Awaiting previous inquiry reports on collapsed bridges to unfold

Six railway bridge accidents in two years – three of them resulting in deaths – have angered Mumbai about the state of its civic structure; the misery and fury over administrative negligence echoed on the social media. A portion of a foot overbridge at the city’s busy Chhatrapati Shivaji Maharaj Terminus railway station collapsed killing six and injuring more than 30. The bridge was three decades old and had reportedly been declared fit for use in an audit carried out by the Brihanmumbai Municipal Corporation just six months ago. After the collapse, a blame game has begun between the Railways and the Brihanmumbai Municipal Corporation, with each claiming the other was responsible for maintaining the bridge.

Who should be blamed, the Government agencies, the contractors or the BMC? Accidents are taking place, people are dying, the PM is expanding his vocal cords and screaming about development and smart cities, bullet trains, and metro trains but we do not have properly audited bridges in the city. No one has ever faced lawsuits over the collapse of these bridges. Moreover, any legal liability will depend on the results of ongoing investigations into the causes of the collapse and it’s still too early to know who, if anyone, might be legally responsible for the disaster! The investigators will need to find out exactly what caused the collapse, if it could have been prevented, and who may have known that the bridge could be dangerous. There has to be a thorough investigation to find out who’s at fault. The BMC has primary responsibility for inspecting and maintaining the bridge, but their audits have announced that the bridges are safe to commute and they fell in pieces. However, they may not have to answer to their approach and corruptions. Maharashtra Chief Minister Devendra Fadnavis sought a preliminary inquiry into the collapse while this is not the first bridge that collapsed and inquiry is set! What happened to the previous bridges that collapsed and the inquiry conducted? If those inquiries and audits were done in time, perhaps such accidents could have been avoided.

Even earlier, the section of the Gokhale Bridge at the Andheri station in Mumbai collapsed following hours of unabated rain. The collapse of the bridge on the SV Road in the city, which connects Andheri East and Andheri West station, left at least five people injured. One of the injured, a woman named Asmita Katkar (35), succumbed to her injuries four days later at Mumbai’s RN Cooper Municipal General Hospital. A probe by the Commissioner of Railway Safety termed six Western Railway officials and the BMC as responsible for the incident but we can see that none of them are booked or punished for negligence.

October 15, 2017: One person sustained injuries after stairs of a foot-over bridge near Charni Road station in Mumbai crumbled. September 29, 2017: At least 23 people were killed and 35 others were injured after a stampede broke out at the sub-urban Elphinstone Road railway station pedestrian bridge. The incident took place between the Parel railway station and Elphinstone Road railway station.

A probe panel, headed by Western Railway Chief Security Officer, in its report to Western Railway General Manager Anil Kumar, said that the incident happened because of heavy rain, but none was blamed. How can rains collapse any structure?

December 13, 2015: Nine people were injured when a bridge collapsed in the suburban Malad area of Mumbai. The bridge connected Evershine Nagar in Malad to Malvani. February 7, 2013: Three people were killed and six were injured after a portion of an under-construction Sahar elevated corridor in Andheri East near Mumbai international airport caved in. Police had registered a case of death due to negligence and of grievous hurt against officials of Larsen & Toubro. September 4, 2012: One person died and 11 others were injured when an under-construction Mumbai Metro Rail bridge – part of the Versova-Andheri-Ghatkopar Corridor – collapsed. Maharashtra accounted for the second-highest number of deaths (4,237) due to structural collapses between 2001 and 2015, according to the National Crime Records Bureau’s 2016 report. In total, at least 38,363 people lost their lives in as many as 37,514 incidents of the collapse of various structures during this period across the country. The types of structural collapses that the data records include: bridges, commercial buildings, dams, residential buildings, and others. As per the reports as many as 1,217 people died in incidents of bridge collapses throughout the country in these 15 years. The governments came and gone, political parties changed in power, let it be BJP or Congress, they are the common public who lost their lives and politicians lost their credibility by blaming each other. The infrastructure especially these overhead bridges are so old and smutty and as the crowd in Mumbai is growing day by the day, I fear that this will keep on happening and the poor Mumbaikars have no other option but to commute. Every such act of negligence by the government and civic authorities should be counted as state-sponsored murder of its citizens. Such incidents make one feel so angry and helpless! We use the local trains and these stations daily and it’s impossible now to not feel paranoid.

City infra fragile but govt in slumber

lead 11At least six people have died, 34 reportedly rescued alive, and the toll is likely to rise: This disaster took place when a portion of an overhead pedestrian bridge outside the Chhatrapati Shivaji Terminus came crushing down during the rush hour on Thursday evening. Two dead, five injured: This was led by the collapse of a part of the 40-year-old bridge (which had also cleared the railway’s safety audit just months earlier) at the Andheri station amid heavy rain in July last year. 23 dead, 35 injured and this happened after a stampede broke out on the foot overbridge that linked two of the busiest stations in Mumbai — Elphinstone Road and Parel suburban stations. While every time our government is “deeply anguished by the loss of lives” and their “thoughts are with the bereaved families”, the city with shoddy and abandoned infrastructure has witnessed three major bridge tragedies in the last one and a half years. Moreover, as the Chief Minister on Thursday informed us of safety audits being carried out in 445 foot over bridges, the administration’s promises too sounds as rubbishy as the city’s concrete skeleton. The audits are associated with some minor repairs six months ago as part of a safety audit ordered when another foot overbridge collapsed in Andheri last June. The audit of the structure by the civic authority had declared the bridge “safe”.

The headquarter of India’s Central railway zone and a UNESCO World Heritage Site in Mumbai, Chhatrapati Shivaji Maharaj Terminus experienced a horrific accident when a foot overbridge, built in 1984, that connected the CST platform 1 north end with BT Lane near Times of India building and the Anjuman-e-Islam School fell to pieces around 7.30 pm on Thursday evening — certainly the highest footfall hour in the Mumbai suburban railways’ timetable. A team of the National Disaster Relief Force, Fire Brigade, and BMC rescue teams helped with the rescue work; senior police officers were also at the spot to conduct the operations. The injured were rushed to the St. George Hospital and Sion Hospital. Police registered cases against Brihanmumbai Municipal Corporation (BMC) and Indian Railway officials charging them with culpable homicide, but no arrests yet been made. Maharashtra Chief Minister Devendra Fadnavis has announced Rs 5 lakh ex gratia each to the families of the deceased and Rs 50,000 to the injured. He has also ordered a high-level probe. To which, a famous columnist of Mumbai Shobha day said, “Forget high-level inquiry. Hold culprits responsible. Order an audit of footbridges and bridges. Stop passing the buck. We know how corrupt the BMC is. Tell us something we don’t know.”

Journalist Nikhil Wagle asked “Where are Shiv Sena leaders since Thursday’s bridge collapse? Sena ruled BMC for more than 25 years. They boast about being a ‘Party of Mumbaikars’. Why do they run away from admitting the blame? He further stated, “Once upon a time, honest leaders like Mrinal Gore fought for the Mumbaikars. Now, most of the leaders are selfish or extortionists”.

It took no time post the tragic incident that blame game erupted between Mumbai’s civic body Brihanmumbai Corporation and the Indian Railways. The Railway Ministry has said that the overbridge was under the control of Mumbai civic body though Sena lawmakers have denied the claim. While State Minister Vinod Tawde said that both Railways and the civic body would investigate the matter, BMC Commissioner Ajoy Mehta has ordered an inquiry by the civic body’s chief engineer (vigilance) into the causes that led to the deck of the FOB collapsing.

CM Fadnavis on Friday met the victims of the bridge collapse at GT hospital and said that the faulty audit that declared the bridge safe for use will be probed. He expressed his shock regarding such mishaps that are taking place despite structural audits and ordered a high-level inquiry.

Yuva Sena leader Aaditya Thackeray told Afternoon Voice, “CSMT bridge collapse is extremely upsetting and disturbing. Although there shall not be any blame game, there will be reasons found and responsibility that will be fixed. A recent audit also apparently happened. That audit shall be revisited to examine what wasn’t mentioned or followed. At such crises, people should unite for taking out solutions without playing politics.”

Social media called for outrage against the BMC, BJP, and Shiv Sena and they took on to Twitter under the hashtag #MumbaiBridgeCollapse.

“Appalled to hear about the foot overbridge tragedy in which many people lost their lives! Praying for the speedy recovery of all those who are injured. Demand strong action against those responsible for such negligent administration which cost human lives,” told Congress Chief Ashok Chavan while speaking to our correspondent.

Rukshmani Kumari, Rajasthan-President of All India Professional’s Congress, asked, “What kind of a CM Fadnavis is, he continues his election campaign after people die in Mumbai bridge collapse. It is not only the collapse of the bridge but also the collapse of BJP in Maharashtra.

Other bridge collapses in Mumbai include:

  1. A part of the foot overbridge collapsed near Mankhurd on Sion-Panvel Highway on October 7, 2018.
  2. A portion of a foot overbridge at the Charni Road station fell on October 14, 2017.

One of the BJP’s Mumbai spokespersons Sanju Verma sparked controversy by calling the bridge collapsed incident a ’natural calamity’. She has also simply blamed the pedestrians and bad luck in the drill to defend her government. She has indeed performed the job of a spokesperson; however, her statement didn’t go well with the Mumbaikars. This is not the first time that a politician has made irresponsible comments in the times of tragedy to do away with their accountability. While some called Verma’s behaviour arrogant, thinking tanks of Mumbai demanded her immediate termination as the party spokesperson.”

 

Pawar’s grand nephew, Bhujbal’s nephew in NCP’s second list

sharad pawar 1NCP chief Sharad Pawar’s grand nephew Parth and senior leader Chhagan Bhujbal’s nephew Sameer figure in the second list of five candidates for next month’s Lok Sabha poll, declared by the party on Friday.

Parth, son of senior NCP leader and former Deputy Chief Minister Ajit Pawar, will be contesting from the Maval constituency.

Parth’s candidature follows Sharad Pawar stepping back from the poll arena from Madha seat to accommodate his grand- nephew in the list.

The party also fielded Chhagan Bhujbal’s nephew Sameer Bhujbal (Nashik). Sameer was arrested by the Enforcement Directorate in a case of money laundering.

Dr Amol Kolhe, who played Chhatrapati Sambhaji on TV, also figures in the second list. Kolhe, who recently switched parties to join the NCP, after quitting the Shiv Sena, will contest from Shirur.

The list also includes Dhanraj Haribhau Mahale (Dindori) and Bajrang Sonawane (Beed).

The party has so far not announced any candidate for the controversial Ahmednagar and Madha seats. Pawar was expected to contest from Madha but recently declared he won’t do so.

Sule was renominated from the family turf Baramati, which she represents in the outgoing Lok Sabha.

Prominent among others named in the first list were former Irrigation Minister Sunil Tatkare from Raigad, former state minister Gulabrao Devkar from Jalgaon, Udyanraje Bhosale from Satara, Dhananjay Mhadik from Kolhapur, Sanjay Dina Patil (Mumbai North East) and Anand Paranjpe from Thane.

Others in the list included Rajendra Shingane from Buldhana, Rajesh Vitekar from Parbhani and Babaji Balaram Patil from the Kalyan seat.

The NCP has left the Hatkanangale seat for Swabhimani Shetkari Sanghatna chief Raju Shetti. The Pawar-led party has fielded Mohammad Faizal from Lakshadweep.

4-year-old girl killed by leopard in Nashik

leopardA 4-year-old girl playing in a farm was killed by a leopard in Maharashtra’s Nashik district, police said on Friday.

The incident took place around 7pm on Thursday in Parmori village of Nashik’s Dindori taluka, the Vani police station official informed.

“The leopard pounced on Gayatri Gangurde, killed her and dragged her into a sugarcane field nearby. Her mother Gitabai was working in the fields of one Deepak Salve when the incident happened,” he said.

Forest department teams have been deployed in the area to trap the leopard, he added.

BJP-Sena alliance strong & impenetrable, says Fadnavis

devendra fadnavisMaharashtra Chief Minister Devendra Fadnavis on Friday said the alliance between the BJP and the Shiv Sena was very strong and impenetrable.

Fadnavis was addressing a rally in here ahead of the Lok Sabha elections, where Shiv Sena chief Uddhav Thackeray and other leaders of both the parties were present.

“The BJP-Shiv Sena alliance is joining of hands of the Hindutva parties, which share a common ideology. It has stood the ground so far and will do so in future as well. Yeh Fevicol ka majboot jod hai! (It is a strong bond like that of Fevicol),” he said at the launch of the poll campaign.

“The alliance is impenetrable…Some people tried to separate us as they wanted to be in power, but once the alliance was announced, they started retreating,” he said.

Overcoming their strained ties, the BJP and Shiv Sena had last month announced a seat-sharing pact for the ensuing Lok Sabha and Assembly elections in Maharashtra. The BJP will contest 25 seats and Shiv Sena 23 of the 48 Lok Sabha seats in Maharashtra.

Thackeray said he never allowed his party’s differences with the BJP harm the interests of the state.

“BJP-Sena alliance has grown into a tall tree. In no case should we allow pests to eat into it. I don’t believe in (poll) surveys. I trust more my self-confidence, which tells me that so overwhelming will be the victory that even 48 seats (in the state) would fall short.”

In a lighter vein, Thackeray asked Fadanvis not to entertain Sharad Pawar if he wished to join BJP.

“The situation in the state is such that whenever BJP-Sena leaders criticise the opposition leaders, the next day they join the BJP-Sena. This makes me think if I should criticise or not? If I criticise Pawar today, he may join BJP tomorrow. But don’t give him any room in the party,” Thackeray said.

“We need to keep some people outside, else there would be no one left out for us to talk about,” he added jokingly.

 

Tech Mahindra to acquire K-Vision for $1.5 million to expand 5G business

IT company Tech Mahindra will acquire Japan-based mobile network solution firm K-Vision for $1.5 million in an all-cash deal to support 4G and 5G telecom network roll out in Japan.

“The investment committee of the board of directors of the company has approved the proposal to acquire 100 per cent shareholding in M/s K-Vision Co., Ltd through its wholly owned subsidiary ie Mahindra Engineering Services (Europe) Limited,” Tech Mahindra said in a note.

K-Vision provides network services for mobile communications to telecom operators in Japan. The company earned revenue of USD 4.8 million during 12-month period ended January 31, 2019.

“Tech Mahindra through its wholly owned subsidiary…intends to leverage the local presence and expertise of K-Vision to build its network services business in Japan. In the near term, Tech Mahindra will support 4G and 5G network build and roll-out in Japan for large telecom players,” the note said.

The deal between Tech Mahindra and K-Vision was signed on Thursday and is expected to close by end of this month.

FM Logistic to invest $150 mn in India for warehouses

fmlogistic final hres webFrance-based FM Logistic on Friday said that it plans to invest $150 million (a little over Rs 1,000 crore) over the next five years to set up new warehouses in India.

This amount will be used to focus on multi-client warehouses, the company said.

CEO Jean-Christophe Machet said: “I am impressed by the dynamics of India, and planning to make strategic investments here to support long-term growth.

“We are confident about our growth and development so we decided at the board level to invest this significant amount of $150 million for next five years to develop our own facilities.”

The company plans to expand to five cities including four metropolitan cities, he added.

When asked how the funds will be arranged, he said the company is in the process of negotiating with local and international finance partners for funding and will also use its own equity.

In 2016, the company entered India through the acquisition of Pune-based Spear Logistics.

The company expects a very strong double-digit growth in India in the next fiscal, he added.

“FM Logistic plans to strengthen its position in India by delivering on its post GST strategy of focusing on developing multi-client warehouses in the most important Indian Economic Zones,” Machet said.

The opening of the company’s first multi-client warehouse in Mumbai (with extension in progress) will be followed by another in Delhi NCR, which is expected to commence operations next month, the company said.

It has also acquired 31 acre land in Jhajjar, near Gurugram.

“With these new projects we aim to create 500 jobs in next 12 months,” it said.

FM Logistic specialises in warehousing, transportation and co-packing.

FM Logistic also announced appointment of Alexandre Amine Soufiani as its new Managing Director of India operations.

Toyota to hike prices of cars from April

Toyota Kirloskar Motor (TKM) on Friday said it will increase prices of some of its products from next month in order to offset rise in input costs.

“We have been absorbing additional costs through a bouquet of cost reduction measures including refinement in production process. However, considering the trend of continuous increase, we are constrained to pass on a small portion to the customers,” TKM Deputy Managing Director N Raja said in a statement.

The company will continue its efforts to contain costs and offer the best value to its loyal customers, he added.

TKM, however, did not disclose the models that would become costlier. The company sells a range of products including popular multipurpose vehicle Innova and premium sports utility vehicle Fortuner.

Govt banking on advance tax collection to meet direct tax target of Rs 12 lk cr

With fiscal math under pressure due to lower buoyancy in tax collection, the government is eyeing advance tax payment to meet the revised Budget target of Rs 12 lakh crore for the current fiscal.

According to sources, efforts are being made to make up for the shortfall in direct tax collection, but the revised target seems to be daunting. The government had earlier estimated Rs 11.5 lakh crore mop-up from direct tax collection.

The increase of Rs 50,000 crore in the interim Budget 2019-20 has made the task of achieving the revised target a difficult proposition for the Central Board of Direct Taxes (CBDT), sources said adding the shortfall seems to be imminent.

However, the clarity on the exact quantum of shortfall would emerge only after the final figure of advance tax collection comes, sources said.

Net direct tax collection during April-January of this fiscal stood at Rs 7.89 lakh crore against Rs 12 lakh crore targeted for the entire fiscal.

To meet the shortfall, CBDT chairman P C Mody held a meeting with senior tax officials to review collection figures ahead of the deadline of advance tax payment of Friday. Besides, the board has been issuing an advisory asking the taxpayers to pay the fourth and last installment of advance tax for the current fiscal.

Under the Income Tax Act, any assessee, including salaried employee whose estimated tax liability for an year exceeds Rs 10,000 needs to pay advance tax. With the tax department staring at the deficit in collection, there are apprehensions that corporates may have to pay more in the last installment and claim refund in the next fiscal. As a result of this, the gap between the target and actual realisation is narrowed for the current fiscal.

It is to be noted that the government has been putting on a brave face as far as meeting direct tax collection target is concerned. “On direct taxes, we are reasonably confident of (meeting the target). But on the indirect tax front, there may be some shortfall,” Economic Affairs Secretary Subhash Chandra Garg said on Thursday.

Maha history-sheeter held with 8.5 kg ganja worth Rs 2.55 lakh

ganja 1A man has been arrested near Vitthalwadi railway station in Maharashtra’s Thane district on a tip-off allegedly with 8.5 kilogrammes of ganja worth Rs 2.55 lakh, a police official said on Friday.

Rohidas Gadge (46) was arrested on Wednesday by a patrolling Anti-Narcotics Cell team led by Inspector Vijay Pawar, said Thane police spokesperson Sukhada Narkar.

An official said that Gadge has worked for the Ravi Pujari gang and has at least four cases of extortion against his name with Mumbai police.

Gadge has been charged under the Narcotic Drugs and Psychotropic Substances Act 1985 and remanded in police custody till March 19, an official said.

Vitthalwadi police is probing further, the official said.
