Roads, potholes repair to be done by May 20: BMC

The Brihanmumbai Municipal Corporation (BMC) informed the Bombay High Court that potholes repair and maintenance work of roads in the city and suburbs would be completed by May 20.

A report was submitted by the additional municipal commissioner before a division bench of Chief Justice Mohit Shah and Justice M S Sanklecha which was hearing a public interest litigation filed by Bombay Bar Association seeking strict implementation of traffic rules and regulations and proper maintenance of roads.

The court had on the last hearing sought for a report to be submitted by BMC indicating the progress made by them towards maintenance of roads.

“Tenders and work orders for preventive maintenance work have been issued for Rs. six crore for major roads and Rs. two crore for minor and arterial roads. 156 locations in western suburbs, 63 in eastern suburbs and 179 locations in the city have been identified for pre-monsoon repair. The work has started and will be completed by May 20,” the report of additional municipal commissioner S V R Srinivas said.

It added that the civic body has taken up work orders worth Rs. 2,700 crore for concretisation of roads.

The bench accepted the report and posted the petition for further hearing in June.

HC orders Maharashtra to form SIT to probe builder Loharia’s murder

The Bombay High Court has asked Maharashtra Government to constitute a Special Investigative Team (SIT) to probe the murder of Navi Mumbai builder Sunil Loharia, observing that it was a serious crime.

A bench headed by Justice P V Hardas ordered SIT to probe the murder while admitting a PIL which alleged improper investigations by police.

The SIT would be headed by an officer not less than the rank of an Assistant Commissioner of Police who will be assisted by the investigating officer in this case; the bench ruled and said that the SIT probe would be monitored by the Joint Commissioner of Police (crime).

The SIT would submit reports periodically to the court and the first such report would be tendered on April 30, the Judges further ruled.

The PIL filed by activist Ketan Tirodkar alleged that the accused were being shielded by police and sought a CBI probe into the murder.

Chavan intervenes to take Naseem Khan, Kripashankar on board

Chief Minister Prithviraj Chavan intervened to resolve the “differences” between Congress MLAs Mohammed Arif Naseem Khan and Kripashankar Singh and party’s nominee from Mumbai North Central Priya Dutt.

Chavan presided over a joint meeting and reportedly hammered out a “much-needed truce” between Dutt and the two MLAs who are reportedly sulking for being “sidelined” by the sitting MP during her campaign.

City unit Congress president Janardan Chandurkar told that everyone present at the meeting resolved to work for the party and to ensure victory of the party candidate.

Sources close to Naseem Khan, who is also textile minister in the state government, said the issues have been resolved in presence of the chief minister.

Both Singh and Khan have been maintaining distance from Dutt’s campaigning from the North Central, considered as the safest seat for Congress, adding to worries of the party leadership.

Dutt, who is seeking a fresh term, is facing BJP leader (late) Pramod Mahajan’s daughter Poonam and state unit SP chief Abu Asim Azmi’s son Farhan Azmi.

Singh and Khan are legislators from Chandivali and Kalina Assembly seats, respectively, which are among six assembly segments that constitute the North Central constituency.

According to sources, apart from Khan and Singh, Dutt and other MLAs, corporators and office-bearers from the constituency also attended the meeting held at a suburban hotel this morning.

Among those present were legislator Baba Siddique, Chandurkar, Health Minister Suresh Shetty.

According to sources, Khan and Singh did not join Dutt when she filed her nominations papers on April 1.

Both leaders were also conspicuous by their absence as Dutt has hit the campaign trail through padyatras and street corner meetings.

Congress is banking on five lakh-strong North Indian and Muslim vote which is likely to get divided between Poonam and Farhan.

Chavan had even called Farhan’s Abu Asim Azmi asking him to withdraw his son from the race.

Aarushi’s parents seek stay on ‘Rahasya’ film’s release

Dentist couple Nupur and Rajesh Talwar, serving life sentence for murdering their teenage daughter Aarushi, on Thursday refuted claims of the Censor Board that the soon to be released film ‘Rahasya’ has no similarity to her murder and sought stay on its release till their appeal is heard and decided by the Allahabad High Court.

The Talwars had approached the Bombay High Court against release of the movie, directed by Manish Gupta and produced by UVI Films Production Ltd, on the ground that the film is based on “distorted facts surrounding the gruesome death” of their daughter Aarushi.

After the Censor Board filed an affidavit stating that there are no similarities between the movie and the murder incident, the couple sought the producer and director to arrange for a family member to see the movie. The movie was screened last month for a family member.

Talwars’ advocate Anushak Davar today told a division bench of Justices V M Kanade and A K Menon that there are glaring similarities between the movie’s story and the Aarushi case.

“The censor board has only spoken about the dissimilarities between the two. But there are over 100 similarities which they have not bothered to put on affidavit. Except for a few scenes in the end of the movie the story is the same as the murder incident of Aarushi,” Davar said.

He sought a stay on the release of the movie pending hearing of the Talwars’ appeal before the Allahabad High Court. “The appeal and their bail plea is posted for hearing on April 17. We are not seeking complete ban on the movie’s release but only till the appeal is heard and decided,” Davar said.

The bench has now posted the petition for hearing on April 17.

Didi and Modi’s political attacks

Nowadays, BJP’s Prime Ministerial candidate Narendra Modi changes his tone while attacking his opponents as compared to his earlier rallies. In February while addressing rally in Kolkata, Modi was soft on Mamata Banerjee and had even asked the people to have “Didi in Bengal and BJP in Delhi”. However, on Thursday Modi accused her of playing Vote bank politics and said no real ‘parivartan’ (change) has taken place in the state during TMC’s rule. Surprisingly, these days Modi has accused and attacked those political leaders whom he has doubt that they might not come with NDA post elections. And he also attacks those who oppose him as PM candidate. On the other side, Mamata’s food does not digest if she does not criticise Modi. Didi in her each and every rally hit Modi terming him as communal and responsible for the Gujarat riots in 2002. Modi also criticised the TMC on the issue of multi-crore Saradha chitfund scam, and said “they must be punished”. Those who have indulged in loot in such a short span of time, what will they do if they get more time and opportunity? He asked in an indirect reference to allegations of involvement of some Trinamool Congress leaders in the scam. Leaders can chose to express their displeasure in a manner which does not threaten the institutions that are guaranteed by the constitution to ensure effective functioning of the democracy in the country.
Criticising Modi as a person with ‘blood on his hands’, an apparent reference to 2002 riots in Gujarat, Mamata is “daydreaming” of becoming the next PM of this country but the people would not allow such a ‘nightmare’. Mamata may join hands with the third front. She always said in her speeches that Modi is a person who has blood in his hands. He is trying to divide India on the basis of Hindus, Muslims, Sikhs, Christians and Buddhists. We don’t want such an India, we want a united India. They further attacked Modi accusing him of advertising himself as PM candidate. TMC’s Derek O’Brien also claimed when Lok Sabha poll results are out, none would become the Prime Minister without the support of Trinamool Congress. Mamata thinks Trinamool Congress will emerge as the third largest party in this election. Trinamool Congress, along with other three-four regional parties, will control more than 120 seats. Trinamool Congress has fought all the elections alone against Congress, CPI(M) and BJP.

There is no doubt, Modi and Mamata both have done well in their respective states. Mamata Banerji is the most honest politician of this country who is not only good leader but has also worked for her people. Modi is an aggressive development oriented leader, who has elevated Gujarat to greater heights. But still if one has to think of giving opportunity to rule the country, then Modi must be given a chance, for not a single leader has shown such will to lead and bring development. He has Gujarat as a proof. In Bengal, poverty is very high and there is no way to pull these people other than subsidies. There is no real driving force in Bengal, people are stagnant and they are happy. The only thing in Bengal is it has Natural resources in abundance. The major thing that has changed in West Bengal is the party running the Government. People have given her chance to do whatever she has promised before pre-assembly elections in her manifesto. Voters are also analysing them at the time of election. There is a concrete proof that democracy under Mamata in WB is under ICU. The Panchayat election that took place last year was thoroughly rigged by TMC’s goons; unprecedented attacks were launched against the then state election commission headed by Mira Pandey – the matter led to Supreme Court which castigated the government to stick to rules. But alas! Nothing changed – or to be precise, changed for the worse. Attack on West Bengal’s democracy began with attacks on Left whose nearly 150 activists were brutally murdered since 2011, thousands were driven out of homes, and thousands of false cases were foisted on them. Now, gradually, these attacks spread to other political parties (even TMC rival factions were not spared), Hon’ble Courts and now EC is the latest victim. The whole saga reminds me about famous dramatist Utpal Dutt’s magnum opus ‘Barricade’ written in the background of rise of fascism in Germany under Hitler and how one after another pillars of democracy became victims of dictators.

Mamata is overcome with paranoia and sees a ghost in every shadow. She cannot be allowed to violate EC’s orders and if she refuses to obey them, her government should be dismissed and President’s rule promulgated immediately. She cannot turn everything into street-corner type brawl. She is trying to start wrong predisposition in Indian politics.

Modi too has his share of controversies and he was been proven innocent in all the cases against him. Time and again, there were inquires against Modi but there were no evidences found against him. Modi is also dictatorial by nature but he has vision and a steady mind to take the lead. Moreover, BJP would get good number of seats in the Lok Sabha elections and would not need any post-poll support, including that of the Trinamool Congress. Voting for Left or the so-called Third Front parties will be a vote for instability or support to the Congress Party. It is no secret that the Left will again support the Congress and even Mamata will go with them. Anyways, Didi and Modi should refrain themselves from personal attacks and look forward to improve their performance in these general elections.

Boys err at times, wrong to hang rapists: Mulayam Singh Yadav

Uttar Pradesh politician Mulayam Singh Yadav has sparked outrage with his comments questioning the death sentence to three men who were convicted of two gang-rapes in Mumbai last week. “Should rape cases be punished with hanging? They are boys, they make mistakes,” he said today while campaigning for the national election.

The three men have been handed the death sentence under a new law that punishes repeat offenders; they were found guilty of gang-raping two women, a photo-journalist and a telephone operator, at the abandoned Shakti Mills in Mumbai.

“Boys and girls ….later they had differences, and the girl went and gave a statement that I have been raped. And then the poor fellows, three of them have been sentenced to death. Should rape cases lead to hanging? They are boys, they make mistakes. Two or three have been given the death sentence in Mumbai. We will try and change such laws…we will also ensure punishment of those who report false cases,” he said in Moradabad in Uttar Pradesh, the state his party has governed since 2012.

A complaint has been filed against him with the Election Commission and the National Commission for Women.

The comments come at a time rising crimes against women have triggered a nationwide debate on laws and the need to change deeply-entrenched chauvinism in large parts of India.

Mr Yadav has promised in his party’s manifesto for the polls to check “the large-scale misuse” of the tougher anti-rape law introduced after the fatal gang-rape of a young woman on a moving bus in Delhi in December, 2012.

When the new laws were proposed in Parliament, Mulayam Singh’s party had objected to features including stalking being made a criminal offence, arguing that they could be twisted to implicate men in fake cases.

Modi’s wife: Congress’ taunt and brothers’ defence

Narendra Modi has for the first time publicly acknowledged his wife drawing an instant taunt from Congress leader Digvijay Singh and strong defence from his brothers, who described the marriage as a “social formality”.

BJP’s prime ministerial candidate acknowledged his marriage to Jashodaben for the first time in his affidavit filed along with his nomination papers in Vadodara Lok Sabha constituency yesterday. In the state assembly polls, he had left blank the column about spouse.

Congress General Secretary Digvijay Singh tweeted, “Modi accepts his marital status. Can women of this country trust a man who stalks a woman, deprives his wife of her right? Vote against Modi.”

In the column in the affidavit about his wife’s assets and liabilities, Modi has written that he has no information.

Jashodaben, a 62-year-old retired teacher, and Modi were married very young and had also separated because he moved out of home as a young RSS pracharak.

Allegedly at the behest of higher ups in the state government. Seeking to contain the controversy, Modi’s elder brother Somabhai said the marriage should be seen as a “social formality” which happened nearly 50 years ago.

In a statement sent to the media by the BJP, Somabhai said, “Our parents had not studied much and we were a poor family. To them Narendra was like any other child. In such context our parents conducted his marriage in a tender age with Jashodaben, but it turned out to be just a social formality for the sake of it.”

AAP will surprise everyone in Haryana: Yogendra Yadav

Aam Aadmi Party candidate Yogendra Yadav, who is contesting the Lok Sabha polls, was among the first few who voted in the third phase on Thursday.

Speaking to reporters after casting his vote, Yadav said, “In Haryana, the Aam Aadmi Party is making a new start. It is our first poll.”

“Like in Delhi, in Haryana also we will surprise everyone,” he said confidently.

Voting is being held in Haryana for all 10 seats.

EC personnel beaten up while videographing TMC bike rally

Two Election Commission personnel were today beaten up while they were videographing a bike rally by Trinamool workers at Manikchak in Malda district, inviting the ire of the poll body which has directed authorities to initiate stern action against the accused and file a report on the incident. Bike rallies are prohibited during election campaign under EC rules.

District election office sources said that the video footage would be examined before filing of any official complaint.

EC director Dhirendra Ojha said in Kolkata that the poll body had taken a serious note of the incident and asked the district administration to submit report of the incident by this evening.

It also asked the DM to submit a detailed report of the incident and the action-taken-report to the Commission by this evening.

Eyewitnesses claimed that a four-member team of EC personnel were taking the video footage of the rally as it approached Khayertala of Manikchak when some people from the crowd objected and beat two of them.

The sources said that the Block Development Officer would be probing the incident. The police, when contacted, said it was yet to get any report of the incident.

Top Commission officials, who met in New Delhi, took serious view of the incident and gave directions to the District Magistrate of Malda to take immediate stern action against the offenders.

In a recent meeting attended by Deputy EC Vinod Zutshi, poll officials from West Bengal had expressed fear of violence targeting them during the elections.

The EC had taken a serious note of their complaints and the issue had also come up during a meeting of Chief Election Commissioner V S Sampath and other top EC officials with the state authorities in Kolkata last week, according to the sources.

Two CRPF jawans killed in blasts in Bihar’s Jamui Lok Sabha constituency

Election Day began on a disastrous note in LJP leader Chirag Paswan’s constituency when two CRPF jawans were killed and three others injured in an explosive blast triggered by Maoists in Jamui parliamentary seat of Bihar on Thursday morning, police said.

CRPF and Bihar Police team were travelling in two jeeps when the Maoists triggered an IED planted under the bridge they were crossing, near Sawa Lakh Baba Mandir at the entrance of Bhimbandh jungle, DSP Khargpur Ranjan Kumar told.

The two CRPF jawans succumbed to their injuries on way to a hospital while the three other injured were taken to the Sadar Hospital in Munger district, about 170 km from state capital Patna.

The incident took place at around 5:30 am, one and a half hour before the start of polling in Jamui (SC, reserved) constituency.

LJP President Ram Vilas Paswan’s son Chirag Paswan is in the fray from the Jamui parliamentary constituency against Bihar Assembly Speaker Uday Narayan Choudhary of JD (U) and Sudhanshu Shekhar Bhaskar of RJD.

Six parliamentary constituencies of Bihar, including Jamui are going to polls in the first phase of the elections in the state.

All six — Jamui, Aurangabad, Sasaram, Gaya, Nawada and Karakat are located in the Naxal-affected areas in the state.

Maoists had earlier given a call for a poll boycott.
