Union Health Minister Mansukh Mandaviya on Sunday attended the second day of the Universal Health Cover Day celebrations in Varanasi along with Uttar Pradesh Chief Minister Yogi Adityanath. The two-day event is being held at Rudraksh Convention Center in Varanasi.

The event, which was virtually inaugurated on Saturday by Uttar Pradesh Governor Anandiben Patel was also attended by Union Health Minister Mansukh Madaviya. Health Ministers from several states were also present at the event.

Chief Health Officers, Health officers of several states along with several Medical Officers were also present at the event. Discussion is being held regarding the betterment of health Services across the states and the country at large.

Speaking on the occasion, the UP CM said, “Nearly 200 countries across the globe have attached themselves with the Yoga culture of India. This connection of the world with Yoga has made the world view India as a centre of possibilities in Health and Wellness.” Speaking on the health initiatives undertaken by the government, Yogi said, “The amount of work done in the health sector in the past eight years is unbelievable. More than 1.5 lakh Health and Wellness Centres have been established. 35 new medical colleges have been opened in Uttar Pradesh alone in collaboration with the central government.”

Earlier this morning, the Union Health Minister was seen cycling on the streets of Varanasi, as part of a bicycle parade organized by BJP Yuva Morcha. Speaking on the occasion, Mandaviya said that riding a bicycle is good for the environment and health as well. “Cycling is not only the best exercise, but also it is a solution to pollution, and traffic. I want to give a message to the people that if your workplace is nearby or you have to travel nearby your residence, please do use a bicycle,” he said. .

The theme of UHC day 2022 is ‘Build the World We Want: A Healthy Future for All’. Highlighting the importance of health coverage in building a healthy future for all, UHC strives to ensure that all people have access to quality health services without suffering financial hardship when paying for these services.

The UHC also features as a key priority in G20 India Health track and is also a key target for the United Nations Sustainable Development Goals (SDGs) of 2030. The Union Minister even offered prayers at Kashi Vishwanath temple with his family. Calling the Kashi Viswanath temple as centre of faith, he said that there have been a lot of developments in the temple and various facilities are being provided to the people.

Energy Conservation Bill to be moved to Rajya Sabha today

Union Minister Raj Kumar Singh is to move the Energy Conservation (Amendment) Bill, 2022 in the Rajya Sabha on Monday to amend the Energy Conservation Act, 2001 to empower the central government to specify a carbon credit trading scheme.

The Lok Sabha has already passed the Bill in August to amend the Energy Conservation Act, 2001.

The Energy Conservation Act, 2001 was also amended in 2010 to address various new factors which emerged with the development of the energy market over a period of time and to provide for more efficient and effective use of energy and its conservation.

The Energy Conservation (Amendment) Bill, 2022 “seeks to mandate use of non-fossil sources, including Green Hydrogen, Green Ammonia, Biomass and Ethanol for energy and feedstock” and establish Carbon Markets.

It seeks to bring large residential buildings within the fold of the Energy Conservation regime, enhance the scope of the Energy Conservation Building Code and amend penalty provisions.

The bill also seeks to increase members in the Governing Council of the Bureau of Energy Efficiency and empower the State Electricity Regulatory Commissions to make regulations for smooth discharge of its functions.

As per this Bill draft, designated consumers may be required to meet a proportion of their energy needs from non-fossil sources.

The Energy Conservation Code for buildings will also apply to office and residential buildings with a connected load of 100 kilowatt or above. Energy consumption standards may be specified for vehicles and ships. Carbon credit trading aims to reduce carbon emissions, and hence, address climate change.

The question is whether the Ministry of Power is the appropriate Ministry to regulate this scheme.

A further question is whether the market regulator for carbon credit trading should be specified in the Act.

The same activity may be eligible for renewable energy, energy savings, and carbon credit certificates.

The Bill does not specify whether these certificates will be interchangeable. Designated consumers must meet certain non-fossil energy use obligations. Given the limited competition among discoms in any area, consumers may not have a choice in the energy mix.

The Bill, which was introduced in the Rajya Sabha last Thursday, seeks to amend the Energy Conservation Act, 2001, which provides a framework for regulating energy consumption and promoting energy efficiency and energy conservation.

Energy efficiency means using less energy to perform the same task. The Act has set up the Bureau of Energy Efficiency to recommend regulations and standards for energy consumption.

These apply to appliances, vehicles, industrial and commercial establishments and buildings. Efforts towards energy conservation and efficiency gains are among the key instruments envisaged for climate change mitigation.

Efforts on these fronts lower the energy generation requirement, and thereby reduce greenhouse gas emissions.

These also have positive implications for energy security in a country like India, which relies on imports to meet some of its energy needs.

NCP, Cong give Business Notice Suspension in RS over Maha Guv’s Shivaji remark

Nationalist Congress Party (NCP) MP Vandana Chavan on Thursday gave a Suspension of Business Notice in the Rajya Sabha to discuss “rampant outrageous” remarks by Maharashtra Governor Bhagat Singh Koshyari targetting iconic leaders, including Chhatrapati Shivaji Maharaj.

The notice was moved under Rule 267 to discuss “rampant disrespect the people of Maharashtra are facing at the hands of their Governor Bhagat Singh Koshyari through his outrageous remarks on the revered iconic leaders of not only the State but the country”.

Congress MP Rajani Patil also gave a similar notice on the same issue of disrespecting Shivaji Maharaj. The controversy erupted in November after Koshyari called the legendary Marathi hero an “old icon”.

Addressing a function at Dr Babasaheb Ambedkar Marathwada University in Aurangabad on November 19, the governor said, “If someone asks who your idol is, you don’t have to go out looking for one. You will find them right here in Maharashtra.

“Chhatrapati Shivaji Maharaj has become an old idol now, you can find new ones from Babasaheb Ambedkar to (Union Minister of Road Transport and Highways) Nitin Gadkari.”

This statement sparked a massive uproar and drew censure from Maratha organizations and opposition leaders alike. The opposition Maharashtra Vikas Aghadi (MVA) announced a massive protest march in Mumbai on December 17 against the Eknath Shinde government for insulting Chhatrapati Shivaji Maharaj and on the Maharashtra-Karnataka border dispute.

The MVA also demanded the removal of Koshiyari over the controversial remark.

Addressing a press conference, former Chief Minister Uddhav Thackeray said, “On this 17th Dec, we will hold a ‘Morcha’ from Jijamata Udyan to Azad Maidan in Mumbai against the current state government, and demand to remove Maharashtra’s Governor, I appeal to all those who love Maharashtra to come together against those who have insulted the state.”

The Winter Session of the Parliament began on Wednesday. The session will have a total of 17 working days and conclude on December 29.

Gujarat Polls : BJP is leading on 42 seats while congress opens its account on 6

Initial trends in the counting of votes for the Gujarat Assembly polls that began on Thursday showed Bharatiya Janata Party (BJP) leading on 42 seats while Congress opened its account with a lead on six seats. After an hour of counting the Aam Aadmi Party (AAP) was found leading on four seats.

Official data shared by the Election Commission till 9.15 am showed trends of 52 Assembly seats out of the total of 182 seats. BJP’s sitting chief minister Bhupendra Patel was leading in Ghatlodiya assembly seat with 7869 votes.

Patel contested against Amee Yajnik of Congress, who had 1166 seats and Vijay Patel of the AAP, who showed 488, according to EC BJP’s Gulabsinh Ratansinh Padhiyar was leading from Anklav with a margin of 1,738 votes as Congress’ Amit Chavda is trailing on the seat. BJP’s Ishvarbhai alias Anilbhai Ramanbhai Parmar was leading from Bardoli, while Congress’ Pannaben Patel is trailing by 2,418 votes.

BJP’s Hardik Patel who is contesting from the Viramgam seat against AAP’s Amarsinh Anadaji Thakor, was trailing by 169 votes till the said time.

Prior to the beginning of counting, Patel, who joined the BJP from Congress, predicted the BJP to win between 135 to 145 seats in the state.

Speaking to Agencies ahead of the counting, Patel said, “The party which hurt the religious beliefs of Gujarat cannot become successful here. We will get 135 to 145 seats. we are definitely going to form the government. Do you have any doubts?” Patel said that the people believe in the BJP as the party has provided safety and security to the people during its rule, adding that it has also met the expectations of the people. “The government is being formed on the basis of work. No riots/terrorist attacks here in the past 20 years. People know BJP met their expectations. They press ‘Lotus’ as their future will be safe under BJP. It did good governance&strengthened this trust,” he said.

The counting of votes for the Gujarat Assembly elections began today at 8 am at 37 centres in 33 districts. Gujarat Chief Electoral Officer P Bharathi said that 182 counting observers, 182 election officers and 494 assistant election officers will be on duty for the counting process.

There will be an additional 78 Assistant Election Officers for the counting of votes. In addition, 71 additional Assistant Election Officers have been assigned responsibility for the electronically transmitted postal ballot system in the previous polls.

Assembly elections in Gujarat were held in two phases on December 1 and 5.

The approximate voter turnout in Gujarat by the end of the second phase of the Gujarat elections was recorded at 59.11 per cent.

During the first phase of polling on December 1, Gujarat saw an overall turnout of 63.14 per cent. While polling for 68 assembly seats in Himachal Pradesh was held on November 12.

Meanwhile, the exit polls have indicated a clear win for the incumbent Bharatiya Janata Party (BJP) in Gujarat. BJP has been in power in Gujarat for 27 years with Prime Minister Narendra Modi remaining in the Chief Minister’s post for the longest time before becoming the Prime Minister.

Congress gave a tough fight to the ruling BJP in the last assembly elections in 2017. However, AAP may spoil the game for Congress by taking away a significant vote share in their favour.

Rajasthan : BJP protest in a unique manner by wearing masks against Congress

As part of the Jan Aakrosh Yatra, the Rajasthan unit of Bhartiya Janta Party (BJP) on Wednesday, staged a unique demonstration in Udaipur against the Congress government in the state. Under the leadership of the Leader of Opposition (LoP) in the Rajasthan Assembly, Gulabchand Kataria, Udaipur BJP officials and BJP workers, protested by wearing masks of Chief Minister Ashok Gehlot, along with that of ministers of the Gehlot cabinet.

On this occasion, Kataria said, “Chief Minister Gehlot is sitting silently on all matters of the state, meanwhile his ministers are speaking unnecessarily”. He further alleged, “Ministers of the Gehlot cabinet, despite resigning, have remained ministers and are working against the rules”, further adding that a notice has also been presented in the matter by the Rajasthan High Court. Notably, a series of public protest marches are being taken out by the BJP across the state of Rajasthan against the Ashok Gehlot-led Congress government.

Earlier, CM Ashok Gehlot took a swipe at BJP’s Jan Aakrosh Yatra and said, “the party’s rallies are a failure while the Bharat Jodo Yatra led by Rahul Gandhi is a success in the country”.

Ahead of Rajasthan assembly polls, the Rajasthan BJP chief Satish Poonia announced on November 27, that BJP will start the Jan Aakrosh Yatra in the state on December 1.

From December 4 to 14, BJP will move from village to village and will carry a complaint box where people can put in their complaints. Jan Aakrosh Sabhas will be held in all assembly constituencies between December 14-20.

BMC will be held responsible for manholes-related casualties: Bombay HC

A division bench of Chief Justice Dipankar Datta and Justice Abhay Ahuja said it was concerned over the issue of open manholes across the city and sought the Brihanmumbai Municipal Corporation (BMC) to come up with a permanent solution.

The Bombay High Court on Wednesday said while it appreciates the work being done by the city’s civic body to cover open manholes, but until then if there is any untoward incident, then the corporation would be held responsible.

The bench was hearing a bunch of petitions raising concerns over the increasing number of potholes across Maharashtra and also open manholes. BMC’s counsel Anil Sakhare told the court on Wednesday that the civic body was addressing the issue of open manholes on a “war-footing basis” and work was on to close all such manholes.

Hyderabad: 17 accused arrested in prostitution-racket bust, rescues14 thousand women

Hyderabad Police have busted a notorious organized gang of prostitution rackets and rescued 14,190 women including foreigners from across the country.

As many as 17 people have been arrested in connection to the case, the police said on Wednesday.

Officials said that the rescued victims are from Andhra Pradesh, Telangana, Karnataka, Delhi, Mumbai, Kolkata, Assam, Bangladesh, Nepal, Thailand, Uzbekistan, Russia etc.

The arrested accused have been identified as Salman, Shailendra Prasad, Jogeswar Rao, Mohd Afsar, Irfan, Adeem, Sameer, Harbhinder Kaur, Adeem, SofinPatel, Saibabu Goud, Gangadhari, Sai Sudheer, Sarbeshwar Rout among others.

Officials said that the accused were arrested in multiple raids carried out by the Anti-Human Trafficking Unit of Cyberabad Police in Hyderabad, Bengaluru and other places in the last two months.

The raids were carried out on the basis of information received through sources, they said. Officials said that the accused during the interrogation, revealed they were running an organized sex racket and brought victims from different places across India.

They would post ads on websites, contact customers through call centres and WhatsApp, and even arrange hotels and collect money for this organized prostitution.

“People from different states were also involved in the racket. They would form different WhatsApp groups subject-wise, like organizers, suppliers, ad makers, website, and call centre people, and communicate with each other for the business,” said officials, while adding that the accused dragged most of the victims into prostitution by luring them with a luxurious lifestyle, easy money and in some cases, in the pretext of providing jobs.

Of the money collected from the clients, 30 per cent was given to the victims, 35 per cent was commission to advertisers and call centres person, and 35 per cent of the money went to the organizers. The organizers used to deal with other organizers also, and take a commission from their clients accordingly, they pointed out.

“The accused Adeem, Sameer, Salman, Arnav, Salman, Mohd Afsar, and Jogeshwar are among the main organizers, and were running the racket for up to 16 years or more, forcing thousands of victims into prostitution,” said officials.

A case of the Immoral Traffic (Prevention) Act and other relevant sections has been registered against the accused, and the police were further investigating the case.

Delhi MCD Polls : BJP is ahead of AAP in early trends

The BJP is leading in 107 seats while the Aam Aadmi Party in 95, according to early trends available Wednesday for the Municipal Corporation of Delhi (MCD) elections. The Congress was ahead on nine seats as counting of votes progressed.

In Timarpur, AAP’s Promila Gupta was leading over her BJP rival Amarlata Sangwan while Guddi Devi Jatav of the AAP was ahead in Malka Ganj with her BJP rival Reka trailing by 254 votes. BJP’s Neelam Budhraja was leading in Dhirpur ward, while Suman Kumari of the party surged ahead on the Azadpur seat, according to initial trends. In the Chauhan Banger ward, Congress’ Shagufta Chaudhary Zubair was leading by 2,443 votes, followed by AAP’s Asma Begum.

The counting of votes polled in the elections began 8 am amid tight security.

The high-stakes election to the 250 wards of the Municipal Corporation of Delhi (MCD) was held on December 4 with a total of 1,349 candidates in the fray.

A voter turnout of 50.48 per cent was registered in the elections.

The results of this election, largely touted as a three-cornered contest among a spirited AAP, a confident BJP and a hopeful Congress, may have ramifications beyond the national capital.

Both the AAP and the BJP have exuded confidence that they will emerge victorious in the polls, as the Congress seeks to regain lost turf. Most exit polls have, however, predicted a huge win for the AAP over the BJP with the Congress being a distant third.

Delhi Excise Policy case: CBI calls TRS leader and KCR’s daughter K Kavitha on December 11

The Central Bureau of Investigation will probe TRS leader and KCR’s daughter K Kavitha on December 11 at 11 am in connection with the Delhi excise policy scam case. This comes a day after Kavitha wrote to the probe agency seeking deferment of her summon, which was slated on Tuesday, to anytime between December 11 and 15 (except 13) because of her preoccupied schedule.

In a letter to the TRS MLC, the CBI said that it would visit her residence on December 11 and record her statement in connection with the case. It also sought confirmation of her availability at her residence on the said date and time.

“Please refer to your trail mail dated December 5, 2022, vide which you have informed your availability at your residence at Hyderabad on the 11th, 12th, 14th and 15th of December 2022, for your examination in connection with an investigation of RC0032022A0053 of CBI, ACB, Delhi.

In this regard, it is informed that the CBI team will visit your residence at 11 am on December 11, 2022, for your examination and recording of your statement in connection with investigation of the aforesaid case. Kindly confirm your availability on the said date and time at your residential address in Hyderabad,” the letter stated.

The CBI had earlier summoned her on December 6 in connection with the case. However, the TRS leader had sought the deferment of the same.

“I’ve been issued a CBI Notice under Section 160 of CrPC, seeking my clarification. I have informed the authorities, that I can meet them at my residence in Hyderabad on Dec 6th as per their request,” Kavitha said.

This comes in response to a notice by the CBI dated December 2 in which it stated that certain facts have emerged during the course of the investigation which the MLA may be acquainted with and hence her examination on such facts is required in the “interest of investigation”.

As per the notice, the CBI gave her two choices for the place of examination, Hyderabad or Delhi. The examination would be held at 11 am on December 6. Delhi Deputy Chief Minister Manish Sisodia is one of the accused in the case.

The new Excise Policy of the Delhi government was later scrapped soon after Lieutenant Governor VK Saxena recommended a CBI investigation into the matter.

However, the charge sheet submitted by the Central Bureau of Investigation (CBI) in Delhi’s liquor scam did not name the deputy chief minister of Delhi Manish Sisodia who was mentioned in the FIR in the connection with the scam.

Uddhav Thackeray’s faction sprayed paints of “Jai Maharashtra” on Karnataka state transport buses

Amid a simmering border dispute between Maharashtra and Karnataka, activists of the Uddhav Thackeray-led Shiv Sena faction on Tuesday sprayed black and orange paints on at least three Karnataka state transport buses in the Swargate area of Pune city.

They also wrote ”Jai Maharashtra” on these buses. A local leader of Shiv Sena (Uddhav Balasaheb Thackeray) faction confirmed they painted the buses. Workers of the Shiv Sena (UBT) faction sprayed at least two-three buses of Karnataka State Road Transport Corporation (KSRTC) with black paint.

They also used an orange spray to write ”Jai Maharashtra” on these buses. ”We have detained four to five people who painted the buses,” a police officer said.

The border issue dates back to 1957 after the reorganisation of states on linguistic lines.

Maharashtra laid claim to Belagavi, which was part of the erstwhile Bombay Presidency as it has a sizable Marathi-speaking population. It also laid claim to 814 Marathi-speaking villages which are currently part of Karnataka.

Belagavi district administration in Karnataka on Monday issued orders barring entry of the two Maharashtra ministers and leaders to the city.

Prohibitory orders were issued under section 144 of CrPC, barring their entry, besides that of an MP, who are members of the Maharashtra High Power Committee on the Border Dispute.

Karnataka Chief Minister Basavraj Bommai recently sought a merger of ”Kannada-speaking” areas in Maharashtra’s Akkalkot and Solapur and had also said some villages in Jat taluka in Sangli district wanted to join the southern state.
