Mumbai University, which is mired in the controversy of delayed results, has another problem in its hands, out of the 61 building in its Kalina campus 36 buildings are in use without the mandatory Occupancy Certificate (OC) from the Municipal Corporation of Greater Mumbai (MCGM), revealed a Mumbai University reply to an RTI filed by activist Anil Galgali.
The buildings in the Kalina campus have been constructed between 1975 to 2016. The filed RTI had sought information from the MCGM and same from Mumbai University about the CC, IOD and OC of buildings in the Kalina campus of the Mumbai University. As an answer the MCGM’S Building Proposal department’s Dy Chief Engineer of Special Cell revealed, “The land situated at Santa Cruz East, Kole Kalyan Village, CTS no 4094, maximum building don’t have OC.”
Mumbai University also stated that they have already submitted proposals for 61 buildings. Of these 61 buildings, 36 buildings don’t have OCs while only 24 buildings have obtained OCs and one building has partly OC. “The buildings which have OCs are Ranade Bhavan, Tilak Bhavan, Work Shop, WRIC Guest House, SP Ladies Hostel, New Class IV Qtrs, MJ Phule House, Dnyaneshwar Bhavan, Eurasian Studies, Staff Qtrs A,B,C,D,E,F, CD Deshmukh Bhavan, Dr.Babasaheb Ambedkar Bhavan, Press Godown, Abul Kalam Building, Phirozshah Mehta Bhavan, Anna Bhau Sathe Bhavan, Animal House, Glass House, Vice Chancellor Bungalow and the Cultural Centre has Partly OC,” MU added in their reply.
It also mentioned the name of the buildings without OCs and the list includes ICSSR Hostel, Reader’s Quarters 12 A, 12B, 12 C, Students Canteen, Old Lecture Hall Complex, JN Library, JP Naik Bhavan, WRIC Administrative Building, Health Centre, Karmaveer Bhaurao Patil Boy’s Hostel, MDK Ladies Hostel, Garware Institute Old, New Garware Institute, Work Shop Garware, Staff Quartes G, Pandita Ramabai Ladies Hostel, Alkesh Dinesh Modi Gallery, Marathi Bhavan, IDOL Building, Zandu Institute, Annex Building, Life Science Building, Exam Canteen, Sports Complex, Shikshak Bhavan, Post Office, Servant Qtrs, New Lecture Complex, Sanskrit Bhavan, School Of Language, Rajiv Gandhi Centre, IT Park, Shankarrao Chavan Teachers Training Academy, UMDAE Hostel, UMDAE Faculty Building, Nano Science and Nano Tech Centre.
“In a letter addressed to Governor Vidyasagar Rao and CM Devendra Fadnavis and Education Minister Vinod Tawde, I demand an enquiry to be held as the fault lies with the University and the Architect of the project,” exclaimed Galgali. He further stated that the buildings without OCs are frequented by thousands more students and officials daily and the project may not have been executed as per the sanctioned plans though it has available FSI; hence, there is an urgent need for submission of amended plans and rectifying the wrongs.
