Talks between BJP, PDP over J&K government formation in decisive phase; PM Modi to take final call

Amid intense negotiations over government formation in Jammu and Kashmir, there are reports that a deal could be reached between the BJP and the PDP on Tuesday.

So far, the two parties have held over 15 rounds of talks and the latest will be held.

Also, Jitendra Singh, Minister of State in the PMO, who is tipped to be the deputy chief minister in the possible BJP-PDP coalition government, met J&K Governor NN Vohra.

He, however, described the meeting as strictly personal. “This is purely a personal meeting. I came here to extend my invitation for a wedding in the family,” Singh said.

The meeting came amid reports that talks between the two parties are in a decisive phase and a decision on alliance and government formation could be announced any time now.

It has been reported that the final call now needs to be taken by Prime Minister Narendra Modi, amid speculation that the sealing of alliance has been stuck on the issues of AFSPA and Article 370.

Agency reports claimed that the BJP has already given in to PDP’s claim to chief minister’s post for the full six-year term. PDP patron Mufti Muhammad Sayeed will take over the post when a new government is formed.

“The BJP will have the deputy chief minister and a major share in portfolios to ensure equitable development of all the three regions of the state. We feel to forge a development-oriented ruling alliance with the PDP in the country’s only Muslim majority state would do good to the image of the BJP nationally and internationally,” said senior BJP leader in Jammu.

The leader, requesting anonymity, said at the same time the party would not make any compromises on its “basic principles”.

The BJP’s stand on contentious issues like Article 370, Armed Forces Special Powers Act (AFSPA) and the settlement of west Pakistan refugees in Jammu and Kashmir has been diagonally opposed to that of the PDP.

The PDP has been seeking firm assurances on protection of Article 370, while the BJP is for a national debate on whether this temporary provision of the Indian Constitution, granting special status to J&K, should stay or go.

According to the PDP, the west Pakistan refugees are not permanent residents of the state, as it existed before the accession of J&K to India in 1947. Therefore, the PDP says there is no constitutional or legal justification in granting these refugees the same rights like other citizens.

Incidentally, these refugees who came here after the India-Pakistan wars of 1947, 1965 and 1971 do not have the right to buy property or vote in the state Assembly Elections, though they can vote in the Parliamentary Elections.

While the BJP maintains that the AFSPA can only be revoked after the security forces recommend it, the PDP wants its gradual withdrawal to be determined by the state government and not the security forces.

PDP’s chief spokesman Naeem Akhtar, however, dismissed reports that an agreement on an alliance is likely to be announced within the next two to three days.

“We have to agree on a CMP (common minimum programme) in a transparent, structured dialogue. The CMP would be made public before the PDP and the BJP stake claim to form the government,” he said.

Even BJP’s GVL Narasimha Rao today said, “Discussions did take place between PDP and BJP over government formation in J&K. There are issues to be discussed; it’s too early to give any time.”

AAP government stops termination of contractual employees in Delhi

Delivering on its poll promise, the AAP government put a restriction on termination of services of any contractual employee till a thorough review of the issue was completed, a move which will benefit around one lakh employees.

The decision was taken at a high-level meeting presided over by Chief Minister Arvind Kejriwal.

Around one lakh employees, including doctors, nurses, teachers, sanitation staff are working under contractual scheme in various Delhi government departments and agencies.

“Services of any contractual employee should not be terminated or stopped till further orders,” said the brief government order issued to various departments.

Sources said contractual employees whose contractual term was nearing completion would also benefit as they will be allowed to continue in service.

Delhi government was in the process of carrying out a thorough review of the issue of contractual employees to finalise a policy framework, the sources said.

Various government departments including Education, PWD, Health and Family Welfare and Women and Child Development had recruited employees under contractual scheme in the last few years.

In the its election manifesto, AAP had promised to regularise services of contractual employees in various Delhi government departments and agencies.

BJP will have to regroup after Delhi debacle

Prime Minister Narendra Modi must work sincerely now by shedding all pomp and show trying to be a world leader. A renowned author says, humanized PM is better than a glamorized one. The Lok Sabha election victory has gone to the head of Modi and Amit Shah and Arvind Kejriwal too will follow them soon. AAP had emerged victorious in Delhi as Muslims and Christians were unhappy with BJP following RSS agenda. AAP has won due to negative voting against BJP.

The saffron party also had to pay heavy price for making personal attacks against Arvind Kejriwal. AAP had also criticized BJP for failing to fulfill the promises made by it. Kiran Bedi’s elevation as the Chief Ministerial candidate was one of the reason for BJP’s lackluster performance in Delhi. This was the party’s first major electoral defeat since Prime Minister Narendra Modi led the BJP to victory in last year’s Lok Sabha polls. However, Modi is an experienced leader and he must avoid show off and must now start working for the development of the nation.

Amit Shah, your claim of being an election strategist is all bogus and exaggeration. I think you yourself realized it when you had appointed Yogi Adityanath as the star campaigner for UP bypolls. What is the need of wearing so many different stylish clothes and shoes when former Prime Minister Lal Bahadur Shastri did not do it? (You could have learnt from your Varanasi candidacy). When you were campaigning for Lok Sabha election, I wrote profusely in your support, hoping that you will offer berth to technocrats and experts in your cabinet. However, you have not taken any step in this regard. If leaders like Sakshi Maharaj are your spiritual anchors then how will you govern India which is known for its cultural diversity?

You still have a lot of time provided you curb your “Heropanti”.

Leave certain tasks to be performed by others in future. Development is an on-going process. Avoid acquiring fertile agricultural land for industrial purposes. Many farmers in our country have marginal land holdings. Co-operative farming failed in the past due to various local ( social) factors. When corporates can sell “dhaniya” in retail outlets why can’t they visit villages for some days in a month and assist the farmers. Suicides are occurring because farmers are not offered good support price by the government. There is a need for corporates to adopt a cluster of villages and promote their development.

Obama should really introspect….

Obama, at the annual National Prayer Breakfast said, “India is a place where, in past years, religious faiths of all types have, on occasion, been targeted by other peoples of faith, simply due to their heritage and their beliefs – acts of intolerance that would have shocked Gandhi, the person who helped to liberate that nation.”

I would request Obama to have a look at his own country whose native inhabitants are racists, prejudiced and leave no stone unturned in resorting to violence as an act to express their religious intolerance towards minorities. Yes, there are several instances of US propagating hate crimes to against people having different religious faiths.

In a recent incident, a 57 year old man hailing from India was beaten by a police personnel from Alabama who was just taking a stroll outside his house. His inability to converse in English landed him in trouble as he was traumatized by the policeman (who tossed him to the ground) to such an extent that he lay paralysed in the hospital. Of course, his family men filed a complaint against the policeman and a probe is going on.

This is not an isolated incident as there have been many such incidents earlier and are even happening today which can be termed as hate crimes. When I switched on the television, I was stunned to watch the news that in Washington, some miscreants had vandalized a Hindu temple defacing one of the walls with a hate message written on it.

This makes me wonder where we are heading to. On one hand, people are intelligent enough to find a way of reaching the moon whereas on the other hand, we can’t stand a person belonging to a different community practicing his religious faith.

The rampant gun culture in US, the frequent killing in schools and the treatment towards minorities show their naked face which Obama should think about before delivering such speeches. What if Modi points out these facts to him? I am sure he will take offence because after all, America is the Big Brother whom no one can preach but can only listen to. It is all about power games.

Therefore I have a question for Obama. How tolerant is US? US might be the most developed country in the world but are the minds of all Americans equally developed? US might be the home to some of the best universities in the world but what is the use of education if it does not teach a person to be communally sensitive? What is the purpose of walking in the most expensive street in the world when people around look at you with suspicion and contempt?

Just to inform you Mr. Obama, India inspite of being communally sensitive is home to people belonging to all religious faiths. If there have been instances of atrocities towards other communities, there have also been instances of unity in diversity in case of war, natural calamities and other adversities like terror attacks. So maybe we have won more points than your country in this regard, Mr. Obama.

Maharashtra mourns the demise of its beloved leader and former Home Minister R R Patil.

RR-Patil-LeadFormer Maharashtra Home Minister R R Patil, who was suffering from oral cancer, passed away in Mumbai yesterday. Celebrities and politicians mourned the death of Patil who was fondly known as Aaba. The senior NCP leader had been undergoing treatment at the Lilavati Hospital in Bandra for oral cancer. Patil, a prominent NCP leader from Sangli in western Maharashtra, was operated upon last December at Breach Candy Hospital and was later shifted to Lilavati Hospital. Mr Patil held important ministries under Prithviraj Chavan-led Congress-NCP government in Maharashtra.

Patil’s political career spanning over 25 years has been marked by both milestones and controversies which he always handled confidently. He had taken a decision to ban dance bars in the year 2005-06, much against the wishes of his party colleagues. And despite a legal battle, he stuck to the decision till the end.

Former Chief Minister of Maharashtra Prithviraj Chavan said, “I am deeply saddened by this news. He was an able leader who had achieved many things at a young age. Mr Patil had worked in several departments. He used to discuss every matter with me and resolve various differences between Congress and NCP amicably.”

NCP leader Chhagan Bhujbal said, “Doctor had tried their best to save Mr Patil’s life but his health started deteriorating. The NCP has lost a good leader. His body will be kept in the NCP office and will be sent to his home town for performing final rites.”

In 1990, RR Patil was elected as MLA from Tasgaon constituency in Sangli district in western Maharashtra. Throughout his political career, what remained the hallmark was his loyalty to the Maratha leader Sharad Pawar.

Social activist Anna Hazare said, “We have lost an able leader and a good activist and ex-chief minister of Maharashtra. He was involved in the ‘Gram Swachata Abhiyan’ and also had worked for empowering villages. I don’t campaign for any political parties but I had campaigned for him. I thought he deserved to be in the assembly.”

Maharashtra Chief Minister, Devendra Fadnavis said, “R R Patil could have continued working for the welfare of masses and people of Maharashtra but destiny had something else in store for him. It’s huge loss for the state which can’t be repaired. The state government will hold a one day mourning for him.”

NCP Chief Sharad Pawar said, “RR Patil’s death is shocking news for all of us. He has worked at all levels like zilla parishad, panchayat samiti and assembly. Mr Patil had set an example for other politicians about how to conduct oneself in the assembly. He was not well since last three months. It will take time for all of us to recover from this loss.”

Education Minister Vinod Tawde tweeted, “Deeply saddened to hear the sudden demise of Shri. R.R.Patil. We have lost a great political leader today. My condolences to his family. RIP”

Former Chief Minister of Maharashtra Ashok Chavan said, “I had gone to the hospital to meet him. It’s sad news for all of us which I can’t believe. Shankarrao Chavan had praised Patil by saying that he is an intelligent leader.”

Pawar’s daughter Supriya Sule (MP), said, “Aaba always came across as a very confident person.”

Patil’s body was taken to the NCP head office at 6 pm from the hospital for darshan. The body will be taken to his native village in Sangdi, Tasgaon, and final rites will be held in his village on Tuesday at 12 noon.

R R Patil: Maharashtra mourns again for another leader

Former Maharashtra Home Minister RR Patil passed away; he had served this state for ten long years on various portfolios. He was Sharad Pawar’s blue eyed boy and one of the prominent NCP leaders. In December last year, he was treated for a heart condition for which he had undergone successful angiography at the Bombay Hospital. He had also undergone surgery some months ago for an oral cancer at Breach Candy Hospital in south Mumbai. Patil was addicted to tobacco like his mentor Mr. Sharad Pawar and both suffered oral cancer. Both have been undergoing treatment for oral cancer. Recently, Sharad Pawar too was in critical condition and was on life support at Breach Candy Hospital. Pawar anyhow fought with the disease and survived. He is good fighter with a will and doing fine. However, his favourite disciple was not that lucky and said ‘Good bye’ too early.

R R Patil was a representative of a deep-rooted social practice particular to Maharashtra politics and generally found evidence in the culture of the state. There are many leaders who irrespective of political parties, are not only addicted to tobacco but some are also manufacturers of tobacco products. Former Union Aviation Minister Praful Patel’s family runs the $ 4 billion Cee-Jay group, India’s largest beedi manufacturer. Eknath Khadse, senior BJP leader and Maharashtra Revenue Minister is also addicted to cigarettes. Girish Bapat, another BJP leader is also addicted to chewing tobacco. Congress leader and former Textile Minister Arif Naseem Khan is addicted to beedi. NCP founder Sharad Pawar is obsessed with chewing tobacco; after suffering from oral cancer, he quit it. Many of their comrades continue to smoke and masticate with enthusiasm. Many political leaders are addicted to smoking and chewing tobacco. Tobacco chewing is an integral part of the culture of people in Maharashtra, Haryana and UP. While easy availability and accessibility even in extreme rural parts remains the main reason, social acceptability is another. In 2011, former Chief Minister Prithviraj Chavan (he hasn’t yielded to tobacco’s temptations) had signed a pledge to fight tobacco consumption along with Tata Memorial Hospital and had invited cancer experts to talk about the hazards to all the MLA’s and MLC’s during the monsoon session. Despite these efforts and a gutka ban in place, nothing has changed in the state.

We lost a leader of caliber due to such addictions. R. R. Patil was popularly known as “Aaba”. Patil was a member of Sangli Zilla Parishad from 1979 to 1990 from Savlaj constituency; he was then elected to the Maharashtra legislative assembly in 1990, 1995, 1999, 2004 and 2009, representing Tasgaon, in Sangli district. He became the Chief Whip of the Congress Party in the assembly as well as the chairman of the public accounts committee of the assembly in 1996–97 and 1998–99.

On November 1, 2004, he was sworn in as the Deputy Chief Minister of Maharashtra. He is the chief of the Nationalist Congress Party’s Maharashtra unit and NCP legislative party in Maharashtra. He was also the Home Minister of Maharashtra in the previous government. After taking charge of Home Ministry, he also sought guardianship of Naxal activity affected district Gadchiroli. Inspite of many naxalised attacks, he encouraged natives of those areas to support elected Government through some developmental work for them. He became Home Minister of Maharashtra for the second time after the 2009 Maharashtra assembly election victory of the Congress-NCP alliance.

His comments in the aftermath of the November 2008 Mumbai attacks have drawn severe criticism for downplaying the gravity of the situation. He was quoted as saying, “They (the terrorists) came to kill 5,000 people but we ensured minimal damage”. Sources close to him have argued that his comments are being taken out of context and that he did not intend to downplay the grievous attack.

He was forced to resign on 1 December 2008 after further remarks on the attacks. When asked at a press conference whether the terror strike was an intelligence failure, Patil said, “It is not like that. In big cities like this, small incidents do happen. It’s is not a total failure.” Patil’s words drew flak from many quarters. He drew irk from all over India for his remarks.

He was Maharashtra’s leader who spoke Hindi with errors. I never heard him speaking in English. He was known as ‘Mr. Clean’ and non-corrupt politician. Patil was always bothered about moral policing than controlling crime in the state. He banned dance bars, and landed in huge criticism. Inspite of all odds, he served two terms as deputy CM and Home Minister of Maharashtra. In a very short span of time, Maharashtra lost big political leaders like Vilasrao Deshmukh, Balasaheb Thackeray, Gopinath Munde and now R R Patil. All were prominent players in the state politics.

Maharashtra leaders condemn attack on CPI’s Govind Pansare and wife

DhabolkarSenior CPI leader Govind Pansare, who led a campaign against road toll tax, and his wife were shot at by motorcycle-borne assailants near their house, prompting widespread condemnation of the incident.

Chief Minister Devendra Fadnavis and NCP chief Sharad Pawar were among the first to condemn the attack on Pansar, who was at the forefront of a recent anti-toll agitation in Kolhapur.

The assailants fired at Pansare and his wife on Monday morning outside the Ideal Housing Society at Kolhapur, when the couple was returning after their daily morning walk from Shivaji University.

While Pansare was hit by bullets on the nape of his neck and another brushing his hand, his wife Sau Uma Pansare suffered a single bullet injury, said Kolhapur Superintendent of Police, Omprakash Sharma.

They were rushed to Aster Aadhar Hospital in Kolhapur.

Pansare is said to be in a critical condition while his wife is out of danger, the police said.

Condemning the incident, Pawar said, “This attack is a matter of concern for a progressive state like Maharashtra.” Fadnavis said ten police teams have been formed to nab the culprits.

NCP Lok Sabha member Supriya Sule said the government must take strong action to stop such “cowardly acts.” Shiv Sena president Uddhav Thackeray spoke to the Chief Minister, demanding that the assailants be nabbed.

Leader of Opposition in Maharashtra Assembly Radhakrishna Vikhe Patil sought dismissal of the state police chief, saying he was not competent enough to tackle the law and order situation.

“The state needs a full-time Home minister,” he said. The portfolio is held by Fadnavis.

Later, Minister of State for Home Ram Shinde left for Kolhapur to take stock of the incident.

Bharipa Bahujan Mahasangh leader Prakash Ambedkar warned that there would be retaliation from people if the government does not take strong action against those trying to suppress the liberal and progressive views.

Sadanand More, president of the Akhbil Bhartiya Marathi Sahitya Sammelan-2015, said the attack was an attempt to stop the liberal and progressive views.

“The kind of atmosphere prevailing in Maharashtra is vitiating,” More said.

The CPI(M) has given a state-wide protest call against the attack.

Shiv Sena leader and Union Minister Anant Geete condemned the attack on Pansare and said it was a “challenge” for the state government.

“We Condemn-senior CPI leader Govind Rao Pansare shot at in Kohlapur-Maharashtra, where he was leading a campaign against toll tax!,” Congress leader Ajay Maken tweeted.

Condemning the incident, CPI (M) Politburo member Sitaram Yechury said such incidents are “becoming a sort of a routine matter” in Maharashtra.

“Yes, he was leading an agitation of Left parties against toll taxes…that has been a very popular and a very big agitation and surely there are vested interests who would lose because of this. They may be targeting.

“Also he has written a very popular book on projection of Shivaji and what actually the history was and how these are being used by all these Hindu communal outfits mainly Shiv Sena and the BJP. So that could also be one of the reasons,” Yechury said.

“So whatever be the actual reasons, proper investigation has to be done,” he said. He said the CPI (M) has given a state-wide protest call against the attack.

Gangster Abu Salem convicted in Pradeep Jain’s murder case

Abu-SalemA special court has convicted gangster Abu Salem in the murder of a Mumbai-based builder in 1995. Salem was extradited from Portugal in 2005 and has been in Arthur Road Jail ever since.

A TADA court found Salem guilty of the murder of builder Pradeep Jain, who was shot dead by assailants outside his Juhu bungalow in March, 1995. The police alleged that he had refused to give up a huge property to Salem.

This is the first judgement in a case involving Salem in India after he was extradited in 2005. Salem, another builder Virendra Jhamb and Mehndi Hassan faced the trial in the case.

Salem, an accused in the 1993 Mumbai serial blasts, was extradited from Portugal on November 11, 2005, after a prolonged legal battle.

The Supreme Court of Portugal, in 2012, had dismissed an appeal of the CBI which had challenged termination of his extradition. He has also moved Supreme Court of Portugal seeking directions to the Indian government to execute its order of cancelling his extradition.

In June 2012, Salem was shot at in Taloja Central jail in Navi Mumbai allegedly by gangster Devendra Jagtap alias JD, an accused in the murder of advocate Shahid Azmi who had represented a 26/11 Mumbai terror attack accused.

Salman Khan had no driving license, says witness of Hit-and-run case

Sakman-KhanSalman Khan did not possess a driving license when his car met with an accident in 2002, an officer at Regional Transport Office (RTO) on Monday informed the Sessions court hearing the hit-and-run case.

The witness, who is an assistant inspector at RTO, told Session Judge D W Deshpande that the actor had obtained driving license only in 2004 and did not have the license when the incident took place.

The witness produced the records of the actor’s driving license before the court when he was examined by Public Prosecutor Pradeep Gharat.

Another witness who is a police sub-inspector told the court that he had accompanied Salman to J J hospital for blood test. The witness said that the actor was taken to doctor Shashikant Pawar for the blood test to find out whether he had consumed alcohol.
These two witnesses were examined on Monday in the trial court which is conducting hearing on a day-to-day basis.

More than 20 witnesses have already been examined and a few more are left. On September 28, 2002, the actor’s car rammed into a bakery in Bandra, killing one person and injuring four others sleeping outside.

The case, dragging on for over a decade, took a twist when a city Magistrate, after examining 17 witnesses, held that the charge of culpable homicide not amounting to murder was made out against 49-year-old actor, and referred the case to the sessions court.

The charge of culpable homicide attracts a 10-year sentence. Earlier the charge against Salman was causing death by negligence, which entails imprisonment of up to two years.

Man held for killing wife

A 30-year-old man was today arrested for allegedly stabbing to death his wife here, police said.

Om Narayan alias Omnath Sharma, a resident of Thane’s Hanuman Nagar locality, doubted the character of his wifeSheetal (27) owing to which the couple had frequent quarrels, Srinagar police station inspector J S Kakade said.

At around midnight yesterday, Sharma attacked his wife with a knife, injuring her seriously, he said.

The woman was rushed to Thane Civil hospital and later shifted to Sion hospital where she succumbed in the wee hours today, he said.

Police arrested Sharma this morning and registered an offence against him under section 302 (murder) of the IPC, Kakade said adding that further probe was on in the case.
