BJP is going to deliver its one of the most crucial polls promises of building Ram Temple in Ayodhya. In 2019, BJP president Amit Shah set a 2024 deadline for building Lord Ram temple in Ayodhya. The Ram Janmabhoomi movement is at the very heart of the BJP’s politics and the party’s national rise. The beginning of the Ram mandir construction is crucial ahead of Bihar elections where BJP wants to come with full majority. Modi, in fact, has been keen to project himself as someone who is ‘correcting’ all of India’s historical ‘wrongs’ and bringing closure to long-pending issues. Narendra Modi, projected as one of the strongest Hindutva leaders, would be doing a groundbreaking ceremony on 5 August, COVID, or no COVID.
Well, this was a long legal battle and somewhere there is no harm in giving credit to BJP and its leaders. In 1853, a group of armed Hindu ascetics belonging to the Nirmohi Akhara occupied the Babri Masjid site and claimed ownership of the structure. Subsequently, the civil administration stepped in, and in 1855, divided the mosque premises into two parts: one for Hindus, and the other for Muslims. In 1883, the Hindus launched an effort to construct a temple on the platform. When the administration denied them permission to do this, they took the matter to court. In 1885, the Hindu Sub Judge Pandit Hari Kishan Singh dismissed the lawsuit. Afterwards, the higher courts also dismissed the lawsuit in 1886, in favor of the status quo. In December 1949, some Hindus placed idols of Rama and Sita in the mosque and claimed that they had miraculously appeared there. As thousands of Hindu devotees started visiting the place, the Government declared the mosque a disputed area and locked its gates. Then, multiple lawsuits from Hindus, asking for permission to convert the site into a place of worship. In the 1980s, the Vishwa Hindu Parishad (VHP) and other Hindu nationalist groups and political parties launched a campaign to construct the Ram Janmabhoomi Mandir (“Rama birthplace temple”) at the site. Then the Prime minister Rajiv Gandhi government allowed Hindus to access the site for prayers. He himself went and opened the gates by unlocking it. This continued for a few years but there was a silent revolt in Hindus, On 6 December 1992, Hindu nationalists demolished the mosque.
In 2003, the Archaeological Survey of India (ASI) conducted excavations of the site on court orders. The ASI report indicated the presence of a 10th-century north Indian style temple under the mosque. Muslim groups and the historians supporting them disputed these findings and dismissed them as politically motivated. The Allahabad High Court, however, upheld the ASI’s findings. The excavations by the ASI were heavily used as evidence by the court that the predating structure was a massive Hindu religious building. In 2009, the Bharatiya Janata Party (BJP) released its election manifesto, repeating its promise to construct a temple to Rama at the site. In 2010, the Allahabad High Court ruled that the 2.77 acres (1.12 ha) of disputed land be divided into 3 parts, with 1/3 going to the Ram Lalla or Infant Lord Rama represented by the Hindu Mahasabha for the construction of the Ram temple, 1/3 going to the Muslim Sunni Waqf Board and the remaining 1/3 going to a Hindu religious denomination Nirmohi Akhara. The five judges Supreme Court bench heard the title dispute cases from August to October 2019. On 9 November 2019, the Supreme Court ordered the land to be handed over to a trust to build the Hindu temple. It also ordered the government to give alternate 5-acre land to Sunni Waqf Board to build the mosque. On 5 February 2020, the trust known as Shri Ram Janmabhoomi Teerth Kshetra was created by the Government of India. Ram Janmabhoomi is the name given to the site that is assumed to be the birthplace of Rama, believed to be the seventh avatar of the Hindu deity Vishnu. The Ramayana states that the location of Rama’s birthplace is on the banks of the Sarayu river in a city called “Ayodhya”. A section of Hindus in India claims that the exact site of Rama’s birthplace is where the Babri Masjid once stood in the present-day Ayodhya. According to this theory, the Mughals demolished a Hindu shrine that marked the spot and constructed a mosque in its place.
On 9 November 2019, the Supreme Court ordered that the land be handed over to a trust to build the Hindu temple. It also ordered the government to give alternate 5-acre land to Sunni Waqf Board to build the mosque. On 5 February 2020, the trust known as Shri Ram Janmabhoomi Teerth Kshetra was created by the Government of India. The trust will oversee the construction of the Ram Mandir.
August 5 has been finalized as the date for the Ram Mandir ‘Bhoomi Pujan’ (groundbreaking ceremony) in Ayodhya – a decision that comes with political undertones. This date also marks the first anniversary of the revocation of Jammu and Kashmir’s special constitutional status with the reading down of Article 370 of the constitution, a long-standing demand of the Sangh Parivar and one that predates even its Ram temple movement by decades. By linking these two events in this fashion, it is clear that a political message is being sent. The BJP hopes a definite move towards the construction of the Ram temple could give it mileage in the state elections in Bihar later this year and even in West Bengal in 2021, where Hindutva will be a major poll plank for the party. It has also been noted that by the time the temple is built on the site where the Babri Masjid once stood, it will likely be time for the 2024 national elections.

Prime Minister Narendra Modi would be doing a groundbreaking ceremony at the Ram Janmabhoomi Teertha Kshetra. The Trust would lay the foundation stone of a grand Ram Temple in Ayodhya, with chanting and prayers. According to a trust spokesperson, the foundation stone could be laid either on August 3 or 5, both the days are being considered auspicious.

Due to the Corona pandemic, many people are not invited to attend the event; that is the reason BJP is gearing up to live stream the August 5 ‘Bhoomi Pujan’ or groundbreaking ceremony of the Ram Temple at Ram Janmabhoomi across all the 70 constituencies of the national capital. Many television channels and online broadcasters would be showing live occurrences so that all can have darshan and pleasure of seeing the event live. Amidst the coronavirus crisis, the general public has been asked not to throng the Ram Janmabhoomi site, and only around 200 VVIPs have been invited to attend the groundbreaking ceremony. BJP has decided to install LED screens across all the Assembly constituencies in Delhi so that people can witness the historical event of Ram Temple ‘Bhoomi Pujan’. BJP workers have also been asked to light ‘diyas’ on August 5 and celebrate the day like Diwali; a Hindu festival celebrated to mark the homecoming of Lord Ram after 14 years of exile. This will be a historic opportunity for the countrymen.
Debate – Auspicious vs. Inauspicious
Shankracharya Swaroopanand Saraswati Ayodhya (Uttar Pradesh) argued that the time decided for Ram Temple ‘Bhoomi Pujan’ ceremony is ‘inauspicious’, he said “We are Ram devotees, we will be happy if anyone builds the temple of Ram, but for that- appropriate date and auspicious time should be chosen. There should not be politics in this. Due to politics, the issues of Hindus get knocked down. The temple was being built with the public’s money; their opinion should be sought as well.
Even the seers and saints of Varanasi have come out to oppose the ‘Bhoomi Pujan’ ceremony of Ram Temple in Ayodhya by Prime Minister Narendra Modi on August 5, arguing that it was that the ‘Muhurat’ for the ceremony is not auspicious. They said, “We don’t want any position or to be a trustee of the Ram Temple. We only want that the temple should be built properly, and the foundation stone should be laid at the right time, but this is an ‘ashubh ghadi’ (inauspicious time)”. While the Shankaracharya did not give any specific reason for calling it inauspicious time, he might have been referring to the pandemic.
While Narendranand Maharaj said the ‘Bhoomi Pujan’ of Ram Janamabhommi had already been done on November 5, 1990, in the presence of VHP leaders, then RSS chief and seers and saints.
One the other hand, it’s the Ram Janmabhoomi Teertha Kshetra Trust that had proposed two dates in August for laying the foundation stone of a Ram Temple. After which, Prime Minister Narendra Modi had finalised August 5 – as the day for the ‘Bhoomi Pujan’.
Vishwa Hindu Parishad said that the time for the Bhoomi Pujan ritual of the Ram Temple had been chosen after due consultations with eminent people of Varanasi. “It’s an auspicious time. It has been chosen with care after talks with eminent people of Varanasi and Ayodhya. Moreover, when the function involves Lord Ram, then how can it be inauspicious,” VHP national working president Alok Kumar said. Kumar was allaying concerns raised by a few over the alleged inauspicious timing of the foundation stone-laying ritual on August 5.
The decision about the tentative date for laying the foundation stone of the temple was taken at a meeting of the Trust members held in Ayodhya on Saturday. Senior advocate K Parasaran, Vasudevanand Saraswati and Swami Vishwa Prasanjeet attended the meeting via video links.
Allahabad HC dismisses against ‘Bhoomi Pujan’
Meanwhile, Allahabad High Court has dismissed the petition by a social activist, seeking direction to restrain respondents from ‘Bhoomi Pujan’ for laying down the foundation stone of Ram Mandir. The petition claimed that respondents invited about 300 people, and that may cause social distancing violations amid the Covid-19 pandemic. After Surrey Shankracharya Swaroopanand Saraswati, now Swami Avimukteshwarananda and Shumeru Peeth Shankracharya Narendranand Maharaj have also spoken against the groundbreaking ceremony on August 5 saying that they ‘Muhurat’ is not auspicious.
Height and Architect
The height of Ayodhya’s grand Ram temple would be 161-feet, an increase by 20- feet from the previous design, which was prepared in 1988, according to Nikhil Sompura, architect and the son of C Sompura, chief architect of the temple. The construction work on the Ram temple will officially start soon after the ceremony. The Trust has set a 2024 deadline for completing the temple.
Donations and Contributions
Maharashtra Chief Minister and Shiv Sena chief Uddhav Thackeray has made one crore donation for the construction of Ram Temple in Uttar Pradesh’s Ayodhya. Anil Desai Shiv Sena leader and member of the Rajya Sabha told media that Shiv Sena made donations through RTGS from SBI in favour of “Sri Ram Janmabhoomi Teerth Kshetra” and Senior Mahant of the Trust, Champat Rai, personally confirmed about the money getting credited to their trust account.
A day after the Trusts’ Ayodhya meeting, the UP chapter of the Indian Bullions Association had donated 33 kg sliver brick to the Trust in a simple ceremony in Ayodhya on July 21, 2020. The silver bricks will be used in Bhoomi Pujan. Even trust chairman Mahant Nritya Gopal Das has got a silver brick weighing 40 kg prepared, and it would be placed in the sanctum sanctorum of the proposed Ram temple during the Bhoomi Pujan ceremony by the PM. Politicians have also started donating money for the Ram Mandir. UP Deputy CM Keshav Prasad Maurya, who visited Ayodhya to take stock of the preparedness recently, donated Rs 6.60 lakh. Earlier on March 25 while relocating the idol of Lord Ram from the makeshift temple to his new temporary bullet-proof prefabricated fiber abode on Ram Janmabhoomi premises, UP CM Yogi Adityanath had donated Rs 11 lakh to the Trust.
Moreover, Mahavir Mandir Trust of Patna has also announced a donation of Rs 10 crore for the cause with installments of Rs 2 crore to be paid every year as per the instructions of the Shri Ram Janmabhoomi Tirath Kshetra Trust. The first installment has already been paid towards the cause. Besides, the devotees are also donating gold and silver to the Trust. Hyderabad-based jeweller K Srinivas has donated a one-kg gold brick and a five-kg silver. The Trust has appealed to the donors to give cash as it would be ready to use in the construction work. Through online donations in the past four months, the Trust has received around Rs 6 crore in its two bank accounts in State Bank of India, the main branch, Ayodhya. The Trust is also sending acknowledgement receipt of donations along with ‘thanks letter’ by post to donors.
With the Bhoomi Pujan ceremony for the construction of Ram temple just a week away, donations from various quarters have already started pouring in. As the temple construction is set to begin, many Indian citizens made their donations through online payment gateways and cash and kinds. Ram Mandir is receiving donations since Babri masjid got demolished. the VHP will reach out to “10 crore Hindu households and 4.5 lakh villages across the country to collect donations for the temple. “We got some proposals where people said they could bear the entire cost of the temple construction. But we said all should contribute. We requested the temple trust to suggest a minimum contribution that people can make so that maximum people can be included,” the VHP working president said.
Simultaneously, the VHP has been collecting “sacred earth” from 11 religious’ sites in different areas, along with water from rivers. These are being sent to Ayodhya to be used during the Bhoomi Pujan. The Delhi unit of VHP has collected them from different temples in the national capital and will be sending it to Ayodhya through courier. Other groups of VHP across various states are also doing the same thing.
General Secretary of the Trust Champat Rai said soon after the monsoon, the Ram temple trust will contact 10 crore families across the country for financial help, and it will take three to three-and-half years after the finalisation of the temple’s design to complete its construction.
Holy Water, Soil Being Sent from Karnataka also. Multiple religious and spiritual centres from Karnataka are sending mud, water, and other construction samples for the Ram temple foundation stone ceremony in Ayodhya. Senior Karnataka Vishwa Hindu Parishad (VHP) official Muniraju said that the samples are being sent from Dharmasthala and Nethravati, Kudal Sangama, in Uttara Kannada. Similarly, from Suthur Matha in Hubli, Hubli Moorsavara Matha, Mysuru Suthur Matha, Chamundeshwari Hills, Cauvery river water, Kapila, Tungabadhra and many other places.
While spiritual guru and story narrator (Katha Vachak) Morari Bapu has announced a donation of Rs 5 crore from his Vyaspeeth to Sri Ram Janmabhoomi Tirath Kshetra Trust, Prince Yakub Habeebuddin Tucy, a self-proclaimed descendent of Mughals, has offered a gold brick weighing one kg to the PM towards temple construction. Morari Bapu had announced the donation during an online spiritual talk on Monday and appealed to his followers to contribute voluntarily. However, the Shree Ram Janmabhoomi Teerth Kshetra Trust has already made it clear that it was open to receive donations from anyone who wanted to contribute towards the temple construction. In its last meeting in Ayodhya, the Trust’s general secretary Champat Rai had made it clear that the temple would be constructed through donations.
Invitation chaos
BJP MP Subramanian Swamy is not invited for the groundbreaking ceremony in Ayodhya, he told media even if he received an invitation he would not have gone there. Further, he said, all the credit is falsely taken by PM Narendra Modi, the actual credit should go to Rajiv Gandhi, and PV Narasimha Rao.
From Karnataka, only three people have been invited —Bejawar Swamy, Virendra Hegde, and Nirmananda Swamy. A host of senior BJP, RSS and VHP leaders associated with the Ram Temple movement, prominent Muslim leaders, one of the primary litigants in the Babri Masjid demolition case, Baba Ramdev and saints from across the country – these are among the invitees. According to senior members in the Trust, the invited Muslim leaders include Zafar Farooqui, chairman of Uttar Pradesh Sunni Central Wakf Board, and Wasim Rizvi, chairman of UP Shia Central Waqf Board. Iqbal Ansari, one of the litigants in the Ayodhya land dispute case, has also been invited. Ansari is the son of Mohammad Hashim Ansari, one of the original litigants in the Ram Janmabhoomi-Babri Masjid dispute. L.K. Advani and Murli Manohar Joshi are among the BJP-Sangh leaders who have confirmed their presence. RSS chief Mohan Bhagwat, general secretary Suresh Bhaiyyaji Joshi are among the other invitees who have confirmed their participation.
But Opposition leaders are not invited. The Trust has not invited opposition leaders from any political party, including Congress president and Rae Bareli MP Sonia Gandhi. “We have not sent an invite to any political party as we don’t want to differentiate between parties. We can’t pick and choose. Lord Ram is a holy figure for all. We are appealing to all those who have not been invited to pray wherever they are,” Swami Govind Dev Giri, treasurer of the Trust, told the media. The only exception is BSP MP Ritesh Pandey, who represents Ambedkar Nagar. “We have invited all MPs and MLAs representing Faizabad, Ayodhya, and adjoining areas,” Giri said. This list includes BJP MP Lallu Singh, who represents Faizabad, BJP MLA Baba Gorakhnath from Milkipur, and BJP’s Ayodhya MLA Ved Prakash Gupta. Senior civil servants from Ayodhya will also be present. Giri added that the Trust has not sent an invite to any central ministers due to the pandemic. Because of the COVID pandemic, the Trust is inviting only a limited number of people.
All prominent BJP and VHP leaders who were part of the Ram Janmabhoomi movement have confirmed their participation at the groundbreaking ceremony, said the sources. These include BJP patriarchs LK Advani and Murli Manohar Joshi, former UP CM Kalyan Singh, and leaders Uma Bharti, Vinay Katiyar, and Sadhvi Rithambhara. BJP president JP Nadda, RSS women’s wing chief Shanti Akka, and Puneet Dalmia, son of senior VHP member late Vishnu Hari Dalmiya, have also been invited. Saints from across the country and heads of ‘akharas’ that represent different Hindu sects have invited too.
Volunteers and security
A team of 500 sanitary workers has been deployed in the temple town to deck up the temple city. Walls in the main streets of Ayodhya have been decorated with graffiti and paintings depicting scenes from the Ramayan. According to Ayodhya Mayor Rishikesh Updadhyaya, ward-wise meetings are being conducted to make Ayodhya ready to welcome PM Narendra Modi on August 5. The same team that managed the Kumbh Mela in 2019 has been deployed to take care of every small thing during the August 5 event.
A separate team of BJP workers led by Ayodhya MLA Ved Prakash Gupta is trying to reach out to every household to make sure all houses in temple town are decked up with lights and earthen diyas for two days from August 4. Around 1.25 lakh earthen lamps would be lit to bring the temple town to life during the event. Locals have been asked to decorate their houses with rangoli, bandanwar (a garland made of flowers), decorative lights, and earthen diyas on August 4, 5 for the Bhoomi Pujan, said, Gupta.
He said VHP’s Mahanagar convener Ashok Gupta has been given the responsibility of appealing to people to do ‘bhajan kirtan’ on August 3 and 4 and light earthen candles on August 5 at their homes.
Mahant Avaidyanath, who was the head priest of the Gorakhnath temple, played a leading role in the Ram Janmabhoomi movement and founded the Sri Ram Janmabhoomi Mukti Yagna Samiti (committee of sacrifice to liberate Ram’s birthplace) in 1984. He was also linked to the Hindu Mahasabha and later represented the Gorakhpur Lok Sabha constituency four times as a Bharatiya Janata Party MP.
‘Asubh Muhurat’ considered being the most inauspicious time, in this Muhurat or time, God goes to sleep, and it’s their sleeping time. Groundbreaking could be called just ‘Asubh Ghatana’, even Lord Ram does not want this. That’s the beauty of our Dharm Shastra. That is precisely what Dharm Acharyas are warning. India is not like other nations. Another reason is that Lord Rama wanted to do be victorious in battle against Ravana, and for that, he wanted to establish a Shivalinga and worship it. Now to do this, a priest was needed, but in those days, there were no priests found in Rameshwaram. So, Lord Rama was in dire need of a good priest to perform the rituals.
Ravana was a staunch devotee of Lord Shiva and was also a Brahmin by birth. So Ravana’s brother Vibhishana (who was on Lord Rama’s side), told Lord Rama that Ravana was very well-versed in the rituals. So, Lord Rama sent an invitation to Ravana to come and preside as the priest for the pooja at Rameshwaram.
Ravana accepted the invitation and came. But then he told Lord Rama that the pooja would be incomplete without his wife being present. No pooja or yagna can be performed without the wife’s presence. So, he told Lord Rama, ‘Since you are a married man, both you and your wife have to sit together for the pooja; otherwise you cannot perform the pooja’.
Then Lord Rama said to him, “It is the priest that has to provide an alternative for anything that is missing. As my wife is not with me (having been kept in captivity by Ravana at that time), please tell me what the alternative to perform the pooja. Can we keep a doll in her place as a substitute?”
Then Ravana said, ‘I do not believe in an alternative. I would want everything to be present for the worship of Lord Shiva. So, I will call your wife here for the pooja. After the pooja, please send her back to Lanka’.
So Ravana brings Sita for the pooja. After the pooja, when Lord Rama and Sita bow down to touch the feet of the priest, that is, Ravana, to take blessings, then Ravana blesses Lord Rama by saying ‘Vijayi Bhavaha’ (May victory be yours!). He had no choice but to do so.
When someone touches the feet of a priest, he is left with no choice but to bless that person. So Ravana had to give that blessing to Lord Rama for which He had organized the pooja. He also blessed Sita by saying ‘Sumangali Bhavaha’ (May you receive all that is best and auspicious always!) Such was Ravana’s magnanimity. After blessing both of them, Ravana took Sita back to Lanka with him.

The Centre has written to all states and Union Territories stating that smartphones and tablet devices should be allowed for hospitalised COVID-19 patients so that they can interact with family and friends through video conferencing, which would provide them psychological support. Though mobile phones are allowed in hospital wards, the missive was issued following some representation from the kin of patients alleging otherwise.
Director General of Health Services (DGHS) in the Health Ministry Dr. Rajiv Garg in the letter to the principal secretaries of health and medical education of states and Union territories said appropriate protocols for disinfecting devices and allotting timeslots can be developed by the hospital concerned to facilitate contact between patients and their family. He underlined that administrative and medical teams should be responsive to the psychological needs of patients admitted in COVID-19 wards and ICUs of various hospitals.
“Social connection can calm down patients and also reinforce the psychological support given by the treating team. Please instruct all concerned that they should allow smartphones and tablet devices in patient area so that the patient can video conference with their family and friends,” stated the letter issued on July 29.
“Though mobile phones are allowed in the wards to enable a patient stay in touch with his or her family, we received representations from the patient families from some states stating mobile phones are not being allowed by hospital administrations because of which they were not being able to stay in contact with the patient,” said Dr. Garg.
Former Uttar Pradesh Chief Minister and Samajwadi Party chief Akhilesh Yadav on Sunday slammed the BJP government at the Centre and the state over several issues including the border, economy and employment.
Taking to Twitter, Yadav said that the public is becoming hopeless in the face of the flawed policies of the BJP government.
“In this coronavirus period, neither our borders are secure, nor are our businesses and jobs. The economy and the banks are going down. Interest on deposits is decreasing. People are forced to withdraw money from their providential funds. People have lost their loved ones. Due to the flawed policies of the BJP government, the netizens are becoming hopeless,” Yadav tweeted in Hindi.

Congress leader Rahul Gandhi on Sunday demanded the release of Peoples Democratic Party (PDP) leader Mehbooba Mufti who has been detained under the Public Safety Act (PSA) in Jammu and Kashmir.

Earlier on Saturday, senior Congress leader P Chidambaram said that the extension of the detention of former Jammu and Kashmir Chief Minister Mehbooba Mufti under the PSA is an abuse of law and an assault on the Constitutional rights guaranteed to every citizen. Mufti’s detention under PSA was extended by three months on Friday.
Earlier, the former Jammu and Kashmir Chief Minister’s detention was extended on May 5 for three months.
Mufti and many other political leaders of Kashmir, including Farooq Abdullah, were put in detention last year following the abrogation of Article 370 of the Indian Constitution that accorded special status to the erstwhile state.
Uttar Pradesh Chief Minister Yogi Adityanath’s visit to Ayodhya today to review the preparations for Ram Temple foundation laying ceremony stands cancelled.
The visit has been cancelled due to the demise of the Uttar Pradesh Cabinet Minister Kamala Rani Varun who was receiving treatment for COVID-19.
Kamala Rani Varun was a legislator from Ghatampur Assembly segment and had been hospitalised in the Sanjay Gandhi Post Graduate Institute of Medical Sciences (SGPGIMS).
He was scheduled to visit Ayodhya today to take stock of preparations for the Ram temple foundation stone laying ceremony. Prime Minister Narendra Modi is scheduled to lay the foundation stone of the Ram temple in Ayodhya on August 5.
The construction of Ram temple in Ayodhya will begin after the ceremony to lay the foundation stone in which chief ministers of several states, ministers from the Union Cabinet and RSS chief Mohan Bhagwat, among others are also likely to participate. The Supreme Court had on November 9 last year directed the Central government to hand over the site at Ayodhya for the construction of a Ram temple.
Maharashtra government had announced the farm loan waiver scheme, but the program could not get fully implemented because of the pandemic situation and further lockdown. The benefit of this farm loan waiver could not reach farmers, many of who are on the debtor list. The banks are refusing to disburse the fresh loan to these farmers because of the non-payment of earlier loans. Maharashtra government has decided to speed up the completion of its farm loan waiver scheme, Mahatma Jyotirao Phule Karjmukti Yojna, as banks have reportedly been uncooperative. Maharashtra government decided to speed up the loan waiver scheme as banks ‘refuse to cooperate’. The Aadhaar-authenticated process came to a standstill during the first phase of a countrywide lockdown in March.
Around 18.96 lakh farmers had received waiver worth Rs 11,999.1 crore with another 11.16 lakh farmers waiting to receive their waiver. Pronounced by Chief Minister Uddhav Thackeray, the loan waiver scheme had aimed at waiving off pending crop loans up to Rs 2 lakh. The Aadhaar-authenticated process came to a standstill during the first phase of a countrywide lockdown in March. Around 18.96 lakh farmers had received waiver worth Rs 11,999.1 crore with another 11.16 lakh farmers waiting to receive their waiver. A total of Rs 8,000 crore is yet to be released to complete the scheme and enable farmers to become eligible for receiving new loans.
Harshvardhan Jadhav ex-MLA and ex-chief of Shiv Swarajya Paksha leader from Aurangabad spoke to Afternoon Voice and said, “The biggest drawback in farm loan waiver scheme is the inspection, government allotting funds, but the bank is doing fraud.”
“The benefits are not reaching farmers. Money, the government, has issued to the bank is going in the drain the reason being it has not been received by all the eligible farmers”. I appeal to CM Uddhav Thackeray to make these banks accountable,” he further added.
Now the monsoon has approached, and as such, there is no drought-like situation. So, on the natural resources front, the farmers got enough breathers, what is lacking is financial help and required adequate fertilizers. The monsoon sowing activities have started, but the farmers are facing hardships to get the crop loan. The banks are not disbursing the loan, citing various reasons like previous default and other technical issues. Moreover, who so ever they sanctioned loans they are the actual farmers are not, is subject of investigation.
Maharashtra government has planned to disburse the Rs 43,000 crore-crop loan this year. The crop loan is very important for farmers to buy seeds, fertilizers, and other farm-related items. If the farmers do not have money in their pockets, then they will be unable to sow and cultivate their farm.
As per the government, out of total Rs 43,000 crore, the nationalized banks disbursed Rs 2300 crore against the given target of Rs 32,161 crore while district and co-operative banks disbursed Rs 6258 crore against the target of Rs 13,524 crore. It shows that the nationalized banks have disbursed a total 7 percent of crop loan while the district and co-operative banks have disbursed 46 percent of the amount.
Maharashtra chief minister Uddhav Thackeray had called the meeting of the banks and other stakeholders and asked to disburse the loan to all farmers. Thackeray had also taken the guarantee of the farmers who were on the defaulter list of the banks. In Western Maharashtra, the crop loan disbursement has been happening effectively, while in Marathwada and Vidarbha, it has been slow pace. The banks are dilly-dallying to offer the crop loan to farmers who are in trouble due to lockdown.
Vijay Jawandia, a farmer leader, said, “The nationalized banks follow the guidelines of the Reserve Bank of India (RBI) guidelines. Therefore, the central government should chip in this condition. If the government can give relief package to small scale industries, besides banks are offering moratorium to property purchasers, then why no help to farmers, that the co-operative banks follow the instruction of the state government. Still, the nationalized banks did not follow them.”
Social activist, Ajit Navale who has been instrumental in organizing the farmers’ agitation across Maharashtra, told Afternoon Voice, “Due to the lockdown, many farmers had to dump their crops having no market or transportation.”
“The Government should extend all possible help to farmers; otherwise, the agriculture sector will be in big trouble farmers could not trade their agriculture produces this year, and as monsoon approached, they don’t have finances to do farming further,” Navale said.
Senior government officials said the loan waiver scheme would be completed by the end of this month, which will solve the issue of farmers’ eligibility for new crop loans.
Maharashtra’s farm loan waiver scheme is a scam involving bank fraud. The government should demand action against nationalized banks and cooperative banks that allegedly proposed lakhs of ‘ghost’ accounts. The implementation of the scheme has hit serious barricades as the banks, both the public sector and cooperative, were found to have inflated with the fake number of farm loan accounts. Moreover, the scheme has reached a very inadequate percentage of farmers and those farmers who are at large eligible for this scheme are hassled by banks in the name of insufficient documentation. The government needs to call for a detailed probe to reveal the exact nature of the problem and restore confidence in the system. Right now, farmers are at stress due to lockdown blow and financial crunch.
If we look back into the Union Bank of India’s fraud, it had first given an estimate of 6.48 lakh defaulting farmers to the government. However, upon verification, by the state government, which required online application by farmers, the actual number turned out to be 1.38 lakh. There is a possibility of having errors in the state government’s online process and not with the data given by banks. However, you cannot ignore the functioning of public sector banks as also cooperative banks, which raises serious doubts about their integrity. Given the magnitude of the problem of possible ghost accounts, a detailed statement on behalf of the banks would be looked-for. Farm loan scam was unveiled following a few cases of farmer’s suicides in the state. Back in March, the state government had issued a government resolution (GR) asking banks to extend loans to farmers featured in the eligibility list of the waiver. The government was to ensure that the pending amount would be transferred to banks in due course of time. This instruction, however, does not seem to have worked with the state reporting just close to 30 per cent disbursal till the end of June. While district central cooperative banks (DCCB) have managed to disburse 68.68 per cent of their target, commercial banks have disbursed only about 15.16 per cent of their target until June 15.
Officials of the cooperative department said commercial banks were reluctant to accept the GR as Reserve Bank of India has not given the green signal, Commercial banks account for over 80 per cent of the loan disbursal thus affecting the process of loan disbursal. During the lockdown, the government had little or no earnings but since the easing of the lockdown has started, government coffers have seen a steady income. Instead of asking banks to press for the implementation of agreements, the government has accelerated the process of clearing the pending waiver. In this regard, Rs 4,000 crore has already been transferred, while another Rs 4,000 crore expected to be transferred in the next few weeks. Once banks receive the waiver amount, there would be no excuse for them to not extend fresh loans to farmers. But the ground reality is very appalling due to no accountability from the banks.
Even though most of the beneficiaries are yet to get the farm loan waiver, a fraud in loan waiver transfer to 141 fake bank accounts has come to light in the Sangli district of western Maharashtra. The district administration has registered complaints against these accounts and the process of recovering ₹92.43 lakh has begun. After the state received complaints about the bogus beneficiaries of the farm loan waiver announced by the Maharashtra Vikas Aghadi (MVA) government, Sangli district collector ordered a probe. The cooperation department scrutinized more than 3,100 accounts with a landholding of less than 10 gunthas and found the disbursement of the amount to 141 ineligible farmers. Police have registered a first information report (FIR) against 12 such fraudulent beneficiaries and arrested two of them but there is no follow up or further dissects.
The cooperation department was conducting a probe into the role of the bank officials, as the department suspects their involvement for financial considerations. Officials suspected a major role of banking officers, who were part of the rackets operational at the local level. Eyebrows are raised as many of these accounts are from nationalized and commercial banks. The farm loans were given to farmers who do not own any land, while in some cases, the waiver was given to farmers against their loans taken to purchase livestock and other farm-related requirements. The documents related to the 7×12 extract were forged in some cases. Agriculture officers at the banks, be it nationalized, commercial or cooperative, are expected to inspect the veracity of the documents before disbursing the loans, but if they are offered with bribes, why would they be loyal in their conduct? Who is responsible for such disparities?
It is high time that the government needs to scrutinize the loan account of the farmers who availed loan waver facilities. If all accounts are verified, they may come across frauds of greater amounts. Taking a cue from the Sangli episode, the government needs to come up with a mechanism in place in all districts to check such irregularities. It’s not only the scheme that is getting compromised but even the government is getting defamed due to such happenings.

Firstly, the Corona pandemic has wreaked havoc. The Indian government is doing all it can to put an end to the pandemic. The country has been under lockdown for the past four months. Despite all machinery functioning on overdrive, the desired outcome is nowhere in sight. This health-related internal problem of the nation has brought the economy to a screeching halt, rendered thousands of people jobless, and put brakes on development. While being in this sensitive situation, the nation is also fighting external attacks. Neighbouring China is flexing muscles against India. In the Galwan valley, the Chinese soldiers infiltrated the borders and fatally attacked the Indian soldiers that left 20 Indian soldiers martyred. However, the Indian soldiers gave a befitting reply by killing Chinese soldiers. This has dealt a body blow to the Chinese ego.
It began with America holding China responsible for the spread of Corona pandemic; India supported this claim, thereby strengthening the bilateral ties between India and America, followed by America making attempts at the global level to recommend India as a substitute to China. To avenge the economic slump caused by all this, China has now declared an all-out war against India and is trying to surround India from all corner. China is instigating India’s old enemy, Pakistan to carry out mischievous activities against India, in addition to nudging India’s time-tested friend, Nepal to turn against India by initiating territorial disputes. On the other hand, China has made massive investments in Bangladesh in an attempt to exercise full control over the country. This reveals China’s plans for launching an attack on India from all four sides simultaneously. Globally, this polarisation has led to a formation of two groups – with China and its slave nations on one side, and the countries with an anti-China stand, on the other. It appears that this situation is becoming increasingly conducive to trigger the Third World War.
This is going to be a test of Narendra Modi’s leadership. By strengthening ties with America to tackle China, seeking the support of European nations, etc. the government is making attempts by employing India’s foreign relations. India’s current aggressive stand is an assimilation of Narendra Modi’s policies. Having said that, considering the challenging situation faced by the nation, these efforts are expected to gain more momentum. The hatred of America and the European nations toward India is no secret. This hatred has seen them grant financial aid to Pakistan which Pakistan has misused to nurture Jihadi terrorism. These countries are currently standing with India because the Pak-sponsored terrorism, and China that has discreetly been supporting this, have now become a headache for these nations. This alliance is not based on friendship, but on a covert strategy of using India’s attempts to counter Pakistan and China, to serve their selfish interests. Therefore, it remains to be seen whether or not these nations will truly support India in a situation of war. India has no option but to empower itself and be war-ready. In this context, India’s future relies on the way Modi handles China, Pakistan and Nepal.
History is proof that overpowering the enemy strategically requires a rock-solid administrative setup that is laid on the foundation of Dharma. To stand the tests of time, we will have to take inspiration from Chhatrapati Shivaji Maharaj. The Indian leadership should go beyond the technicalities and truly imbibe these ideals. The current situation is reminiscent of the situation 400 years ago. In those times, an ideal king with all-round qualities like Chhatrapati Shivaji Maharaj decimated Mughals in North and South India. Such an administrator is bound to be righteous. Therefore, it is crucial to establish a righteous administrative set up to overcome the current situation. Till the time our country is stuck in the so-called secularism, the future of this nation will be stuck in limbo.
There’s another side to this theory. Today, along with the external problems of Jihadi terrorism and China-Nepal’s communism, India is also grappling with internal security problems. One need not go back 30 years to the Jihadi terrorism-fuelled bloodbath that was the genocide of Kashmiri Hindus. The chain of events held in the last year has become a threat to the nation’s internal law and order. Those protesting against the Citizenship Amendment Act (CAA) that was passed in December last year, incited riots across the country and caused heavy damage to national property. This anti-national fire that erupted in the national capital Delhi soon spread to Kanpur, Mumbai and even the southern parts of India. This anti-national conspiracy is consistently trying to cause a breakdown in the country. This is a recent example. Truth be told – the nation has tried all that it can to counter this, in the last seven decades, but India’s internal security matters are increasingly spiralling out of control. To fight this problem, it is now important that Hindus fortify their spiritual strength on all levels. We have to accept that, except for the spiritual remedy, the country has tried practically everything but has failed miserably to find a cure to these haunting issues. The intensity of these problems is only increasing multifold, and this shows the ineffectiveness of the current system.
