Bar Council passes resolution on enhancing age of Judges

The Bar Council of India (BCI) in a joint meeting that was held last week has unanimously reached a conclusion that there should be an immediate amendment to the Constitution and the retirement age of Judges of Supreme Court and High Courts.

“There should be an immediate amendment in the Constitution and the retirement age of Judges of High Court should be enhanced from 62 to 65 years and the age of superannuation of the Judges of Supreme Court should be enhanced to 67 years,” stated BCI in a press statement.

The copy of the resolution was decided to be communicated to the Prime Minister of India and Union Minister for Law and Justice for immediate action on the resolution, stated press statement by BCI.

Moreover, the joint meeting has also resolved to propose to the Parliament to consider to amend the various Statutes so that even the experienced advocates could be appointed as the Chairpersons of various commissions and other Forums.

The Joint Meeting of all the State Bar Councils, the office-bearers of High Court Bar Associations and Bar Council of India held last week has discussed the issue with regard to enhancement of age of superannuation of Judges of High Courts and Supreme Court.

The same was thoroughly considered.

Meanwhile, the joint meeting has also resolved to propose to the Parliament to consider to amend the various Statutes so that even the experienced Advocates could be appointed as the Chairpersons of various commissions and other Forums. The resolution passed in the Joint Meeting is deemed to be approved by the Council, which is also a part of the Joint Meeting.

Assistant Police Inspector held for harassing and threatening a female colleague

Kurar Police arrested Assistant Police Inspector (ASI) on Wednesday for molesting a female Police Inspector (PI) in Mumbai.

The accused ASI has been identified as Deepak Deshmukh and is posted in the control room. The accused Deshmukh felt that the victim police officer was behind his transfer and so, he started harassing her.

The accused was sending obscene messages, abusing and threatening the victim police officer.

After the complaint of the female Police Inspector, the Kurar police registered a case against the accused ASI Deepak Deshmukh. The case has been registered under sections 354, 354 (D), 509 of the Indian Penal Code (IPC) and sections of the relevant IT.

The accused ASI was arrested last night after a complaint registered by a female police officer.

Assam: India-Bhutan border gates to reopen on Sep 23 post pandemic

India-Bhutan border gates at Samdrup Jhongkhar and Gelephu along the Assam frontier will reopen for tourists on September 23 for the first time since the COVID-19 outbreak.

A Bhutanese delegation, led by Tashi Penjore, the Himalayan kingdom’s Director (law and order) of the Ministry of Home and Cultural Affairs, held a meeting with Bodoland Territorial Council (BTC) officials here on Wednesday and announced that the gates will be reopened after a two-and-half-year hiatus.

As the COVID-19 scenario has improved, the Bhutan government has announced the reopening of its borders for trade, commerce and official transit from September 23, provided the pandemic situation does not worsen, Penjore said.

“Over the last two-and-half years, many officials on both sides have changed and we were not able to meet and establish friendship and person-to-person contacts which are essential for people residing along the border areas of the two countries. We look forward to more such visits,” he said.

He urged Indian tourists to visit different places in Bhutan after entering the country through the Gelephu and Samdrup Jongkhar gates.

“Earlier, we only issued entry permits through Phuentsholing and Paro but now we have added three additional entry gates for tourists,” he said.

A Substantial Development Fund (SDF) will be charged for improving services and infrastructure, besides environmental conservation, he said.

The Bhutan government has planned eco-tourism, bird-watching and other packages for visitors.

A Standard Operating Procedure (SOP) has been chalked out to facilitate seamless movement of travelers.

He said visitors who intend to halt the night and travel beyond the designated points will be charged Rs 1,200.

The official appealed to the tourists to bring their voter ID cards and other relevant documents while visiting the Himalayan country.

Besides BTC officials, the deputy commissioners and superintendents of police of Kokrajhar, Chirang, Baksa and Udalguri district were also present at the meeting held at the BTC Secretariat here.

Mayawati questions UP govt over law and order situation after bodies of 2 girls found hanging from tree

Bahujan Samaj Party (BSP) chief Mayawati on Thursday slammed the Uttar Pradesh government over the law and order situation in the state after the bodies of two minor sisters, belonging to the Scheduled Caste community, were found hanging from a tree in Lakhimpur Kheri district.

Taking to Twitter, the BSP chief condemned the incident stating that criminals are roaming free in Uttar Pradesh because the priorities of the government are wrong.

“The heartbreaking incident that took place in Lakhimpur Kheri where two Dalit daughters were abducted and raped in front of their mother and their bodies were hanged from a tree is in discussion everywhere, because the condemnation for such heinous crime is less. Criminals in UP are roaming fearlessly because the priorities of the government are wrong,” said Mayawati.

She further urged the state government to make necessary reforms in its policy, methodology and priorities.

“This incident has exposed the law and order situation in the state and the false claims made by the ruling government on women’s safety etc. in UP. Government is busy hiding the truth in such henious crimes including Hathras and the criminals are fearless. The UP government should make necessary reforms in its policy, methodology and priorities,” she added.

Earlier on Wednesday Congress also questioned the law and order situation in the state.

Expressing her grief over the incident, Congress leader Priyanka Gandhi Vadra slammed the state government and said, “The incident of murder of two sisters in Lakhimpur (UP) is heart-wrenching. The relatives say that those girls were abducted in broad daylight. Giving false advertisements in newspapers and TV every day does not improve law and order. After all, why are heinous crimes against women increasing in UP?”

Meanwhile, Uttar Pradesh Police on Thursday said that four accused have been taken into custody after the bodies of two minor sisters, belonging to the Scheduled Caste community, were found hanging from a tree in Lakhimpur Kheri district.

Arun Kumar Singh, Additional Superintendent of Police of Lakhimpur Kheri, said that further interrogation is underway.

“Four accused in the matter have been taken into custody. Interrogation is underway,” said Additional SP. On Wednesday evening, the bodies of two minor sisters were found hanging from a tree in Lalpur Majra Tamoli Purva village under the Nighasan police station of Lakhimpur Kheri district.

Local villagers and the girls’ family lodged a protest as they marched and blocked the road demanding justice for the victims. The family of the deceased has accused three men of rape and murder and staged a demonstration at the Nighasan crossing, a few kilometres from the village.

Lakhimpur Kheri superintendent of police (SP) Sanjiv Suman, along with the police force, rushed to the protest site and assured villagers that strict action will be taken against the accused.

Lucknow range inspector general (IG) of police Laxmi Singh, while talking to media, said, “Dead bodies of two girls were found hanging from a tree in a field outside a village in Lakhimpur Kheri. No injuries were found on the bodies.” The bodies have been sent for post-mortem and reports are awaited.

“Other things to be ascertained after post-mortem. We’ll try to expedite the probe,” IG further said. The police officials present there urged the villagers to call off their roadblock and cooperate with the post-mortem examination. However, more information on the matter is awaited.

Centre to sign tripartite peace agreement with 5 militant outfits of Assam today

In another step to maintain peace as well as law and order, a tripartite peace agreement is expected to be signed with tribal outfit groups in Assam under the presence of Union Home Minister Amit Shah here in the national capital later on Thursday.

Top government sources told ANI that the agreement will be signed after 5 pm this evening at the Ministry of Home Affairs (MHA).

The peace agreement is expected to be signed by the Central government, Assam government and five rebel outfits of Assam– All Adivasi National Liberation Army, Adivasi Cobra Militants of Assam, Birsa Commando Force, Santhal Tiger Force and Adivasi People’s Army.

Officials said the tripartite agreement is expected to be signed with these five tribal outfit groups which are currently under a ceasefire deal with the government. These Assam tribal outfit groups have been in a ceasefire after announcing the suspension of operation years ago and have been holding peace talks thereafter.

However, over a hundred cadres of these groups are now temporarily living in designated camps under the protection of the Assam police. Assam Chief Minister Himanta Biswa Sarma along with senior officials in the Assam government will be present during the signing of the agreement. Union Home Secretary Ajay Kumar Bhalla and other senior officials concerned will also be present during the signing of the agreement, which aims to bring peace to Assam and the Northeast.

Meanwhile, the Assam CM will meet the members of the five militant outfits at Assam House this afternoon before heading to the Ministry of Home Affairs for signing the historical agreement.

Earlier, the Assam CM had held a meeting with rebel Adivasi groups regarding the final settlement which is currently under a ceasefire. Union Home Minister Shah in January 2020 also presided over the signing of a historic agreement between the Government of India, the Government of Assam and Bodo representatives in New Delhi to end the over 50-year-old Bodo crisis that has cost the region over 4,000 lives.

After the agreement, a total of 1,615 cadres of three National Democratic Front of Bodoland (NDFB) factions laid down their arms on January 30, 2020. Over 4,800 weapons, including AK 47 rifles, light-machine guns and stun guns, were laid down by the NDFB members on the occasion.

The trend of crude oil supply to India will continue, and bilateral trade will strike new records, said Russian Ambassador to India, Denis Alipov, in an interview with agencies.

“India being a consumer, quite naturally is looking for the cheapest offers and Russia being deprived of its traditional markets in Europe, for example, is looking for new markets, so this meeting between best available options and best available offers is driving the trade and our relationship in the energy sector, it is natural we think this trend will continue in a structured manner,” the Russian envoy said. “No one knows the situation how energy markets look like by the end of the year, we are looking to further expanding our relationship in this area at promoting the ongoing dialogue and cooperation based on long-term arrangements and agreements,” he added. 

According to an estimate, there is a steep jump in Russian oil export to India, as it has increased ten times this year and Russian crude oil is now fulfilling almost ten per cent of India’s imported oil consumption. “The volumes (of trade have reached USD 11.5 billion already in half of the year. 

We will make and strike possibly a new record in our trade by the year, as we did in the previous one when our trade stood at USD 13.6 billion,” the Ambassador said.

2 terrorists involved in killings of migrants killed in encounter in Srinagar

Two terrorists affiliated with the terror outfit Ansar Ghazwat-ul-Hind (AGuH) and were involved in the killing of migrants, was killed in an encounter by Jammu and Kashmir Police in the Nowgam area of Srinagar late Wednesday night. 

After getting specific input on the presence of terrorists, a joint operation was launched by Jammu and Kashmir Police and Indian Army in Nowgam area on Wednesday evening.

According to Police, the neutralised terrorists were affiliated with the terror outfit Ansar Ghazwat-ul-Hind (AGuH) and were identified as Aijaz Rasool Nazar of Pulwama and Shahid Ahmad alias Abu Hamza.

“The neutralised terrorists were involved in the recent terror attack on an outside labourer namely Muneer ul Islam from West Bengal on September 2 in Pulwama,” said Additional Director General of Police, Kashmir Vijay Kumar.

 Police recovered an AK Rifle, two pistols and other war-like stores from the spot. Meanwhile, Jammu and Kashmir Lieutenant Governor Manoj Sinha took stock of the security situation during his visit to the forward areas of Jammu and Kashmir’s Poonch on Wednesday. 

The Lt Governor, who is on a two-day visit to Poonch, undertook a first-hand assessment of the situation at the Line of Control (LoC) and forward areas at the border village Degwar Terwan in Poonch.

Andhra Pradesh Police on Wednesday seized and destroyed 2.43 lakh liquor bottles illegally transported from Telangana. According to Police, the bottles carried liquor worth Rs 5.47 crore.

Liquor bottles were transported illegally from Telangana. So far we have destroyed 2,000 litres of illicit liquor and filed 226 cases,” said Kanthi Rana Tata, Commissioner of Police, Vijayawada.

On the order of the state government, Andhra Pradesh Police have been conducting surprise raids at the check posts on city outskirts. The move was taken following the reports of illegal liquor transportation from other states to Andhra Pradesh.

Earlier this year, Special Enforcement Bureau (SEB) seized 66,000 bottles of liquor worth about Rs 2 crores from Kurnool.

Grenade blast in Pakistan’s Kohat, 3 policemen injured

At least three policemen were injured in a hand grenade blast that occurred near Bilitang police station of Kohat district in Khyber Pakhtunkhwa province, media reports said citing police officials.

 Unidentified people attacked the police station with a hand grenade device, as per Pakistan’s local media outlet The Nation. 

In the explosion, three personnel working in the police station received serious injuries. The injured were taken to ‘District Hospital’ for medical treatment, reported The Nation adding that no arrest was made so far.

Earlier, at least five people, including a peace committee member, two police officials, and his security guards, were killed in a blast in Swat’s Bara Bandai area on Tuesday. According to ARY News, a roadside bomb attack targeted a vehicle of the peace committee member, Idrees Khan, who was an ex-Village Defence Council (Aman Committee) Chairman of Kabal Tehsil, Swat. 

Security forces reached the area soon after the incident was reported and the chief minister also directed IGP to tighten security in the provincial capital after the blast was reported. In a statement, Chief Minister Mahmood Khan summoned a report from concerned authorities.

No group has claimed responsibility for the attack so far. The investigation is underway. In another recent incident, a contractor was killed in a bomb blast in the province. According to The News International on Monday, the explosion occurred at the Azam Warsak area in Birmil tehsil in South Waziristan.

Pakistan: Three missing MQM workers tortured, brutally killed

The gruesome extra-judicial killings of three Muttahida Qaumi Movement (MQM) party workers in Pakistan have left people in sheer horror as their tortured bodies were recovered from different parts of Sindh province. Missing MQM activists — Irfan Basarat, Abid Abbasi and Waseem Akhtar aka Rajo were killed extra-judicially on Wednesday. Apparently, all three were in the custody of Paramilitary Rangers.

 Their tortured bodies were dumped in different areas of Sindh. Notably, the MQM leaders had been missing for several years after being arrested by Paramilitary Rangers. Paramilitary Rangers is an organization of the Pakistan Army whose sector and area commander is an army captain or major rank officer. In the last 12 hours, people are deeply saddened by the extrajudicial killing of three MQM workers. 

According to the details, Irfan Basarat Siddiqui son of Basarat Hasan Siddiqui belonged to PIB Colony in Karachi. He was arrested from his house in 2017. When his sister filed a petition in the Sindh High Court for the arrest and enforced disappearance of Basrat, she was threatened by the Rangers. The Rangers warned her not to mention their name in the FIR otherwise else she must be ready to face serious consequences. 

However, she refused to concede to them following which her brother Imran Basrat was also arrested by the Rangers. Basarat’s family keeps visiting the court for many years and tried to find out the whereabouts of Irfan Basarat but failed to get justice.

 On Wednesday tortured body of Irfan Basarat was thrown in the Shahpur chakar area of Shahdad pur city of Sanghar district of Sindh. Marks of brutal torture were evident on his whole body. Irfan Basarat Shaheed belonged to the MQM PIB Colony sector. His mother has also a worker of MQM.

 Another missing senior worker of MQM, Abid Abbasi son of Deen Muhammad Abbasi was arrested from his house in the Gulistan Johar area of Karachi on January 16, 2016, by law enforcement agencies.
