Election Commission says exits polls can be aired after May 12

In a significant development, the Supreme Court on Friday refused to stay proceedings of the committee appointed by the Narendra Modi government in Gujarat into the infamous snoopgate scandal.

The apex court, while passing the order, also directed the petitioner (a woman and her father) to approach the Gujarat High Court for state related probe.

The apex court passed the order in response to a submission by the Centre that there is no proposal to appoint any commission of inquiry into the ‘snoopgate’ controversy.

The father of the woman involved in the matter has asked the apex court to restrain the incumbent government from setting up a commission to investigate the snooping scandal.

Earlier, Manmohan Singh-led government had announced that it would appoint a judge before May 16, the day votes polled in the Lok Sabha election are counted, to head the judicial commission set up to investigate the issue.

A war of words had erupted between BJP leader Arun Jaitley and Home Minister Sushilkumar Shinde after the announcement.

The issue of ‘snoopgate’ enquiry allegedly involving BJP’s PM candidate ran into trouble with two UPA constituents — NCP and National Conference — opposing the move to appoint a judge in “dying hours” of the government.

The central government had decided in December to set up a judicial Commission of Inquiry to investigate the charges of illegal surveillance by the Gujarat government.

It was alleged that illegal surveillance was carried out on a young woman in Gujarat in 2009 at the behest of Gujarat Chief Minister Narendra Modi and his then Minister of State for Home Amit Shah.

Both Modi and Shah have denied the allegations.

Election Commission says exits polls can be aired after May 12

Although eyes are now set on the counting day of the ongoing polls, the Election Commissioner HS Bramha on Friday said that exit polls can now be aired after May 12, the last day of polling.

Addressing a press conference here, HS Brahma said, “Exit polls are banned only till May 12, the last day of polling.”

Earlier, Brahma had said that ban is till May 16.

“It (Exit polls) can be telecast on Monday after 6:30 pm,” he added.

“Exit poll is prohibited till half an hour after closing of the poll on May 12 (the last day of the nine-phased polling),” the Election Commission said in a statement, PTI reported.

“In a multi-phased election, the ban begins on the hour the poll is fixed and ends half an hour after the poll ends in the last phase,” said Dhirendra Ojha, Director in the EC.

Ojha further said, “In a multi-phased election, the ban begins on the hour the poll is fixed and ends half an hour after the poll ends in the last phase.”

In the backdrop of almost all parties violation the model code of conduct during the election rallies in past few months, Brahma added, “Major challenge faced in 2014 polls was implementation of model code.”

The Election Commissioner further sought a report from the Uttar Pradesh poll authorities on controversial remarks made by Mulayam Singh Yadav, Ajit Singh and Azam Khan.

HS Brahma also dismissed the Gujarat police report of no threat to Modi rally.

UP Police shut down hotel serving ‘NaMo’ rotis in Varanasi

The Uttar Pradesh police have shut down a hotel serving rotis with ‘NaMo’ mark on them here.

According to a report, the machine used to imprint the mark suggesting BJP party’s slogan ‘Ab ki Bar Modi Sarkaar’ on rotis has also been sealed. The owner of the hotel has reportedly been told not to communicate with media.

The report comes a day after thousands of BJP activists protested here and in New Delhi against the poll panel’s initial curbs on rallies by the party’s prime ministerial candidate Narendra Modi even as he got a warm welcome on his visit here with crowds thronging the routes he travelled.

The poll fever in this holy town is really high and the step taken by authorities can trigger a controversy. On microblogging website Twitter, some have denounced the step, saying it is shameful on the part of the Samajwadi Party, which is at the helm of affairs in Uttar Pradesh.

BJP supporters are placing mass orders of many products with ‘NaMo’ mark on it while makers of these items are happily reciprocating to cash in on these ‘electoral gains’.

Taking a cue from Western countries, including the US Presidential Election, election merchandising has emerged as a major trend in the ongoing elections.

While Aam Aadmi Party has also tried to make use of various merchandise such as caps, T-shirts and their election symbol ‘broom’, it is the supporters of BJP and Modi who have taken a big lead on this front.

As a result, a number of products in markets here are being sold with the ‘NaMo’ — now famous initials for Narendra Modi — mark, ranging from bricks to balloons to laddoos to jackets and other merchandise.

Makers and sellers of many of these products said that they began doing so after huge orders were placed with them by BJP supporters, while some neutral customers are also joining in to be part of the trend.

When contacted, BJP leaders said this has nothing to do with the official party campaigning programme, but some enthusiastic supporters might have come out with such innovative ideas.

Besides Modi, AAP’s Arvind Kejriwal and Congress’s Ajay Rai are also in the fray in this Lok Sabha seat which has over 16 lakh voters spread across five Assembly constituencies.

Empowerment through education

If the education system is reformed then it will increase the literacy rate in India. We have been appreciating our education system for providing such excellent knowledge in the respective field. Yes it is rightly said that it’s never late to learn as one can continue learning till the end of his life. Nowadays education is not important what is important is gaining practical skills. Eventually we realise that we seek knowledge to become employable in the future. In India education definitely plays a different role and it is one of our fundamental rights. But still today many of us cannot learn what we aim for.

For instance, some student who is keen to study law with a regular study background will definitely go ahead. On the other hand, there are many students who have discontinued their education for supporting their family by taking up jobs or for some other reasons. These students might not even have passed 12th standard but are looking forward to study further for getting employment and earn their livelihood. What if somehow a girl has managed to clear her 12th standard at the age of 26, and now is planning to pursue her graduation. That person might be extremely talented and there are possibilities that she could even clear the IAS examinations in first attempt. Does she have any option?

I recently met a girl aged 26 who works as a gym trainer in one of the small time gym for the past five years. She had completed her 10+2 education in the year 2013. There is almost an educational gap of eight to nine years and she cannot seek direct admission into third year of graduation. If the girl opts for a regular course then she might have to spend three years and she will find it difficult to match the eligibility required for appearing in IAS examination. I am sure this is not the lone case as many such cases exist in India.

Mumbai University along with the UGC has provided good facilities to students for pursuing education. Whereas the new amendments and guidelines says that if there is gap of three years after completing 12th standard then student is eligible for admission to the third year of graduation otherwise he has to pursue a regular course.

Small amendments within new guidelines can offer hope to many other students like the gym trainer. The girl has demanded that she should be allowed to pursue her third year even though there has been a gap after completing her 12th standard. Thus she will have enough time to prepare for the IAS examination. She said that even if she fails in the first attempt she could get some breathing space and study more for appearing for the second time. Since the girl’s financial status is not sound hence she can’t afford to join coaching classes for the IAS examination. After undergoing several difficulties she is ready to complete her regular graduation course and is planning to make an attempt for clearing IAS examination. Finally she is getting ready to fulfil her dream.

Fairer side of Mumbai Police

Various steps are being taken by the Mumbai Police to make the city safe for women. In a latest initiative, women constables from all police stations across Mumbai will undergo motorcycle driving training to improve the security of women.

Two women constables from each police station across 93 police stations from Mumbaiwill visitByculla Traffic centrefor undergoing training in motorcycle driving. As per reports,the duration of the training will be 20 to 25 days.

Women traffic personnel are already employed with the traffic department for controlling the city’s traffic system. However, women constables who are trained in motorcycle driving will be deputed in the police for the first time to curb crimes against women.

The job of female lady constables will include patrolling the city a task which is mostly performed by male constables. Several senior police officials believe that it’s a right step taken by the department to reduce crime against women who have started feeling insecure in the city.

Senior Police Inspector spoke to AV on the condition of anonymity and said, “Most of the time whenwomen become victims of domestic violence or any other crime then she calls the police. Later, when the patrolling male constable visits the spot women feel uncomfortable while disclosing about the incidents pertaining to crime.If female patrolling constable meets the women then she will be at ease. Thus this initiative will help women and will improve their safety.”

A senior police official also believes that the deployment of female constable biker will reduce the incidents of chain snatching.

“Since we are impartingdriving training to female ladies constables it will enable us to address the crimes against women amicably.There is also a suggestion to increase the strength of women in police force which is laudable” Senior Police Inspector added further.

In the past too severalcommittees have been formed to curb crime against women. A prominent committee named Mumbai police’s Crime Against Woman Cell was formed.

Mumbai Police spokesperson, Mahesh Patil talking to AV confirmed that soon woman beat marshals will be on road. He said, “Mostly they will be deployed at public places like railway stations, bus stops and women colleges. According to him, this initiative is taken for the sake of women empowerment which will enable them to lead a better life.”

‘Aashiqui 2’ singer Ankit Tiwari arrested on rape charges

Ankit-TiwariPlayback singer Ankit Tiwari and his brother Ankur have been arrested by the Versova police after a woman lodged a complaint with the police against the former for allegedly molesting and raping her.

Ankit’s lawyer Nagesh Mishra said: “Ankit has not been in touch with the girl since one year and before that he was in a relationship with her for a couple of years.”

“He has been accused of rape and molestation under sections 376 (rape), 417 (cheating) and 493 (cohabitation by a man deceitfully inducing a belief of lawful marriage) of the IPC (Indian Penal Code),” he added.

The woman in question is Nidhi Khanna.

“Nidhi is an advertising person. She is a divorcee and has a 12-year-old child,” Mishra said.

Besides Ankit, his elder brother Ankur has also been arrested on the charges of intimidation and harassment, said a source.

Nidhi reportedly filed an FIR at Versova police station following which Ankit and Ankur were arrested and presented in Andheri magistrate’s court.

Counsel Mishra said: “Ankur might get bail as the charge against him is not too serious. These are all false allegations and we will put our best foot forward to get bail for Ankit as well.”

Nidhi has claimed that she married Ankit two years ago in a temple, while Ankit says they have not been in touch for the past one year.

Ankit became an overnight sensation after his number –‘Sun Raha Hai Na Tu’ from ‘Aashiqui 2’- became an instant hit.

Bikram Singh Majithia undergoes penance, washes utensils at Nanded shrine

Bikram-Singh-MajithiaPunjab Revenue Minister Bikram Singh Majithia, who was handed out religious punishment for distorting a Sikh hymn by incorporating BJP candidate Arun Jaitley’s name in it, on Thursday performed ‘Sewa’ (religious service) at Takht Sachkhand Sahib at Abchal Nagar in Nanded.

He washed utensils and listened to the Gurbani Kirtan inside the premises, Takht sources said.

The minister is undergoing the ‘tankhah’ (penance) following the recent ruling by the highest temporal seat of the Sikhs after he was indicted by jathedars of the five Takhts for distorting the religious hymns of tenth Sikh master, Guru Gobind Singh.

The Jathedars of the five Takhts pronounced religious punishment to Majithia on May 1 for his “blasphemous act”.

Majithia was directed to undergo Sewa (religious service) at all five Takhts and at Akal Takht Amritsar.

Majithia, during an election campaign in favour BJP candidate from Amritsar Lok Sabha seat Arun Jaitley, distorted the ‘shabad’ (hymn) of Guru Gobind Singh.

Sikhs reacted in anger and urged the Jathedar Akal Takht to hand over severe punishment to Majithia so that nobody could dare to repeat such a thing in future.

The Sikh clergy while pronouncing religious punishment had directed the minister to perform religious service in the community kitchens of five Takhts including at Amritsar, Patna Sahib, Takht Sri Kesgarh Sahib in Anandpur Sahib, Takht Sachkhand Sahib at Abchal Nagar in Nanded and Takht Dam-Dama Sahib at Talwandi Sabo in Punjab.

NCP criticises BJP for questioning EC’s functioning

Nawab-MalikNCP on Thursday deplored the attempt of BJP to cast aspersion on the functioning of the Election Commission of India (ECI), saying such an action was a threat to the constitutional bodies.

The BJP was trying to polarise voters ahead of the polling on May 12, alleged party spokesman Nawab Malik, who recently visited Varanasi to campaign for the Congress, while addressing a press conference here.

“Pressuring the ECI in such a manner by holding protests and dharnas is not right. Such actions are a threat to the functioning of constitutional bodies and detrimental to democracy,” Malik said.

“Since the BJP has realised it along with its allies is nowhere near the majority mark of 272, attempts are being made to vitiate the atmosphere. Narendra Modi himself cancelled the Ganga arti despite being granted permission, as it could land him in trouble for poll code violation. The arti can be done individually but not at party level,” he said.

Malik claimed that in Beniya Bagh (Varanasi), no political rally has taken place since 1996, after communal tension resulted in ten deaths and left 136 injured during the public meeting of Rajesh Dixit, an ex-DGP, during the Babri demolition, who contested on BJP ticket.

“Since then, there have been no election rallies in the maidan,” he said.

Malik accused the BJP of deliberately wanting to create a law and order problem.

College principal, PA held for taking Rs. 25,000 bribe

The principal of a prominent college and his personal assistant were today arrested for allegedly accepting bribe of Rs. 25,000 from a student to enroll him in class XII, Anti Corruption Bureau (ACB) said.

Ajit Singh Theti, the principal of Guru Nanak Khalsa College at Matunga in central Mumbai, and his personal assistant Nikita Vaidya were arrested for accepting Rs. 25,000 bribe from a student seeking admission to XII class, said Additional Police Commissioner Vishwas Nangare Patil.

Established in late 1930s, the government-aided Khalsa College is among the earliest institutions of higher learning that emerged on the educational landscape of Mumbai.

According to the ACB, the principal sought Rs. 30,000 for himself and not as donation to the college when the student came for admission on Tuesday. The student is not eligible for admission going by his marks.

The student and his father, a government employee, approached ACB the next day as they were not ready to pay bribe.

“Accordingly, a trap was laid this afternoon at the principal’s office when his PA accepted Rs. 25,000 as first installment from the complainant party. The cash was accepted by Vaidya on behalf of Ajit Singh,” Patil said.

The ACB has recordings of telephonic conversations between the victim and the principal which are crucial evidence in the case, police said.

According to police, Theti, during the purported conversations, said to the student’s family that Rs. 25,000 was for his personal usage, no receipt would be given and it would not be considered as donation to the college.

During preliminary probe, Vaidya was found in possession of Rs. four lakh, police said, adding that they were trying to find out from where she got the money.

Legislative council chairman bats for open ballot system

Newly-elected chairman of the Maharashtra Legislative Council Shivajirao Deshmukh said he would pursue with the Centre the state legislature’s proposal to adopt an open ballot system in election to state upper house.

The veteran Congress leader was re-elected for the third successive term as Chairman in a special one-day session of the Council held today.

BJP leader Vinod Tawde was re-appointed as the Leader of Opposition during the session wherein newly elected members were formally introduced.

“Elections to the state legislative council should be held through open ballot which is the practice for Rajya Sabha polls. In Rajya Sabha the legislators have to cast their vote by showing it to their party representatives,” Deshmukh said.

The Chairman said he would take up with the Union Home Ministry a proposal passed by the Maharashtra Legislature to this effect.

Maharashtra is one of the six states in the country, having a bicameral Legislature. The State Legislature approved the proposal for doing away with secret ballot in Council polls and introduction of open ballot in 2007.

“I would also strive to make necessary amendments to the Constitution, to start legislative councils in twenty two States across the country, where councils are not functional. Out of the 28 states, only six states have legislative councils. Our constitution has done some really tremendous work,” Deshmukh said in his customary address after election.

As per the convention, Deshmukh was escorted to the chair by Chief Minister Prithviraj Chavan, the Leader of Opposition Vinod Tawde and state parliamentary affairs minister Harshavardhan Patil.

Deshmukh’s election was a formality since his was the only application filed for the post yesterday.

79-year-old Deshmukh took oath as MLC for fourth term last week. He has been the Legislative Council Chairman since 2004.
