Will RSS Magic work for BJP in Bihar?

The Bhartiya Janata Party’s (BJP) biggest defeat in Delhi was due to the non-participation of Rashtriya Swayamsevak Sangh (RSS) in its campaign. RSS campaigning always made difference to BJP in elections. Finally, National Democratic Alliance (NDA) versus Nitish-Lalu led ‘Mahagathbandhan’ fight in Bihar sharpens, the RSS has decided to step up its help to BJP — by deploying pracharaks who have been instructed to frame the election as a matter of ‘Hindu self-esteem’. The BJP’s origin lie in the Bharatiya Jana Sangh, popularly known as the Jana Sangh, founded by Shyama Prasad Mookerjee in 1951 in response to the politics of the dominant Congress Party. It was founded in collaboration with RSS, and was widely regarded to be the political wing of the RSS. Jana Sangh’s aims included the protection of India’s “Hindu” cultural identity, in addition to countering what it perceived to be the appeasement of Muslim people and the country of Pakistan by the Congress party and then-Prime Minister Jawaharlal Nehru. The RSS loaned several of its leading pracharaks, or full-time workers, to the Jana Sangh to get the new party off the ground. Prominent among these was Deendayal Upadhyaya, who was appointed General Secretary. The Jana Sangh won only three Lok Sabha seats in the first general elections in 1952. It maintained a minor presence in parliament until 1967. In the 2014 general election, the BJP won 282 seats, leading the NDA to a tally of 336 seats in the 543-seat Lok Sabha. The vote share of the BJP was 31% of all votes cast, a low figure relative to the number of seats it won. This was the first instance since 1984 of a single party achieving an outright majority in the Indian Parliament and the first time that it achieved a majority in the Lok Sabha on its own strength. It’s RSS that played the vital role in focusing on these 32 per cent hard core Hindu votes to BJP.

Now working on the same lines, a BJP – Sangh cadres are telling voters in Bihar, only a vote for BJP will keep Hindus ‘safe’. The campaign is focusing mainly on Dalits. In a meeting held late Sunday evening between senior RSS leaders Krishna Gopal and Dattatreya Hosbale and 70 Sangh seniors, the strategy on framing Bihar elections as a “Hindu swabhimaan ka chunav” (an election for Hindu self-esteem) was given concrete shape. Sangh is now campaigning in Bihar’s Seemanchal area. Sangh’s duty for the polls is to ensure proper coordination and communication among RSS and BJP workers in Katihar, Purnia and Kishanganj. Pracharaks’ door-to-door campaigning includes telling people about what Sangh describes as “five different kinds of Muslims” – Suryavanshi, Parchaiyya, Bangladeshi, Deshi and Shias.

They are telling Hindus that some Muslims such as the Deshi and Suryavanshi are not aggressive. Their living style is similar to Hindus. Their women wear sarees. However, those from western UP and other parts (parchaiyya) or Bangladeshis have done harm to the country before. The point is to make Hindus vote for the BJP that will keep them safe in the country. The Sangh’s campaign on Hindu ‘self-esteem’ is using what RSS strategists think is a potent gesture – in Siwan, Kishanganj, for example, Sangh leaders are asking voters to swear by the cow that they will vote for BJP. BR Ambedkar is the other Sangh pitch – in areas like Rajgir, Phulwari and Masaurhi, RSS campaigners are consistently talking about the Sangh’s efforts to popularise Ambedkar. Groups of RSS campaigners, armed with photos of Ambedkar, insist on sharing some food – usually misri (crystallised sugar lumps) – with members of a Dalit household, and tell household members that the Sangh doesn’t believe in caste discrimination.

Campaigners are also co-opting Nitish Kumar – saying good work during Kumar’s chief ministership was thanks to his then ally BJP holding portfolios such as public works, finance and urban development

There are 1,200 RSS shakhas across Bihar. Five swayamsevaks from each shakha have been given poll responsibility. All political parties and their associates indulge in some or the other form of voter-profiling. This usually takes the shape of targeted messaging of policies aimed at groups of voters. So, the RSS highlighting the BJP’s role in ensuring good governance under Nitish Kumar or reaching out at Dalit voters is understandable. However, the RSS does the BJP no favour by linking Muslims and their alleged ‘propensity for terrorism’ in an effort to rally Hindu voters. The RSS is undermining the message that the PM has sought to highlight: the real enemy is poverty.

After the 1st and 2nd phase of elections, grand alliance position seems to be strong. This time winning the election in Bihar for BJP is very difficult. However, let’s see what RSS’s magic can do for them.

Government is committed to bring back Dawood Ibrahim: Rijiju

DawdGovernment is committed to bring back fugitive ganglord Dawood Ibrahim to face law for his involvement in 1993 Mumbai serial blasts, Union Minister Kiren Rijiju said days after underworld don Chhota Rajan’s arrest in Indonesia.

Rijiju said Home Minister Rajnath Singh had already said in Parliament that government will leave no stone unturned to bring back Dawood, believed to be hiding in Pakistan with the patronage of ISI.

“Indian government is committed to bring back Dawood,” Rijiju said.

The Minister of State for Home was replying to a question on when Dawood will be brought back to India to face law for his various crimes, including 1993 serial blasts in Mumbai, in the wake of Rajan’s arrest.

Asked how soon Rajan would be brought back to India from Indonesia, where he was arrested two days ago, Rijiju said the laws in Indonesia and India were different and both countries were exploring them.

“We are exploring all provisions of law and bilateral agreement between India and Indonesia. The process is on to bring back Chhota Rajan to India soon,” he said.

Chhota Rajan, one of India’s most wanted gangster, was arrested in Bali, Indonesia, on a Red Corner Notice issued by Interpol after eluding law enforcement agencies for over two decades.

The arrest was made on a tip off from Australian police that Rajan, the powerful aide-turned-rival of terrorist Dawood Ibrahim, has flown from Sydney to Bali.

Chhota Rajan may have struck a deal with intelligence agencies for arrest: Sources

Chhota-rajan-A day after one of India’s most wanted criminals Chhota Rajan was arrested in Bali, sources revealed that Rajan may have struck a deal with intelligence agencies for arrest.

According to the sources, he was used by intelligence agencies to keep a close tab on underworld don Dawood Ibrahim.

After his fallout with Dawood, it is widely believed that Rajan sold his loyalty to the intelligence agencies.

In 2000, Dawood’s henchmen carried out an attack on Rajan which he survived but his health began to deteriorate. He has been undergoing dialysis since 2010. Dawood’s men reportedly made another attempt on Rajan’s life earlier in 2015 in New south wales.

In his last conversation with a close associate, Rajan expressed his apprehension about staying in Australia.

Rajan was arrested in Bali by Indonesian police which acted on a Red Corner Notice issued by Interpol.

The arrest was made on a tip off from Australian police that 55-year-old Rajendra Sadashiv Nikalje alias Mohan Kumar alias Chhota Rajan has flown from Sydney to Indonesia’s popular tourist destination Bali, where he was arrested on Sunday.

ED summons Shahrukh over alleged forex violations

ShahBollywood superstar Shahrukh Khan has been served summons by Enforcement Directorate in connection with allegedly irregular sale of shares of Knight Riders Sports Pvt Ltd (KRSPL) to a Mauritius-based company of actor Juhi Chawla’s husband Jay Mehta.

The case pertains to 2008-09 regarding the share sale of KRSPL owned by Khan’s Red Chillies along with Chawla and her husband.

“This is the third time that summons have been sent to Khan and we are expecting him anytime soon as his presence is needed for some information that is in his exclusive knowledge,” said ED sources.

The summons were sent to SRK earlier this month.

ED is probing allegations that shares sold to Chawla’s husband Jay Mehta-owned Sea Island Investments were undervalued by eight to nine times.

Khan had faced ED once in 2011 when he was questioned about alleged foreign exchange violation of around Rs 100 crore.

The agency has already recorded the statements of Chawla and Mehta.

At the time of incorporation in 2008, Red Chillies had 9900 shares of KRSPL. The valuation report, made by ED’s external agency last year, said that when the equity shares of KRSPL were issued to Sea Island Investments, the fair value per equity share of KRSPL should be between Rs 70-86. However, the shares were issued at a value Rs 10 each.

According to Foreign Exchange Management Act (FEMA), the price of shares issued to persons residing outside India should not be lower than the price worked out under the guidelines set by stock market regulator SEBI, in case of a listed company or on the basis of fair valuation of shares by a chartered accountant as per guidelines of the erstwhile Controller of Capital Issues (CCI).

When contacted, a spokesman of the actor said “no comments.

Widower gets Rs. 11.5 lakh for death of wife in mishap

A 36-year-old widower and his two minor children have been awarded a compensation of Rs 11.49 lakhs by Thane’s Motor Accident Claims Tribunal (MACT) for the death of his wife in a road accident in 2010.

The widower, Vikas Shreedhar Patil, informed the tribunal that on September 19, 2010, he along with his wife Kavita (32) was travelling on a scooty on Palm Beach Road at Ghansoli in Navi Mumbai when a car coming from behind knocked down their two-wheeler.

As a result, Vikas and his wife, who was pillion riding, fell down. While Vikas received injuries, his wife died on the spot, he said, adding that the deceased worked as collection agent with Vaibhav Co-operative Credit society at Ghansoli and earned Rs 6,000 per month.

In his application, he also stated that the accident was the result of rash and negligent driving of the car driver and hence, he claimed a compensation of Rs seven lakhs.

Car owner Premkumar Soni and the New India Assurance Company challenged the age and service of the deceased and also claimed that the accident was on account of sole negligence of the scooty driver and sought the application to be dismissed.

MACT member Judge K D Vadane observed that the copy of FIR shows that offence for rash and negligent driving was registered against the car driver at Rabale police station.

The spot panchanama also showed that the car made a dash on the back side of the scooty and its rear portion was damaged.

“Thus, the contention of the applicants is corroborated by the police papers on record. Therefore, in the absence of any rebuttal evidence, I have no hesitation to accept the contention of the applicants and come to the conclusion that the impugned accident occurred due to sole negligence on the part of the car driver,” the judge noted.

Despite being in power it is not our government, rues Sena

In what could further widen the chasm between allies Shiv Sena and BJP, Sena leader Sanjay Raut rued that though his party is in power, the government is not theirs and they are not part of the decision-making process.

He also hit out at Devendra Fadnavis following the alleged suicide by a Latur girl over poverty, saying the Chief Minister should have a hold over the administration.

Raut was speaking to media last evening after paying a visit to the family of 16-year old Swati Pitale, who committed suicide due to extreme poverty at a village in Latur.

“This is the party’s stand. Sanjay Raut and the party are no different. This is very disturbing. This (the suicide) is not something that makes seem a progressive Maharashtra in good light,” the Sena leader said.

“We are in the government, but the government is not ours. Several important portfolios that are involved in the decision making process for the state are not with the Sena,” he rued.

However, justifying the party being part of the government despite being sidelined, he said, “We fought against Congress and NCP, and because we did not want either of the parties to get another chance (to form the government). We are trying to save the government.”

Raut said that those (BJP) controlling portfolios like Revenue, Home, Finance, Agriculture, Education, Social Justice are running the government.

“If the previous government was doing good work, they would not have been voted out of power. We feel that this government needs to be saved.

“What is important is that how are the masses taking in whatever is happening. Work can be done in a far better way.

Sena has the most experience of running the state,” he said.

After girl’s suicide, full bus pass waiver for students

In the wake of suicide by a girl who could not attend classes as she could not afford bus pass fee, the Maharashtra State Road Transport Corporation (MSRTC) has decided to waive the fee completely for the students of first-year junior college and above in the eight drought- affected districts of Marathwada.

Transport minister Diwakar Raote said the scheme will benefit 4.60 lakh students. It would be named ‘Swati Abhay Yojana’ after Swati Pitale, the first-year junior college (FYJC) student from Latur who committed suicide earlier this month.

Pitale had mentioned in her suicide note that she didn’t have Rs 260 for the ST pass as her indebted father, a farmer, was in dire straits.

Raote said he would put the proposal for waiver before the state cabinet tomorrow.

“As per the MSRTC policy, it already subsidises two-third of the pass amount while the student has to pay the balance.

But taking serious note of the suicide, to ensure that other students in distress do not take recourse to such extreme step, the MSRTC has decided to waive the one-third pass fee component too,” Raote said.

Despite the losses which State Transport (ST) was incurring, it has decided to bear the additional burden of Rs 9.18 crore, said Raote, who belongs to Shiv Sena.

Shiv Sena chief Uddhav Thackeray had asked him what steps he was taking in the light of an editorial in the party mouthpiece ‘Saamana’ which severely criticised the BJP-led government over the girl’s suicide.

Raote said that he had apprised the Chief Minister Devendra Fadnavis of his decision.

About 1.50 crore students all over the state avail of ST concession passes.

Festival advance for government employees hiked to Rs. 10,000

Keeping in view guidelines of the Centre, the Maharashtra government has decided to increase the festival advance of non-gazetted employees to Rs. 10,000.

The advance, which was earlier Rs. 5,000, will cover nine major festivals – Diwali, Ramzan Id, Christmas, Parsi New Year, Rosh Hoshnaa (Jewish new year), Buddha Jayanti, Independence Day, Republic Day and Sanvatsari (last day of Jain’s ‘Paryushan).

“Non-gazetted state government employees will now get festival advance of Rs. 10,000 for nine major festivals. The limit earlier was Rs. 5,000. Finance Minister Sudhir Mungantiwar has taken this decision keeping the guidelines of the Central government in mind,” an official from the state finance department said.

A Government Resolution (GR) in this regard has also been issued by the finance department on October 18.

“As per the GR, non-gazetted state government employees having pay band of Rs. 4,800 or less will get this benefit,” the official said.

Court must interpret law and not overstep it: Srikrishna

Courts should stick to their traditional role of “interpreting” the law and not “overstepping” it, former Supreme Court Judge (retired) B N Srikrishna said.

“It is for the Parliament or the Legislative Assembly to make laws and for the executive to implement it. However, the court must perform their traditional role of interpreting the law and not overstepping it,” Justice Srikrishna said at a seminar on Judicial activism, according to a release here.

The seminar was held at Indian Merchants Chamber here yesterday.

Other speakers included eminent lawyer Mahesh Jethmalani, Partner of a solicitor firm D M Popat and former bureaucrat Subodh Kumar. Maneck Davar, publisher and legal expert, moderated the discussion.

Suggesting that judicial initiatives had their roots in history, Popat said judicial activism was good, but suffered from its own drawbacks.

“Today, the drawbacks have become more burdensome,” he said, adding that certain elements seek to misuse the judicial process and waste precious time of courts.

Jethmalani stoutly defended judicial activism in its present form. He said whenever there is inaction by the executive or the legislature or occasionally excess action, the courts are forced to intervene to normalise the situation.

“Judicial activism has helped improve peoples’ lives by giving directions on issues such as ‘pollution and roads’ and so on,” he remarked.

HC asks Railways to bear cost of treatment to abandoned kid

The Bombay High Court directed the Western Railway to bear the medical expenses of a one-month old child who was found abandoned in a train at Virar railway station two days back.

The direction was given by a bench of Justices V M Kanade and Shalini Phansalkar Joshi which was hearing a public interest litigation filed by an activist Samir Zaveri.

Zaveri, who himself lost his legs in a railway accident, had prayed in the petition to direct the authorities to set up medical centres at suburban stations.

Today, when the matter was being heard, he raised the issue of a baby boy being abandoned in a train. He said the news had appeared in a leading tabloid along with photograph of the baby. The report also said that a private hospital had refused to admit the boy fearing that the Railways would not foot out the medical bill.

The bench thereupon directed the Railway authorities to bear the expenses of treatment of the abandoned child.

The Judges were of the view that the Railways should bear the medical expenses not only of the injured victims but also of the children found abandoned in the premises.

Hearing Zaveri’s petition earlier, the Railways had set up emergency medical centres at 15 suburban stations.

Maharashtra government had also stationed ambulances at 46 stations to handle accident cases and ferry victims to the nearest hospital.

The court had also directed the government to ensure that the doctors who sit in the ambulance outside the station are trained to handle emergency situations and the equipments in the ambulance.
