Umpiring: Automate more, human element yet remains

1948-49. India vs. West Indies Test at Braboune stadium (Bombay). On the final day, umpire Bapu Joshi called off play before time, and also goofed up the ball-count.  Chasing 361, India were 355/8.  Not only Joshi called a five-ball over, but also took the bails off, when a minute-and-a-half was still left. Multiple outcomes were possible, but Joshi led an anti-climax.

Six or five runs for Ben Stokes?  Alas, cricketer-turned-umpire Kumar Dharmasena cuckooed, in the decisive encounter! The ICC WC 2019 witnessed such poor decisions, the likes of Virat Kohli, Rohit Sharma, Jason Roy, Chris Gayle becoming victims. Earlier, in an IPL match, umpire S.Ravi never had any suspicion whatsoever of Lasith Malinga’s huge overstepping! Lapses galore.

Umpiring, or the lack of it, continues to hog the spotlight.  Some are complex situations, yet need rapid decision-making, especially when slow-motion replays show apparent misjudgements. People have gotten angrier at umpires, more because errors are scrutinised to greater extent than ever before.

DRS impact

There used to be stories making rounds that Javed Miandad was seldom given ‘out-LBW’ in Pakistan. In mid-eighties, many dubious decisions in the India-Pakistan series prompted a leading Indian daily carry a write-up, captioned “India XI vs. Pakistan-Xlll”.  The premise that nationality alone would be the greatest cause of bias is, of course, not necessarily true.  Though Decision Review System (DRS) has nearly eliminated the need for neutral-umpires, it has its own pangs.

Has DRS made umpiring easy or irksome? DRS has caused a lot of arguments, but also prevented innumerable others. You hear your decision reversed, and then, with a little humiliation, you have to publicly change your decision!  It’s hard to move and zoom in on the next delivery. Remember, the technology exerts pressure to get it right the first time. Unlike a judge, umpires cannot adjourn decisions. Even the minutest errors are spotted with precision.  These technologies may not be perfect, yet accepted for the better.

The Third-umpire has the tougher job out of the whole umpiring team. Bat-first or Pad-first? He, at times, had to use his own prudence.  Nothing should go out to people in their living rooms that is missed by the TV-umpire. Though technology may have helped reduce umpiring lapses, it also exposes their blunders which otherwise would have escaped review and analysis.

Historically, the umpires were guarded in giving ‘LBW’ decision, and batsmen exploited this leaning, particularly against spinners. They would strive forward a long way, happily padding delivery after delivery. One wonders how many more wickets, spinners such as EAS Prasanna, Bishen Singh Bedi or an Abdul Qadir would have taken in their time, had DRS been around and their opponents been forced to play them with the bat rather than pads. Though TV technology majorly assisted umpires in decision-making, we don’t want every decision taken away from them. We still want a human-element, not robots.

Who knows, if only DRS had been around in the time of ‘Dickie Bird’, the game’s most revered official and a notorious ‘not-outer’, possibly he may not have been held in such high esteem. Don’t forget, Bird was given the ‘guard of honour’ in his last outing.

Ridiculous ‘Umpire call’

If hawk-eye shows half-a ball width contacting the bails/stumps, the batsman is ‘out’.  Giving ‘not-out’ based on ‘umpire’s call’ is like arguing that a ‘caught-behind’ is valid only if there is a ‘thick-edge’.  Or, if technology isn’t conclusive, extend the benefit of doubt to the batsman, not the umpire.  After all, bowler gets a second chance, batsman doesn’t.  ‘Umpire call’ should go.

Respect the verdict

Getting a bad decision doesn’t mean you lose your composure. Even a cool MS Dhoni stormed on to the field to confront the umpire over the withdrawal of a no-ball. Why not leave the ‘forensic auditing’ to the governing bodies?

Having said that, when Australian batsman Bancroft was caught in ball-tampering, technology came to the rescue of not only decision-making, but also helped manage player behaviour.

Though Dhoni crossed the line, it did underscore the debatable standard of umpiring. The grade is even poorer in the domestic tournaments, but goes unnoticed due to the absence of TV cameras. Not just Indian umpire, even ICC Elite panel officials from England and Australia commit howlers. Nigel Long even damaged a door of the umpire’s room at the Chinnaswamy Stadium, Bangalore following a no-ball tiff.

Finally, it’s all about accepting ‘human error’.  Results come and go, but who you are and how you play really defines you.  If dropping catches and bowling full toss are errors on the field, so do umpires at times.

As long as you don’t walk after nicking a ball, without looking at the umpire, the ‘gentleman’ will miss the ‘game’.  While some players even practise a ‘not-guilty’ reaction when they edge behind, a few coaches tell their batsmen ‘not to walk’.  “Any batsman who stands at the crease knowing he is out, is in my book a cheat!”, said noted umpire David Shepherd.

The best compliment umpiring gets is when no one talks about umpiring!

Unnao rape survivor accident case: SC grants two more weeks to CBI to complete probe

Supreme court of India, Supreme CourtThe Supreme Court on Monday granted two more weeks time to the CBI to complete the investigation into the road accident case of Unnao rape survivor.

The apex court also directed the Uttar Pradesh government to pay Rs 5 lakh interim compensation to the girl’s lawyer for medical expenses.

The investigative agency had sought four weeks time to complete the probe saying that the statement of the victim and her lawyer was yet to be recorded. The Court was apprised that the victim’s lawyer continues to be in a critical condition.

The CBI is investigating the accident involving the Unnao rape survivor. On July 28 a truck rammed into the vehicle in which the girl, her counsel and two aunts were travelling to Raebareli. While her aunts succumbed to injuries, the victim and her lawyer sustained grave injuries and are currently undergoing treatment at the All India Institute of Medical Sciences.

Earlier, a Tis Hazari court here had ordered the framing of charges against accused Kuldeep Singh Sengar, an MLA who has been expelled by the BJP.

District and Sessions Judge Dharmesh Sharma had ordered the framing of charges under various Sections including rape, criminal conspiracy and kidnapping.

The judge had observed that charges be framed under relevant Sections of the Protection of Children from Sexual Offences Act as the victim was a minor at the time of the incident in 2017.

Sengar is accused of raping her at his residence in Unnao, where she had gone seeking a job. A case is also registered against Senger in connection with the road accident of the rape survivor. The apex court had on August 1 ordered the transfer of all the cases related to the matter to Delhi.

Over 20,000 runs scored in international cricket in a decade is great going for Virat Kohli who is perhaps the all time greatest batsman the world of cricket has witnessed. Tendulkar was the best until Kohli came on the scene and he seems to surpass the master blaster on every parameter which truly is a proud moment for every Indian that two of the greatest all time cricketers come from our land. Kohli is a batting genius with a perfection of a Robot. Scores runs by the Tons and at jet speed which makes him an icon for every cricket fan in the world.

43 ODI tons, 25 Test hundreds and highest runs scored in a decade by any batsman, Virat Kohli is the God of cricket, the title hitherto held by Tendulkar. He would end his career in all probability with most records in Test cricket that would be impossible for others to emulate in future!

Arrest people drinking alcohol

Alcohol should be banned completely not only in India but all over the world and all those who are found consuming alcohol should be arrested and put behind bars. This way, people will stop drinking alcohol. People should realise that alcohol brings misery to the family and is also bad for one’s health.
People consuming alcohol regularly also suffer from many diseases like liver failure, weight loss, etc. The Holy Bible in most of the books of the old and new Testaments clearly tells us that all those who consume alcohol will burn in hell fire after their death.

Problem of plenty

It refers to news-item confirming that despite Reserve Bank of India RBI being in full knowledge of many banks including SBI, HDFC, PNB and ICICI banks refusing to accept coins as deposit in bank-accounts, no practical action is being taken to overcome problem of plenty of coins. RBI is also in full knowledge of high level of unpopularity of rupees-ten coins where these coins are not being accepted in many parts of the country. Instead of discontinuing ten-rupee coins problematic twenty-rupee coins are now soon to be forced on public.

It is true that life of smaller denomination notes is comparatively smaller. But considering non-popularity of coins of rupees-ten (and rupees-twenty), RBI and central government should rather much-awaited plastic currency in these denominations as was announced long back by the then Union Minister of Finance Namo Narain Meena on 12.03.2013 in a written reply in Rajya Sabha. One-rupee notes re-started just for bureaucratic craze of bearing their signatures should be discontinued to be printed as these are not even seen by members of public ever since these were re-issued on 06.03.2015 after a gap of two decades. System should be to either issue coin or note for a particular denomination.

Coins should be minted only in denominations of rupees one and five discontinuing even two-rupee coins, because shopkeepers generally do not return one-rupee coins and instead force unwanted items like candies. Coin-bags in each denomination should be uniformly of 2000 coins unlike present system of 2500 coins in coin-bags of rupee one, and 2000 coins in coin-bags of rupees five or ten. This will avoid confusion regarding number of coins in coin-bags because printing of such number on gunny coin-bags is not clear.

For consumers, smaller coin-packs with hundred coins each in denominations of rupees one and five should be ensured to be always available in plenty in all branches of public and private sector banks. Even commemorative coins should be available in packs of hundred at all bank-branches for commemorating an occasion amongst masses and for benefit of coin-collectors. Rather system can be formulated whereby commemorative coins may be minted in such large numbers so that coins of normal circulation may not be required to be minted. To overcome problem of plenty, all government-mints may be run in single shift, and efforts may be made to get export-orders for coins to be minted for other countries.

World Humanitarian Day

World Humanitarian Day, WHDThe 19th August is celebrated as World Humanitarian Day (WHD) in order to pay tribute to aid workers who risk their lives in humanitarian service, and to rally support for people affected by crises around the world. Martin Luther King a Civil Rights Activist has said “Life’s most persistent and urgent question is, ‘What are you doing for others?'”

This day brings attention to the millions of civilians affected by armed conflict every day. As humanitarian workers deliver aid, and medical workers treat the wounded and sick, they are directly targeted, treated as threats, and prevented from bringing relief and care to those in desperate need. These workers often battle violence, local diseases and hunger while attempting to save lives and provide relief to those most in need. Killings, kidnappings and attacks are daily risks in a world where 80% of humanitarian aid is being delivered to civilians caught up by conflict. On this day, it is imperative to remember thousands of humanitarian workers who are risking their lives to try to deliver assistance to those suffering the effects of terrible conflicts. The world should show zero tolerance to those in conflicts who flagrantly fail to respect and protect humanitarian workers in accordance with international humanitarian law.

WHD is an opportunity to celebrate the spirit of people helping people. The day is dedicated to recognising those who face danger and adversity to help others, regardless of who they are and where they are. Despite all the money and aid that is being given for humanitarian relief, it is still estimated that one-third of all global humanitarian needs are not being met. By helping others, many people sacrifice their most precious possession: their life. World Humanitarian Day pays tribute to those who have perished in humanitarian service globally. Everyone can be a humanitarian. People affected by disasters are often the first to help their own communities following a disaster. Responding to emergencies is only one aspect of humanitarian work.

For decades humanitarianism has captured and shaped the dreams of the populations of the global North, dreams of a better world, of a common humanity, of goodness, of solidarity, and of global healing. Attacks on humanitarian workers hinder the ability of people in desperate need to receive lifesaving assistance.  WHO has a specific mandate to protect the human right to health, especially for people affected by humanitarian emergencies.

 Daniel D. Palmer a Founder of Chiropractic has rightly said, “The most wonderful study of mankind is man. Relieving human suffering and diffusing universal knowledge is humanitarian.” On World Humanitarian Day, let us honour the heroic aid workers who rush bravely to help people in need. It’s a day to pay tribute to those who help the world’s most vulnerable people and to redouble efforts to provide emergency aid to global victims of crises. Let us remember their sacrifices, and recognise the millions of people who count on humanitarian workers for their very survival. Let us honour the fallen by protecting those who carry on their work – and supporting humanitarian relief operations worldwide.

Will Priyanka’s clamour of democracy work?

The Congress is struggling for its existence after debacles in the 2019 Parliamentary elections. At the same time, the party is facing leadership crisis. On the other hand, after landslide victory in the Lok Sabha elections, buoyant Narendra Modi took a bold decision to scrap Article 370 and bifurcation of Jammu & Kashmir on August 5, 2019. PM Modi got support of many political parties, while the Congress is left beleaguered over the issue. Only few parties are supporting it. Many Congress leaders have supported PM Modi’s move on Article 370.

Meanwhile, the Modi government has imposed many restrictions to thwart any unwanted incident. Prominent Kashmiri leaders are under house arrest since August 5. On Friday, Jammu and Kashmir Congress chief Ghulam Ahmed Mir and party spokesperson Ravinder Sharma were arrested when they were going to address a press conference. Congress general secretary Priyanka Gandhi Vadra strongly criticised the arrest of party leaders in Jammu and Kashmir. She accused the ruling BJP and the Centre of eroding the country’s democratic identity through such acts.

“On what grounds have Congress leaders in Jammu and Kashmir been arrested? Is it a crime to speak to the media? It’s now 15 days since former Chief Ministers who respected and abided by the Constitution of India just like our leaders have been under arrest,” she tweeted. “Does the Modi government believe that India is still a democracy?” Priyanka Gandhi Vadra questioned.

It is worth mentioning that Congress workers are asking for to make Priyanka Gandhi Vadra as Congress President. She is a potential leader who could be face of the Congress. In the past, she has done well whatever responsibility the party has assigned. As far as the scrapping of Article 370 is concerned, one can say that Priyanka Gandhi Vadra is a good lawyer of very-very weak case.

Former Chief Minister Prithviraj Chavan told Afternoon Voice, “Jammu and Kashmir Congress President Ghulam Ahmed Mir and party spokesperson Ravinder Sharma were arrested by the government. These are oppressive policies of the Modi government at the Centre. They have arrested and detained Kashmiri leaders, including former Chief Ministers Mehbooba Mufti and Omar Abdullah. Now, they have sent Congress leaders of Jammu and Kashmir behind the bars. Actually, Narendra Modi government does not want any political activity in Kashmir. I have already criticised the arrest of the Congress leaders on the social media.”

Regional parties like BSP, BJD, AIADMK and YSR-CP have supported the scrapping of Article 370 in Jammu and Kashmir and a bill to reorganise the state in two separate Union Territories of Jammu and Kashmir, and Ladakh.  Barring single NDA constituent Janata Dal (United), all other allies of the BJP like Shiv Sena, Shiromani Akali Dal, AGP and BPF have strongly supported the move.

President of NCP Mumbai unit Nawab Malik said, “Arrest of Congress leaders in Jammu and Kashmir is condemnable. There should not be ban on expression. They must be allowed to address the press conference.”

Apart from this, many Congress leaders have also supported the central government’s decision. Congress leader and former MP Jyotiraditya Scindia had tweeted, “I support the move on #JammuAndKashmir & #Ladakh and its full integration into union of India. Would have been better if constitutional process had been followed. No questions could have been raised then. Nevertheless, this is in our country’s interest and I support this.” Congress veteran and a Gandhi family loyalist Janardan Dwivedi said,  “My mentor Ram Manohar Lohia was against Article 370 from the start…My personal view is that this is a matter of national satisfaction. A mistake made during independence has been corrected, even if belatedly.”

Congress leader Deepender Hooda, the son of former Haryana Chief Minister Bhupinder Singh Hooda and considered a member of Team Rahul, tweeted, “My personal view is that there isn’t a need to have Article 370 in the 21st century.” “The move is not only in the interest of the country but also for the benefit of Jammu and Kashmir, which is an integral part of India. It is the responsibility of the government to implement the move in a peaceful environment,” Deepender Hooda said.

Another Congress leader Jaiveer Shergill also voiced his support to the move to make Article 370 inoperative. He said, “My Personal Point of View, I support scrapping of Article 370 but only and only in accordance with provisions and methodology provided by the Constitution of India which mandates consent of J&K State Assembly -any other way is Unconstitutional.”

The Congress whip in Rajya Sabha, Bhubaneswar Kalita, resigned over his party’s stand on the government’s move to revoke Article 370 and bifurcate Jammu and Kashmir into two Union Territories. He said that the Congress party was committing suicide by opposing the scrapping of Article 370. In a letter circulating online, Bhubaneswar Kalita said that the party leadership had asked him to issue a whip but he felt that the “whip was against the nation’s sentiments”. Thus, he said, he decided to resign from the party.

BJP spokesperson Prof. Suhas Pharande said, “At present, peace and tranquility is necessary for Jammu and Kashmir not any press conference. People of the state must have their business back. The situation should not be volatile. That is why the Centre and local administration are trying to maintain peace and harmony in the state. With one month situation in Jammu and Kashmir will be normal.”

It is remarkable that scores of politicians were arrested and detained in Jammu and Kashmir. Among these politicians former chief ministers Omar Abdullah and Mehbooba Mufti are prominent, who remain in custody in safehouses in Srinagar. On Wednesday, Kashmiri IAS topper-turned-politician Shah Faesal was detained at the Delhi airport while he was reportedly about to fly abroad. He was sent back to Srinagar, where he was placed under house arrest under the Public Safety Act.

On the other hand, PM Modi attacked the Congress and other opposition parties in his Independence Day speech. PM questioned why the Congress didn’t make special status for Jammu and Kashmir permanent during its rule if it was so important.

In the first Independence Day speech of his second term, Modi said that his government neither nurses problems nor keeps them pending, saying India has truly achieved ‘one nation, one Constitution’ with the Kashmir move. PM Modi said that the decision to revoke Article 370 is a step towards realising the dream of Sardar Vallabhbhai Patel. The BJP has accused the Congress of opposing the scrapping of Article 370 only for political reasons and it has nothing to do with the welfare of people of Jammu and Kashmir.

People of Kashmir will join the race of development

Since the Article 370 is scrapped, opposition is not at peace. Condemning Modi government’s move to detain Congress leaders in Kashmir, Priyanka Gandhi has expressed her disapproval. Jammu and Kashmir’s Congress unit chief Ghulam Ahmed Mir and senior leader Ravinder Sharma were arrested in Jammu. Over 500 important political workers and leaders, including former chief ministers Omar Abdullah and Mehbooba Mufti, were detained in Jammu and Kashmir since the Centre decided to revoke provisions of Article 370 and divide the state into two Union Territories. Activists across the political spectrum were seized in Srinagar as well as other parts of the valley, because these politicians were the threat to law and order. Meanwhile, many opposition leaders like Mayawati and Arvind Kejriwal supported the government but Congress has huge objection to whatever happening in Jammu and Kashmir. However, the Statements coming out of Congress leaders seem to be all hollow and there is no substance in them. Instead of attacking Modi government, the Congress should put some constructive proposal in front of public rather than inoperable criticism. Public is more educated and understanding and less emotional than they were in earlier years. Faces don’t matter anymore; it is the words and actions that matter these days. Not only Modi and Shah believe in democracy but also the entire nation believes there is now a democratically elected government working for the people. On August 5, the Center abolished Article 370, which provided Jammu and Kashmir (J&K) unique status and passed a distinct bill to divide the state into two distinct Union Territories (Uts) Jammu and Kashmir and Ladakh.

In the midst of opposition parties’ huge uproar, Home Minister Amit Shah shifted the resolution on Article 370 as well as the Jammu and Kashmir Reorganisation Bill 2019. Article 370 of the Indian Constitution had given Jammu and Kashmir unique status where J&K was not subject to the regulations of the Constitution relevant to other States. With the exception of defence, foreign affairs, finance, and communications, according to this Article, the Parliament requires the competition of the state government to apply all other legislations.

Article 370 did not benefit J&K’s individuals, nor did it assist others. It had just become an obstacle in the state and country’s route of growth, benefiting only those who tried to create selfish advantages out of their authority to serve individuals. The state is full of nature’s picturesque beauty and once considered as Switzerland of India. It has become a battlefield with a great deal of violence, bomb blasts, murders of innocent individuals and terrorist activities over the last 25 years. One is bound to think whether Article 370 is liable for all these government ills. It is high time the new government took a courageous step and Article 370 was scrapped, which kept the state isolated. The removal of Article 370 ended J&K’s agony and paved the way for Switzerland to be made in India. Initially, BJP fulfilled what it promised long time back.

Article 370 gave special status to the state of Jammu and Kashmir. It allowed the state to have its own Constitution. Article 370 was a temporary provision in the Constitution and Article 35A, which gave special rights to the natives of the state, was added through a constitutional order issued by the President of India. There are many benefits of scrapping Article 370 and 35A. There will be one Constitution in Jammu and Kashmir like any other territory of India.

Any native of India can buy land in Jammu and Kashmir and settle in the state as Article 35A too has been scrapped. Only Indian flag is valid for Jammu and Kashmir, no more other flags. Jammu and Kashmir is no more independent state under India. Ladakh will have no legislative assembly while Jammu and Kashmir will have legislative assembly. Jammu and Kashmir can no more take independent decisions as an independent state on defence, communication and foreign affairs. Further, the bill proposed by Amit Shah included “Jammu and Kashmir division will be separate Union Territory with legislature like that in Delhi and Pondicherry while the Union Territory of Ladakh will have no legislature like Chandigarh. Many political leaders and people supported this decision made by Indian government. No one actually knows where the democracy is missing and family dynasts are holding on in the Congress Party. Is the Working Committee elected democratically? Rahul Gandhi replaced Sonia Gandhi and then Sonia Gandhi replaced Rahul Gandhi in history of last 20 years of Congress Party. Is this democracy?  Article 370 was not permanent in the Constitution as agreed with Sheikh Abdullah and this was a bad negotiation of Nehru that one Princely state had Article 370 out of 630. What do we want more? Army is dealing with terrorist more freely now. In Kashmir Army has been given full hand to counter terrorism. We all know how our army is fighting day and night with the disturbances in Kashmir. The disturbing elements of Kashmir the Hurriyat leaders have been under house arrest and now they are saying we are ready for talks, as they all know now the wind in India and outside world is with BJP. Shah and Modi have rooted out their favourite secularist parties. Earlier people who used to speak against the country were given security cover while those who spoke for India were actually killed in the state. The Home Minister said the government withdrew security of 919 people in the state, as there was no security threat for them. Shah is also trying to win the heart of people of Kashmir. Look at the first bill he placed in the Parliament in Modi’s second tenure, it is on Jammu and Kashmir Reservation Amendment Bill. The voice of Mehbooba Mufti, Farooq Abdullah, Omar Abdullah, already showed the dent has started. Shah as a Home Minister and Modi as a Prime Minister has created favourable conditions for changing Article 370 and 35A. They will definitely make sure that there is a debate on this within and outside state. Hope the day comes when people of Kashmir also join the race of development and we all progress together.

RIP Vidya Sinha

The passing away of former Bollywood actress Vidya Sinha on August 15, 2019  is a great loss to the Hindi film industry. Vidya Sinha was a great actress and made India proud with her films like Rajnigandha, Chhoti Si Baat, Mukti and Pati Patni Aur Woh. Bollywood will miss her.

Mobile companies must reduce post-paid tariffs

Ever since Reliance JIO has entered field of mobile-connections, earlier private companies had to drastically cut tariffs including in post-paid connections. But such tariff-reduction was never passed on to old customers till they made specific requests for change in tariff-plan. For example Airtel continued to charge tariff at rupees 1199 plus GST which was drastically reduced to rupees 499 plus GST with same or even better plans. But on the contrary, SMSs were sent to customers for changing plan from rupees 199 plus GST to rupees 225 plus GST when tariff-plan of rupees 199 plus GST was abolished.

Such a practice is definitely cheating with customers. Telecom and Regulatory Authority of India(TRAI) should ensure that like tariff-plans are auto-revised in case of increase in tariff, likewise auto-reduction of tariffs should be there in case new revised plans for lower-tariffs are introduced.

TRAI should also direct mobile service-providers to refund amount of difference between earlier higher tariff-plans and later lower tariff-plans from date of implementation of lower tariff-plan with similar facilities. For example, customers having been charged at rupees 1199 plus GST should be refunded heavy amount of difference of rupees 700 plus GST ever since new tariff-plan of rupees 499 plus GST was introduced.

BCCI retains Shastri as Team India’s head coach

The recent announcement made by BCCI/CAC to retain Ravi Shastri as the head coach is overwhelming for Team India. The team is now at a crucial stage post world cup loss and needs Ravi Shastri’s leadership to evolve stronger in the upcoming games until November 2021.

The incumbent’s selection was much expected as there were very few contenders for the top post of Head Coach. Ravi Shastri over the years has now developed a deep understanding with the team and knows the nuances of cricket and the team through SWOT analysis very deeply. He is now best suited to lift the boys morale to next level and help ensure that the team benefits from his leadership positively.

As it is learnt that Shastri had demonstrated a clear road map of future to the team India during the interview process with BCCI/CAC, his elevation as the Head Coach for the third time will help India retain top notch talent and win games successfully. The Indian team should now make the best opportunity of the Shastri’s availability through his renewal for another term and look ahead to retain titles especially on a foreign soil.

Maharashtra Assembly polls: VBA to hold interviews for Mumbai ticket aspirants tomorrow

Vanchit Bahujan Aghadi, VBA, Prakash Ambedkar, Maharashtra Assembly pollsWith the Maharashtra Assembly polls nearing, the Vanchit Bahujan Aghadi (VBA) will conduct interviews of aspiring candidates in Mumbai next week, the outfit said in a statement on Saturday.

The interviews will be held between August 19-21 for aspirants from Mumbai, Thane, Palghar, Raigad, Ratnagiri and Sindhudurg districts, it said.

The VBA’s parliamentary committee members Annarao Patil, Ashok Sonone, Rekha Thakur and Kisan Chavan will interview the aspirants, the statement added. Polls to the 288-member Maharashtra Assembly are due in September-October.

On August 19, Mumbai aspirants will be interviewed, followed by those from Thane on August 20, with the rest on August 21 in Dadar’s Ambedkar Bhavan, the VBA said.

It is worth mentioning that the Prakash Ambedkar-led VBA has not announced the number of Assembly seats it will contest. The VBA contested all 48 LS seats in the state, with its constituent AIMIM winning the Aurangabad seat. The Vanchit Bahujan Aghadi is an Indian political party founded by Prakash Ambedkar on 20 March 2018. Its ideology emphasised on Constitutionalism, Ambedkarism, Secularism, Socialism and Progressivism. The VBA has been registered as a political party since 15 March 2019.

Link Aadhaar with Voter ID: EC

The government had earlier made it mandatory for linking Aadhaar card with bank account, mobile numbers and various other services. However, it didn’t make it compulsory for linking Aadhaar card with voter ID cards. The Election Commission has written to Law ministry for linking voter ID card with Aadhaar card. The poll body also sought amendments to the Representation of People Act 1950 stated that linking of voter ID cards with Aadhaar will reduce duplicate and bogus voters. The move is aimed at improving the accuracy of electoral rolls. India currently has more than 750 million registered voters.

Congress spokesperson Atul Londhe told Afternoon Voice’s reporter Nikhil Sagare, “Aadhaar card should be linked to voter ID cards and polling booths must exist within one kilometre of voter’s residence. Those who possess voter ID card should be able to cast their votes. Many people despite possessing voter ID card can’t vote as their names are missing from the voting list. In 371 Lok Sabha constituencies 54, 50,000 votes are not matching. The Election Commission should look into this matter.”

The Election Commission had earlier urged the government to link Aadhaar card with voter ID cards. However, the Supreme Court had stayed the linking of Aadhaar card with voter ID card. Therefore, the linking of both these documents was kept at the backburner. The Election Commission has once again come forward with a proposal to link both these documents. Since Modi government had taken several important decisions in the past few weeks the poll body is confident that the government will take a right decision with reference to linking voter ID card with Aadhaar. The Election Commission (EC) has long claimed that mandatory linking of both these documents can prevent voter fraud and ensure each person has only one vote.

BJP MLA Atul Bhatkalkar said, “Linking of Aadhaar card with voter ID is one of the suggestions I myself have also demanded. The Chief Minister has written a letter to the Election Commission for linking of Aadhaar with voter ID. We are requesting to the EC to check all the possibilities to stop bogus voting.”

The Congress and other opposition parties have raised questions about the election process being followed in the country. Later BJP leader and advocate Ashwini Upadhyay filed a petition in the Delhi court stating that Aadhaar should be linked to detect bogus voters and strengthening the voting process.

Earlier, the EC said that linking the 12-digit unique identity to all voter cards is not compulsory. However, the poll panel changed its stance after former Chief Election Commissioner (CEC) AK Jyoti took charge in 2016. As many as 32 crore Aadhaar numbers have been linked to voter ID cards so far.

Criminal lawyer and NCP MP Majeed Memon said, “The Election Commission may have written to government for linking Aadhaar card with voter ID. Every person must be able to cast his vote. If he is unable to cast his vote for not possessing documents then it is unjustified. Electoral reforms are necessary to curb bogus voting and EVMs should be abolished. Legitimate voters should be allowed to exercise their franchise.”

In February 2015, the poll panel issued guidelines for linking Aadhaar with voter ID cards as part of the National Electoral Rolls Purification and Authentication Programme (NERPAP).

However, the Supreme Court stayed the move in its August 2015 ruling, stating that the unique identification number or the Aadhaar card will not be used by the respondents for any purpose other than the PDS scheme and in particular for the purpose of distribution of food grains, and cooking fuel such as kerosene. In July 2017, the EC submitted its application to the top court for the collection of Aadhaar details of voters and linking them to their database.

Linking Voter ID to Aadhaar will help cut out fake votes

The Election Commission (EC) has approached the Law Ministry, seeking legal powers to recommence linking of voter cards with the 12-digit Aadhaar number. The EC had first initiated the exercise of linking Aadhaar with the Electors Photo Identity Cards (or EPIC) in February 2015, when H S Brahma was the Chief Election Commissioner. It was suspended later that year in August, after the Supreme Court restricted the use of Aadhaar to only the Public Distribution System (PDS), LPG and kerosene distribution. The poll panel had already linked 38 crore-voter cards to Aadhaar by then. Voting is the right of the citizens. Aadhaar card is the identification issued to residents. Cell phone facility is available to almost every citizen. Bank accounts can be opened; ration card subsidy and gas cylinder subsidy are available to citizen by Aadhaar card. When everything is linked to Aadhaar why not link voter ID to Aadhaar card? There is no biometric proof in Voter ID, PAN card, Ration card, etc.

Aadhaar is the only authentic ID proof of a person, where tampering has not been successful. Therefore Aadhaar is being considered as of highest order ID. A day will come when PAN, Voter ID, Ration card, etc will be scrapped and Aadhaar will prevail. The whole idea is to remove the problem or issue of multiple entries, bogus or duplicate voting. Also it becomes easy for the government on various levels. Then there is linking of Aadhaar to bank accounts that is going on for quite sometime now. I think the whole idea is to simplify the identity of individuals and to have one common instrument as identity. Which in a way is a good idea, but I don’t know why government has not gone aggressive on establishing the link. The good thing though is that the process of linking Aadhaar to anything, is very simple and doesn’t take more than 5 minutes. For instance to link Aadhaar card to voter ID card all you need is either an internet connection or a simple SMS can do it for you.

Aadhaar and voter ID linking has already started (Aadhar Linking). Note that we have two constitutional bodies EC and Supreme Court that have protected people right even when politicians didn’t wanted. It’s not mandatory yet, but soon it should be made mandatory as Aadhaar penetration is increasing. While a lot of people are criticising the government’s move of linking Aadhaar to technically everything, I personally believe that it’s helping us in a lot of ways. I do agree that there are better ways that Aadhaar can be used without the privacy concerns, but that’s a matter for another day. Linking of Aadhaar to PAN did something amazing, it brought down a lot of tax payers. Making it mandatory to link Aadhaar to Bank accounts seeded bank accounts where PAN wasn’t added. Linking Aadhaar to mobile numbers will help easing the process of tax filing, OTP authentication (which is more or authorization, but I digress again), etc. Linking voter ID to Aadhaar will help cut out fake & illegal votes, it will help understand which demographic isn’t voting, etc.

Aadhaar has truly made a lot of things easy for the citizens. By linking Aadhaar to voter ID it’s easy to keep the account of population and the number of voters in the country, there won’t be any duplication or fake voters ID’s, the reason is biometric. . Yes, someone might be able to even trace where the Aadhaar was used and by whom, but there are a thousand better ways of knowing that. According to the amendment to the Representation of the People Act proposed by EC, the Electoral Registration Officer (ERO) for the purpose of establishing identity may ask a person to furnish her Aadhaar number and even ask those already enrolled as voters to furnish the same to check for duplicate entries. However, the same amendment also states that no one will be neither denied enrolment nor deleted from the voters’ list for inability to furnish Aadhaar or for not having an Aadhaar number. The poll panel has also asked Law Ministry to amend the voter enrollment forms to introduce a column for applicants to provide their Aadhaar number. If law ministry really take the suggestion of EC seriously and brings in compulsory linkage between Aadhaar and voters card, then all cats will be out of the bag. Corrupt parties will stop getting false votes and all those manipulating votes and abusing democracy can be clutched. Since all political parties are aware of discomfort, no one is raising the issue as it’s mutually beneficial for them.
