from their parents taking a pledge that they will vote. In addition, 2.5 lakh pledge forms have been filled from citizens during an awareness campaign by BMC. Hoardings have been put up at bus stations/terminals, railway stations, tall buildings, traffic signals, skywalks. Various government agencies are reaching out to various sections of the society to ensure that the voter turnout is good. Announcements are being made at railway stations urging people to vote on April 24.

All six constituencies in Mumbai are set to witness either triangular or quadruple contests, while Congress-NCP will fight to retain its bastions against the Opposition onslaught banking on a “Modi wave”. As many as 116 candidates are in the fray, which are currently held by the Congress-NCP. In Mumbai, around 75 lakh people will vote on April 24. One of the most high profile contests is the battle for the South Mumbai seat. Incumbent Congress MP MilindDeora is being challenged by banker-turned politician MeeraSanyal from the AamAadmi Party, ArvindSawant of the Shiv Sena and BalaNandgaonkar of the MNS. Deora has spent most of the time for campaigning.

MilindDeorais hoping to repeat2009, when the MNS cut into the Shiv Sena vote bank helping him to sail through. However, this time ShivSena is seen strong in position due to ‘Modi wave’ and sympathy for late Balasaheb Thackeray. This time MNS and Shiv Sena may rather cut Congress votes. Traffic congestion, old dilapidated buildings are major issues in this election, whosoever comes they will take time to improve things. Meanwhile, looking at the way AamAadmi Party is being welcomed,MeeraSanyal’s chances can’t be neglected. In the suburbs, the Mumbai North East sitting NCP MP Sanjay Dina Patil has been accused of being missing. The Association of Democratic Reforms (ADR) has ranked him as the worst performing MP in Maharashtra. He was never there to attend people’s queries.

AAP candidate and social activist MedhaPatkar, who has worked for the huge slum population and BJP leader KiritSomaiya who lost by 3000 votes in 2009 are biggest challenges to Patil. Last time the division of votes had benefitted the NCP. If MNS, BJP and Shiv Sena come together then this constituency gives 70 per cent votes to KiritSomaiya.

Sitting Congress MP from Mumbai North constituency Sanjay Nirupam has been campaigning non-stop. Almost, every day he has arranged a press conference, met people from morning till night. In 2009, he was pitted against senior BJP leader Ram Naik;Nirupam won by a slender margin of 5000 votes. His attendance is 89 per cent which is more than national average of the Parliament.As far as his working in the constituency is concerned, it is not upto the mark. However, BJP’s GopalShetty seems much more relaxed. His focus is on the large Gujarati community as a votebank and on transportation and infrastructure. Meanwhile, the factor which matters here is turnout of voters. Mumbai which has displayed voter’s apathy in previous elections will hopefully fare better this time.

Another noteworthy fact is the deployment of MP Local Area Development (MPLAD)Fund within the constituencies by the six MPs. Sadly, the six MPs together could deploy only 49.8 per cent of the funds allocated to them. MilindDeora (INC) from South Mumbai utilised almost 54 per cent of the funds, followed closely by Sanjay Patil (NCP) and Sanjay Nirupam (INC) utilising 48 per cent and 58 per cent respectively. Of the total fund (49.8 per cent) utilised, 25 per cent was utilised on construction of toilets, 22.6 per cent was utilised for constructing community welfare centre (community centre, gymnasium, weather shed, sports complex, cemeteries, library, Open Stage etc.). Education and health witnessed only 2.2 per cent and 1.9 per centutilisation from the MPLAD. EknathGaikwad (INC), the only SSC passed MP from South Central Mumbai – rest are all graduates – is clearly the best performer in the parliament. Sanjay Patil of NCP from North East Mumbai is second in the number of questions, having asked 459 questions during the five-year term. GurudasKamat of INC representing North West Mumbai asked only one question in five years. As Mumbai fixes to go to polls, major political parties have put all their strength behind their candidates fighting on the six LokSabha seats in the city. Let’s see who makes it to power.

Those who talk of empowerment, shouldn’t snoop on women: Priyanka to Modi

Priyanka-ModiCampaigning for her mother Sonia Gandhi in Rae Bareli, Priyanka Gandhi Vadra on Wednesday raised the poll pitch and directly hit out at Narendra Modi over the issue of women empowerment.

Speaking at a poll meeting, Priyanka had a word of advice for Modi: “If you speak of women empowerment, don’t listen to our phone conversations behind closed doors. Give us power as individuals.”

“If they speak of women empowerment, the women need to know how they plan to do it,” Priyanka said.
Slamming the concentration of power in “one hand”, Priyanka rued, “It is the misuse of politics that you gain power with the help of people and then transfer it all into one hand.”

Earlier in the day, speaking at another poll meeting, Priyanka slammed the BJP for playing divisive politics.

She asked the electorate of this Gandhi family bastion, “You have to decide if you want to vote for a party that divides people or for one that takes everyone along.”

“These elections are about unity and strengthening the identity of India,” she went on to add.

Priyanka also slammed Modi without naming him, saying, “If all power is concentrated in the hands of one person, is it a good thing? Or should people have power?”

It may be noted that the BJP has concentrated its 2014 Lok Sabha poll campaign around Modi, pitching the Gujarat model of development for the nation.

Taking at dig at both the BJP and the AAP, Priyanka noted that “others talk about eradicating corruption, but it is the Congress that gave you a tool to fight it – RTI.”

“Parties come before you and say they want to wipe out corruption, but they don’t say how,” she added.

On the issue of personal attacks, Priyanka said people should rise above such politics.

Stressing that there should be inclusive growth which benefits everyone, the Congress chief’s daughter said elections should be fought on the issues and problems face by the people.

I have Rs. 500 in my pocket and an old jeep: Arvind Kejriwal in Varanasi

ak-in-varanasiSurrounded by a sea of supporters wearing the sort of white cap that has become his trademark, Arvind Kejriwal, flanked by his parents and top leaders of his party, held a huge roadshow in Varanasi.

The drive-through culminated with him filing his nomination papers for the parliamentary election in which he is taking on Narendra Modi, the BJP’s prime ministerial candidate.

Mr. Kejriwal, 45, whose AAP has declared war on corruption and promised a clean-up of the polity (its party symbol is a broom), emphasised the simplicity of his background to voters.

“I have Rs. 500 in my pocket. I have no money to fight elections. I am going to file my nomination in this old jeep,” he said.

In comparison, he declared, Mr. Modi will flash a helicopter when he arrives to formally declare his candidacy on Thursday.

“Be careful…you may see him only in a helicopter after that as well,” Mr. Kejriwal said, alleging that his political rivals have spent thousands of crores on their campaigns.

Mr. Kejriwal also made a pit stop at a statue of freedom movement leader Sardar Patel, where Mr. Modi is expected to begin his roadshow on Thursday when he files his papers.

In the weeks since he declared that he would take on Mr. Modi, Mr. Kejriwal has tried to replicate all that he did right to post a spectacular performance in his party’s first ever election – the Delhi Assembly polls – in December last year.

He led a minority government for 49 days, resigning abruptly after anti-graft legislation that he had championed was stalled in the state legislature.

The contest for Varanasi, which votes on May 12, has turned the city, known for its spiritual and religious importance, into the political capital of this election. Mr. Modi is expected to lead the BJP to its best-ever electoral performance.

The Congress has fielded Ajay Rai, a lawyer, against Mr. Kejriwal and Mr. Modi.

My comments have been twisted; I am not hiding, police can arrest me: BJP leader Giriraj Singh

BJP leader and former Bihar Minister Giriraj Singh said on Wednesday that he was not hiding and that the police could arrest him if they want to. He also said that his comment regarding BJP’s prime ministerial candidate Narendra Modi’s baiters had been misconstrued.

Giriraj Singh told a news agency, “I am not hiding. If the police wants it can arrest me. I will surrender in court tomorrow.”

He also posted on the micro-blogging site Twitter that his comments had been twisted and that he had faith in the court. He expressed hope that they would understand him.

The BJP leader also clarified that he respected the constitution of India.

Red Corner notice against RS MP KVP Ramchandra Rao in titanium contract case

The Interpol on Wednesday issued a Red Corner notice against Congress MP in Rajya Sabha KVP Ramchandra Rao in connection with in connection with his role in an international corruption scheme involving bribes worth $18.5 million to government officials to allow the mining of titanium minerals in Andhra Pradesh.

The Red Corner notice against Rao, who is wanted in the United States in the titanium illegal contract case, was issued at the request of Federal Bureau of Investigation (FBI).

The Central Bureau of Investigation (CBI) which represents Interpol in India has forwarded the RCN to the Hyderabad police for necessary action.

Rao was among six persons, who were charged in the US for their suspected role in titanium contract case.

Rao, 65, and five others were charged with one count each of racketeering conspiracy and money laundering and two counts of interstate travel in aid of racketeering.

Apart from Rao, the others who were charged were Hungarian businessman Andras Knopp, 75, Suren Gevorgyan, 40, of Ukraine, Gajendra Lal, 50, an Indian national and permanent resident of the US who formerly resided in Winston-Salem, North Carolina, and Periyasamy Sunderalingam, 60, of Sri Lanka.

Five defendants, excluding Rao, were also charged with one count of conspiracy to violate the Foreign Corrupt Practices Act (FCPA).

Rao was an official of the state government of Andhra Pradesh and a close advisor to former Chief Minister of Andhra Pradesh, late Y S Rajasekhara Reddy.

Beginning in 2006, the defendants allegedly conspired to pay at least US $18.5 million in bribes to secure licenses to mine minerals in Andhra Pradesh.

The mining project was expected to generate more than US $500 million annually from the sale of titanium products, including sales to unnamed “Company A”, head-quartered in Chicago.

The indictment seeks forfeiture from all six defendants of more than US $10.59 million.

The indictment alleges that these individuals used US financial institutions to engage in the international transmission of millions of dollars for the purpose of bribing Indian public officials to obtain approval of the necessary licences for the project.

Shazia Ilmi says ‘Muslims should be communal’ remark made in sarcasm

After stoking controversy with her “Muslims should become more communal” remarks, Aam Aadmi Party leader Shazia Ilmi on Wednesday defended her statement saying she was speaking sarcastically.

“I am shocked to see that a statement like this can be so distorted. I was speaking sarcastically,” Ilmi said in her defence.

“I had used the word ‘communal’ in sarcasm, so it is sad that I am being misunderstood,” she said further, adding “AAP doesn’t believe in communalism”.

“I was just saying till when will you vote for the so called secular parties like Congress and SP, who do nothing for you,” Ilmi said, seeking to clarify her controversial remarks.

“Neither is Meera Sanyal or Mayank Gandhi Muslim, nor is Kejriwal. I was asking to vote for them. So how is it communal?” she asked.

In the video which surfaced on Tuesday, Ilmi was shown as saying that Muslims’ votes split as they were “too secular” and they “should become communal” and vote keeping in mind “our own interest”.

“Don’t be much secular. Muslims are too secular and they should become communal. They are not communal and do not vote for themselves. Arvind Kejriwal is ours. Muslims have remained secular for long…have voted for the Congress and helped them win. Don’t be so secular and look at your house (community) this time. Other parties have their vote bank intact and Muslim votes split. This is a controversial statement, but we should look at our own interest,” Ilmi said in the video.

The remarks were slammed by her opponents as well as Muslim leaders.

The BJP condemned Ilmi’s remarks, and said it was planning to file a complaint with the Election Commission.

Congress’ Meem Afzal described the AAP Lok Sabha candidate’s remarks as “childish”.

“Shazia Ilmi’s comments are very childish. I am surprised that someone who belongs to such a secular family said all this,” Meem Afzal said.

Another Congress leader JP Agarwal said, “Bade hi ghatiya shabd hain, yeh (Shazia Ilmi) bhi Togadia ho gayi hain.”

Maulana Khalid Rasheed described Ilmi’s remarks as “objectionable”.

“It’s a highly objectionable comment from Shazia Ilmi… it’s an attempt to communalise elections,” he said.

Bhatkal attacked Jama Masjid as foreigners wearing miniskirts entered it: Police

Foreigners wearing miniskirts and entering Jama Masjid prompted Indian Mujahideen (IM) co-founder Yasin Bhatkal and his aides to commit terror strike at the historic mosque in September 2010, the Delhi Police has told a court.

In its chargesheet filed against Bhatkal and his aide Asadullah Akhtar, the Special Cell of Delhi Police said the accused considered wearing of short clothes by the foreigners as “un-Islamic” and due to this they decided to strike at gate number three of the mosque.

“After the recee carried out by Yasin…., it was decided that gate number three of the Jama Masjid was suitable for shootout as foreigners were found frequenting the place and their wearing of miniskirts/ short clothes while entering the Jama Masjid compound was considered by these terrorists as un-Islamic,” the police said.
Bhatkal and Akhtar were chargesheeted in connection with the September 19, 2010 Jama Masjid terror attack case in which two Taiwanese tourists had sustained bullet injuries.

The police said that two bikers had fired at tourists at the gate number three of Jama Masjid in Old Delhi area and Taiwanese, Ku-Ze-Wei and Ko-chiange, had sustained injuries.

A bomb fitted in a stolen car parked in the area had caused a mild explosion, according to the police.

In its chargesheet, the police said five months after February 13, 2010 bomb blast at Pune, IM’s Indian chief Bhatkal had planned to carry out a terror strike at German Bakery in Paharganj here on August 1, 2010 but the plan was aborted as one of the executors had sustained bullet injuries due to accidental firing.

On February 13, 2010, a powerful bomb blast had ripped through Pune’s German Bakery killing 17 people, including foreigners, and injuring around 60 others.

SC forms panel for guidelines on government ads showing politicians

The Supreme Court on Wednesday appointed a three member panel to frame guidelines to prevent misuse of public funds by government in giving advertisements of leaders for political purposes.

The apex court bench headed by Chief Justice P Sathasivam asked committee to be headed by NR Madhava Menon, former director of National Judicial Academy, Bhopal, to submit its report within three weeks.

The SC said that the existing DAVP guidelines do not cover such advertisements.

The court said that I&B secretary would be coordinating and assisting the committee. The committee will submits its first report to the apex court in three months time.

DGCA permits use of electronics in flight mode during take-off and landing

The Directorate General Civil Aviation (DGCA) on Wednesday amended the rule which bans use of portable electronic devices (PEDs), allowing their usage in all phases of the flight – including take-off and landing – but on a non-transmitting mode, commonly known as the flight mode. The earlier rule prohibited this usage during take-off and landing, but allowed electronic devices to be used during the rest of the flight.

With the implementation of the new rule or Civil Aviation Requirement (CAR), flyers can now turn on their cellphones, tablets or laptops on ‘flight mode’ to work, play video games, listen to music, watch pre-loaded movies or type their emails.

Maintaining that this has been a long-pending demand of the airlines, aviation experts say it would give passengers more time to work or catch up on their chosen form of entertainment. In particular, it would benefit those flying on no-frill carriers which provide no access to any in-flight entertainment.

The aviation regulator has also laid down training guidelines for the flight crew to handle the new facility being given to the air travellers.

The new rule also directs all airlines to report to the Directorate General of Civil Aviation (DGCA) any suspected or confirmed PED interference or smoke or fire caused by them, the sources said.

They said the a section of the CAR relating to air safety has been amended to allow the use of PEDs in “non-transmitting mode, commonly called as Flight/ Airplane Mode.”

The decision was taken after a meeting on the issue last week when scheduled airlines had raised the demand to allow the use of PEDs during all phases of flight.

The DGCA examined their demand in view of the new regulations of the US and EU regulators, Federal Aviation Administration and the European Union Aviation Safety Agency, which allow the use of PEDs on flight mode in all phases of a flight.

Chandrababu visits actor-politician Pawan Kalyan to break the ice

In the Hyderabadi heat, the vibe was Antarctic-like on the stage that was shared by Chandrababu Naidu and Pawan Kalyan, the star who launched his own party ahead of this election and pledged his support for the BJP’s prime ministerial candidate.

Mr. Naidu, chief of the regional Telugu Desam Party, found no mention in the speech given by Mr. Kalyan at yesterday’s rally which was attended by both leaders and Mr. Modi. Mr. Kalyan professed that his “Jana Sena Party is in fact a Modi sena.”

Today, there was an attempt to course correct. Mr. Naidu, 64, visited Mr. Kalyan, Telugu cinema’s top star, at his home, delivering the desired result. The actor declared that his Jana Sena Party will throw its weight not just behind Mr. Modi, but the coalition led by the BJP, of which Mr. Naidu is an important member.

Mr. Kalyan’s party is not contesting any seat in this election but he has a massive fan base and is a popular youth icon in both Telangana and Seemandhra, granting him VIP treatment from far more seasoned politicians.

Mr. Kalyan was reportedly upset that a close friend of his, industrialist Potluri Vara Prasad, had not been selected as a candidate for the parliamentary election by Mr. Naidu. There has been speculation that PVP helped fund Mr. Kalyan’s political party.
