Lok Sabha Speaker Om Birla on Wednesday accepted the no-confidence motion against the government moved by Congress MP Gaurav Gogoi on behalf of opposition parties of I.N.D.I.A alliance. After Gogoi moved the motion, the Speaker asked about the number of members supporting the motion. He admitted the motion and said the time of the debate will be decided later.

The House resumed its normal functioning after the Speaker accepted the demand for no-confidence motion. Opposition members expressed their opinion on the bills being introduced by the government. The two Houses have seen repeated adjournments since the commencement of monsoon session of Parliament on July 20.

Gogoi represents Kaliabor constituency in Assam and is an MP from the northeast region. Bharat Rashtra Samithi, which has nine members in Lok Sabha, also gave no-confidence motion notice against the government.

Union Minister Arjun Ram Meghwal said the government is “ready” for every situation. “Let the No Confidence Motion come, Government is ready for every situation. We do want a discussion on Manipur…Before the commencement of the session, they wanted a discussion. When we agreed, they brought up the issue of Rules. When we reached an agreement on Rules, they brought in the new issue that the PM come and initiate discussion. I think these are all excuses…” Meghwal told ANI.

Gaurav Gogoi had earlier in the day submitted a notice for no-confidence motion against the government in the Lok Sabha. The decision to bring a no-confidence motion was taken at a meeting of opposition I.N.D.I.A alliance parties held on Tuesday. As many as 26 Opposition had earlier come together naming their alliance as I.N.D.I.A.

Opposition MPs said that they know the numbers are in favour of the government in Lok Sabha but no-confidence motion is a way to seek reply from Prime Minister Narendra Modi on various issues including the violence in Manipur. “This No Confidence Motion is a political move with a political purpose – a political move which will bring results…The No Confidence Motion will compel him (Prime Minister) to come to the Parliament. We need a discussion on the issues of the country, especially on Manipur, inside the Parliament. Forget the numbers, they know the numbers and we know the numbers..,” CPI MP Binoy Viswam said.

Manickam Tagore, Congress Whip in Lok Sabha said INDIA alliance is together and it had proposed the idea of no-confidence motion. “Yesterday it was decided. Today, Congress party’s leader is moving it. We wanted to break the arrogance of Mr Modi. He is behaving as an arrogant person – not to come to the Parliament and make a statement on Manipur…We feel that it is our duty to use this last weapon,” he said. AAP MP Raghav Chadha said that some parliamentary procedures are used to have a long-duration discussion and to compel the government to give a reply.

“Many a time in India’s Parliamentary history, critical instruments of debate, dialogue and discussion within Parliament are exercised. Regardless of the outcome of those instruments and motions, they are exercised with the sole objective of a long-duration discussion on an important issue subsequent to which the PM of India is compelled to come to Parliament and respond to the issues raised by the people and the Members of the Lok Sabha,” he said. “I think these parliamentary instruments actually strengthen India’s democracy and must be exercised time again and again to pressurise the government to come before the Lok Sabha and answer the questions,” he added.

The northeastern states are like any other state in the rest of India, yet they are different from the rest of the India in many aspects. There is a huge disconnect, and the government never gave them that sense of belonging. Assamese is the only Indo-Aryan language in the north east, while the rest are Tibeto-Burman and Khasi is the lone Austro-Asiatic language. Since there has not been much interaction between the mainlanders or people of south Asian descent and the North Easterners for many centuries, differences will be there, and this is highly noticeable in terms of traditions, customs, food, and beliefs. Each of the northeastern states has different tribes.

Terrorist organizations exploit this, and hence multiple terrorist groups have been formed on the basis of tribal living. For example, Assam has Bodo (demanding Bodoland) and Karbi tribes; Meghalaya has Garo tribes (demanding Garo land), each wanting some kind of autonomy and even separation. Huge security presence, which is necessary to contain the insurgency; no concrete efforts from the government to develop the regions and bring economic prosperity, which has led to discontent among the people and kept the tensions simmering. There have been many accusations of human rights violations by the armed forces, too. Somewhere there is a lack of attention towards these states, there is always unrest. Recent Manipur horror has drawn worldwide attention to north-east India.

There is an urgent need for dialogue amongst the responsible representatives of the communities where the government presides unbiasedly. The state has been affected by insurgent groups for several decades, leading to violence, unrest, and loss of life. The government should continue to engage with these groups in peaceful dialogue and offer them a chance to participate in the democratic process. The state’s infrastructure, including roads, bridges, and public transport, is inadequate and requires significant improvement. The government should invest in infrastructure development to support economic growth and improve the quality of life for residents.

The state has a high unemployment rate, which contributes to poverty and social unrest. The government should encourage investment in industries that can create jobs and provide vocational training to improve the employability of the workforce. Manipur’s environment has been significantly impacted by deforestation, pollution, and climate change. The government should promote sustainable practices and enforce laws to protect the environment. The literacy rate in Manipur is below the national average, and many children do not have access to quality education. The government should prioritize education and increase funding for schools, especially in rural areas.

The total land area of Manipur is approx. 22,000 sq. km, where 10% of the valley area is surrounded by 90% hills from all sides. Manipur is inhabited by four major groups: the Meiteis, Nagas, Kukis, and Meitei Pangals. The valley Meiteis are Hindus, while the hill people Naga and Kuki are Christians, and the Meitei Pangals are Muslims. After Independence, the Meiteis were classified as Generals and the hill people as Scheduled Tribes. Manipur is a state in northeastern India that has faced several challenges in recent years. Manipur is a land of both hills and valleys. The Meitei mostly live in the valley, and the tribals of Manipur mostly live in the hills, yet some of them live together in the valley with other communities. The tribal communities are grouped into two sections: the Naga and the Kuki. As Manipur is a land of diverse states, a state that is far away from central India, which was also a once-princely state, merged into India. The merger uprooted the seeds of both armed and unarmed revolutionary activists, as the perspective of the vision was different from that of the then Indian government and the activists of Manipur.

Unfortunately, there has been a political crisis in the neighboring country of Myanmar, which shares the border with Manipur for a very long distance. This impacted Manipur so much, both demographically and politically. Suddenly, in these few years, there has been a huge surge in illegal poopy plantations and drug trafficking in the peripheral sites of the state. The poppy plantation is more in the hills, where the Kuki are in the majority. Some Myanmar people illegally immigrated to some of these areas of Manipur, where the main epicenter point is in the Churachandpur District. These people share a common religion, caste, and community, unfortunately, with most of the tribals of Churachandpur district, which gives a hard hand to the authority.

These illegal migrants are largely practicing deforestation on poppy plantations. So, the Biren Singh government has initiated the War against drugs, which is resulting in the destruction of these poopy plantations on a large scale. These migrants are jobless and living in poverty. Most of the hills where the Kukis are living have poppy plantations, and recently the government has been destroying poppy plantations, and the tribals are angry because it’s their livelihood.

The 90% land of the hills is protected by the MLR and LR Act and Article 371c (something similar to Article 370), as the hill people are Scheduled Tribes, and no one can buy land and settle in tribal land. So the population is sparsely populated in the hills. Rest in the 10% valley land, the land of the indigenous Meiteis, where Meiteis have settled since time immemorial and have more than 2,000 years of chronicled history. Since they are a general category, everyone comes and settles for business, work, buying land, and permanent settlement. The 90% land of the hills is protected by the MLR and LR Act and article 371c (something similar to article 370) as the hill people are Scheduled Tribes, and no one can buy land and settle in tribal land. Swelling Unemployment in Manipur added fuel to the fire of this violence. People are completely frustrated due to increasing unemployment.

People are not happy; corruption, lack of development, livelihood challenges, territorial issues, and the fight for pride and existence are other big issues. And fake news factories gave fuel to these mindless and jobless youth to commit horror.

The Lok Sabha was adjourned several times amid sloganeering by the Opposition party members demanding a discussion on Manipur violence. The standoff over the crisis in Manipur continued between the Centre and Opposition since the session began this morning.

While the Bharatiya Janata Party (BJP) has said it’s ready for a short duration discussion on Manipur and Union Home Minister Amit Shah will make a statement, the Opposition has demanded a statement from the PM. Opposition leaders continued their protest on Parliament premises reiterating calls for debate on the Manipur crisis.

Members of the newly named INDIA have sought a statement from Prime Minister Narendra Modi as well as the suspension of regular proceedings to discuss the ethnic clashes. The agitators have also opposed the suspension of Rajya Sabha MP and AAP leader Sanjay Singh on Monday afternoon.

Not only in India but foreign nations also taking contingence of Manipur horror. UK PM Rishi Sunak’s special envoy raised Manipur violence in the House of Commons. British MP Fiona Bruce said that the Manipur violence is ‘premeditated and systematic’. Bruce claimed that hundreds of churches in Manipur have been destroyed. The British MP asserted that not much reporting has taken place on the issue. This comes after a video of women being paraded in the state went viral. The state has been rocked by strife between Kuki and Meitei communities since May.

Neha Bhagat, Joint General Secretary Best Worker Services told Afternoon Voice “What has happened in Manipur in the last three to four months has not only affected Manipur but the entire society of India. It is necessary to take concrete action as soon as possible, otherwise North East India will be separated from India forever. Watching the video of Manipur, it was not just a woman’s naked burden but the entire system.  In fact, the Hindu government should have immediately removed the responsibility of those who did this act and hanged them in Bhar Chowk. Why is justice not done as quickly as we have the process of fining? The fourth pillar of democracy has been undermined. In the current politics, the leaders are busy only in splitting the party.”

Activist Medha Patkar said, “Many incidents have happened in Manipur in the last few days, women are being targeted, women of this society should stop. We are protesting against the government and accordingly a letter has been given to the president saying that there should not have been such atrocities. We are constantly telling the government that such riots should not have happened.”

Agatha Sangma a MP representing the Tura constituency of Meghalaya, told Afternoon Voice, “Whenever there are riots in countries, women are the most targeted, it is not necessarily what caste a woman is, but the manner in which women are stripped naked and tortured should be stopped. The state government should take strict action on this. We are with the women of Manipur and we are providing medical treatment and support to those who have been rioted and injured in Manipur.”

Dr. Sukeshni Khanderao (Katale) condemn the dehumanizing act that has happened in Manipur in last few days. She said “Every time only women are victim ka still not one woman is safe in India? A woman who fulfils all the roles of a mother, sister, wife. If she is seen as a lower caste person, the entire country of India will feel insulted. I am also a schedule cast woman so am I not safe too? I mean nothing is achieved by just getting education, a person has to have morals which are not from small or big castes… I have a question for the Prime Minister of the country that until all this happens, why will no police officer go and stop it? Why this matter came to people’s knowledge through media because she was a scheduled caste woman…that means that scheduled caste women have no respect in this country.

The opposition in Maharashtra on Tuesday raised concerns over the plan to rope in “contractual personnel” by the Mumbai police and said the ”risky” move will be detrimental to the force as well as to the public.

Raising the issue in the legislative council, Leader of Opposition Ambadas Danve said the control of police should be under the state government.

“It is dangerous and risky,” he said in the Upper House.

Danve claimed adding contractual cops to the Mumbai police force could lead to a “Wagner group” like situation, referring to the Russian private military force’s “rebellion against President Vladimir Putin” last month.

In a dramatic development last month, Russia’s mercenary group chief Yevgeny Prigozhin called for an armed rebellion and claimed that his forces had military facilities in the southern city of Rostov-on-Don under their control. While he ordered his troops to head for Moscow, Prigozhin abruptly halted their march later.

“I oppose recruitment of police on contract. It will lead to law-and-order problems. What if the ‘police’ do not obey government orders? A security guard can be on contract, but a policeman cannot be on contract,” he said.

In a bid to overcome a shortage of constables in the Mumbai police, the state government has given the nod to outsource 3,000 personnel from the Maharashtra State Security Corporation (MSSC), a public sector undertaking of the state police.

The state home department issued an order to this effect on Monday, said officials.

In the Upper House, Congress MLC Bhai Jagtap sought to know what fear goons will have of the “contracted policemen”. He also asked about the status of the tests conducted for police recruitment earlier this year.

Talking to reporters on the premises of the state legislature, Nationalist Congress Party (NCP) MLA Rohit Pawar said the move will be detrimental to both people as well as the police administration. “This (contractual police) is creating a smaller brother of Agniveer (recruits under Centre’s Agnipath scheme),” Pawar said.

Delhi’s Rouse Avenue Court on Tuesday acquitted former Haryana Minister Gopal Goyal Kanda and one other in the air hostess Geetika Sharma suicide case. Geetika, a former air hostess, who was earlier employed with Kanda’s MDLR airlines, was found dead on August 5, 2012, at her Ashok Vihar residence in North West Delhi.

The Special Judge Vikas Dhull on Tuesday pronounced the Judgement and acquitted both accused Gopal Goyal Kanda and Aruna Chadha from all allegations. A suicide note was also found naming accused Gopal Goyal and co-accused Aruna Chadha as the persons responsible for her death. She had alleged that she was ending her life due to “harassment” by Kanda and Chadha.

Later, Kanda was forced to resign from his post of Minister of State for Home in Haryana following the registration of the case. The Delhi Police registered a case against Kanda and Chadha on August 5, 2012, after the police found 23-year-old Geetika dead at her residence in Ashok Vihar along with a suicide note.

The police had arrested Chaddha on August 8, 2012, while Kanda surrendered at Ashok Vihar Police Station in the early hours of August 18. He was however granted regular bail in the case by the Delhi High Court in March 2014 on the ground that his aide Chadha had been released on bail in February 2014.

The Anti-Terrorist Squad (ATS) of Uttar Pradesh has apprehended 74 Rohingyas who were allegedly living illegally in the country during a statewide crackdown on Monday, according to a senior official.

The ATS has been getting information about Rohingyas residing in various districts of UP after crossing the Indian border illegally, he said.

”The information was verified by district and field units, and on Monday, with the help of local police, ATS conducted a drive and apprehended 74 Rohingyas from the state,” Special DG, Law and Order, Prashant Kumar said in a statement issued here.

Among them, 16 are females including two minors and 58 are men including three minors, he said.

Legal action is underway against them in the district by lodging FIRs, he said.

A maximum of 31 Rohingyas were held from Mathura followed by 17 in Aligarh, 16 in Hapur, four each in Ghaziabad and Meerut and two in Saharanpur, it said.

Hundreds of thousands of Rohingya Muslims have fled their homes following an alleged crackdown by the Myanmarese military.

The Afghan Taliban has asked the Pakistan government to initiate another round of negotiations with the banned Tehreek-e-Taliban Pakistan terror group, with a top leader in Kabul telling Islamabad that it should prefer peace over war, a media report said on Saturday.

Pakistan’s latest efforts aimed at seeking action against the Tehreek-e-Taliban Pakistan (TTP) by Kabul could not make headway, The Express Tribune newspaper reported.

Pakistan dispatched its special envoy to Kabul this week on a three-day trip to convey a clear message that Afghanistan’s Taliban-led interim government will have to take decisive action against the TTP, blamed for a number of major terror attacks in the country.

Ambassador Asad Durrani met with Afghanistan’s Acting Prime Minister Maulvi Abdul Kabir, Acting Minister for Foreign Affairs Mawlawi Amir Khan Muttaqi and other officials during his trip.

But the Afghan Taliban told him after a series of meetings that Pakistan should pursue the path of peace instead of the use of force, the newspaper reported.

Official sources familiar with the closed-door engagements told the paper that the Afghan Taliban leadership was told in clear terms that Pakistan’s patience was wearing thin vis-a-vis the TTP.

On the issue, Foreign Office spokesperson Mumtaz Zahra Baloch also at her weekly news briefing this week said: “The issue of terrorism…is an issue of serious concern to Pakistan. And Pakistan has raised this issue with the Afghan authorities on multiple occasions and at every important engagement that takes place between Pakistan and the Afghan interim authorities.” “We have discussed the threat of terrorism emanating from the Afghan soil,” she added when asked whether Ambassador Durrani took up the issue of cross-border terrorism with the Afghan authorities.

But despite Pakistan’s insistence on action against the TTP, the Afghan Taliban government is not ready to go that path.

The deputy Afghan prime minister suggested the Pakistani envoy to pursue the “path of peace” instead of the “use of force”, the report quoted sources as saying. They said it was evident that the Afghan Taliban was not interested in taking action against the TTP.

Instead, Kabul once again asked Pakistan to start peace talks with the TTP.

Pakistan has abandoned the peace process after the TTP stepped up attacks and took advantage of the earlier rounds of talks.

The civil and military leadership decided that Pakistan would no longer seek talks with the TTP. But at any stage, if talks are needed those can only take place once the TTP surrenders.

Pakistan has accused the Taliban government in Kabul of tolerating the presence of the banned TTP militants in the war-torn country.

Pakistan has seen a significant increase in TTP attacks since the Afghan Taliban came to power in 2021.

The Afghan acting prime minister Kabir asked Durrani if Pakistan should prefer peace over war, the report said.

He said due to the bitter experience of wars in Afghanistan, he would advise Pakistan to take the path of negotiations instead.

Kabir said he sees peace in Pakistan in the interest of Afghanistan and considers acts of violence there as a loss for Afghanistan and as a Muslim country Afghanistan does not want fighting and unrest in Pakistan.

He assured the Pakistani envoy that the Afghan Taliban government had a policy of non-interference in the internal matters of other countries. He claimed that Afghanistan would not allow its soil to be used against any other country including Pakistan.

The sources said Ambassador Durrani would brief the government on his return from Kabul and give his assessment. The sources said Pakistan is unlikely to accept the Afghan Taliban offer.

The BJP alleged on Saturday that two tribal women were stripped naked and tortured a few days ago in West Bengal while police remained a ”mute spectator”.

In a Twitter post, BJP’s I-T department head Amit Malviya, who is also the party’s co-incharge for the state, said the incident took place in Malda on July 19, with a ”frenzied mob baying for her blood”.

He also posted a video with blurred images of the crime.

”It had all the making of a tragedy that should have ‘broken’ Mamata Banerjee’s heart and she, instead of merely outraging, could have acted, since she is also the home minister of Bengal,” he said, attacking the state’s chief minister who has been strident in criticising the Manipur incident.

With opposition parties targeting the BJP over the incident of two women being paraded naked in ethnic violence-hit Manipur, where it is in power, the party has been highlighting similar cases of atrocities against women in states ruled by its rivals such as the Congress and the Mamata Banerjee-led Trinamool Congress.

Slamming Banerjee, Malviya said she chose to do nothing in the case. ”Neither did she condemn the barbarity nor did she express pain and anguish because it would have exposed her own failing as a chief minister,” he said.

But a day after, she shed copious tears and screamed blue murder because it was politically expedient, Malviya said in reaction to her attack on the BJP over the Manipur incident which sparked a nationwide outrage after a May 4 video of it went viral.

Malviya said, ”The horror continues in West Bengal. Two tribal women were stripped naked, tortured and beaten mercilessly, while police remained a mute spectator in Pakua Hat area of Bamangola Police Station, Malda.”

Rajya Sabha MP Kapil Sibal on Saturday said the only way forward in Manipur is to sack Chief Minister N Biren Singh and impose President’s rule in the state.

More than 160 people have lost their lives, and several have been injured since ethnic violence broke out in the state on May 3 when a ‘Tribal Solidarity March’ was organised in the hill districts to protest against the Meitei community’s demand for Scheduled Tribe (ST) status.

In a tweet, Sibal said, ”The only way forward: Sack Biren Singh; Impose Art. 356; Apologise to the women of our country.” ”Nothing has changed since Nirbhaya: Unnao, Hatharas, Kathua, Bilkis (convicts release). Beti bachao PM ji!” Sibal said.

According to Article 356, President’s rule can be imposed in a state if a situation has arisen in which the government of the state cannot be carried on in accordance with the provisions of the Constitution.

Tension further mounted in Manipur on Wednesday after a May 4 video surfaced online showing two women from one of the warring communities being paraded naked by a group of men from the other side.

Meiteis account for about 53 per cent of Manipur’s population and live mostly in the Imphal Valley, while tribals, which include Nagas and Kukis, constitute 40 per cent and reside mostly in the hill districts.

Sibal, who was a Union minister during the UPA-1 and UPA-2 governments, quit the Congress in May last year and was elected to the Rajya Sabha as an Independent member with the Samajwadi Party’s support.

He recently floated the non-electoral platform ‘Insaaf’, aimed at fighting injustice.

Amid renewed calls for his resignation and the ruckus in Parliament over a viral video in Manipur, purportedly showing two women being paraded in the nude, Chief Minister N Biren Singh on Friday evaded a question on the demand for him to step down, saying his job was to restore peace to the state and ensure that the perpetrators of the alleged incident in the viral video are brought to book.

Speaking to ANI on Friday, the Manipur CM informed that, so far, four persons, including the main accused, have been arrested in connection with the incident, adding that his government will ensure exemplary punishment for the culprits.

Opposition leaders of all hues have voiced outrage over the Manipur incident and both Houses of Parliament, in the ongoing Monsoon Session, saw repeated disruptions in demand for a discussion on the issue. On the raucous protests by the Opposition over the incident, Singh said the people in Manipur treat all women in the same way as they do their mothers and sisters and never condone crime, adding that this explains why there were ongoing statewide protests in Manipur.

“Everyone is outraged since the viral video surfaced. In our society, all women are seen as mothers and sisters, which is why protests have erupted across the state in demand for strict action against the accused,” the CM said. Meanwhile, another video surfaced on Friday showing women in Imphal burning down the house of one of the accused. The video was said to be from Thursday.

The clip shows a mob going on a rampage and damaging the house before setting it alight. Responding to the video, the CM said, “Yesterday, the house belonging to the person, who was the first to be arrested in connection with this incident, was set on fire. Our society will always rise in protest against any crime and especially those against women. They consider women as their mothers and sisters. That’s why protests are being held in every constituency so that no such incident takes place in future.”

Earlier, on Thursday, Singh told ANI that the video leaked after 40 days and was from May 4, a day ethnic clashes broke out in Manipur. “Really shocked when I saw the video. I inquired about the incident and learned that it happened on May 4. This video was leaked after 40 days. I ordered a combing operation (to track down the accused), and, last night itself, we arrested one of the accused,” the Manipur chief minister said on Thursday, adding that the government will take strict action against all the perpetrators and would even consider pressing for death penalty for the perpetrators.
