State govt depts asked to submit proposals 7 days before cabinet meet

All the departments of the Maharashtra government have been directed to submit their proposals to the Chief Minister’s Office (CMO) seven days before the cabinet meetings.

State Chief Secretary D K Jain issued an order to this effect on Friday.

Jain asked all the departments in Mantralaya (state secretariat) to submit their proposals seven days before the cabinet meetings.

He said a Government Resolution (GR) of April 1, 2014, gives detailed instructions to all the departments in Mantralaya regarding the submission of cabinet proposals.

“But, the instructions are not being followed,” he said in the order.

He said all the departments at Mantralaya must ensure that the cabinet proposals are submitted to the CMO and the Chief Secretary’s Office before the stipulated time as mentioned in the 2014 GR.

“Only those proposals will be considered after the stipulated time which will have the department’s note about its urgency,” he said.

Jain informed all the department secretaries that cabinet proposals submitted after the stipulated period without explanation regarding its urgency will not be considered for clearance.

As per the 2014 GR issued by the then Chief Secretary J S Saharia, government departments were expected to submit the proposal to the CMO seven days before the cabinet meeting.

Along with the proposal, the departments had to give a brief note in bullet form regarding the proposal, its need, financial burden on state exchequer, the GR had said.
