As per a RTI filed by activist Anil Galgali it was revealed that despite rising complaints against the Vice-Chancellors of all universities in Maharashtra the Governor’s secretariat doesn’t maintain a separate file for recording complaints. Galgali had sought information from the Governor’s secretariat regarding all complaints received by it against Vice-Chancellors of Universities in Maharashtra. PP Lumball, Under Secretary and Public Information Officer in the Education department within the Governor’s secretariat rejected the RTI query filed by Galgali stating that the information sought is general in nature since it does not mention any particular Vice Chancellor regarding whom the data is required.

Moreover, the office doesn’t maintain a record file for preserving the complaints against Vice Chancellors of the Universities. Lumball has further informed that, if a query is raised regarding any specific complaint against a particular Vice Chancellor, in that case it would be able to provide whatever information which may be available with them. Galgali has filed a 1st appeal with Deputy Secretary of the Governor, Primal Singh against the claim of the Public Information Officer.

He further claimed, “The Governor is the Chancellor of all the Universities in Maharashtra and further has an Education department within its Secretariat hence its claim that a file to record complaints against Vice Chancellors is not maintained by the office is surprising and non-convincing.”
