Can aadhar become a foolproof document? Part III

On the basis of house listing as per the National Population Register (NPR) and believing that it has covered all the residences in India, first of all allot a standard address to every house. It is very important to have a verified address for every household. Once we are aware about the residential areas we will mark people living there then. In the second step, people of a particular area will be informed on their day of verification. The officer will visit each house and will record all details of family members residing there. Address will be recorded as verified and other details like name and date of birth etc of all members of the family will be recorded as per original documents furnished for those details.

Details of all family members will be recorded correctly and with care as this will be the final details being updated in UIN. It will be used to update other documents like pan card, driving licence, voter ID cards with the same details. In this manner, every citizen will be recorded in UIN with his correct residence/permanent address. Anyone residing somewhere other than his permanent address need to get his communication address recorded which will be further checked at the end with whom UIN it has been registered. Another most important aspect which needs to be taken care of is, data collection and address verification should be carried out by professionals and not like any Tom, Dick and Harry as was in the case of Aadhar card. The NPR too is functioning on similar lines but still lack a proper layout and process of data collection. It is adopting the same procedure followed by Aadhar like inviting tenders and allocating it to some agencies. Since every detail has been taken care of while writing that layout, it still may not be inclusive. More thoughts put behind on the similar lines and a determination for the same will pave way for change in the manner in which we work in India.
