The Supreme Court on Monday agreed to examine whether Article 363 of the Constitution bars courts from hearing property disputes involving erstwhile princely states, reigniting the legal battle between the royal family of Jaipur and the Rajasthan government. A bench of Justices Prashant Kumar Mishra and Augustine George Masih issued notice on a plea filed by Jaipur royals, including Rajmata Padmini Devi, Deputy CM Diya Kumari, and Sawai Padmanabh Singh, challenging a Rajasthan High Court ruling that barred civil courts from hearing their suits. These pertain to the iconic Town Hall (Old Vidhan Sabha) and several other heritage properties in Jaipur’s walled city.

Senior Advocate Harish Salve, appearing for the royals, argued that the original covenant was executed among five princes, with the Government of India only acting as a guarantor. He pointed out that this aspect was overlooked by the High Court, leading to the April 17 judgment that rejected the royal family’s claims.

Justice Mishra expressed concern that allowing such suits could open a floodgate of litigation from other former princely states. “Tomorrow you will say the entire Jaipur is yours,” he remarked. Salve clarified that the royals were not demanding properties vested in the state per the covenant and the Constitution, but merely seeking rightful possession where the state no longer had valid use.

The Rajasthan government, represented by Additional Advocate General Shiv Mangal Sharma, assured the Court it would maintain status quo and not take any provocative action until the matter is settled. The case revolves around the Town Hall, old police headquarters, Home Guard Directorate, and accountant’s office at Jaleb Chowk—prime heritage properties currently in government possession but claimed by the Jaipur royals.

A major emphasis is being placed on cleaning and conserving the sacred Godavari River. To tackle pollution, sewage treatment projects worth ₹1200 crore are being prepared. All infrastructure—from sewage plants to roads—is being designed to be monsoon-proof to prevent disruption during the massive gathering.

Fadnavis also confirmed provisions for permanent facilities for sadhus, including a proposed land acquisition for a Sadhugram and improved amenities for Akhadas. Enhanced connectivity through a new road network is also underway to better manage the flow of devotees, especially around critical spiritual sites like the Kushavart Kund.

In parallel, the government has prepared a ₹681 crore development plan for Chaundi, the birthplace of Punyashlok Rajmata Ahilyadevi Holkar. This plan includes preservation of her historical ghats with modern upgrades.

Essential supplies, including more than 1,000 quintals of rice and thousands of litres of mustard oil, have been distributed in the last 24 hours.

Several key rivers, including the Brahmaputra at Dibrugarh and Nimatighat, and its tributaries Dhansiri and Kopili, are flowing above the danger level. The Barak River and its tributaries in Sribhumi and Matizuri have also breached safe limits.

With more heavy rains predicted and rivers swelling further, Chief Minister Himanta Biswa Sarma warned that the situation may deteriorate in low-lying and riverbank areas. Union Home Minister Amit Shah has assured full support and discussed the crisis with Sarma. Meanwhile, rescue operations are ongoing, including air evacuations by the Indian Air Force from the Assam-Arunachal border.

Transportation has taken a hit with disrupted roads, railways, and ferry services, further isolating affected regions. As multiple agencies scramble to provide relief, the state braces for more rain and rising waters.

While both the Bombay High Court and Supreme Court upheld MMRDA’s procedures as legally and technically sound, L&T argued that its financial bid—never opened—was ₹3,000 crore lower than its competitors’. However, the firm had failed to submit a key affidavit certifying that no bridge built by it had collapsed within two years, leading to its disqualification.

Even as the Supreme Court, led by Justice B.R. Gavai, upheld the High Court’s decision, MMRDA’s legal team—Senior Counsel Mukul Rohatgi and Solicitor General Tushar Mehta—voluntarily proposed a re-tender in court, stating it would be done in the spirit of transparency and fairness.

The Authority is also mulling a downward revision of the base cost by ₹3,000 crore to enhance financial prudence. The twin project includes a 5-km tunnel with a 14.6-metre diameter connecting Gaimukh in Mira-Bhayandar to the Fountain Hotel junction at Shilphata in Thane, and a 9.8-km elevated creek road bridge linking Bhayandar to Ghodbunder Road. Combined, these projects aim to drastically reduce traffic congestion and improve East-West connectivity in the Mumbai Metropolitan Region.

Megha Engineering and Infrastructure Ltd (MEIL) had earlier emerged as the lowest bidder. With the fresh tendering process now on the horizon, the race to execute one of Mumbai’s most transformative infrastructure projects has been reset.
