MVA survival crisis: NCP, Congress release fund’s worth of crores

Even as the Shiv Sena-led MVA dispensation is currently facing a survival crisis due to a rebellion by Sena minister Eknath Shinde, the departments – mostly controlled by ruling allies NCP and Congress – have issued government orders for the release of funds for various development-related works worth thousands of crores in the last four days.

Between June 20 and 23, the departments issued as many as 182 government resolutions (GRs), while on June 17, they passed 107 such GRs. These orders can be seen on the government’s official website.

Technically, these are called government resolutions or GRs, which are essentially an approval order sanctioning release of funds for development related works.

From Tuesday, Maharashtra’s ruling alliance – the Maha Vikas Aghadi (MVA) – started battling its worst crisis since coming into existence in 2019 after senior Shiv Sena minister Eknath Shinde rebelled against the party and herded some MLAs to BJP-ruled Assam.

The crisis, which erupted hours after the Legislative Council polls held on June 20, which saw the opposition BJP managing to get its fifth candidate elected. Shinde had gone incommunicado following the results. He and a group of rebel MLAs first stayed in Gujarat, but later moved to Assam.

He is currently camping in a Guwahati hotel along with 37 rebel MLAs of the Sena and nine independents.

Although Shinde’s rebellion became public on June 21 morning, his growing discomfort had been sensed by Sena’s allies – NCP and Congress. NCP chief Sharad Pawar had even claimed that he had sounded Chief Minister Uddhav Thackeray about the possible rebel from Shinde and some MLAs, sources said.

So since the ruling partners had sensed what was coming, the departments controlled by these parties went on a spree to issue the GRs, they said.

The water supply and sanitation department, headed by Shiv Sena’s Gulabrao Patil, issued over 84 GRs on a single day on June 17. Most of the orders were pertaining to sanction of funds, administrative approvals and for salaries of staff working on various water supply schemes in the state.

Patil was among the last Sena legislators, who joined hands with Shinde by reaching in Guwahati.

June 17 was a Friday – the last working day of the week – and MLC elections took place on Monday.

Between June 20 and 23, the least number of GRs – 28 – were issued on Monday. On the following day, 66 GRs were issued. In the past two days – on June 22 and 23, the government issued 44 and 43 orders respectively.

As per the data, since Monday, the departments controlled by NCP and Congress went on a spree as over 70 per cent of the 182 orders were issued during this period.

The departments such as social justice, water resources, skill development, housing development, finance and home, being headed by the Sharad Pawar-led NCP, have issued maximum GRs.

Some GRs were issued by the Congress-controlled departments such as tribal development, revenue, PWD, school education, OBC and fisheries.

The soil and conservation department, handled by independent MLA and minister Shankarrao Gadakh, passed nearly 20 orders.

During the last four days, only a couple of GRs from the departments controlled by the Shiv Sena were issued. The GRs were issued by the industries department, Marathi language handled by the outgoing minister Subhash Desai and also tourism department helmed by Aaditya Thackeray, son of CM Uddhav Thackeray.

But apart from these three, no other departments handled by the Sena issue any GR.

There are couple of GRs issued by the state tribal development department controlled by Congress – which are cumulatively worth over Rs 1,000 crore.

The finance department controlled by state Deputy Chief Minister and NCP leader Ajit Pawar issued a GR increasing the local area development funds to a total of Rs 319 crore.

The Central government has provided ‘Z’ category security to opposition candidate security to opposition presidential candidate.

After Ministry of Home Affairs written a order on Friday, the CRFP has been taken over the security of Sinha.

The moves come day after the CRPF accorded ‘Z+’ category security to NDA presidential candidate Droupadi Murmu.

Jairam Ramesh Congress leader made an announcement on June 21 of Sinha name as the presidential candidate of the opposition during meeting. Earlier Sinha was named as the common candidate of the opposition for presidential elections.

The declaration comes soon after Sinha gave some hints that he had agreed to a proposition from some opposition leaders to run as their presidential candidate.

Sinha had left Bhartiya Janta Party in 2018 and joined TMC last year and appointed as vice president later.

The Presidential of India election is schedule on July 18 and counting will be done on July 21.

Eknath Shinde won the hearts of ignored Shiv Sainiks. However, another battle may break out in the lead up to the Election Commission. That would be the ‘bow and arrow’ of the Shiv Sena’s election symbol to be frozen first and then the Shinde group’s demand that we get it. In fact, the BJP will be more interested in Shinde and Kampu becoming BJP supporters in the run up to the upcoming Lok Sabha elections. It is not strange that the BJP has some theoretical difficulty in doing so. Now Shinde Sena’s claim on Shiv Sena’s election symbol Dhanush Baan also seems to be confirmed.

One of the rebel MLS told Afternoon Voice under the condition of anonymity “Eknath Shinde is about to stake claim on the party’s symbols Bow and arrow. Uddhav Thackeray not only abandoned Hindutva but also Shiv Sainiks. We were never given respect, never allowed to meet CM. Our leader Eknath Shinde is about to take the legacy of Balasaheb Thackeray, Shiv Sena and its election symbol.”

Another Rebel said “Eknath Shinde won the hearts of Shiv Sainiks with his boundless communication and support to us. When we were tired of waiting at Varsha Bungalow to get one glimpse of our leader Uddhav Thackrey, Shinde used to help her in every odd situation. We trust his leadership”.

Uddhav Thackrey took the party and its people for granted by distancing himself as king of the kingdom. He never realized the importance of keeping in touch with grassroot workers or giving them due respect. This baggage of emotions piled up and with time Eknath Shinde beautifully handled the situation by turning the tables. Shiv Sena Vs Shinde Sena battle has now become a battle for the ownership of Shiv Sena. With two-thirds of the 55 Shiv Sena MLAs, that is, more than 37, Eknath Shinde is now claiming that more than 40 MLAs of the party are with him and more MLAs of the party can join him in the future.

World Expo 2030: BTS announce global concert

Bulletproof boy scouts (BTS ) will host a global concert to host the 2030 World Expo in Busan for supporting national bid.

Bang Si-Hyuk chairman of HYBE’s entertainment company and Jiwon Park CEO of company and mayor of Busan city signed a Memorandum of Understanding (MoU) this morning at city Hall to promote Busan city bid in world Expo 2030. Agreements states BTS will hold Global Busan Concert as ambassador to bring the World Expo 2030 to Busan,

Memorandum also states that joint initiative for Busan succeed in its bid as the host. BTS to act as the ambassadors, hold global concert and organise activities to appeal to the member of the Busan International des Exposition (BIE) and propose the site for BIE Enquire Missions. They also have to “serve as the ambassadors at South Korea’s presentation session, be present on the election day to support the bid, provide photos and videos for the city’s digital campaigns, and spread promotional videos via official social media channels.”

Chairman Bang said, “Given the importance of its bid as a nation to host the World Expo 2030 in Busan, BTS and HYBE will do our best to successfully bring the World Expo to Busan. This will be a great opportunity to contribute to further development of K-Culture as well as its local pop cultures in Busan.

The news comes days after BTS members announced they will be taking a break to focus on their solo projects. BTS consist of 7 member – RM, Jin, Suga, J. Hope, Jimin, V and Jungkok – with Rm as their leader.

An average of only 46.84 per cent votes were cast till 6 pm Thursday in the by-elections to Azamgarh and Rampur Lok Sabha seats, polling was scheduled to close in the two Samajwadi Party bastions.

Rampur, which fell vacant after SP leader Azam Khan moved to the state assembly, recorded a turnout of just 37 per cent till this time. In 2019, the final percentage was 63.19.

Over 35 lakh people were eligible to vote in the bypolls in these two constituencies to decide the fate of 19 candidates.

No violent incident was reported. But in a series of tweets, the opposition Samajwadi Party alleged irregularities in both constituencies.

“The police are harassing SP workers at the behest of the ruling party in Tanda and Daryal areas of Swar assembly seat in Rampur. The Election Commission should take note. Action should be taken against the guilty policemen. Ensure fair voting,” the party said.

It attached a letter written to the poll panel with this complaint.

The party alleged that people were prevented from casting votes at a booth in Tanda and the polling was stopped.

It also claimed that its agents were driven out of several polling booths in Azamgarh.

“All agents were made to leave from all the polling booths in Gopalpur, Sagdi, Mubarakpur, Azamgarh and Mehnagar assembly areas as part of a conspiracy at the behest of the BJP. The Election Commission should take note. Ensure fair elections,” the party tweeted.

According to another report, a police inspector misbehaved with an elderly voter in Bilaspur in Rampur, leading to a ruckus. State minister Baldev Singh Aulakh reached the spot and pacified people there, the report said.

According to the Election Commission, two general and two expense observers have been deputed by it to keep an eye on the polls. Also, 291 sector magistrates, 40 zonal magistrates and 433 micro-observers were in the field.

Central forces are in charge of keeping the electronic voting machines (EVMs) and strongrooms secure.

According to the EC, 13 candidates are in the fray in Azamgarh, where 18.38 lakh people are eligible to vote. Six candidates are contesting from Rampur, which has 17.06 lakh registered voters.

In Rampur, the BJP fielded Ghanshyam Singh Lodhi, who recently joined the party. Asim Raja, handpicked by Azam Khan is the SP candidate. The Mayawati-led BSP is not contesting from Rampur.

The Azamgarh seat is seeing a triangular contest among BJP’s Dinesh Lal Yadav ‘Nirhua’, a Bhojpuri actor-singer, SP’s Dharmendra Yadav and BSP’s Shah Alam, also known as Guddu Jamali.

Of the 18.38 lakh voters in Azamgarh, 9,70,249 are men, 8,67,942 women and 36 belong to the third gender category.

Officials said 2,176 booths were set up at 1,149 polling stations of the constituency, where an estimated 15 per cent of the population is Muslims. In Rampur, the community makes up for a little less than half of the population.

Akhilesh Yadav and his wife Dimple Yadav did not campaign in the bypolls.

This is not the first time that Shiv Sainiks rebelled from the party and surprisingly most of them left Sena because of Uddhav Thackeray. Grassroot level leader Chagan Bhujbal had started his political career with the Shiv Sena, but left the party in 1991 and joined the Congress. Later, after Sharad Pawar decided to split from the Congress and form his own party, the Nationalist Congress Party (NCP), Bhujbal went along with him. Bhujbal was upset with Manohar Joshi’s increasing stature in the party and said he wanted to form Shiv Sena(B). Bhujbal was instantly sacked by Bal Thackeray. Sixteen MLAs who also left the party later wanted to retract but the Speaker didn’t accept it.

In 2005, Uddhav Thackeray’s cousin, Raj Thackeray quit the Shiv Sena due to his fight with Uddhav Thackrey. Another big incident came in July 2005 after a direct fight between Narayan Rane and Uddhav Thackeray. Rane saw Uddhav Thackeray’s emergence eclipsing his political life and wanted to split the party with 40 of 62 MLAs, an attempt finally foiled by the Shiv Sena. Later, 12 MLAs defied the party whip and joined the Congress along with Rane. Relations between Thackeray and Rane finally ruptured completely in 2005, when Rane submitted his resignation from the party. In response Thackeray and Shiv Sena expelled Rane from the party on 3 July 2005, accusing Rane of “gangsterism” and “betrayal of the party. Chhagan Bhujbal, Narayan Rane, Raj Thackeray and now Eknath Shinde.

Rane was made a minister in the NCP-Congress government led by Vilasrao Deshmukh. Till the time Balasaheb Thackeray was alive, he could control the damage done by Uddhav but now there is no veteran in Shiv Sena to control Uddhav and his temperament. Above all, the leaders of the Uddhav generation all are of his age and they refuse to bow down to undue weight. The era under Balasaheb’s leadership was way different than the present time under Uddhav’s headship.

With the support of more than 35 MLAs, the coalition government is now in real trouble. Uddhav Thackeray may lose power instead of heeding to rebel leader Eknath Shinde’s demand that the party drop the alliance, and jointly revive its alliance with the BJP and the Maharashtra government. When the current alliance was formed in 2019, the sole credit was given to Sharad Pawar, the old warhorse. It was assumed that as long as he was on board, the alliance would survive. But now a crisis has enveloped the government and he has said it is an internal matter of the Shiv Sena. He silently washed his hands off the crisis or maybe he is unable to resolve the mishap.

Shiv Sena dissident leader Eknath Shinde, claims the support of 40 MLAs — 33 Shiv Sena and seven independents, while the picture shared by the Shinde camp has only 35 MLAs. The political crisis in the state began a day after the MLC elections when some MVA MLAs cross-voted in the favour of BJP. The Shiv Sena, which heads the MVA government, has 55 MLAs, followed by allies NCP (53) and the Congress (44) in the 288-member Maharashtra assembly where the current simple majority mark is 144.

The Shiv Sena had walked out of a pre-poll alliance with the BJP after the 2019 assembly elections to form the government with Sharad Pawar’s NCP and the Congress following differences with the BJP on the chief minister’s post. There was unease in a section of the Shiv Sena over the growing stature of Aaditya Thackeray, Uddhav’s son and minister, in party affairs.

Shinde and his followers have stepped up their rebellion with a letter to the Governor and Deputy Speaker in the state assembly. The letter by 34 rebel MLAs — four of them Independents — declares Shinde their leader. Besides appointing Shinde, the leader of the Shiv Sena Legislature Party, the rebel faction, in a resolution, said there is “enormous discontent” among the party cadre over the alliance with ideologically opposed Congress and Sharad Pawar’s NCP. It also claimed “great dissatisfaction” over corruption in the government, corruption by ministers like Nawab Malik and former minister Anil Deshmukh and administrative issues.

The Sena has 55 MLAs, of whom 40 are learnt to be with Eknath Shinde. If they resign, the Sena’s number comes down to 15. To make his claim that he heads the real Sena official, Mr Shinde has to approach the Election Commission, which will adjudicate the dispute. Eknath Shinde can split the party in the assembly but needs the support of at least 37 MLAs to protect them from the anti-defection law.

Rebel Shiv Sena MLA Sanjay Shirsat has written a letter to Maharashtra CM Uddhav Thackeray and has claimed that state minister Eknath Shinde took the step of going against the party leadership as Sena MLAs, who faced “humiliation” for the last two-and-a-half years, persuaded him to do so.

Shirsat, the MLA from Aurangabad (West) Assembly constituency, also said that Eknath Shinde opened doors for the party MLAs to hear their grievances, issues about development work in their constituencies and related fund, and problems with allies Congress and NCP.

”Only Shinde heard us out and took steps to resolve all the problems. The party MLAs persuaded Shinde to take this step (of revolt) for the rights of all the legislators,” Shirsat wrote in the letter.

Shirsat also said the party MLAs were not allowed to accompany Maharashtra cabinet minister Aaditya Thackeray (the CM’s son) to Ayodhya (during his recent visit).

”The Shiv Sena votes did not split in the Rajya Sabha polls, then why so much distrust in us for the Legislative Council polls?” he asked.

As the rebellion by senior Shiv Sena leader Eknath Shinde plunged the Maha Vikas Aghadi government in Maharashtra in a political crisis, an editorial in the party mouthpiece `Saamana’ on Thursday said the renegade legislators should “mend their ways in time”.

The MLAs who have succumbed to the BJP’s “pressure tactics and inducements” should know that they would become “permanently former” if common Sena workers made up their mind, it added.

Shinde and 36 other Sena MLAs besides ten independents are camping in Guwahati at present.

Shiv Sena has withstood several challenges, and being in power or out of it does not make any difference to the party, the Sena mouthpiece said.

It admitted that the fate of the Shiv Sena-NCP-Congress government is currently hanging in balance.

Legislators who were elected on the Shiv Sena ticket are now “caught in the BJP’s clutches,” the Saamana editorial further said.

“In Surat, members of the Maharashtra BJP were present with the rebels, while in Guwahati, Assam ministers were there to welcome them.

“Till recently, the BJP was attacking Shiv Sena legislators with the charges of corruption and money laundering and threats of ED, CBI and IT probe,” the editorial said, apparently referring to MLA Pratap Sarnaik.

Sarnaik, now with the rebel group in Guwahati, has faced an ED probe for alleged money laundering.

Amid a rebellion by Shiv Sena leader Eknath Shinde, party MP Sanjay Raut on Thursday said the Sena is ready to quit the Maha Vikas Aghadi (MVA) government in Maharashtra if the group of rebel legislators camping in Assam returns to Mumbai in 24 hours and discusses the issue with Chief Minister Uddhav Thackeray.

With 37 rebel MLAs of the Shiv sena with nine independents in Guwahati, Shinde is camping currently. NCP and Congress share power in Uddhav Thackeray led dispensation.

“You say you are real Shiv Sainiks and will not quit the party. We are ready to consider your demand provided you come back to Mumbai in 24 hours and discuss the issue with CM Uddhav Thackeray. Your demand will be considered positively. Don’t write letters on Twitter and WhatsApp,” Raut told reporters here.

“The rebels who are out of Mumbai have raised the issue of Hindutva. If all these MLAs feel that Shiv Sena should walk out of the MVA, show guts to come back to Mumbai. You say you have issues only with the government and also say that you are true Shiv Sainiks…Your demand will be considered. But come and talk with Uddhav Thackeray,” he added.

CM Thackeray had on Wednesday offered to quit the top post amid the rebellion by Shinde and later also vacated his official residence in south Mumbai before moving to his family home in suburban Bandra.

Swapna Suresh prime accuse in the Kerala Gold Smuggling case appeared before Enforcement Directorate officials at its Kochi office for second consecutive dat for interrogation,

ED is interrogating her with respect to her 164 statement at the court and allegations against Kerala CM Pinarayi Vijayan and his family became controversial.

Suresh had revealed that she has declared in court about the involvement of Kerala Chief Minister Pinarayi Vijayan, his wife and daughter in the matter.

“I have already given 164 statement in court about a threat to my life. I have declared in court about all the people involved in this case. I have also filed a petition seeking protection in court. They are considering it. I have declared in the court about what is the involvement of M Sivasankar (then principal secretary to Kerala CMO), the Chief Minister, CM’s wife Kamala, CM’s daughter Veena, his secretary CM Raveendran, then Chief Secretary Nalini Netto IAS, then minister KT Jaleel,” she said. Swapna claimed that baggage containing currency was sent to Vijayan when he was in Dubai in 2016.

The affidavit submitted by Swapna Suresh alleged that 17 tonnes of date imported to Kerala from UAE ‘went missing’ with the Chief Minister Pinarayi Vijayan and former Minister KT Jaleel’s knowledge.

Swapna claimed that baggage containing currency was sent to Vijayan when he was in Dubai in 2016.

The Kerala gold smuggling case pertains to the smuggling of gold in the state through diplomatic channels. It had come to light after 30 kg gold worth Rs 14.82 crore smuggled in a consignment camouflaged as diplomatic baggage was busted by the customs department in Thiruvananthapuram on July 5, 2019.

After spending 16 months behind bars, Swapna was released from jail in November last year.The case is being probed by the Enforcement Directorate, National Investigation Agency (NIA) and the customs department.

Earlier this year, Swapna Suresh had alleged that she was exploited and manipulated by M Sivasankar, principal secretary of Kerala Chief Minister Pinarayi Vijayan.

The statements came after Sivasankar in his upcoming autobiography “Aswathamavu: Verum Oru Aana” alleged that Swapna had trapped him by gifting him an iPhone.

Sivasankar was arrested on October 28, 2020, after the Kerala High Court rejected his anticipatory bail petition. Sivasankar was released on bail on February 4, last year.
