Government seeks inputs from experts for state budget

Sudhir-MungantiwarFaced with bulging deficit and a need to increase investments, the Maharashtra government has sought suggestions from finance experts, industry bodies, bureaucrats and other stakeholders for preparing the upcoming state budget for the next fiscal.

State’s finance minister Sudhir Mungantiwar has sent letters inviting suggestions that can be included in the state budget to spur industrial development in the state.

An official from the General Administration department said that Mungantiwar’s office has also sent letters to Chief Ministers of various states, requesting them to inform him about special schemes or ideas implemented by their respective states in the interest of citizens.

“Finance minister has written to Federation of Indian Chambers of Commerce and industry (FICCI), Maharashtra Chamber of Commerce, Industries & Agriculture (MCCAIA) and other organisations and institutes related to finance and planning. He has even sought suggestions from eminent economists,” the official said, without disclosing their names.

Views of secretaries of all departments of the state administration have also been sought to make the budget more people oriented.

“He (Mungantiwar) is keen to bring the state out from the huge debt the state is currently reeling under. He wants to introduce new schemes, ensuring at the same time that expenditure is controlled. The best way to do this is to increase revenues,” the official said.

Massive revenue deficits and an ever decreasing capital expenditure is the major challenge, finance department faces, he added.

“The state needs a budget that proposes ways to increase revenues and brings out people friendly schemes. The budget’s success depends on how well he balances the two of them,” he said.

Some of the suggestions that the minister has received already are direct cash transfer to beneficiaries, a review of outdated schemes and knitting together similar schemes to make them easier to implement.

BJP-Sena coordination panel to be in place soon: Danve

DanveThe BJP and Shiv Sena will set up a high- power committee for better coordination between the two major saffron partners in the government within a week, Maharashtra BJP President Raosaheb Danve said.

Both partners, particularly the BJP, felt that such coordination is essential in the wake of periodic outbursts against the government by the Sena and counter-attack by a few BJP leaders, said Danve. Danve, who is here to interact with party workers in the region, said the committee would comprise five to six members from both the parties.

“I had a detailed discussion with Sena leaders, Subhash Desai and Anil Desai in this regard and both the parties agreed for such a formula to ensure smooth functioning of the government,” Danve said.

It was said that three to four members from the BJP while two to three members from the Sena would be in the proposed coordination committee.

When asked to name the members of the proposed committee, he refused to divulge the details.

“Just wait for another week, you will get the details,” he quipped.

Danve said the state BJP would enroll about one crore members of the party from the state by March 31, which was the target given to it.

Similarly, the BJP, on a nationwide basis, would soon have a total membership of 10 crores.

The BJP chief would be touring the entire state of Maharashtra and later announce the State Executive Committee.

Danve, who is also the Union Minister of State for Consumer Affairs, said in keeping with the tradition of ‘one-man, one-post’, he would resign from the central cabinet well before the commencement of the Budget session.

Labour court awards Rs. 4.7 lakh compensation to woman

Thane Labour court awarded a compensation of Rs. 4.7 lakh to a woman in a 2004 accidental death case.

Commissioner for Workmen’s Compensation, S K Upadhyay in the order delivered recently directed the insurance firm United India Insurance Company to pay 50 per cent of the compensation to the claimant and half to the transportation company Bhairavnath Transports, as it had already deposited the total compensation amount with the labour court, as per court’s orders.

The court also directed the insurance and transport company to jointly the 12 per cent interest per annum amount to the woman.

In the case filed by Sakhubai Abhiman Khatarmal (30), wife of deceased the daily wage labourer Abhiman Khatarmal, with the Labour court in 2006, her husband died in March 2004 when he was had gone to a construction site, driving a truck and as he got from the vehicle at the site, a heavy iron rod fell on his head and he died.

Respondent, insurance company did not appear in any of the proceedings while owner of transport company argued that since, the deceased was not inside the truck at the time of accident, they are not liable to pay compensation.

The court, however, directed the transport company to deposit the compensation amount to the court, on grounds that the driver of the truck of “on duty” and hence, they were liable to give compensation.

Following, the order, Bhairavnath Transport Co. deposited the amount of Rs. 4.7 lakh with the court and later also challenged the ruling in the High Court.

The High court after hearing the petition filed by the transport company, quashed the order of labour court and directed it to decide the application afresh on merits.

Following High court directives, Labour court heard the matter afresh.

Upadhyay, while pronouncing the order, directed the insurance and transport company to make payment of 12 per cent interest per annum, jointly, while asked insurance company to pay 50 per cent of the total amount (of 4.7 lakh) to pay to Bhairavnath Transports.

Man held with 200 fake currency notes

A 39-year-old man from Kerala was arrested for allegedly carrying 200 counterfeit currency notes having the face value of Rs. 1,00,000, police said.

The accused, identified as Johnson Thomas, was apprehended when he was trying to dispose of the currency notes near Anand Talkies in east Thane, said senior police inspector Devidas Gevare.

Thomas, a painter, had earlier been arrested for the same offence in 2006 in Kerala.

He has been booked under section 489-B (using as genuine, forged or counterfeit currency-notes or bank-notes) of IPC.

Government broke promise of LBT, toll-free Maharashtra: opposition

The opposition Congress and NCP in Maharashtra said the Devendra Fadnavis government, which would be completing 100 days on February 7, had reneged on pre-poll promises of scrapping road toll and LBT and failed to provide succour to the farmers.

State NCP chief Sunil Tatkare said there was increase in farmer suicides, and government appeared to be insensitive to the woes of the farmers who were reeling under drought.

“This is nothing but a government that runs on twitter,” Tatkare said, in an apparent dig at Fadnavis who often makes announcements through the micro-bogging site.

The NCP leader said though 100 days was a short time to judge, there was no evidence of concrete steps being taken to help the farmers, including soya, paddy growers and milk producers. Paddy procurement was yet to start, he said.

Referring to the plan to shift the proposed international finance centre from Mumbai to Gujarat, Tatkare said NCP will not allow anything that would reduce Mumbai’s importance as the financial nerve-centre of the country.

Congress spokesperson Ratnakar Mahajan said that Fadnavis government did nothing to implement its promise to scrap road toll and local body tax (LBT).

“After coming to power, they realised that scrapping LBT is not easy and said it would be done after alternative is found. While on toll, the ministers are saying that toll-free Maharashtra was never an election promise,” Mahajan said.

He also said that supply of foodgrains to above-poverty-line beneficiaries of PDS, who were supposed to get 25 kg of foodgrains under the Food Security Act, had stopped and the Centre had reduced the budgetary provision for implementation of the act by Rs. 10,000 crore.

23 positive cases, 4 deaths in Mumbai since Jan 19 by Swine flu

Four people have died of swine flu in Mumbai since January 19 out of 23 positive cases that have been detected so far, a top Brihanmubai Municipal Corporation (BMC) official said.

“We have found cases of people suffering from the H1N1virus in Mumbai, but the situation is in no way alarming. From January 19 till February 05 there have been a total of 23 cases detected, out of which 4 people have lost their lives,” Additional Municipal Commissioner Sanjay Deshmukh told reporters.

He said two persons died while undergoing treatment at BMC-run hospitals and two others in private hospitals.

“Three people (out of total number of positive cases) have been completely cured and allowed to go home,” he said, adding that four patients are currently undergoing treatment in BMC-run hospitals, while the rest in private hospitals.

Deshmukh said 13 positive cases out of total 23 were not residents of Mumbai, and had come to the city to avail treatment.

“People should ensure that if they get cough, cold or fever (and) head pains they should not try self medication. They should immediately contact the nearest hospital and get themselves tested for swine flu,” Deshmukh said.

He said there are medicines available to treat swine flu and there is no need to panic.

“This disease spreads through air and hence if you have cough, use of a handkerchief is very important. Such people should also avoid going in crowded places,” he added.

Deshmukh said people should ensure that those suffering from swine flu should not leave medication midway.

“Unless swine flu is completely treated, it can re-occur. Only once certified by a doctor, can medicines be stopped,” he said.

Ramp outside Shah Rukh Khan’s Mannat to be demolished on BMC order

Mannat, which is the famed home of Bollywood King Shah Rukh Khan is now going to be demolished.

A BJP MP from Mumbai North Central, Poonam Mahajan, had written to BMC to bring down the ramp that is built in front of the bungalow.

Reports said that the residents from the area want to reclaim the land that the ramp has been built on illegally. Mahajan had written the petition based on the complaints of the residents.

With the BMC order the ramp will be taken down now. Thousands of Shah Rukh Khan fans come down from all over the world to catch a glimpse of the star outside Mannat. SRK’s bunglow has courted trouble for a long time now.

Earlier too local residents along with a social body called ‘Watchdog Foundation’, raised their concerns over this illegal construction, and wanted it removed as soon as possible. They had even written to the BMC about the same.

AIB Knockout: Censor board submits report to Maha Home Ministry

AIB Knockout Roast which featured Karan Johar, Ranveer Singh and Arjun Kapoor among other industry artists has been under heavy scrutiny after the show’s video was posted on YouTube.

Censor board has submitted a report to the Maharashtra home ministry. The report has mentioned that the script shown earlier was later changed by organisers.

The Maharashtra Home Ministry is going to recommend action on the matter soon.

The video which went viral at first started facing heavy criticism from many as they deemed the jokes to be ‘crass’ and ‘offensive’. Akhilesh Tiwari, President of Brahman Ekta Seva Sanstha and other religious groups complained against the video saying that it was against the Indian culture. Maharashtra Navnirman Sena (MNS) had threatened to prevent the release of forthcoming films by Johar and others at the show till they apologise for their actions. The film industry united to protest against the allegation.

All India Bawaal over #AIB

I saw All India Bakchod (AIB) Knockout on YouTube and it went viral on the site. This was a comedy show which has bypassed all its conditioning of moral policing. They used quite bold and vulgar but yet worth listening contents. That was held in Mumbai by All India Bakchod starring Ranveer Singh and Arjun Kapoor as the roast and Karan Johar as the host. In the recent past, Mumbai Police received several complaints about the usage of abusive language. FIR was then filed by Mumbai Police against the organisers for the show without acquiring any performance license. On 3 February 2015, AIB Knockout was removed from YouTube by AIB team due to the mounting controversies surrounding the show.

Really guys, we need to understand that they’re just jokes and AIB Knockout organisers and participants have given same explanation for their justification. Straight, ridiculous or whatever you want to call them, they’re still just jokes. The AIB Knockout video has been taken down, but in short span of time it broke all the records on social network. It went viral and millions of people watched it within a short span of time. No one has objected to the video or asked to remove that video in the comment section. AIB Knockout was another such attempt to try something new and bring the roast format to a country where celebrities aren’t often known to laugh at themselves. To our pleasant surprise, they managed to bring together consenting adults who were willing to be made fun of by other consenting adults in a crowd full of (wait for it) consenting adults. Were the jokes repetitive? It doesn’t matter because they happened in the spirit of good humour. It was just liberating to be able to say such things, which people have thought privately for years. A lot of laughter came out that night with that spirit .The video came with a clear disclaimer with age and content warnings. No one was forced to watch it. YouTube videos do not auto -play in front of you. And yet the videos got over 8 million views. Far more importantly, on the video page, the people who liked them outnumbered the people who disliked them by ten times.

There are many Bollywood movies which have used this kind of language and humour. Recently, the realistic movies made are charmless. It is useless if the language movies use does not give the feeling of that era or ambience. There are movies which use ‘so called’ abusive language in them. Films like Gang of Wasseypur, Omkara, Bandit Queen etc. are examples of this. AIB was just a verbal comedy whereas we have seen in movies that nakedness and crass sex vulgarity were present. We can live with abuse, hate, anger, fury, rage, ignorance, bigotry and perhaps even bullying. However, we will set moral parameters for others. Why we are opting for these double standard living?

They have already clarified that they never write with the aim of hurting people. That’s not their goal and they daresay that no comedian ever does that. In a secure culture, it wouldn’t matter. If few are objecting on the content then supports pour much larger than that. Guys, somewhere we have become very rude and hypocrites. We forgot to enjoy humour in the name of moral politicking. Finally, everyone rejoices that India is growing its sense of humour. Comedy collective AIB’s brave attempt at a roast – of actors Ranveer Singh and Arjun Kapoor – has become a casualty, at least temporarily, to the fine Indian art of taking offence. The three-part roast has been removed from YouTube pending a probe into allegations of obscenity by the Maharashtra government. AIB has explained that they took the video off not because of ‘a 3 am phone call or a morcha at our front door or a gunman on a grassy knoll’ but because people who had supported the group had been ‘put in a position where things could get deeply unpleasant for them’. Some days ago, singer Mihir Joshi was ordered to drop the word ‘Bombay’ from a song – a precedent that might spell trouble for Director Anurag Kashyap’s soon-to-release film Bombay Velvet.

While we debate censorship and the thin red line between dirty jokes and offensiveness, there’s plenty to be affronted by in Bollywood. In a time where freedom of speech is under fire, literally as well as figuratively, I beg you to watch comedy. You may have YouTube and you may have TV. When you stand on stage or stand among the audience of a comedy show – you literally take a stand for what you believe in. The message is loud and clear – we will not let go of our freedom of expression and thought. A society where people do not speak up – secrets will be the main currency and as a public- we know that we will not emerge winners in an environment like that. Comedy is one of the basic survival instincts of a race. A world without it is literally, no fun.

Love is a special bond – Part I

It is the month of February, the month in which a special day is reserved to celebrate love. Yes you guessed it right, Feb 14 – Valentine day. Mostly all associate this day with couples, or youngsters going out on a date etc but not necessary that others can’t celebrate it. Everyone including parents-children, friends, family members can celebrate the day of love. Love can be defined in so many different ways but no one can understand its true meaning. One cannot describe mother’s love nor the love shared among siblings. But once adolescents reach that stage where in they easily get influenced and carried away, the word ‘love’ takes an all-new different stand.

Either they are confused or busy sorting out issues in life, when they misinterpret ‘love’ for ‘infatuation’ or ‘attraction’. Let’s face it every individual at some point of time has been in this great misunderstanding that they are in love, but when reality strikes they have to accept the bitter truth. Also love is often given the wrong link-up with sexual pleasure. To make love with your wife (or partner) is just another way to express your love for one another. A touch or peck does make your loved one feel good but please note, love in all its totality and making love to someone are two different elements.

Love is actually an amazing and beautiful feeling. To truly love and to be loved by someone is like blessing when all are sailing in life’s troubled waters. I don’t believe in ‘love-at-first-sight’ concept, but all I know that love is that pure and beautiful element of human life. It can even change the hard-hearted person in short span of time. It is not necessary that one should have a good, sexy body or gorgeous looks, if the connection between the two is strong and they can understand each other well is what matters the most.
