Maharashtra Housing Minister Jitendra Awhad announced that no prior permission from the cooperative housing society is needed by the owner to sell or rent out their flat. This will enable the owner to make a hassle-free deal. In most societies, the committee members exploit the owners for simple paper, they sometimes delay in rendering NOC (no objection certificate). With this announcement, the alleged nuisance that occurs due to the time taken by the society body to clear such proposals can be avoided.

As per model bylaw no 38 of cooperative housing societies, for the sale and purchase of a flat, a NOC from the society is not required. Similarly, as per bylaw no 43, no NOC from the society is required to sublet the flat.

Further, Awhad contended that the homeowner has the right to own the house, sell or rent it. “There is no need for permission if there is a deal between the homeowner and the buyer. If housing societies forbid the selling or renting out of a flat to certain castes, creeds, religions or communities, it will divide society further. Tuesday’s decision is to keep Mumbai’s cosmopolitan status intact and keep people together,” he declared.

The Maharashtra Societies Welfare Association, which assists cooperative societies and their office-bearers in the smooth conduct of their day-to-day affairs, has welcomed Awhad’s announcement.

Jitendra Awhad said, “It has come to our notice that housing societies victimize on the basis of caste, creed, religion and community and they refuse the owner permission to sell or rent out the flat. In areas where a particular community controls, only vegetarians are allowed to purchase flats while in other areas, selling or renting out the flat to those from the minorities, Dalits and backward classes is prohibited. This is increasing hatred. As per the bylaws, the flat owner does not require the permission of the society to sell or rent out their flat. Despite this, societies are insisting on their approvals being obtained.”

Awhad said Mumbai was globally known as a cosmopolitan city and if a flat owner was not allowed to sell or rent their flat to a particular caste, creed, religion and community, it would hurt the city’s image.

There is a common discussion that the Shiv Sena leader might have plotted this attack to divert the attention from ongoing ED and IT rides. Since the Silver Oak incident happened, the news about Shiv Sena leader’s corruption charges has taken a back seat. The motive behind this stone pelting is to bring opposition in poor light.

Their statements are recorded and most of them give shocking clues.

The police want to find the mastermind behind the conspiracy. Police officials said that investigators suspect that the attack on Pawar’s bungalow could be pre-planned as few individuals were spotted suspiciously moving in the area to recce Pawar’s residence two days before the incident. It captured their movement on CCTV cameras installed in the area. These individuals are yet to be identified.

The ruling Shiv Sena accused the BJP of “masterminding” the attack and claimed that there was a “sinister plan” to cause “physical harm” to Pawar and his family members. Sadavarte had made calls to Nagpur before the incident. He strategically worked on the timings of the attack, at that time Sadavarte engaged himself inside the court arguing some cases so that he can’t be suspected. Police are finding out whom he called at Nagpur to identify the persons behind the conspiracy. Several police officers were injured in the protests.  The FIR is booked under sections 142 (being a member of unlawful assembly), 145 (joining or continuing in unlawful assembly, knowing it has been commanded to disperse), 149 (every member of unlawful assembly guilty of the offence committed in prosecution of common object), 353 (assault or criminal force to deter public servant from discharge of his duty), 332 (voluntarily causing hurt to deter public servant from his duty), 333 (voluntarily causing grievous hurt to deter public servant from his duty) 334 (voluntarily causing hurt on provocation).

NCP Supremo Pawar has been the chief architect of Maharashtra Vikas Aghadi, an alliance of NCP, Congress and Shiv Sena which was formed in Nov 2019 to keep the BJP out of power. That has irked BJP a lot but plotting such attacks will not make any sense. Devendra Fadnavis has already given them a good run. He strategically exposed the corruption and levelled charges by giving enough tough time to Maha Vikas Aghadi ministers. Some of their ministers are already in jail; the others are on the verge of going to jail.

Some political pundits view these attacks as BJP’s hidden intentions to bring back the Shiv Sena alliance to their fold. After the Ajit Pawar episode, Devendra will never try with NCP. The Shiv Sena BJP alliance is old, that is the reason they hassle Shiv Sena leaders but none of them is sent to jail, whereas NCP leaders are already behind bars. BJP is still leaving some scope for mending their differences with Shiv Sena because coming to the power with no support is not possible for BJP. MNS is a dead horse; BJP cannot afford to ride on them.

Whatever is happening in Maharashtra is to create unrest and destabilise Maha Vikas Aghadi Government. There are hundreds of theories given across social media about the attack on Silver Oak, but one thing is sure, this attack was uncalled for.

In the Patra Chawl scam, the enforcement directorate has made new claims that the project has many proxies as owners. Proxies in the planned Meadows building booked over a hundred flats, the saleable component in the Patra chawl redevelopment project, suspects the Enforcement Directorate (ED) that is probing a money laundering case related to it.

The ED has issued a summons to those who booked the flats with Guru Ashish Construction, a subsidiary of housing firm HDIL, which was implementing the project. They found some addresses of the buyers to be fake. The ED believes the developer booked flats for powerful people under fake names after taking a nominal amount of token or with no payment instead of their help in simplifying the fraud.

A special court in Mumbai has taken cognizance of the chargesheet filed against investor Pravin Raut, said to be a close aide of Shiv Sena MP Sanjay Raut, and the promoters of a company called HDIL – Rakesh and Sarang Wadhawan. The court has issued a summons to the accused while the agency has said that it intends to continue with its probe and will file a supplementary chargesheet later.

The prosecution complaint also mentions another company called Avani Infrastructure, a partnership firm that constructed a building in Santacruz West. The ED states that Varsha and Pravin Raut are partners. According to the agency, Varsha Raut’s capital investment was Rs 5,525 and her share of profit was Rs 14 lakh, while Madhuri Raut’s investment was Rs 13.05 lakh and her share of profit was also Rs 14 lakh.

According to the prosecution complaint filed by the Enforcement Directorate (ED) before the special court under the Prevention of Money Laundering Act (PMLA) against Rs 95 crore received in Pravin Raut’s bank accounts from real estate company HDIL between 2008-2010. According to the agency, Raut could not explain these transfers and the ED believes that these are proceeds of crime that pertained to a company called Guru Ashish Construction Pvt Ltd.

Joining virtually the campaign for Maha Vikas Aghadi’s (MVA) candidate Jayashree Jadhav, who belongs to Congress, for the April 12 by-poll from the Kolhapur North seat, Thackeray also blamed BJP for the defeat of the Shiv Sena nominee from the constituency in the 2019 polls despite the alliance between the two parties.

Andhra Pradesh is in another level of mess. Jagan Mohan Reddy’s new cabinet took an oath. Supporters of heavyweight leaders who were not included in the new team vented their frustration by protesting and sloganeering fouls. This time, four women, including former actress Roja, have taken oath as ministers. The supporters of two other former ministers are also on the warpath.

Balineni Srinivasa Reddy, a relative of the Chief Minister who was the first to trigger the rebellion on Sunday, has sent a message to the YSR Congress leadership that he would step down from his MLA post. Sources said he would meet the Chief Minister shortly. His supporters blocked roads in Ongole and parts of Prakasam district, demanding that he be re-inducted into the cabinet. Elected representatives of local bodies, including the Ongole Municipal Corporation, threatened to quit their posts.

While choosing his 25-member cabinet in June 2019, Jagan Mohan Reddy made it clear that they would have to make way for a new team midway through the 5-year term. This gave a chance to one-third of his 151 legislators to serve as ministers and keep them happy. Jagan Reddy had to do a balancing act, between political compulsions and social engineering, keeping 11 members of his original team and ensuring that 17 of the 25 ministers belong to the Scheduled Castes and Tribes, Backward Classes and other minority communities.

Telangana Chief Minister K Chandrashekar Rao set up a fresh confrontation with Prime Minister Narendra Modi just months after the central government’s climbdown on new agricultural laws, as he launched a sit-in protest in Delhi on Monday over a dispute involving the purchase of rice from farmers in his state. “If Modi has the guts, let him arrest me… With folded hands, I tell the PM and [Union Food Minister] Piyush Goyal. Please buy our food grains. I give you 24 hours, after that, we will take our decision,” said the leader who has been on the warpath with PM Modi for several months. Telangana Rashtra Samithi (TRS) leaders led by the Chief Minister launched a day-long dharna against the centre on Monday in the national capital, demanding procurement of 15 lakh tonnes of parboiled rice from the state. This will be the party’s first protest rally in Delhi after coming to power in Telangana in 2014 amid mounting pressure back home over buying the produce from farmers. The party MPs, MLAs, all cabinet ministers, and elected representatives of urban and rural local bodies sat on a dharna at the Telangana Bhawan in Delhi.

The TRS intensified its protest and called the Delhi demonstration after the central government allegedly refused Telangana’s request to buy parboiled rice in the current crop season. Ahead of the dharna, the TRS put up billboards and posters with the slogans ‘one nation-one procurement policy’ and ‘protect the interests of farmers’ erected in and around Telangana Bhawan.

In Maharashtra, Raut and Somaiya scuffle is still on. Sanjay Raut accused BJP leader Kirit Somaiya and his son Neil of absconding after being booked for allegedly siphoning off Rs 57 crore on the pretext of crowd-funding in 2013-14 to preserve India’s first aircraft carrier INS Vikrant. The Sena MP claimed that the duo may escape from the country and, hence, a lookout notice should be issued against them. Talking to reporters here, Raut also claimed that the father-son duo was outside Mumbai and Maharashtra and engaged in a “setting” to ensure they get anticipatory bail in the matter.

On Sunday Netta D’Souza, All India Mahila Congress acting President and BJP’s Union Minister Smriti Irani were travelling by IndiGo’s Delhi-Guwahati flight. The moment D’Souza saw Irani on the flight; she fired questions on price rise at Mrs Irani. Other passengers on the flight were simply amused to see two high-profile ladies pulling each other.

Later on, D’Souza posted a short video of the incident on Twitter where she asks Women and Child Development Minister Irani about the rising prices of cooking gas and petrol. The video was hilarious because both the ladies were walking with their baggage in one hand and on the other hand, they were shooting each other.

The minister was sitting in the first row of the plane and D’Souza in the back row. While deplaning, she called the minister’s name and asked her a question. All the passengers, passengers who were supposed to deplane, stood blacking each other’s way to hear the amusing conversation. Irani, while walking on the aerobridge towards the terminal, was heard telling the Congress leader than 80 crore people in India are getting free food grains for the last 27 months.

Former Prime Minister Imran Khan decided to tender his resignation as a member of the National Assembly ahead of the election for the new prime minister of Pakistan. This development comes after Imran Khan said that he will not sit in the assemblies with ‘thieves’.

He demanded an investigation into the entire episode. “The entire media received messages and was at Sharad Pawar’s residence by 2.30 pm. How is it that the police had no inkling of it?” he asked. Fadnavis was speaking to media persons in North Kolhapur on Saturday, where he was campaigning for the party’s assembly by the poll candidate.

A TV journalist said, “I wonder how the media reached there to cover the incident if this was not well-planned. Media cameras were covering the incident live by talking to the protestors. This entire episode is plotted and the government should find out the culprit.”

The CBI on Sunday refuted reports that a team of the US Federal Bureau of Investigation (FBI) was in India to probe the alleged bitcoin case being investigated by the Karnataka Police, and termed the statements ”speculative” and ”without any basis”.

In a statement, the central agency said the FBI has not sent any team to India to conduct a probe in the matter nor has any request been made by the US probe agency to the CBI for conducting an investigation in this case.

”Accordingly, the question of according any permission for the probe by Competent Authority in India does not arise. CBI as the National Central Bureau for INTERPOL in India coordinates closely with international law enforcement agencies including FBI,” Central Bureau of Investigation spokesperson RC Joshi said.

The statement comes after Congress on Friday asked whether the FBI is in India to investigate an alleged ”Bitcoin scam” which the party had accused the BJP government in Karnataka of covering up last year.

Later, senior officials added that the statements and reports claiming the presence of the FBI team to probe the case are ”speculative, without any basis” and issued with a ”malafide intent”. In a tweet, Congress MLA from Chittarpur Priyank Kharge had said he believed the ”FBI is in Delhi to investigate the billion-dollars” Bitcoin scam.

”Like i said before, if the state investigates the matter diligently, a lot of BJP’s skeletons will tumble out,” he had said.

Congress spokesperson Randeep Singh Surajewala had also tweeted, saying, ”The layers of #BitcoinScam are finally being unearthed!” He had asked several questions related to the alleged scam, including whether the FBI was in India to investigate India’s biggest Bitcoin Scam Coverup under Karnataka BJP Govt? He had also asked the government to release details of the investigation and suspects, including political people.”

Accusing the Congress of playing politics on the alleged bitcoin scam issue, Chief Minister Basavaraj Bommai had last year asked the opposition party to give documents, if any, to investigating agencies.

Pakistan's top law officers resign post-Imran Khan's ouster 18

Following former Pakistan Prime Minister Imran Khan’s loss in the no-confidence motion in National Assembly, Attorney General (AG) Khalid Jawed Khan and Deputy Attorney General (DAG) Raja Khalid Mehmood Khan announced their resignation.

“I have served as the Attorney General for Pakistan since February 2020. For this honour and privilege, I remain profoundly grateful to Prime Minister Imran Khan,” The Tribune Express quoted Khalid Jawed Khan as saying.

“I have tried to serve the country to the best of my ability and conscience. I now deem it appropriate to tender my resignation,” Khan added. While talking to a local media outlet, Deputy Attorney General (DAG) Raja said that the Constitution has been violated and he could no longer defend the government.

He further stated that the no-confidence motion was dealt with in an unconstitutional manner which led to the constitutional crisis in-country, The Tribune Express reported. Earlier, Pakistan National Assembly Speaker Asad Qaiser and Deputy Speaker Qasim Suri also tendered their resignations before the voting on no-confidence began.

Meanwhile, the vote finally took place in the National Assembly past midnight with 174 members voting in favour of the motion in the 342-member House. During the vote, members of the ruling Pakistan Tehreek-e-Insaf (PTI) were not present. Now, the National Assembly will vote on April 11 (Monday) to elect a new Prime Minister.

The Dawn newspaper said citing the presiding officer of the National Assembly, Ayaz Sadiq said that the nomination papers for the new prime minister may be submitted by 2 pm today (Sunday) and scrutiny would be done by 3 pm. He summoned the session on Monday at 11 am and said the new premier would be elected then.
