The city’s largest public university is witnessing a steady drop in student population since the pandemic struck. Once the only choice for collegiate and university education, Mumbai University saw a fall in the count of candidates for two successive academic years owing to factors including economic distress and the emergence of more options in India and abroad. The rise of private and deemed universities has stressed the trend.

Pranav Tompe, the founder of the Graduate Association / Maharashtra State, said, “The Covid-19 Pandemic has affected day-to-day life. Many students lost their parents. Many aspiring University students have lost their lives. Then the Road transport sectors are shut. The accommodation is still under the medical scanner.  Financial problems of the working-class people, economic crisis and low comfort level have developed uneasiness in the operating system, leading to uncomfortable situations in the rural and semi-urban areas. The pupils there are looking for local colleges. These are the basic reasons for the admissions’ number to decline.”

The highest drop is within Mumbai, where numbers in city and suburban colleges fell 12.5% in 2021-22 over the previous year in traditional programmes, including the popular ones at the undergraduate level. In absolute numbers, commerce courses recorded the sharpest drop in enrolments (21,147), but in percentage terms, it was in the science stream that the city faced the biggest reduction (18%). Academicians say a section of students are opting for other universities, while others are holding back from signing up for a college education. The admission slump was, of course, deeper when the academic year 2020-21 opened amidst the pandemic.

The total student count in the traditional streams had dipped to roughly 3 lakhs in Mumbai in 2020-21. That went further down to 2.6 lakh in 2021-22. Experts said the situation is similar in Thane, Palghar, Raigad and Sindhudurg. According to data from the MU, over 37,000 fewer students enrolled in 2021-22 as compared to the previous year.

“The worst affected are the self-financing programmes showing that many are not ready to pay a higher price tag for college education. Many cannot pay any fees at all. For those living far away from colleges, shelling out hostel fees is another financial burden. In 2019-20 too, another BUCTU member had asked the university regarding enrolment. They found that apart from the population of students dropping, enrolment has also fallen. Last year, a lot of students’ parents lost their jobs, many could not afford a smartphone and initially, colleges did not give any concession,” explained Aarti Prasad, senate member.

Rohidas Jadhav, Student Federation of India/ State Secretary said, “Not only Corona but there are also many other reasons. The dropout’s scale has increased last year. Now once a student gets dropped from Mumbai university, it becomes almost impossible for him to get admitted anywhere. The mental instability and restlessness in the past two years have perturbed the conscience of students to study more. The Academic flow got disturbed. Once you stop studying, then it gets difficult to bring back your confidence. Many students depended on their parents for college fees. They have lost their guardian; this has developed nervousness towards studies.”

The Maharashtra government on Tuesday suspended Deputy Commissioner of Police (DCP) Saurabh Tripathi, who is a wanted accused in an extortion case registered by Mumbai police following a complaint by angadiyas.

As per the government order, Tripathi was found absent from duty without informing the authorities. It was also found that he had not done his duty to ensure that his subordinates do not resort to any corrupt practices and misconduct.

Tripathi had neither informed superiors about his absence from duty nor submitted any medical documents for leave, the order said. It was also observed that Tripathi had been exerting pressure on a witness in the FIR registered at LT Marg police station, it said.

During the period that this order shall remain in force, Tripathi shall not leave headquarters of the commissioner of police without obtaining the latter’s permission, the government said. Tripathi will also not be allowed to accept any private employment or engage in any other trade or business during the suspension. Any breach of this condition shall be treated as an act of misconduct, rendering him liable for disciplinary action, the order said.

Last week, Tripathi moved a sessions court seeking pre-arrest bail in connection with an extortion case registered by the Mumbai police’s crime branch.

The police had recently shown him as a wanted to be accused in the case after his name surfaced during the investigation.

An inspector, an assistant inspector and a sub-inspector attached to LT Marg police station in south Mumbai have been arrested in the case so far. The trio is currently in judicial custody.

As per the complaint lodged by angadiyas, the accused officials had allegedly extorted money from them on several occasions in December by threatening to tip off the Income Tax department about their cash movements and business activities. The angadiyas’ complaint was probed by Additional Commissioner of Police (south region) Dilip Sawant on directions of the city police commissioner Hemant Nagrale.

In the third budget of the Maha Vikas Aghadi (MVA), Deputy CM Ajit Pawar said that the state government has decided to issue identity cards and ration cards to all transgender communities across Maharashtra. The ID and certificate will enable the government to reach out to the population for social welfare schemes. It will also help update official documents on the exact number of the transgender population in the district.

The identity cards and certificates will help apply for benefits under the Sanjay Gandhi Niradhar Pension scheme. The certificate can also be used to change gender and name on documents like Aadhaar cards, school leaving certificates, driving licence and so on.

Meanwhile, the transgender community don’t want to trust government announcement because they are against the physical sex test by male doctors. They are demanding for a female doctor to diagnose them.

Palghar Collector DR Manik Gursal said “The Trans genders should not be discriminated from other people in the society; He assured that they will be given all benefits under various government schemes. A process has been initiated to issue identity cards to them for availing such benefits.”

There are over lakhs of transgenders in the state and all of them will be given ID cards soon. Palgahar district has 100 transgenders in their area Sub-divisional officer Aseema Mittal said they already distributed ID cards to 30 transgender people in Dahanu taluka of the district.

Whereas the social justice department officials said it taking time as there are several issues that have to be sorted, like addresses of transgenders who often migrate from another state. Government has to deal with sensitive issues faced by transgenders and they are working on designing a proper format of the identity card.”

It may be recalled that the Supreme Court judgment of NALSA v/s Union of India declared that transgenders could self-identify themselves as male, female or transgender. The central/state governments were asked to frame various schemes for transgenders. Based on the judgment, the Government of India drafted The Transgender Persons (Protection of Rights) Act which was passed in Parliament and ratified by the President in 2019.

Later on, Rules were formed and notified in the Government Gazette for the issue of transgender ID cards and certificates. Any transgender can apply for the certificate and ID to the District Collector in whose jurisdiction she/he is staying for at least the past year. An online portal was created for transgenders to apply online. In December 2020 and January 2021 but due to the COVID-19 pandemic, there was no progress for about 7 months.

In today’s time, India’s transgender has reached the peaks of success in various fields. Transgenders are one of the most ignored people in India. Most of them are forced into begging or pushed into the flesh trade. What they need is jobs for them in various sectors. They deserve a decent life. It is not their fault if they were born transgender. The judiciary has already accepted them as a third gender. We as a society really need to elevate ourselves, if at all you have a transgender child, bring them up just as you would bring up any other child. Educate them, discipline them. Help them achieve those dreams. Impatiently concerned when they first start dating. Smile with pride at their graduation. Dance away when they get married. There is nothing wrong if you appreciate your role as normal parents and let them live a normal child’s life. Be the change you want to see. The day this happens we can see a lot of change.

There are many transgender doctors, fashion photographers, fashion designers and makeup artists. We have seen successful film actors like Bobby Darling and trance models walking the ramp. We could see them successful because they created opportunities for them and some of them were given opportunities to work. In India, unfortunately, most of the transgender community are illiterates; they don’t have basic education, shelter. Many of them are HIV positive or terrible with addictions. When we talk about social reform, then there should be an equal willingness from these people also to work and earn in set norms. Most of them love lazy routines and immoderate lifestyles.

People fear them because they are conditioned from a very early age that a man is a man and a woman is a woman. Anyone who defies those conventions is perceived as a threat or as deranged. This is fuelled by religious and ideological biases people develop as they age. Above all these laud claps and abusive language and sometimes some viral videos of transgender community members creating violence makes it even more difficult. They have very less news space; we call normal people to discuss each social issue but hardly any transgender community member. They are also citizens of these nations and definitely understand the politics and socio-economic issues of the nation.

Some legal systems are in theory facilitating the correction of ID cards but in some countries, administrative difficulties remain the same. This year Maharashtra government has promised to give them identity and ration cards to avail government facilities under various schemes. While there are still many who are not registered at birth, for those who do receive a birth certificate then in most parts of the world it will show whether they are ‘male’ or ‘female’. India has a long history of recognizing the 3rd gender. They don’t have the desire to be recognized as a 3rd gender, some of them want to be recognized as a woman, especially after sex change.

One of the huge problems faced by the transgender community in India, especially in metropolitan cities, is the rise of the gay rights movement. The gay rights movement has become the face of the entire gender and sexual minorities (GSM) movement in India. Because most of the men have money and are relatively safe compared to the transgender community. I don’t mean to demean the gay rights movement in any way, but doing away with Section 377 has become the face of the entire GSM movement – section 377 does not make much of a difference to the gay community.

During pride parades in all the major cities, hardly any hijras show up. This is mostly because they barely survive – they have no rights, no way to express their voices because that space has been taken up by the middle-class gays, and neither do they have any kind of political support. If this is the situation, how can one expect them to come for pride marches? They are constantly at work in some way or another; it is their only way to get two square meals a day. And they can’t lose one day, for losing one day means starving for an entire day. This is the sad plight of most of the members of the transgender community.

Everyone has the right to recognition before the law. Persons of diverse sexual orientations and gender identities shall enjoy legal capacity in all aspects of life. Each person’s self-defined sexual orientation and gender identity is integral to their personality and is one of the most basic aspects of self-determination, dignity and freedom. No one shall be forced to undergo medical procedures, including sex reassignment surgery, sterilisation or hormonal therapy, as a requirement for legal recognition of their gender identity. No status, such as marriage or parenthood, may be invoked to prevent the legal recognition of a person’s gender identity. No one shall be subjected to pressure to camouflage, suppress, or deny their sexual orientation or gender identity. Currently, India is considering a law to allow homosexual marriage. But before all this, what they need is basic dignity to live as social beings.

N Biren Singh takes oath as the Chief Minister of Manipur in Imphal, for the second term, on Monday. Singh was unanimously elected as leader of the legislature party of the BJP in a meeting held on Sunday, which was attended by the party’s central observers, Union Finance Minister Nirmala Sitharaman, and Union law and justice minister Kiren Rijiju.

Ahead of the BJP’s state legislature party meeting, Singh had visited Delhi and met Prime Minister Narendra Modi, Union Home Minister Amit Shah, and Defence Minister Rajnath Singh. BJP retained power in the state by winning an absolute majority with 32 seats in the 60-member House in the recently concluded Assembly polls. Congress bagged five seats and the NPP won seven seats. Naga People’s Front bagged five and the Kuki People’s Alliance got two seats. Independents bagged three seats.

The BJP leaders had been discussing the government formation in Manipur after the BJP won an absolute majority in the state for the first time. The BJP had formed the previous government in the state with the support of the Naga People’s Front (NPF) and the National People’s Party (NPP) with Biren Singh as Chief Minister.

A Chinese airliner with 133 people on board crashed in the southern province of Guangxi on Monday, state media has reported.

Broadcaster CCTV said the accident involving a China Eastern Airlines Boeing 737 and occurred near the city of Wuzhou in Teng county. The media said the crash sparked a mountainside fire.

It said rescuers had been dispatched and there was no immediate word on the numbers of dead and injured.

The twin-engine, single-aisle Boeing 737 is one of the world’s most popular planes for short and medium-haul flights.

It was not immediately clear which variant of 737 was involved in the accident. China Eastern operates multiple versions of the common aircraft, including the 737-800 and the 737 Max.

The 737 Max version was grounded worldwide after two fatal crashes. China’s aviation regulator cleared that plane to return to service late last year, making the country the last major market to do so.

China Eastern is one of China’s three major air carriers.

In the recent past, Mumbai’s Crime Branch arrested a person from Uttar Pradesh’s Lucknow for allegedly handling hawala money of DCP Saurabh Tripathi, an accused in the Angadia extortion case. It is a rare thing when a cop doesn’t indulge himself in some extra perks. I have seen many cops, who leave their homes in the morning in search of some Bakra and force them for some bribe money on any pretext. These are small rank cops and havaldar, who get merger salaries to meet their needs. There are many reforms still pending, they are not getting what they deserve, their job is painstaking, but these are not the reason for them to resort to bribery. 

Well, when it comes to higher authorities like ACP and DCP or in Param Bir’s case it CP level of corruption just to please their masters, or most of the time to elevate their standards of living. Don’t know why no media or RTI activists have taken this corruption issue seriously. Compare the salaries these top cops draw and their assets against the income and above all their standard of living. I am sure in 99 per cent of these cases you will find a discrepancy. Well, those cops who got caught are guilty and those who are not are still innocent.

We all know, Hawala money or money laundering is illegal in most countries including India. The world of angadias is secret and works on mutual trust – in layman’s terms, it is an unofficial courier-cum-banking service. Such businesses cannot flourish without the cover of politicians and the goodwill of cops. If you remember, recently Central agencies and Mumbai police hunted ex-Mumbai Commissioner Param Bir Singh, city police arrested a 42-year-old Alpesh Patel ‘hawala’ operator from Gujarat in connection with an extortion case. Param Bir Singh was booked under several extortion cases. Look at the irony, he was CP of Mumbai until got caught. Patel’s role came to light during an investigation into the extortion case, which was filed a few months back by businessman Bimal Agrawal at Goregaon police station against Param Bir Singh. Till his departure from the CP office, no one knew what all he was doing sitting on top cop’s chair.

Throughout India, several crores are being transferred daily – but the bulk is between Mumbai and Ahmedabad. The angadias – most of whom hail from the Kathiawar region of Gujarat – have been in business for several decades now. Since Independence, the angadias have been a mainstay when it comes to transacting money, jewellery, gold, diamonds, and other precious stones. Post-Independence, the angadia services have started in a big way. Diamond traders and businessmen prefer angadia services – as it involves mutual trust, is a completely unofficial channel and faster than any other service. In today’s world, accounts for cash get transferred within a matter of a few minutes. The angadias transfer money, diamonds and jewellery – in a maximum of 24 hours and charge a small fee – generally Rs 100 for a transfer of Rs one lakh or value.

The network is so trustworthy that people often keep accounts for them. For example, if one transacts Rs 5 lakh daily, he may keep anything between Rs 10 to 30 lakh as a balance with the angadias. It helps them square off the accounts on a weekly, fortnightly basis. It is an informal network. Since it is a closely-held community, getting the right figure is difficult – but according to informed sources, there are 200-odd angadias in Mumbai. Similarly, major trading towns like Ahmedabad, Surat and even in other states. 

In Mumbai, angadias run the business from the Bhuleshwar, Opera House, Zaveri Bazaar, Malad areas. Recently, the Bharat Diamond Bourse has also come up in the Bandra-Kurla Complex – and some angadias operate from here too. Do you think Cops are not aware of these businesses? If they know, then what can be the reason that these Angadiyas are flourishing in the city?

One of the realities, responsible for this mutual trust and respect between businessmen and angadias is the fact that a whopping amount of money transacted is in black. Transferring so much money through official channels is not possible as it would come to the notice of the taxman. Therefore, this is transferred through unofficial means, often termed hawala. None of the extortion money is collected through a bank account. So, these officers use Havalas and angadia to do their job, it’s like you scratch my back I’ll scratch yours. Angadia gives them fund transfer facilities and cops assure them of uninterrupted business, some cops even charge for the same as once underworld goons used to charge from builders and businessmen for no fear of life. Hawala is the concealment of the origins of illegally obtained money, typically through transfers involving foreign banks or legitimate businesses. Since Hawala money is found to be spent on terrorist activities most of the countries tightened the bolts on it.

Hawala is also used to transfer black money acquired to another country where it is used to buy properties, start businesses etc. affecting the origin of the country where that black money is earned. 

Hawala is an interesting concept that appears to be logically correct but it is a crime as it ruins the nations. From election funds of neta to extortion money of cops and criminals, angadia plays a major role. In such a scenario who will bell the cat?

Mumbai Deputy Commissioner of Police (DCP) Saurabh Tripathi, accused in the Angadia extortion case, has moved to the Sessions court seeking anticipatory bail. The next hearing on the plea is set for March 23. The Mumbai crime branch’s Crime Intelligence Unit (CIU), investigating the case, recently named Tripathi as an accused in the case, citing fresh revelations.

Since the case was registered on February 18, Tripathi has remained absent. He was also transferred from the DCP zone to the post of DCP operations, but he is yet to take charge.

Last year, in December, the Angadia Association approached then Mumbai police commissioner Hemant Nagrale, alleging Tripathi, then DCP Zone 2, demanded Rs 10 lakh per month to “allow” them to run their business. Nagrale then appointed Additional Commissioner Dilip Sawant of the South region to probe the allegations.

On Sawant’s complaint, an offence of extortion was registered at LT Marg police station, which led to the arrest of — Inspector Om Wangate, API Nitin Kadam and PSI Samadhan Jamdade– from the police station. According to police, the DCP was later charged after an investigation.

The Mumbai police have also sent a letter to the state home department for DCP’s suspension following the extortion case against him and a department inquiry as an administrative action. In their allegation, the Angadia Association also claimed that the arrested officers detained a few Angadias on multiple occasions in December and extorted over Rs 1820 lakh from them by threatening to book them or tip the Income Tax department about their illegal activities.

Tripathi, a 2010 batch IPS officer, is also an MBBS and MD (dermatology), having studied at BYL Nair hospital in Mumbai. He has also served as DCP zone 4 in Mumbai, DCP in the traffic police, and DCP SB (1). He was also the Superintendent of Police (SP) of Ahmednagar.

Bharatiya Janata Party (BJP) leader Kirit Somaiya on Sunday claimed of exposing Rs 1000 crore scam alleging that Shiv Sena leader Yashwant Jadhav and his wife, an MLA, Yamini Yashwant bought 36 old buildings in Mumbai in the past two years.

“Shiv Sena leader Yashwant Jadhav and MLA Yamini Yashwant bought 36 buildings (old buildings of “Paghadi”) with 1000 flats/shops/offices in Mumbai in last 24 months. Rs 1000 crore scam exposed I am confident of actions by ED, Company Ministry, Income Tax Department in next few days,” the BJP leader tweeted.

Earlier this month, Shiv Sena leader Sanjay Raut had alleged that Somaiya is among the beneficiaries of the multi-crore Punjab and Maharashtra Co-operative (PMC) Bank scam. He had also alleged that a top ED official had made investments in a Rs 260-crore project in Maharashtra’s Palghar. The Shiv Sena leader went further to allege that Kirit Somaiya’s son and wife are directors of the same project named ‘Nikon green Ville Project’.

A new study led by the University of Nottingham has analysed that a detailed molecular map of skin may help to develop new skin products and treatments. The study was published in the journal, ‘PNAS’.

Researchers used ex vivo full-thickness human skin tissue samples and a single gas cluster ion beam to both sputter through the skin and generate secondary ions, which were analysed using the OrbitrapTM to generate a depth profile. This process showed the range of chemistries and 3D distributions within the stratum corneum and indicate how these relate to fundamental biological processes such as the cholesterol sulphate cycle.

David Scurr, Principal Research Fellow in the School of Pharmacy, led the research and said, “This research gives the chemical structure detail of the stratum corneum never seen before. The information we were able to gather on the complex chemistry of this tough barrier layer has the potential to benefit research into fundamental biological processes, such as those associated with ageing and disease in addition to improving the efficacy of topical delivery.” This research was part of a collaboration with a beauty company and the analysis done as part of this study has also shown the penetration profile of the stratum corneum.

The team were able to accurately track the penetration of No7’s a beauty product following topical application to the skin surface and detected the peptides responsible for targeting invisible photo-damage that occurs early in the ageing process. Mike Bell, Head of Science Research at No7 Beauty Company said, “Commercially this research is very significant as this technique can offer an improved understanding of topical delivery and therefore lead to the development of more effective peptide-based anti-ageing products.”
