AAP alleges it is denied right to free and fair campaigning

Sundar-BalakrishnanAam Aadmi Party (AAP) on Wednesday alleged that its candidates in Mumbai were repeatedly being denied permissions to hold rallies, road shows and other events by local authorities.

“While the other parties are granted permissions with ease, AAP has been consistently harassed by the authorities and the volunteers seeking permissions are made to run from pillar-to-post,” the party said in a statement.

“Unlike other parties, which use political clout and connections, AAP is run by an army of volunteers who ensure that every single rule is followed, but we are finding it hard to cope with the growing discomfort caused in seeking permissions,” it said.

“AAP strongly feels that there are political forces trying to show their clout and deny AAP the right to free and fair campaigning,” it alleged.

South-Central Mumbai candidate Sundar Balakrishnan was forced to sit on a dharna yesterday as he was denied permission to hold a rally in his constituency. Only much later he was granted permission to hold the rally.

In other instances, applications for 10 AM rallies, applied for days in advance are granted at 12 noon on the day of the rally, the statement said.

“We strongly feel that AAP routes are adjusted to accommodate other parties but sometimes a party books a whole area and AAP is denied permission to campaign in those areas. The authorities are persistent about every detail, which they should be but other parties are not asked to furnish particulars of cars, bikes,” the party said.

“AAP is proud of the independent and strict conduct of the Election Commission, but individuals are perhaps getting compromised by political pressure. Despite these hurdles AAP will continue the battle and work together with Election Commission to reinforce democracy,” the statement said.

Candidates in Shirdi invoke Saibaba’s name to woo voters

waghThe candidates in this constituency, known as home of Shirdi Sai Baba, are wooing the voters in the name of the popular guru, assuring better infrastructure and top class facilities for devotees ahead of his death centenary in 2018.

Saibaba, who lived and preached in Shirdi and surrounding areas during the late 19th and early 20th centuries, died on October 15, 1918.

Three main contenders — Bhausaheb Wakchaure of Congress, Shiv Sena’s Sadashiv Lokhande and Nitin Udamale of Aam Aadmi Party — have vouched for better infrastructure before 2018. Sitting MP Wakchaure had won in 2009 on a Shiv Sena ticket and is now fighting from Congress.

“Saibaba Samadhi will complete 100 years in 2018 and we will ask for special funds from the Centre on the lines of funds allocated to Nanded during the 300 years celebration of Khalsa,” said Lokhande.

Focusing on better infrastructure, Udamale said, “More than 5 lakh devotees come to Shirdi every week to pay their obeisance. But the holy city lacks basic infrastructure. There are about 500 hotels in the town apart from 2,000 rooms of Saibaba Sansthan’s Bhakt Niwas but half of the hotels were closed last summer due to water crisis.

“We must ensure permanent water supply to Shirdi through big dams. Devotees from all over the world come here for darshan but there is not a single public toilet for women within 2-km of the temple,” he added.

Promising top class infrastructure if he is re-elected, Wakchaure said, “My priority is better infrastructure and facilities for Shirdi and I will work hard for that.”

The Saibaba Sansthan Trust, which runs the Saibaba temple, wants that this year’s winner should bring more central funds for the centenary year events.

“The centenary functions will be held from October 2017 to November 2018 and during which over 4 crore devotees are expected in Shirdi which is three times higher than the normal rush of around 12.5 crore a year. We need better infrastructure for sure and it should be the top priority of the winner,” said Ajay More, acting executive officer of Saibaba Sansthan.

“Our many proposals regarding the centenary event are pending with the state government. We have also made a Rs 4,000 crore master plan and we need central funding for that.

There should be better roads, water supply, Bhakt Niwas and an improved queue system in place,” he said.

The last few days have seen Rahul Gandhi visiting Saibaba temple and offering prayers and Shiv Sena chief Uddhav Thackeray addressing an election rally here.

Shocked that manual scavenging is practiced in these times: HC

Bombay-HCcExpressing anguish over Maharashtra government’s apathy towards manual scavengers in the pilgrimage city of Pandharpur in Solapur district, the Bombay High Court said it will shock the conscience of anybody to know that this inhuman practice continues unabated till date.

“This is a serious issue. How can you justify employing human beings to carry out manual scavenging in this day and age? Asking human beings to clean human waste is a violation of basic fundamental rights. This will shock the conscience of anyone,” a division bench of Justices A S Oka and A S Sayed said.

The bench, which was hearing a public interest litigation on the issue, further observed that manual scavenging was an inhumane job which compromises the dignity of a human being.

The court was today informed that in October 2009 the Pandharpur Municipal Council had forwarded a proposal of Rs. 21 crore to the Maharashtra government seeking to construct 5321 mobile toilets in the city. However, till date the state government has not decided on the proposal.

“We are shocked to know that the state government has kept the proposal pending. Now the situation must be worse. Even after sending the proposal, the Pandharpur civic body is forced to engage conservancy workers to do the job of cleaning human waste,” Justice Oka said.

The bench has directed the government to decide on the proposal expeditiously.

“We are informed that lakhs of devotees will visit Pandharpur now in July for Ashadi Ekadashi. We direct the government to release Rs five crores to the Pandharpur municipal council by May 8 so that they can take steps on a war-footing basis to set up mobile toilets.

“Neither the Moral Code of Conduct nor the election process shall come in the way of taking steps,” the court said.

The Court has also sought names of the temple trust and organisations that manages the devotees so that they can be included as party respondents in the PIL.

“It is the devotees that are creating dirt on the river banks despite being provided with mobile toilets. Devotees are themselves creating this situation. We are informed that repeated appeals are made to the devotees to not defecate in river banks and use toilets but in vain,” Justice Oka said.

The court has now posted the petition on May 8 for compliance.

Had pledged support to Narendra Modi, not to Rajnath Singh: Raj Thackeray

After being snubbed by BJP chief Rajnath Singh for his unsolicited post-poll support to Narendra Modi, MNS president Raj Thackeray on Wednesday hit back, saying he had given support to the Gujarat Chief Minister and not to him.

“I have pledged support to BJP’s prime ministerial candidate Narendra Modi and not to its chief,” said Raj Thackeray.

The MNS boss made this remark in response to his criticism by the BJP chief, who had termed his declaration to support Modi after Lok Sabha polls as “unsolicited”.

Singh even said that the saffron party’s ties with old ally Shiv Sena were “unbreakable”.

Addressing party workers, Singh recently said, “Our friendship with Shiv Sena is very old and will continue in future. Nowadays, many parties are taking Modi’s name.”
“Oh brother! why are you offering your unsolicited support to us? You either become part of NDA alliance or merge with BJP,” he said.

Without naming MNS, Singh further said nobody should do the politics of misleading the people.

Asked whether there was a possibility of NDA accepting MNS’s support even after mustering a majority, Singh told reporters later that the question was hypothetical and he was sure NDA on its own would get the number.

He also stated that as the BJP president, he was not “aware” of any support declared by MNS to Modi for the post of the Prime Minister.

“I have not mentioned any party in my address,” he said.

The comments by Singh were seen against the backdrop of displeasure expressed by Shiv Sena president Uddhav Thackeray over BJP leader Nitin Gadkari’s meeting with Raj Thackeray for persuading the MNS chief to join BJP-led alliance.

The Sena had also expressed reservations about MNS announcing support to Modi and “seeking votes” in his name.

MNS-BJP hidden pact out in open after support to Munde: NCP

NCP on Wednesday said the decision of MNS to support the candidature of BJP leader Gopinath Munde in Beed Lok Sabha constituency in Maharashtra has exposed the secret pact between the two parties.
NCP spokesman Nawab Malik said when former BJP President Nitin Gadkari took the initiative to include MNS in the “Mahayuti”, Munde had opposed the move. “Now in a desperate move to save his seat, he has bowed before Raj Thackeray,” he said.

Malik said the “hidden understanding” between MNS and BJP was known for a long time but the pact was never revealed officially because Shiv Sena would not like it. “But now the pact is out in the open,” he said.
MNS-BJP hidden pact out in open after support to Munde: NCP

On Tuesday, in an unexpected development MNS chief Raj Thackeray announced his party’s public support to Munde asking his party workers and voters to ensure his victory from Beed.

Beed, Munde’s stronghold in the Marathwada region, under renewed assault by the Nationalist Congress Party (NCP) leadership, which is making all efforts to defeat the BJP’s biggest mass leader in the state, on his home turf is going to polls on Thursday.

MNS backing to Munde assumes significance in the backdrop of the reported tussle between him and Nitin Gadkari in the Maharashtra unit of BJP and also the latter’s much talked about meeting with Raj Thackeray, reportedly to persuade MNS against contesting Lok Sabha polls, in order to avoid a division of opposition votes.

Permit farmers to open bank accounts with Aadhar cards: Bombay HC

The Bombay High Court suggested that the Maharashtra government should consider permitting farmers affected by un-seasonal hailstorms in several districts to open bank accounts on the basis of their Aadhar cards alone.
A division bench of Chief Justice Mohit Shah and Justice M S Sanklecha made this suggestion to facilitate affected farmers to avail of government monetary relief.
The suggestion was made after the bench heard a public interest litigation filed by two farmers from Solapur district seeking a direction to the Centre and the state government to disburse relief to farmers hit by unseasonal hailstorms last month.
The Maharashtra government informed the court that it had made a total disbursement of Rs 1400 crore to over 15 lakh farmers and the money was transferred to their bank accounts.
However, the petitioners argued that several farmers who do not have bank accounts are still in the lurch. It was then, that the court suggested that farmers should be allowed to open bank accounts easily and not be made to submit a range of documents to avail of government relief, during times of calamity.
“Farmers should be allowed to open bank accounts with only Aadhar cards as identification. The whole point of issuing Aadhar cards was that no other document would be required,” the court said.
The court also directed the Maharashtra government and the central government to submit a report by May 5, about fund disbursement and steps taken for farmers’ welfare.
The court will hear the matter on May 7. “The state government will submit a report about the disbursement and other steps taken so far. The central government too should file a report about steps taken to allocate and release funds for farmers in Maharashtra,” the court said.
The central government informed the court on , that it has approved Rs 865 crore as relief, out of which Rs 685 crore has already been released.

Committed to democracy; was not silent on Gujarat riots: Narendra Modi

A day after he asked Congress to account for its sins before it sought apology from him for the 2002 Gujarat riots, Narendra Modi on Wednesday clarified again, saying that he was never silent on the issue.

Modi said, “I was not silent, I answered every top journalist in the country from 2002-2007.”

“…but noticed there was no exercise to understand truth. It was an unknown entity causing conspiracies,” he added.

“Jitna kehna tha keh dia. Janata ki adalat say mai soney ki tarah niklaa hoon (I have said whatever needs to be said. I have come out as gold from people’s court),” Modi said.

“(i)Jinkii gaadi vahaan atkii hai, unkii rozi roti chal rahi hai. (People who are earning their living from it are the ones who are stuck on the issue) I will remain committed to democracy,” he said.

He also spoke on his relationship with media post 2002 riots, Modi said, “If media would not have worked to malign Modi, who would know Modi today?”

On the fear among Muslims over his candidature from Varanasi, the BJP’s prime ministerial candidate said he is contesting from Varanasi not to defeat anyone but win hearts.

Modi said, “Not going there to defeat anyone, but to win hearts, Once I meet them all, they will love me.”

On whether his government will constitute special courts to try criminal politicians, Modi said his government will request the Supreme Court to set up special courts. He added that creating special courts is a step that is not for vindictiveness or to slap cases on opponents.

“It is to clean the system,” he said.

With regards to the possibility of the BJP tying up with AIADMK, Modi said, “No, we haven’t made bitter statements against each other. I don’t believe there are any political untouchables.”

Narendra Modi practising ideology rooted in communalism: Priyanka

Mounting an attack on Narendra Modi and BJP for practising an “ideology rooted in communalism”, Priyanka Gandhi on Wednesday kick-started the poll campaign in her mother Sonia Gandhi’s constituency here projecting the Lok Sabha polls as a battle between two ideologies.

“You are seeing two opposite kinds of politics in this election. On the one hand there is an ideology of Congress which believes in unity…Which is of the view that everybody should come together.

“On the other hand, there is an ideology to the contrary which is rooted in communalism. They might say anything but the internal truth is that their purpose is to propogate communalism and divide,” Priyanka said addressing a public meeting in Raahi village which falls under Rae Bareli town Assembly segment.

Taking a dig at Modi without naming him, she said the other ideology believes that power has to be centred amongst few selected persons.

Priyanka said those who believe in such an ideology say, “Listen to me, I will take all decisions. All capacities are within me and you should vote seeing this. You have to think whether power has to come to people or should it be centred in the hands of one person. Whether unity should be promoted in the nation or communalism.”

Earlier addressing a meeting in Raseta, Priyanka had said, “There is one ideology under which we want to empower common people. All our schemes have been made keeping in mind the objectives that you should be strengthened.

“On the other hand, there is another ideology in which all powers are centred in one person’s hand where one man’s decision will be applicable to all and all government policies and programmes will be aimed at some selected people. This is a separate ideology,” she said, without naming Modi.

Priyanka, who addressed about a dozen meetings in different villages, also sought to explain to people that the responsibility for the repair and upkeep of roads lies with the state government.

Opposition parties have been making a big issue of the dilapidated condition of roads and lack of civic amenities in the high-profile constituency.

“I often hear the locals did not get jobs in the rail coach factory which has opened here. But when a factory like this is opened, a job in it is not the only way to create employment for them. They also get other benefits like shooting up of land prices and creation of different kinds opportunities later on,” she said.

“As far as repair and upkeep of roads are concerned, the central government has no role into it. These are the state government’s responsibility. Sometimes this job is not carried out properly,” Priyanka said.

Insisting that a number of development work like rural road construction and electrification in villages was done in the constituency by Sonia Gandhi, she said, “The Centre built the road. But its repair work in the responsibility of the state.

“We are not in the government in the state. Rural electrification work was carried out in every village with central funds but there are complaints that there is no electricity. Power supply is the job of the state government,” she said.
