The Dongri police on Thursday arrested the four accused including three trustees of the building that collapsed last year claiming 13 lives.

The arrested have been identified as Safdar H Karmali, Barkat Unea, Shabbir Mukadam all of whom are members of the trust and former trustee Ali Shroff. All the four were arrested and produced before the  Court.

On July, 2019, the three storeys Kesarbhai Mansion based in Dongri had collapsed leaving 13 residents killed. It had emerged that the building was rendered at risk due to illegal construction undertaken by the trust

From the four accused, three accused are members of the Bai Hirabai Rahimbai Aloo Paroo and Kesarbhai Dharamsay Khaku Trust that owns the building while the fourth was an ex-member.

The Dongri police have charged all the arrested accused under Section 304 A (negligence), 337 (endangering life and personal safety of others), 338 (causing grievous hurt by act endangering life or personal safety of others) and 34 (common intention) of the Indian Penal Code (IPC). Later, the police also added the more stringent Section 304 (2) (culpable homicide not amounting to murder) against them.

At a time of growing demand of the above mentioned products due to rise of Coronavirus, the Food and Drug Administration (FDA) on Thursday raided a few companies that were making fake sanitisers which offered no real germ-killing properties.  The FDA team later seized a stock of fake sanitisers worth over Rs 2 lakh from a Kandivali distributor named Riddhi Siddhi.

After investigation, the FDA learnt that the sanitisers were manufactured by a Bhiwandi company that had surrendered its license two years ago. D R Gahane, FDA assistant commissioner (drugs) said, “We found that the company was making sanitisers illegally and selling it to distributors and chemists. They have indeed violated the Drugs and Cosmetics Act and will be penalised accordingly. But since they have cooperated with the police, an FIR may not be lodged.” The officer further stated that the sanitisers were sold under the names of Biotol Cosmetics and Wiz which were completely fake as the companies were not making them.

Apart from this raid, the FDA teams also came across another firm situated in Vakola which was manufacturing fake products sold under the name of Safe Hands. Incidentally, the product claimed that it was anti-bacterial and the Sanatiser bottles carried a helpline number that was not working.

The Coronavirus that is spreading rapidly around the globe has nearly infected 73 people in India and killed more than 4,500 individuals globally. Late night on Thursday, the first confirmed case of death from Coronavirus in India was reported from Karnataka’s Kalaburgi. A 76-year-old man who had recently passed away has been confirmed as a case of Novel Coronavirus.

Informing about the same B Sriramulu, Karnataka health minister said in a tweet, “The 76-year-old man from Kalaburgi who passed away and was a suspected Covid-19 patient has been confirmed to have  carried Covid-19.”

At present, around 75 COVID-19 cases have tested positive in India. About 134,918 people have been infected and nearly 4,989 deaths have occurred due to this malicious virus. The virus certainly damages the respiratory organs and intestinal tract. The first case was detected in Wuhan region of China.

The Epidemic Diseases Act meant to enforce throughout the states to fight against the outbreak of any diseases such as dengue, swine flu and Cholera.

It may be remembered that the British Raj Government felt the need for this act.Hence, they introduced this act to counter the bubonic plague that spread across the Bombay Presidency in the 1890s.

Under this Act, the colonial authorities forcefully quarantined, separated the infected suspect cases out of their homes and demolished the infected places to counter the plague. Many historians criticised this act as being inhuman to the infected person.

Earlier, during pre-independence, the outbreak of Spanish influenza in 1918 had taken 50 to 100 million lives globally and around 20 million alone in India, the report said. Referring to as ‘The Bombay Fever’, it arrived in India via the port of Bombay in May 1918.

Seven police sepoys at the Bombay docks were first to be hospitalised with a “non-malaria fever,” the report said. J.A. Turner, then Health Officer of the Bombay city, cited “the epidemic came to Bombay like a thief in the night.” Later, employees of various shipping firms fell ill. The disease later spread across India.

In 2009, Section 2 was imposed to counter the swine flu outbreak in Pune. The Authority opened screening centres in public hospitals and the disease was announced as a notifiable disease. In 2015, an act was enforced to tackle Dengue and Malaria in Chandigarh. Similarly, in 2018, Khedkarmsiya village in Gujarat was declared as a cholera-affected region by the district collector of Vadodara, Gujarat, after 31 complained about the symptoms of the disease.

For the time being, an antiviral spray has been created against the novel Coronavirus in Shanghai Public Health Clinical Centre, which could be applied into throat as shield from virus. The spray can greatly help to the medical-staff who is operating on the front-line. However, this novel Coronavirus may cause testicular damage and male infertility, Chinese experts found, recommending infected men take tests for semen quality and hormone levels.

Apparently, in India this could lead to social stigma. In Nagpur, a girl was not let enter the school because this father found positive of Coronavirus. This is surely an abridgement of Right to education. There are various cases reported across India where the families of the infected one, faced social boycott and mistreated by the hospital authority.

However, the people must understand that the mortality rate of Coronavirus is low, according to the World Health Organization report. The report also suggested that any virus is more contagious in nature has low mortality rate and vis-a-versa. The countryman must know the fact that those who died due to this had some previous medical problem regarding respiratory or with the immunity.

Welcome SBI step to abolish Minimum-Balance and SMS charges

Welcome initiative of State Bank of India to do away with Minimum-Balance and SMS charges should be uniformly followed by all banks especially compulsorily by public-sector banks. Also other charges and interest-rates for loans and deposits for public-sector banks should be uniformly fixed by Reserve Bank of India (RBI) so that public-sector banks may compete through better services rather than interest-rates and other charges.

RBI should devise common and simple forms for all public-sector banks for various banking needs which should be available on websites of all public-sector banks in a manner that duly filled forms may be downloaded from websites replacing concept of hand-filled forms.

Pass-books for all public-sector banks should also be uniformly designed with cover-page depicting all details of account-holders as available with the Bank including about nominees so that nominee-beneficiaries may be aware of claiming money of deceased account-holders.

Account-numbers should be uniformly of 15 digits for all banks with provision of portability of accounts in different banks with account-number remaining the same, if feasible. Presently Central Bank of India has just ten-digit account-numbers while most other public-sector banks have 15-digit account-numbers. All public-sector banks should have a common and uniform most-acceptable and convenient software.

World economy sees paradigm shift

The world economy to a great degree in the 21st century has witnessed a paradigm shift in its economic policy thinking. The global financial crisis seemed to have triggered this.

Such policy shift came in the form of the increasing role of the government has accorded priority over the frenzied pursuits of market reform and market economy.  The notion that markets are usually a good way to organise economic activity came under a scanner to only suggest that the government sometimes can improve market outcomes.

Intervention by the government mostly in developed countries from 2008 onwards through periodic intervals by central bank policy measures and legislative/constitutional provisions have reaffirmed the faith in the government.

This periodic intervention can be seen as the `new normal’ in the economy – in the case of India, these are ‘demonetisation’ and ‘GST.’ What is interesting to know is the new normal such as demonetisation was misconstrued as a unique reform that could arrest black economy or the parallel economy running in the mainstream economy.

It is good that Allahabad High Court pulled up the Uttar Pradesh government for the controversial hoardings put up by the Lucknow administration of persons accused and out on bail, but not convicted, in the violence during protests against the Citizenship (Amendment) Act (CAA). But it is regretful that a government commenced to judge and UP government makes such mistakes time and again but media and oppositions parties remain mute onlooker while they should raise voices against it. Their silence gives consent or exposes their cowardice. Hence, people should choose brave leaders who always stand in support to public.

The Yes Bank crisis and the subsequent takeover of the bank by RBI have exposed some deep loopholes in the Indian banking system. For example, the withdrawal limit of up to Rs 50,000 per account holder. With this new rule, the common man’s hard-earned money is at stake. Earlier, the PMC Bank rendered depositors helpless, resulting in many deaths, and now it is Yes Bank. People are losing their trust in banks due to some people at the top.

Congress has only itself to blame

No party except one in a self-destructive mode could have let a situation as it availed in Madhya Pradesh develop into one where a leader of national stature had no option but to leave the party and join its rival. Scindia was next to the top leadership of the Congress and was one of its very visible and highly regarded leaders. His decision to leave the party did not come suddenly, and there have been many signs of his disaffection and dissatisfaction with the party. The factional struggle within the state party had been festering for long. The high command does not seem to have done much to resolve the problem. The fact remains that there is a vacuum at the top in the Congress and it is unable to reorganise itself in the face of political setbacks and blows. The family has shown that it is unable to even hold it together, let alone revive and re-energies it, and the party is unable to look beyond the family. Congress is fast being reduced to an idea without leadership, and without ownership and organisation. With such easy and frequent traffic between parties, the very idea of the party system is also losing meaning and relevance. There is certainly personal opportunism and a lack of scruples in this.

Will coronavirus kill IPL 2020?

Indian Premier League (IPL) matches are potential spots for possible infections.  Though the Ministry of External Affairs is against hosting the IPL 2020, the final decision is left to the organisers. The Union Health Minister Harsh Vardhan had “warned” people against taking part in huge gatherings and advised them to avoid crowded places.

Coronavirus death toll in china has reportedly crossed 3,900 mark and more than 100,000 cases have been reported worldwide. It’s glaringlyglobal, no more China problem.

If you get infected, no cricket body, or board entities are going to come to your rescue.  Chances are you may get the match tickets easily, even at a paltry price.  Though you may be juicily tempted to see your favourite stars/teams in action, you are advised to cheer them through your cosy living -room TVs. Beware!

Though you may take precautions such as avoiding touching your eyes, nose or mouth with your hands, you have no control about the hygiene discipline of the neighbouring spectator.  Given the current spread of this virus, the number of cases and death will likely to climb. Don’t panic, but certainly avoid crowded places.

While the symptoms can include a cough, sneeze and fever, how will you identify as to who are having a weakened system?  As spectator, will you be focusing on the next person at the stadium or your cricket icon’s heroics?  Also, when you see every spectator sporting a mandatory mask, the spectacle would be comic.

Remember, a cough or a sneeze is a common scene in our ambience, and you can do nothing much about it. Even if someone is not showing symptoms like coughing or sneezing, he may still have clinical symptoms like fever.

By the way, what’s the safe distance to keep from an infected person?  The World Health Organisation (WHO) advises a distance of at least three feet from the virus-infected person.  If an infected person is within a metre, you could inhale the virus through droplets in the air. Can you maintain such distance in the gallery? Reports say that the micro-droplets from sneezing can float further than with coughing in general.

Cancellation of events       

European sports and concerts face cancellations for about two months amid the global spread of the virus.  Italian government mandated that all of the country’s sporting events be held without fans for at least till the next month.  The premiere said that the order was a way of reassuring “responsible behaviour”, adding that banning crowds at sporting events would help “prevent further opportunities of infection.”

Remember, soccer matches in Middleborough, England were cancelled in 1897 due to smallpox, while games in England were postponed in 1965 due to poliovirus.  Whether or not the International Olympics Committee will cancel or postpone this year’s Olympic games, is probably the biggest Coronavirus question in the sports world.  The iconic start to Tokyo’s 2020 Olympic games is likely to be held without spectators, thanks to “the new war”.

How about IPL 2020?  It would be a strange experience for the athletes/players to not have spectators, but such a move could save thousands of lives by not causing another global spread.  True, there’s a lot of stake beyond millions in sponsorships and TV money; many people orient their lives towards the brief period.

No huddles and handshakes?

Will players and athletes avoid high-fives and forming strategic ‘huddles’? It’s hard to imagine sports without handshakes, high-fives and sweaty hugs. Can you officially ban pre- and post- game handshakes among the players? What if a player or an official coughs or sneezes during the play?

Then, there’s the broadcasting aspect to consider. Would crowd-free games sap the excitement of TV broadcasts or actually increase interest?  You’ll, perhaps, attract potentially greater TRPs, because there would be fans that are typically in the seats.  Will the stands be empty and the stadium eerily quiet?  No cheer-girls, no walk-up music.  Players in one dug-out could easily hear conversations in the other.

If need be, will IPL be played behind closed doors but only as a contingency plan? This is a game to be played in front of fans. A lot of people watch on TV, but it’s definitely a spectator sport.Yes, the epidemic is staring to wreak havoc with event scheduling and planning.  The contagion has people rethinking concerts, vacations, and even getting to work on public transportation.

The larger the crowd, after all, the greater the chance that someone in it will have the virus. If it’s a legitimate thing to be done, do whatever you have to do.  But staying off is a wise choice. After all, prevention is better than cure.

Unnao rape case: Court sentences ex-MLA Kuldeep Sengar, 6 others to 10 years imprisonment

Delhi’s Tis Hazari Court on Friday sentenced expelled Bharatiya Janata Party (BJP) MLA Kuldeep Singh Sengar and six others to 10 years imprisonment for the death of Unnao rape survivor’s father.

Sengar is already serving life imprisonment for raping the minor. While sentencing them, District Judge Dharmesh Sharma said, “There can be no denying that rule of law was broken. Sengar was a public functionary and had to maintain the rule of law. The way the crime has been committed; it does not call for leniency.”

Sengar and his brother Atul has been directed to give 10 lakh compensation to family of the victim for loss of their father. “There are four minor children involved, three girls and one boy. They have also been uprooted from native place,” the judge said.

Seven people, including Sengar, his brother and two police personnel, were held guilty for culpable homicide and criminal conspiracy, earlier this month.

The case pertains to the death of rape survivor’s father in custody on April 9, 2018. It was alleged that he was assaulted following a quarrel with some of the accused in the case.

He was taken to the police station and then framed for allegedly possessing an illegal firearm. Pursuant to this, he was sent to custodial remand, during which he died.

The case was transferred to Delhi from a trial court in Uttar Pradesh on the Supreme Court’s directions in August last year. Both the death and illegal firearm case was later clubbed by the court.

During the arguments on sentencing on March 12, Sengar had told the court that he should be “hanged and acid poured into his eyes if he has done anything wrong”.

The former MLA had also raped the daughter of the deceased in 2017 in Uttar Pradesh’s Unnao district and was sent to jail for “remainder of his natural biological life”, last year.

In a sweeping attempt to prevent the spread of Coronavirus as cases across India continued to rise, the ministry of health has decided to suspend all tourist visas till April 15. The concerned ministry held a meeting that was attended by Dr. Harsh Vardhan, Hardeep Puri, Civil Aviation Minister and the other health ministers of different states on March 11, following which they issued this order. The order will come into effect from 1200 GMT on March 13.

The government issued a statement stating “All incoming travellers, including Indian nationals arriving from or having visited China, Italy, Iran, Republic of Korea, France, Spain and Germany after February 15, 2020 shall be quarantined for minimum 14 days. This will take effect from 1200 GMT on March 13 at the port of departure.”

“All existing visas, except diplomatic, official, U.N./international organisations, employment, project visas and stand suspended till April 15″ the health ministry said in a tweet.

According to the advisory, if anyone with a “compelling reason” wants to travel to the country could contact their nearest Indian mission. However, it was not clear if the ban would include short-term business visas also. Also, the ministry has requested the Indian nationals to avoid all non-essential travel abroad.

After the advisory, it is learnt that the ministry has suspended issuing visas to citizens of France, Spain and Germany until further notice.  This kind of  restrictions were already imposed for citizens of China, Italy, Iran, Japan and South Korea  as these countries are the worst hit by the outbreak of the virus.

The Coronavirus which broke open last year has laid nearly thousands dead all across the World. Approximately around 3,900 people have died due to this globally-affected epidemic. According to the Indian government data as many as 73 people have been affected so far.

Over the fear of Coronavirus, the airport looks empty as the officers have taken leave due to the fear of Coronavirus. Also at the airport, there is a check post where health check up of the fliers are conducted. People have to fill the concerned forms at the immigration counter. Apart from this, the ministry said that the visa-free travel facility granted to overseas citizen of India (OCI) will also be kept in abeyance until April 15, 2020.

Every day, more than 80 lakh people commute using Mumbai’s suburban network. A report published by Mumbai Railway Police has stated that more than 2,500 people die in Mumbai because of railway accidents and over 3,000 are injured annually. Mumbai locals are considered to be the lifeline of Mumbai. The report gathered by Mumbai’s Railway Police Commissionerate in 2019 stated that as many as 2,691 people lost their lives and 3,198 sustained injuries on the suburban network last year.

The Economic Survey of India, quoting figures from the Railway police stated that in 2017 there were 3,014 deaths and 3,345 injuries compared to which the rail network recorded 2,981 deaths and 3,349 cases of injuries in 2018, 2700 cases of death were reported in 2019. The causes of these deaths comprise of line crossing, falling in gaps, falling from the train, hitting railway poles, electric shocks, suicides among others. The numbers of accidents have come down after the Central Railway (CR) and Western Railway (WR)  started running awareness campaigns.

Apart from announcements in the local trains and sensitising on safety, various measures have been taken to prevent accidents like the construction of overbridges, subways and walls to control trespassing and sealing of trespassing points and shifting of poles. The rail network is spread across six lines covering 390 odd kms and 157 stations in the Mumbai metropolitan region. The CR and WR collectively run 3,029 services daily. Meanwhile, the Railways have also constructed a wall on either side of the railway tracks to curb trespassing of railway tracks. So far, the Corporation has finished the construction of 113.15 kms of the wall out of the proposed 130 km-long wall. This year, the Central Railway constructed 17.25 kms of the wall while the work for another 27.5 km is in progress. On the other hand, the railways has also constructed 79 foot-over bridges in the last five years and the work for 24 other bridges is ongoing.

USCIRF not interested in discharging its mandate

USCIRF on India CAA, caa protests, citizenship amendment aqt, caa bill, uscirf, amit shah, india caa bill, People across the world are surprised that despite the USA claiming to be the leader of free-world, why many of the Muslim folk are weeping and bleeding profusely from Myanmar to Kashmir-AF-PAK to NAME region?
It’s answer lies in the simple fact that the institution like USCIRF (responsible for monitoring  the universal right to freedom of religion or belief across the world and for making policy recommendations to the President, Secretary of State and Congress) is simply not interested in discharging its mandate [may be due to prejudices of Christian society (like Christian majority USA) against Muslims from the days of Crusades].

The biggest dereliction of the USCIRF in this matter is about the Israel-Palestine issue (the cause of immense bloodshed and loss of lives across the world) where the secular USA has supported the theocratic Israel in forcefully driving out majority of Palestinians from their native land and now by illegally and absurdly advocating two State solutions.  But the USCIRF is keeping mum.

Recently the USCIRF has issued a press release objecting the Citizenship (Amendment) Bill (CAB) in India which was passed by the Lok Sabha on December 9 because CAB enshrines a pathway to citizenship for immigrants that specifically excludes Muslims setting a legal criterion for citizenship based on religion. But this lament on the part of USCIRF will be ineffective and meaningless because the sanctions envisaged by USCIRF against the Home Minister Amit Shah etc. are a meaningless formality in view of earlier sanctions against  the then CM (presently PM) Modi after the 2002 Gujarat communal riots (in which thousands of innocent Muslims lost their lives, blood, properties and honour).

Talking about CAB, God only knows whether or not the USCIRF understands the gravity and complications of the situation. The USCIRF ought to know that about 80 million people & their children (20  per cent Hindu population of Pakistan and Bangladesh) who came to India after partition in 1947 are still legally either asylum seekers or refugees because there is no provision of population transfer (on the basis of religion) in ‘Indian Independence Act’. Rather India should have asked (under military pressure, if necessary) the West & East Pakistan to take these people back and for their rehabilitation after restoring their evacuee properties and properties sold under distress. The USCIRF further ought to know that when in the USA (despite 14th Amendment to US Constitution which grants birth right citizenship whereas similar Constitutional provisions does not exist in constitutionally-secular India) there is still a raging controversy about giving citizenship (or any other legal status) to millions of illegal-immigrants in the USA, then how can India allow legal status to said asylum seekers / refugees of 1947 on the basis of religion. Moreover, any communal law against secular-constitution is null and void.

Now another matter of India has acquired urgency for the USCIRF because the Supreme Court of India (SCI) has dismissed the review petitions in the Babri-Masjid case.

This matter was brought to the notice of the USCIRF on December 10 (by sending said article to USCIRF) in which it is stated that the Indian Muslims are not filing proper review petition in SCI out of fear. The Indian Muslims generally complain that the Hindutva forces inflicted ‘Shahadat’ (Martyrdom) of Babri-Masjid when it was demolished by them on December 6, 1992 but these naïve Indian Muslims do not understand that legally it is being martyred by the SCI which is not restoring the status-quo ante of Babri-Masjid before any court verdict (including in said Review) on Ayodhya-dispute as has been explained.

In such a situation, the USCIRF is supposed to ensure intervention in the proceedings of ‘Curative Petition’ by Muslims about Babri-Masjid (by NHRC under section 12 (b) of ‘The Protection of Human Rights Act of India’ through UNHRC or otherwise). The USCIRF ought to understand that nowhere in the world a mosque has been demolished by the vandals of the majority community and at the same time, the Supreme Court of such country has given the demolished masjid site to the same vandals through the Court order (which is nothing short of a fraud on the Secular Constitution & rule-of-law) and which has a potential of arousing indignation and rage among Muslims not merely in India but across the world.

The USCIFR (given its unsavory past record) is not likely to ensure the said intervention in the proceedings of Curative Petition by Muslims in SCI. Therefore, the Muslims and others (committed to religious freedom and Secularism) of the USA should be prepared to move the USCIRF (including by demonstrations as per law, if necessary, near the office of USCIRF) in order to legally constrain the USCIRF to fulfill its mandate of ensuring universal right to freedom of religion or belief across the world starting for the Muslims in Hindu majority India.

On Monday, the announcement was made by IIT-Delhi which is certainly responsible for conducting a Joint Entrance Exam (JEE) for selecting students for all the 23 IITs in the country.

Earlier, 17 per cent seats were reserved for the women student but this move certainly has increased the percentage of seats to 20 per cent applicable from the academic year 2020-21.

However, this extra 3 per cent hike in women’s quota is supernumerary in nature. This will not be detriment to the unreserved seats. Each IIT across the country will have to increase the number of student intakes to make sure that the hiked quota doesn’t affect the unreserved seats.

“A decision has been taken at the level of the IIT Council (which takes all policy decisions related to IITs) to, inter alia, improve the gender balance in the undergraduate programs at the IITs to at least 20 per cent in 2020-21 by creating supernumerary seats specifically for female candidates,” IIT-Delhi said on JEE (Advanced) website.

“To achieve this objective, supernumerary seats will thus be created and offered to female candidates for improving the gender balance in the undergraduate programs in IITs,” the website added.

Categorically, this would encourage the participation of women students in STEM fields- Science, Tech, Engineering and Maths. According to a report published by the Department of Science and Technology, women comprised of about 14 per cent in the field of research and development.

This could be the one reason of the Central government to work on base level to enhance women’s presence in the technical fields. The additional excess seats for women helped improve the percentage of women in IITs, Ministry of Human Resource Development (MHRD) data revealed.
