The Odisha government has extended the deadline for fixation of High Security Registration Plate (HSRP) on vehicles registered prior to April 1, 2019 by one month.

The State Transport Authority (STA) on Friday issued a notification revising the previous deadline set for fixation of the HSRP on vehicles with registration number ending with 1,2,3 and 4 by September 30. Now the new deadline will be October 31.

Similarly, November 30 and December 31 is the deadline for the Odisha registration vehicles with registration number ending with 5 and 6 and 7 and 8, respectively.

The vehicles carrying Odisha registration mark and registration number ending with 9 and 0 will have to affix the HSRP by January 31, 2023.

Due to non-availability of required infrastructures for fixation of the HSRP within the short time, the Orissa High Court had asked the state government to extend the deadline for one month while hearing a petition.

The government revised the deadline as the people across the state raised a hue and cry against it and demanded extension of the deadline due to lack of required logistics for making and fixing the HSRP on vehicles.

A petition was made in the Orissa High Court which asked the state government to inform whether the deadline could be extended.

The Odisha transport department has made affixation of HSRP mandatory since June 1, 2022 for all classes of old vehicles which were registered prior to April 1, 2019.

Meanwhile, all new vehicles are now being given instant HSRP at the sale counter itself.

Delhi HC dismissed plea by Satyendra Jain to transfer money laundering case to another court

The Delhi High Court on Saturday dismissed a plea by Delhi minister Satyendar Jain challenging a lower court order to transfer the money laundering case against him to another court.

Justice Yogesh said all facts were duly considered by the Principal District and Session’s Judge while transferring the case, which is being probed by the Enforcement Directorate (ED), and it cannot be held that the decision suffered from any illegality or needed interference.

“The question is not of an integrity or uprightness of the judge but is of an apprehension in the mind of a party,” the court stated.

“The petition is therefore, dismissed,” the court said in its order.

Jain had moved the high court last month challenging the September 23 order of the Principal District and Sessions Judge Vinay Kumar Gupta, who transferred the money laundering case to Special Judge Vikas Dhull from Special Judge Geetanjali Goel, who was hearing his bail plea.

The district judge’s order was passed on an application for transfer moved by the investigating agency.

The agency, in its transfer application before the district judge, had argued that while there was no complaint against the judge hearing the matter, it was “a case of probable bias” in favour of the Delhi minister and there was an apprehension that it might not get an independent and impartial hearing.

The AAP leader argued before the high court that the ED cannot be allowed to “brow beat” a judge and seek transfer of the case citing “bias” without any basis.

The ED had arrested Jain and two others in the money laundering case based on a Central Bureau of Investigation FIR lodged against the AAP leader in 2017 under the Prevention of Corruption Act.

Jain is accused of having laundered money through four companies linked to him.

The Centre has accorded a Y category security cover to five RSS leaders in Kerala in view of possible threats to them, official sources said on Saturday.

The names of the Rashtriya Swayamsevak Sangh (RSS) leaders is understood to have been found on the radar of the Popular Front of India (PFI) after central probe agencies recovered documents in this connection during the recent crackdown on the Islamic organisation, which the Centre banned early this week.

The smallest category of central security cover– Y– has been accorded to the five RSS leaders based on inputs and recommendations provided to the Union home ministry by central investigative and intelligence agencies, sources said.

The Central Reserve Police Force (CRPF) VIP security wing has been asked to render the task, they said.

About two to three armed commandos will be provided to each protectee as part of the cover, the sources said.

A similar cover has also been provided to Bihar BJP chief and MP from West Champaran Sanjay Jaiswal.

He was given a Y cover security in the wake of protests against him and other BJP leaders during the ‘Agnipath’ recruitment scheme launch in June. The cover was later withdrawn but has been restored now.

With the addition of these six protectees, the CRPF has been covering at least 125 people under its VIP security umbrella.

Former Sussex captain and Marylebone Cricket Club (MCC) President Robin Marlar has passed away at the age of 91.

“Sussex Cricket is deeply saddened to announce the death of Robin Marlar, aged 91, on September 30, surrounded by his family at Epsom General Hospital,” said a statement by Sussex Cricket. Robin was born in Eastbourne in January 1931 and was to become one of the most important figures in the history of Sussex Cricket.

He was educated at Harrow and Cambridge University, where he won three cricket blues and made his debut for Sussex in July 1951 against Kent at Hastings. He was an off spin bowler of the highest class who took 970 first-class wickets in his career spanning 289 matches including 5 wickets in an innings on no fewer than 66 occasions.

He also had 3,033 runs in first-class to his name at an average of 9.72, with the best score of 64.

After his first career as a player ended, the multi-talented Marlar established not one or two, but three further successful careers. He was the Cricket Correspondent for the Sunday Times, crossing swords with Kerry Packer and writing incisively on cricket until into his nineties.

He established a hugely successful headhunting business, headquartered in Sloane Square and with clients around the world and, not content with that, had a trophy-winning career as a cricket administrator.

He was President of the MCC in 2006 where he pioneered the club’s work in Afghanistan. He will, no doubt, have noted with joy, the day before his death, the MCC’s decision to host the Eton v Harrow match and the Varsity match at Lord’s again next season, both matches that he played in with great distinction.

He was Chairman of Sussex County Cricket Club in 1996 and 1997, when he paved the way for the golden age of Sussex Cricket that led to the first Championship win in 2003 and further titles in 2006 and 2007.

He took a passionate and lifelong interest in the County Club of his birth and visited the ground in August this year for a memorable day, in the Boardroom, with Mike Griffith and Johnny Barclay, all three MCC Presidents and Sussex Captains.

Earlier this month he attended the Memorial Event for Ted Dexter in the Long Room at Lord’s, where he was in magnificent form, upbraiding Andrew Strauss about the High Performance Review and holding court in the style as only he could.

“Robin Marlar was a great man of cricket and will be deeply missed by all at Sussex Cricket and especially by his friends at the Sussex Cricket Museum which he supported passionately. Our thoughts are with his daughters Sarah, AJ, Kate and Tammy and his sons Algy and James,” concluded Sussex Cricket.

Bringing a new era in technology, Prime Minister Narendra Modi will today launch the 5G telecom services that seeks to provide seamless coverage, high data rate, low latency and highly reliable communications system.

According to Prime Minister’s Office (PMO), he is scheduled to launch the 5G services at 10 am on Saturday at an event organised at Pragati Maidan in the national capital.

On the occasion, the three major telecom operators of the country will demonstrate one use case each in front of the Prime Minister to show the potential of 5G technology in India.

Reliance Jio will connect a teacher from a school in Mumbai with students in three different locations in Maharashtra, Gujarat and Odisha. This will demonstrate how 5G will facilitate education by bringing teachers closer to students, obliviating the physical distance between them. It will demonstrate the power of Augmented Reality (AR) on screen and how that is being used to teach children across the country, remotely, without the need of an AR device.

In the Airtel demo, a girl from Uttar Pradesh will witness a lively and immersive education experience to learn about the solar system with the help of Virtual reality and Augmented reality. The girl will share her experience of learning with the PM by appearing on the dais through a hologram.

The Vodafone Idea test case will demonstrate the safety of workers in an under-construction tunnel of Delhi Metro through the creation of a Digital Twin of the tunnel on the dais. The digital twin will help give safety alerts to workers in real-time from a remote location. PM will take a live demo from the dais to monitor the work in real-time through utilising VR and Artificial Intelligence.

At the event, PM Modi is scheduled to visit an exhibition where he will witness the demonstration of the use of 5G technology in multiple areas.

The various use cases that will be demonstrated in front of PM in the exhibition include precision drone-based farming; High-Security Routers & AI based Cyber Threat Detection platforms; Automated Guided Vehicles; Ambupod – Smart Ambulance; Augmented Reality/Virtual Reality /Mix Reality in Education and Skill Development; Sewage Monitoring System; Smart-Agri Programme; Health diagnostics, among others.5G technology will offer a wide range of benefits to the common people. It will help in providing seamless coverage, high data rate, low latency, and highly reliable communications.

Also, it will increase energy efficiency, spectrum efficiency and network efficiency. 5G technology will help in connecting billions of Internet of Things devices, will allow higher quality video services with mobility at high speed, and delivery of critical services such as telesurgery and autonomous cars among others. 5G will help in real-time monitoring of disasters, precision agriculture, and minimising the role of humans in dangerous industrial operations such as in deep mines, offshore activities etc.

Unlike existing mobile communication networks, 5G networks will allow tailoring of requirements for each of these different use cases within the same network.

India abstains UN Security Council which condemned Russia’s “illegal referenda” and annexation of four Ukrainian territories

India has abstained on a draft resolution tabled in the UN Security Council which condemned Russia’s “illegal referenda” and annexation of four Ukrainian territories and called for an immediate cessation of violence while underlining the need to find pathways for a return to the negotiating table.

The 15-nation UN Security Council on Friday voted on the draft resolution tabled by the US and Albania that condemns Russia’s “organisation of illegal so-called referenda in regions within Ukraine’s internationally recognised borders.”

The resolution declares that Russia’s “unlawful actions” with regards to the “illegal so-called referenda” taken on September 23 to 27 this year in parts of Ukraine’s regions of Luhansk, Donetsk, Kherson, and Zaporizhzhya that are under Russia’s temporary control can have “no validity” and cannot form the basis for any alteration of the status of these regions of Ukraine, including any “purported annexation” of any of these regions by Moscow.

The resolution failed to get adopted as Russia vetoed it. Of the 15-nation Council, 10 nations voted for the resolution while China, Gabon, India and Brazil abstained.

In the explanation of the vote, India’s Permanent Representative to the UN Ambassador Ruchira Kamboj said that India was deeply disturbed by the recent turn of developments in Ukraine and New Delhi has always advocated that no solution can ever arrive at the cost of human lives.

“We urge that all efforts are made by concerned sides for the immediate cessation of violence and hostilities. Dialogue is the only answer to settling differences and disputes, however daunting that may appear at this moment,” she said. “The path to peace requires us to keep all channels of diplomacy open,” she said, adding that Prime Minister Narendra Modi “unequivocally conveyed” this in his discussions with world leaders, including with Russian President Vladimir Putin and Ukrainian President Volodymyr Zelenskyy.

She also referred to statements made by External Affairs Minister S Jaishankar on Ukraine during the high-level General Assembly session last week.

Referring to Modi’s remark to Putin on the sidelines of the SCO Summit in Uzbekistan’s Samarkand that “today’s era is not an era of war”, Kamboj said New Delhi sincerely hopes for an early resumption of peace talks to bring about an immediate ceasefire and resolution of the conflict.

“India’s position has been clear and consistent from the very beginning of this conflict. The global order is anchored on the principles of the UN Charter, international law and respect for sovereignty and the territorial integrity of all states. Escalation of rhetoric or tension is in no one’s interest,” she said.

“It is important that pathways are found for a return to the negotiating table. Keeping in view the totality of the evolving situation, India decided to abstain on the resolution,” Kamboj said.

Russian President Putin on Friday proclaimed the annexation of the Ukrainian regions of Donetsk, Luhansk, Kherson and Zaporizhzhia.

The announcement came a day after UN Secretary-General Antonio Guterres said that “any annexation of a State’s territory by another State resulting from the threat or use of force is a violation of the Principles of the UN Charter and international law.”

“Any decision to proceed with the annexation of Donetsk, Luhansk, Kherson and Zaporizhzhia regions of Ukraine would have no legal value and deserves to be condemned,” Guterres said.

“It cannot be reconciled with the international legal framework. It stands against everything the international community is meant to stand for. It flouts the purposes and principles of the United Nations. It is a dangerous escalation. It has no place in the modern world. It must not be accepted,” the UN chief said.

The resolution also calls upon all States, international organisations and specialised agencies not to recognise any alteration of the status of Ukraine’s regions of Luhansk, Donetsk, Kherson or Zaporizhzhya on the basis of Russia’s “unlawful actions” with regards to the illegal so-called referenda taken on September 23 to 27, and to refrain from any action or dealing that might be interpreted as recognising any such altered status.

It also decides that Russia shall “immediately, completely and unconditionally” withdraw all of its military forces from the territory of Ukraine within its internationally recognised borders, which includes those regions addressed by the “illegal so-called referenda” to enable a peaceful resolution of the conflict between Russia and Ukraine through political dialogue, negotiation, mediation or other peaceful means.

Mumbai police have registered a case against former Maharashtra minister Chhagan Bhujbal and two others on the charge of threatening to kill a man, who had forwarded videos to the senior NCP leader in which the latter allegedly spoke against Hindu religion, an official said.

The First Information Report (FIR) in this connection was registered at Chembur police station late Friday night, he said.

“Based on the complaint filed by the man, an offence under Indian Penal Code (IPC) section 506 (2) (criminal intimidation) and 34 (common intention) was registered against Bhujbal and two others,” the official said on Saturday.

“The complainant said that he was threatened for forwarding two videos to Bhujbal, in which the latter allegedly spoke against Hindu religion,” he added.

The case is being investigated by unit -6 of the Mumbai crime branch, the official said.

Bhujbal, who belongs to the Nationalist Congress Party (NCP), currently represents the Yeola Assembly constituency in Nashik district. He had earlier served as the deputy chief minister of the state.
