Don’t touch the Net Neutrality and anger the youth

The Congress accused the Narendra Modi government of “favouring a few corporate” and attempting to “break the connect” in the usage of internet messaging services such as WhatsApp and Viber. Congress spokesperson R P N Singh feels that applications like WhatsApp and Viber have become a major connecting and communicating medium for millions of people across the world. He alleged that the committee appointed by Communications and IT Minister Ravi Shankar Prasad has agreed to the demands of the telecom industry at the cost of the common mobile user. In India, there are about 10 crore users on WhatsApp and similar services. However, recommendations of the DOT to make these services chargeable will adversely affect all, especially users in the rural areas. Mobile phone user wants free access to popular applications such as WhatsApp and Viber and service provider should not interfere with the free access to websites/content on the internet. The panel headed by A K Bhargava, was asked to look at the whole gamut of net neutrality, suggested earlier this week that free regime for domestic calls made through internet messenger services such as WhatsApp, Viber and Skype be benchmarked against regular telecom service providers for tariff and regulation. It has said other communication services offered by them dealing with messaging should not be interfered with regulation.

Net neutrality can create new ripple in IT industry, there are many technical people who are protesting against moves to filter access to the web. The protesters alleged that some telecom providers were trying to divide Internet by blocking some applications and websites with the objective of extracting more money from the users. This was in violation of net neutrality and would become unaffordable for a large number of people by denying them Internet access.Net neutrality is the basis of the present Internet. It accorded equal treatment for all Internet traffic enabling growth of Start-ups and new services. However, Telecom Regulatory Authority of India (TRAI) proposed decision to regulate services will slow down the development of the Internet. TRAI’s controversial move that endangered the privacy of over a million Internet users in India was met with extensive scrutiny. The general argument was that publicly disclosing the email IDs had made it easy for spammers to gain access to a huge database of email IDs in one go. It is the principle that all traffic on the Internet must be treated equally by Internet service providers. Those advocating Net neutrality believe that all bits of data are equal, and, therefore, should not be discriminated on the basis of content, site or user. This has largely been the default mode since Internet started.

The thrill became really big in the recent past after TRAI put out a 118-page consultation paper asking the public for its opinion on 20 questions, most of them about how the Internet can be regulated. Views were also sought on net neutrality. Telecom operators investing in internet service infrastructure should charge internet users to cover the costs related to that line of business. Making a hue over VoIP services offered through internet is illogical (except their personal economics). What if Indian postal services tried to block courier services? Technology changes, innovative offerings create new business establishments. Trying to block net neutrality just because few business establishments are not getting the share of profits is unprofessional conduct, absurd and childish.

Bharti Airtel was first Telecom Company to decide to charge subscribers extra for use of apps such as Skype and Viber, towards the end of last year. These apps compete with the voice and messaging services of telecom providers, and are even cheaper. There was uproar, after which Airtel stayed its decision, saying it would wait for regulator Telecom Regulatory Authority of India’s (TRAI) Consultation Paper on Regulatory Framework for Over-the-top (OTT) services.

People realized the mess created by these companies in 2G scam. Now, everybody bid at very atypical rates and a paradigm shift in communications due to technology like Skype etc. happened and companies already stopped or were creating hurdles for cell network from one service provider to another. Now, these very companies entrench the net and maximize their exploitation. Let us put a firm stop on these efforts. According to the trade practices of the Internet service providers particularly in the segment of OTT services, it is not a mistake to charge for the app usages by the customers. However, it adversely affects the e-commerce business as browsing charges must be borne by the customer.

The TRAI views it differently as it’s bound duty that the services are threat to individual and national security and it is justifiable, too. The strict monitoring and regulation by the Cyber arm of TRAI can be maintained while prescribing the nominal fee structure for the app usages by which there can be no room for disputes.

Meanwhile, over 4.2 lakh mails had been sent in support of net neutrality through the savetheinternet.in Web site. Political parties such as the Congress, political leaders such as Arvind Kejriwal and celebrities such as Shah Rukh Khan joined the bandwagon, as has the comedy group All India Bakchod through a video. All of them argue why the Internet should not be touched. TRAI was open to take comments till April 24, and counter comments by May 8.

In a recent development, hacker group Anonymous India has brought down TRAI’s official website after the Indian telecom regulator publicly released the list of email IDs from which it received responses on Net Neutrality. Anonymous India has posted a series of tweets claiming responsibility for bringing down trai.gov.in website via some supposed DDoS (distributed denial-of-service) attack. Moreover, the hacker group has warned that it would soon hack the website.

BJP decides to brazen it out over Raje, Sushma, Chouhan issues

BJPSetting the tone for the upcoming Monsoon session, BJP on Sunday decided against being defensive over the controversies related to Sushma Swaraj, Vasundhara Raje and Shivraj Singh Chouhan and would brazen it out in Parliament which is set to be stormy over these issues.

BJP chief Amit Shah held strategy meetings with various party colleagues, including union ministers Arun Jaitley, Swaraj, Smriti Irani, Ravi Shankar Prasad and Piyush Goyal as well as party spokespersons during which Raje, the Chief Minister of Rajasthan, was also present.

Making it evident that there will be no resignations, the meeting discussed how to counter the opposition attack in Parliament during the session beginning on Tuesday and harmonising of the response of the government and the party on these issues, sources said.

Congress has threatened to disrupt Parliament if its demands for ouster of Raje, External Affairs Minister Swaraj and Madhya Pradesh Chief Minister Chouhan are not acceded to.

Raje is under attack for her links with former IPL Chairman Lalit Modi who is facing ED probe. Swaraj is also accused of helping Lalit Modi. Chouhan is under the opposition fire in Vyapam scam.

BJP does not want to be seen on the defensive on the controversial issues plaguing the party for the last few months, the sources said.

Among the party’s media faces who met Shah were M J Akbar, Shrikant Sharma and Sambit Patra.

Besides pressing for removal of Swaraj, opposition has indicated that it will also target HRD Minister Smriti Irani, who is facing charges related to an educational certificate.

Chhattisgarh Chief Minister Raman Singh may also be targeted in connection with a rice scam.

The ruling BJP, on its part, is likely to train its guns on Himachal Pradesh Chief Minister Virbhadra Singh of Congress, who is embroiled in a disproportionate assets case.

In an indication of the challenges his government is likely to face in Parliament, Prime Minister Narendra Modi has convened the maiden meeting of all NDA constituents tomorrow to deliberate the strategy to counter the opposition.

Before meeting the allies at his residence, Modi may also attend two separate all-party meetings called by Parliamentary Affairs Minister M Venkaiah Naidu and Lok Sabha Speaker Sumitra Mahajan to discuss ways to ensure a smooth session.

Sensing the opposition heat awaiting his government in Parliament, Modi had on Friday acknowledged that there will be a ‘muqabla’ (contest).

Toll rises to 5; Delhi government orders probe in Building collapse

The death toll in the west Delhi building collapse rose to five on Sunday even as Delhi government ordered an inquiry into the tragedy and an FIR was lodged against unidentified persons.

According to police, Om Prakash (50) today succumbed to his injuries during treatment following the mishap last evening in the Vishnu Garden area of west Delhi. The three other deceased are all women while eight persons were also injured in the incident.

A young girl is “still suspected to be trapped under the debris” and rescue efforts are on at the site of the building collapse, said Joint Commissioner of Police (West Delhi Range), Dipendra Pathak.

Delhi government, which has ordered an inquiry into the incident, accused the BJP-led MCD of failing to ensure compliance with safety standards, charges which the civic body denied.

“People have told me there was construction going on and the entire building has collapsed on one side due to which four people have died and eight others were injured,” said Delhi PWD Minister Satyendera Jain.

“Whatever construction work was going on, MCD had full responsibility to stop it, which they should have done… The government has ordered an investigation, to be done by the DM of the area, and the report will be submitted within seven days,” he said, adding that “strict action will be taken against the culprits”.

Meanwhile, DCP (West Delhi), Pushpendra Kumar, said that an FIR “under Section 304 of IPC (causing death by negligence) has been registered against unknown persons in connection with the wall collapse”.

As AAP held the civic body responsible for the tragedy, the BJP-led SDMC refuted the allegations and claimed it was “seepage in the sewer line” that had “weakened” the foundation of the building, leading to its collapse.

Common link between 26/11 financiers, Hurriyat Conference member charged by ED

Probe agencies have found a common link between money received by Firdous Ahmad Shah, a member of Syed Ali Shah Geelani’s hardline Hurriyat Conference, and financiers of 26/11.

The Enforcement Directorate (ED), which recently filed its first charge sheet in a money laundering case in the Kashmir Valley, has alleged that Shah, Chairman of Democratic Political Movement, received over Rs three crore between 2007 to 2010.

The money was received from ‘Madina Trading’ located in Brescia in Italy and sender was claimed to be Javed Iqbal, a resident of Pakistan-occupied-Kashmir (PoK). However, after Italian police arrested two Pakistani nationals in 2009, it was alleged that the firm had made nearly 300 transfers in the name of Iqbal, who probably had never set his foot in Italy.

The Italian police, while concluding the probe had said the Brescia-based company had made several transfers using the identity of totally innocent, unsuspecting persons, whose identity cards or passports may have been stolen.

In the case of Iqbal, his identity may have been stolen when he used another money transfer agency in Pakistan.

The name of Madina trading had cropped up during the investigation of 26/11 Mumbai attacks when it was found that the second payment of 229 US dollars was wired to Callphonex via Western Union Money Transfer receipt number 8364307716-0 for activitating the Voice Over Internet Protocol (VOIP) used during the terror strikes.

The sender of this payment was Javed Iqbal and he had used Western Union Money Transfer agent Madina Trading to make the payment to Callphonex.

For identification, Iqbal provided Madina Trading with Pakistani passport number KC092481, the charge sheet said.

During the scrutiny of 300 entries of wire transfers, it was found that the money had been allegedly sent to Shah and his associate Yar Mohammed Khan in small amounts, the sources said.

The charge sheet, which has been filed in the court of Sessions Judge, Srinagar (Special Judge, Money Laundering), naming Shah and Khan, alleged that the two men received money from Italy through Western Union Money Transfer and it was used for unlawful activities relating to terror funding.

When contacted, Shah denied the allegation and said the matter was in the court and it will be decided there.

While ED claims Shah admitted to having received money through wire transfers, he himself denied it saying, “I don’t remember. There was some money that had come to Khan but I don’t remember as of now.”

Ice-cream, flavoured milk under FSSAI lens; new norms for milk

Food safety watchdog FSSAI is planning to set new quality standards for ice-cream and flavoured milk besides tightening the existing safety norms for milk and other dairy products.

The proposal comes after ban on import of Chinese milk and milk products last month due to presence of melamine for one year till June, 2016, following a recommendation from FSSAI.

At present, Food Safety and Standards Authority of India (FSSAI) has norms for milk, paneer, ghee and butter, among others.

In the latest proposal, the regulator is working on setting more specific and stringent standards for fat content in milk.

“… There is need to further broaden the quality standards for milk and its products. We are working on that and it is likely that in next one month, will come up with draft of these standards,” a source said.

The source further said that the authority is working on comprehensive norms for milk and milk products which will now also include ice-cream and flavoured milk, among others.

At present, FSSAI has ceiling on presence of insecticides and metal contaminants in milk and milk products.

Last month, the regulator had imposed limits for melamine in domestic milk products.

Melamine is used in plastic and fertiliser industry.

The regulator has stepped surveillance on processed food items after the Maggi controversy. It is reviewing safety standards and holding several consultations with stakeholders to strengthen it.

It had also asked states to increase surveillance and act against entities selling contaminated packaged drinking water as well as adulterated milk and edible oils.

Earlier this year, in a meeting with state food safety commissioners, the FSSAI CEO had shared concerns raised by the Parliamentary Panel on Consumer Affairs regarding widespread incidences of milk adulteration.

Poverty and exploitation

It has been reported that a person has been exploiting young girls for sex with them by promising good fortune to her parents. A lady facilitator has also been held. Stringent punishment must be awarded to such persons. The neighbours and society watchman should also be questioned and they must be asked to remain more vigilant for the sake of social responsibility. While traveling on local trains, we observe posters of Bangali baba. Even though the railways had removed these posters they keep on resurfacing again.

Sometimes, a lot of commuters fall prey to these false advertisements. These people cheat women and demand money from them on the pretext of performing black magic.

It is true that we have lot of poor and homeless people and they have no place to go and sleep but it becomes our duty to persuade them to be safe. They will only listen and follow a person with some authority. More than five lakh people sleep on the streets of Mumbai every night. That’s the conservative estimate given by civic authorities, though an actual census has never been carried out due to the ‘fluctuating’ nature of street population.

Near our place, at turning after Antop Hill bus stop into the CGS colony, we see lot of men, women and children sleep on the road and the bus drivers must be congratulated for driving carefully without causing any harm to pavement dwellers. However there is a possibility that the vehicle might accidentally run over them. Similar situation prevails in many other areas e.g. below Wadala bridge towards five gardens.

Poor and homeless have to survive they are human beings too. But they should be persuaded by the police to take adequate cover for the safety of their family. Even though the government has announced various schemes but it has not taken steps to control the rising population. This issue needs to be addressed on a priority basis.

Police officers often have to work for long hours and many times their leaves too are cancelled due to manpower shortage. As a result of this many of them are undergoing severe stress. Policemen should be asked to undergo medical examination once in a year. You must listen to the mutterings of the hawaldar as he walks behind Nargis and Raj Kapoor in the film Shree 420. We do have golden hearted policemen who should be rewarded. On the other hand, we also have drug peddling “ baby madams” deserving harshest punishment.

Radhika Apte may bag a role in Rajinikanth’s next film

Radhika-ApteActress Radhika Apte, who has worked in southern films like ‘Dhoni’ and ‘Legend’, is reportedly being considered for superstar Rajinikanth’s yet-untitled 159th film, which will go on floors in Malaysia in August.

“Radhika has been approached to play the leading lady, but nothing has been finalised yet. The first round of talks has happened,” a source said.

To be directed by Pa. Ranjith, the film will reportedly feature Rajinikanth in the role of a gangster.

The rest of the cast is being finalised.

In the first week of August, the crew will leave to Malaysia for over a month-long shoot.
