Arunachal Mountaineer Tapi Mra goes missing from Mount Kyarisatam

Arunachal mountaineer Tapi Mra, the first person from Arunachal to scale Mount Everest and his assistant Niku Dao went missing for the past seven days during an expedition trip to Mount Khyarisattam. 

Speaking to media persons, Arunachal Sports and Youth Affairs Minister, Mama Natung said, “They are missing for the past seven days. We have called Indian Army helicopters but the operation has been stopped due to bad weather.”

“We have directed the administration to start the search and rescue operation on foot. We have decided to deploy our Assistant Director with the search and rescue operation team of East Kameng district administration,” Natung said. 

Earlier, Arunachal Pradesh Chief Minister Pema Khandu wished for the safety of Tapi Mra and the state’s Department of Sports is ready with plans to trace him.

“My prayers for safety of Tapi Mra, the first person from Arunachal to scale Mt Everest, who’s been reportedly missing with a porter since last week during an expedition to Mt Khyarisattam in #EastKameng district. State’s Dept of Sports is ready with plans to trace Mra,” he said in a tweet.

The US Army is grounding its entire fleet of Chinook helicopters amid concerns about engine fires, the Wall Street Journal said citing officials.

 US Army Materiel Command made the decision to ground the fleet out of an abundance of caution while they inspect over 70 helicopters that contain a part suspected to be linked to the problem, as per the report. 

Army officials are aware of a small number of engine fires with the helicopters, and the incidents didn’t result in any injuries or deaths, the official said, as per the report.

he grounding of the Chinook helicopters could pose logistical challenges for American soldiers, depending on how long the order lasts. Wall Street Journal citing sources stated that the grounding was targeted at certain Boeing Co. and took effect within about the last 24 hours. The Army has about 400 helicopters in its fleet, one of the US officials said.

“The safety of our soldiers is the Army’s top priority, and we will ensure our aircraft remain safe and airworthy,” an Army spokeswoman said, as per the reports.

The Chinook is a heavy-lift utility helicopter that is used by both regular and special Army forces, ferrying more than four dozen troops or cargo. It has been a staple of the Army’s helicopter fleet for six decades. The Chinook is made by aerospace company Boeing.

NASA will make another attempt to launch the Artemis moon rocket on Saturday, the space agency’s Artemis Mission Manager Mike Sarafin said, as per media reports. 

“We also agreed to move our launch date to Saturday, September the third,” Sarafin as quoted by Sputnik News Agency said on Tuesday. 

On Monday, NASA called off a planned test flight of the Artemis rocket around the moon after a series of setbacks including an engine issue, a hydrogen leak, and stormy weather off the coast of Florida .

“The launch of Artemis I is no longer happening today as teams work through an issue with an engine bleed. Teams will continue to gather data, and we will keep you posted on the timing of the next launch attempt,” NASA said in a tweet.

 NASA had planned to launch the Artemis I mission on Monday from Kennedy Space Center in Florida, sending the Space Launch System (SLS) rocket and Orion capsule on a more than month-long journey around the moon.

NASA said that the launch is on unplanned hold. “Launch is currently in an unplanned hold as the team works on an issue with engine number 3 on the @NASA_SLS core stage,” the US space agency said.

 The teams are evaluating why the bleed test to condition the engines was not successful. Engineers are looking at options to gather as much data as possible. 

The Artemis I rocket and spacecraft are in stable, safe condition.

7 Uzbek women brought to India for prostitution; DCW seeks in-depth probe

The Delhi Commission for Women (DCW) on Tuesday issued a notice to the crime branch of the Delhi Police seeking an in-depth probe into an international trafficking and prostitution racket as part of which seven Uzbek women were brought to India via different routes on the pretext of providing jobs.

The complaint received by the DCW alleged that after arriving in India these women were forced into prostitution and sexual slavery. DCW chief Swati Maliwal has asked the police to submit a report on the matter by September 2.

The women informed DCW that some of them were brought to Delhi via Nepal while some other were brought directly to India on tourist and medical visas, at different times.

“The passports and other documents of those who were brought via Nepal were snatched away in the neighbouring country (Nepal) itself and were then brought to Delhi,” the complainant alleged adding that the documents and passports of those who were brought to Delhi on medical visa were taken away by the traffickers after they arrived India.

The women have stated when they resisted being forced into prostitution, they were allegedly beaten and were threatened that they would be put into jail after being caught.

They further disclosed how they were sold to different owners in Delhi and were raped repeatedly.

One of the women also alleged that a person used to visit her captor’s place after posing as a police officer and used to often threaten her as he carried a gun.

When the women managed to escape and reach Uzbekistan Embassy a couple of days ago, the two accused persons followed them and kidnapped one of the women at gunpoint.

The traffickers allegedly released the kidnapped woman after the embassy contacted her on phone. Admitting to receiving threat calls from the traffickers, the women got their statements recorded with the police personnel while they were present at the Uzbekistan embassy.

The DCW has sought the details of the accused persons, if arrested, and has directed the Delhi Police to conduct an in-depth investigation into the said matter.

The commission has asked the police to get the victims’ documents back and has sought action into the matter latest by September 2.

“Delhi has become a hub of traffickers. The traffickers are operating on an international level and women and girls are being trafficked to and from India across international borders. If traffickers manage to traffic women and girls across international borders, then it also becomes a threat to the safety and security of the nation,” Swati Maliwal, DCW Chief said.

“A detailed enquiry must be conducted into the racket by Delhi Police and the kingpin of the racket should be identified and arrested immediately,” she added.

Star Bangladesh all-rounder Shakib Al Hasan is playing his 100th T20I match on Tuesday. He accomplished the feat during his side’s Group B Asia Cup 2022 match against Afghanistan in Sharjah.

Hasan did not have an impressive 100th T20I match as, despite a good start, he failed to stay on the crease for long. He was dismissed for 11 of 9 balls after pacer Mujeeb Ur Rahman dislodging his stumps.

In 100 matches now, Hasan has scored 2,018 runs at an average of 22.67. He has scored ten half-centuries in the shortest format, with 84 being his best score.

Besides this, he has also delivered for his side with the ball. He has 121 wickets in 100 games and is the leading wicket-taker in the format’s history. These 121 scalps have come at an average of 19.95 and an economy rate of 6.69. His best bowling figures are 5/20.

Coming to the match, Bangladesh won the toss and elected to bat first. With this match, they are making a start to their Asia Cup 2022 campaign.

SC granted 6 weeks to Centre for consultations on granting minority status to Hindus in some states

The Supreme Court on Tuesday granted six more weeks’ time to the Central government to hold consultations with various State governments on the issue of granting minority status to Hindus in states where other communities outnumber them.

A bench of Justices Sanjay Kishan Kaul and AS Oka posted the matter for October 19, after the Centre sought six more weeks for wider consultation with stakeholders on the issue.

The bench took into note the status report filed by the Ministry of Minority Affairs which said meetings were held with the states on the issue. The apex court said that it is stated in the status report that meetings with state governments have been held and some more time is required to have a wider consultation with all stakeholders.

The Ministry in its status report, submitted to the court, has stated that comments/views of the state governments including those of Nagaland, Arunachal Pradesh and Union Territory of Jammu and Kashmir have not been received as of date.

On May 10, the top court had said it does not appreciate the Centre changing its stands in the plea seeking minority status for Hindus in some States.

The Supreme Court was hearing pleas, including one filed by advocate Ashwini Kumar Upadhyay, seeking directions for framing guidelines for the identification of minorities at the state level, contending that Hindus are in minority in 10 states.

Earlier, the Centre had filed an affidavit stating that the power to notify minorities is vested with the Union government and any decision in this regard will be taken after discussion with State governments and other stakeholders.

However, in March it told the apex court that certain States, where Hindus or other communities are less in number, can declare them a minority community within their own territories, to enable them to set up and administer their own institutions.

In March putting the onus on States, the Central government in an affidavit had stated that State governments too have the power to declare communities as minority, adding that, “state governments can also declare a religious or linguistic community as a ‘minority community’ within the state”.

States can also declare a religious or linguistic group as a minority community within its territory, as Maharashtra did in the case of Jews in 2016, Karnataka notified Urdu, Telugu, Tamil, Malayalam, Marathi, Tulu, Lamani, Hindi, Konkani, and Gujrati languages as minority languages over there, it had said.

The plea filed in the year 2020 by Upadhyay, stated that as per the 2011 Census, Hindus were a minority in Lakshadweep, Mizoram, Nagaland, Meghalaya, J&K, Arunachal Pradesh, Manipur, and Punjab and that they should be given minority status in these states in accordance with the principle laid down by the Supreme Court in its 2002 TMA Pai Foundation ruling.

The apex court in the TMA Pai case had said that for the purposes of Article 30 which deals with the rights of minorities to establish and administer educational institutions, religious and linguistic minorities have to be considered state-wise.

Under Section 2(c) of the National Commission for Minorities Act, 1992, the Centre had in 1993 notified five communities — Muslims, Sikhs, Buddhists, Parsis and Christians — as minorities. The plea had sought direction to the Centre to lay down guidelines for the identification of minority at the state level saying the Hindus are in minority in 10 states and are not able to avail the benefits of schemes meant for minorities.

In his plea, the petitioner had also challenged the validity of Section 2(f) of the National Commission for Minority Education Institution Act 2004 for giving unbridled power to the Centre and being manifestly arbitrary, irrational and offensive.

The plea had said, “Direct and declare that followers of Judaism, Bahaism and Hinduism, who are minorities in Laddakh, Mizoram, Lakshadweep, Kashmir, Nagaland, Meghalaya, Arunachal Pradesh, Punjab and Manipur, can establish and administer educational institutions of their choice in the spirit of the TMA Pai Ruling.”

CISF recovered foreign currency worth approx Rs 41 lakh at IGI Airport, Delhi

The Central Industrial Security Force (CISF) on Tuesday recovered foreign currency worth Rs 41 lakh concealed ingeniously in ‘Ladies Lehenga Button’ at Indira Gandhi International Airport in New Delhi.

Public Relations Officer of CISF informed that on Sunday at about 4 am, on the basis of behaviour detection, CISF surveillance and intelligence staff of Terminal-3, IGI Airport, noticed suspicious activities of a passenger at the ‘C’ row Check-in area.

The passenger was later identified as Misam Raza, (Indian) who was supposed to travel from Delhi to Dubai by Spice Jet Flight No SG 011 (STD 0740 hrs).

On suspicion, he was diverted to random checking point for thorough checking of his luggage. On checking his black-coloured trolley bag through the X-BIS machine, bulk quantity of “buttons” with a doubtful image of concealment of some foreign currency were noticed.

Thereafter, the passenger was allowed to complete the check-in formalities and was kept under close watch through physical and electronic measures.

After clearing the Check-in process and Immigration formalities, the passenger was intercepted by CISF surveillance and intelligence staff and was brought to the departure Customs office.

On thorough checking of his bag, in the presence of customs officials, 1,85,500 Saudi Riyals worth approximately INR 41 lakh were detected which were ingeniously concealed in the “Ladies Lehenga Button” kept inside the baggage.

On enquiry, he could not produce valid documents to carry such a huge amount of foreign currency. The passenger along with the detected 1,85,500 Saudi Riyals worth approximately INR 41 lakh was handed over to Customs officials for further action in the matter.

Murder for denied money for ganja; Delhi Police arrested one

Delhi Police on Tuesday arrested a man for allegedly stabbing another man to death near the railway track under the Shadipur flyover.

Delhi Police received a PCR call on Monday regarding a stabbing incident under the Shadipur flyover railway track.

The injured Naseem Alam was taken to RML Hospital where he was declared brought dead.

Following this, police registered a case at Delhi cantt Railway Station PS under section 302/34 of IPC. Police gathered the CCTV footage of the area and recorded the statements of eyewitnesses.

A search of the accused persons was made at their various hideouts place. One of the accused namely Lal Babu (36), a resident of Shiv Basti Rama Road, Moti Nagar was apprehended from the nearby area of Moti Nagar after chasing him for about two hours on railway tracks on foot.

Delhi Police said during interrogation, Lal Babu confessed that he, along with his associate Bhoma, was sitting under the Shadipur Flyover and was taking drugs.

In the meantime, the deceased, along with Taukir Ansari, came there to buy marijuana leaves (Ganja). Accused persons stopped them and asked for Rs 100 to buy marijuana leaves for themselves.

The deceased and his friend refused to give money. Following this, a scuffle broke out. During this scuffle, Bhoma caught deceased Naseem Ansari and Lal Babu penetrated the knife in the neck of the deceased and fled from the spot, said police.

Police recovered the weapon used in the crime, the blood-stained knife and clothes from the crime scene. Accused Bhoma is absconding and evading arrest.

Vowing to create a “New Kazakhstan”, President Kassym-Jomart Tokayev on Tuesday congratulated the people of the central Asian country on the nation’s Constitution Day.

“This year, this holiday has a special political significance. The result of the national referendum on changes to the Constitution showed that the large-scale reforms aimed at the unity of our people and comprehensive modernization of our country received maximum support,” Tokayev said in his message.

“We followed the principles of rule of law, justice and equal opportunities for all, and began to create New Kazakhstan. It is time for every responsible citizen of the country to actively participate in the implementation of reforms and contribute to the development of our country,” he added.

Constitution Day is a national holiday in the Republic of Kazakhstan, which is celebrated annually on August 30, according to the Kazakhstan Embassy in India.

It commemorates the adoption of the Kazakhstan Constitution in August 1995. This holiday marks one of the most significant days in the history of Kazakhstan, as it reflects the Kazakhstan population’s determination to establish the country as a democratic, secular, constitutional and social state.

Constitution Day in Kazakhstan is usually celebrated with festivities, concerts and exhibitions, which are held in every region and city of the country. The Constitution of the Republic of Kazakhstan is the highest law of Kazakhstan.

The Constitution was approved by a referendum on August 30, 1995. It replaced the first post-Soviet 1993 constitutional document. The adoption of the constitution is seen as a key event in the modern history of Kazakhstan and a contributing factor in the country’s political stability and economic growth.

The preamble of the current constitution emphasizes the importance of “freedom, equality and concord” and Kazakhstan’s role in the international community.

The Constitution was initially developed on the initiative and with the participation of former President of Kazakhstan, Nursultan Nazarbayev. It serves as a foundation for the country’s achievements in the socio-economic sphere.

The Constitution has been amended five times: in 1998, 2007, 2011, 2017 and most recently in 2022. Most significant amendments to the Constitution were made in 2022.

The proposed changes were put to a referendum, which was held on June 5. This was the first referendum since 1995, when the Constitution was initially approved.

On March 16, President of Kazakhstan, delivered his State-of-the-Nation Address, which contained significant political reforms and proposals to democratise the political processes in Kazakhstan.

To prepare the draft amendment to the Constitution, a special working group was established, which included prominent legal scholars, experts, and representatives of authorized bodies.

The draft constitutional amendments are based on requests from citizens and are implemented in the interests of the entire society. After a detailed review of all the proposals, the draft amendments were sent to the Constitutional Council, which gave its opinion on its compliance with the provisions of the Constitution.

President Tokayev announced on May 5 that he signed a Decree on holding the referendum. The nationwide referendum on June 5, 2022, on the adoption of amendments and additions to the Constitution was a historic moment for Kazakhstan. Over 77 per cent of citizens voted in favour of constitutional amendments.

The constitutional reform will expand the participation of citizens in governance and ensure genuine democratisation of political processes. Overall, the changes affect a third of the articles of the Constitution.

The constitutional reform is aimed at a comprehensive transformation of the entire state model, which includes the final transition from a “super-presidential” form of government to a presidential republic with an influential parliament and an accountable government, which entails limiting the powers of the President.
