Compulsory rainwater harvesting

Civic body has taken the initiative to make rainwater harvesting proposal to cover new buildings. Instead of implementing the rule for fewer buildings, it should be implemented uniformly in a phased manner and see all the buildings provide such an arrangement by the year 2020. Water shortage has taken the city by surprise and we have to take steps to overcome the situation with proper planning. Such a move ought to have been taken a decade back instead of wasting time. In 2005 we had surplus rains and proper planning from that moment onwards could have helped out now to ease the situation.  It is not too late and even a tough decision taken now can give the best solution to overcome water crisis.  It is time to have swift move to prevent ever increasing water problem.
