State completes digitisation of voter enumeration forms ahead of Election Commission deadline; over 46,000 forms remain uncollected

Mizoram has emerged as the first among 16 states and three Union Territories to achieve 100 per cent digitisation of enumeration forms under the Election Commission of India’s ongoing Special Intensive Revision (SIR) of electoral rolls, completing the exercise three days ahead of the June 28 deadline.

Officials in the office of the Chief Electoral Officer (CEO) said the digitisation process was successfully completed on Thursday evening, marking a significant milestone in the nationwide voter roll revision exercise.

The enumeration drive has been underway across the state since May 30, with 1,301 Booth Level Officers (BLOs) engaged in collecting and digitising voter information.

According to election officials, Mizoram had over 5.59 lakh registered electors during the last Special Intensive Revision conducted in 2005. The electorate has since grown substantially, crossing 8.75 lakh voters in 2025, including more than 4.23 lakh male and 4.51 lakh female electors.

Despite the successful digitisation drive, officials said over 46,000 enumeration forms—representing approximately 5.31 per cent of the state’s electorate—could not be collected due to various reasons.

The revision exercise revealed significant changes in the voter database. More than 21,000 electors were found to have passed away, while over 14,000 voters had permanently shifted from their registered locations.

Officials also reported that more than 2,100 new electors have already been enrolled during the ongoing revision process. However, over 8,500 registered voters remain untraceable despite verification efforts.

In an unusual finding, the Chief Electoral Officer’s office disclosed that 329 individuals across Mizoram voluntarily opted out of the electoral rolls due to religious beliefs. According to officials, many of them cited concerns linked to the Biblical “number of the beast” — 666 — and chose not to participate in the electoral process.

The completion of the digitisation exercise ahead of schedule is expected to aid the Election Commission in ensuring a more accurate and updated electoral database while facilitating smoother voter verification and roll management processes.

Election authorities said the Special Intensive Revision is aimed at identifying eligible voters, removing ineligible entries and ensuring the integrity of electoral rolls ahead of future elections.

With Mizoram becoming the first state to complete the digitisation process, officials said the achievement highlights the effectiveness of coordinated efforts by election machinery and field officers in implementing one of the country’s most extensive voter verification exercises.
